Résumé Des études ont déjà comparé et analysé le contenu et les enjeux d'accords cadre internationaux (ACI) sur la responsabilité sociale des entreprises (RSE) mais peu rendent compte de la dynamique qu'ils insufflent et évaluent en quoi ils permettent d'équilibrer (ou non) le rapport de force entre Direction et Salariés. Aussi nous proposons d'étudier sous cet angle deux accords d'entreprises multinationales d'origine française. Après une présentation de l'histoire de chacun de ces groupes et de la manière dont s'inscrit l'ACI dans leur système de relations sociales, nous comparons les modes d'appropriation de ces accords par les parties signataires.

The future European Commission under President Ursula von der Leyen claims to be a geopolitical Commission. Sceptics note that this ambition will only further broaden the well-known gap between the capabilities of the EU and the expectations about its ability to shape foreign policy. Others welcome the fact that the "geopolitical commission" wants to emerge from the shadow of technocratic politics. However, the postponement by EU member states in starting accession negotiations with North Macedonia in October 2019 is being viewed from this perspective as strategic blindness. The EU should not jeopardise its strategic opportunities in the neighbourhood, which will soon include the United Kingdom, by sticking to its established enlargement and neighbourhood policy. Instead, it should create new structures and invest more, both in political and material terms. One could imagine a European Political and Economic Area (EPEA) consisting of the EU and Eastern European countries of the Eastern Partnership (EaP). (author's abstract)

The repercussions of the war in Syria have produced a prolonged political stalemate in neighboring Lebanon. As the major political blocs in the country are aligned with opposing sides in the Syria conflict, fear of spillover has led major actors to avoid controversial decisions and suspend elections. This has left room for minimal consensus around maintaining the security that has helped shield Lebanon from the chaos next door. But it has also caused the progressive erosion of political legitimacy, which threatens to unravel political institutions and lead to the further fragmentation of political forces. As all sides are tied to external patrons who no longer consider the country a priority, domestic compromise is likely to remain out of reach. Germany and its European partners should step into the void, in particular the one left by the withdrawal of Saudi Arabia, and push for parliamentary elections as a first step toward due process.
