NOMADS AND NOMADISM IN THE ARID ZONE. SOME ASPECTS OF THE SOCIO-ECONOMIC AND CULTURAL DEVELOPMENT OF NOMADS IN THE U.S.S.R

Until relatively recently there were about 10 million people living in the territory now included in the USSR who led a nomadic or semi-nomadic life with extensive livestock-breeding as their main activity. They included various large & small nationalities, peoples who differed in language & ethnic origin, inhabiting chiefly the vast dry steppes of the Asian & European continents. A common characteristic of all the nationalities that preserved their extensive livestock-breeding economy & nomadic life was their econ & cultural backwardness. After a brief description of the measures taken by the tsarist gov, the way in which 'the problem of radically reconstructing & developing the economy & raising the cultural level & living standards of the nomads' in the USSR was successfully solved (by the Soviet gov) within a very brief period, historically speaking-the equivalent of the life-span of one generation,' is noted. The work makes a chronicle of the manifestations of violence against women detected by the Special Rapporteur on violence against women during her official visits between 2015-2020. The visits cover countries on the five continents and allow us to differentiate two large groups of cases: those of violence that are repeated in all the countries visited and those that are specific to the culture, religion and harmful traditions of a given geographic area. The types of violence that are repeated in all countries are domestic violence, sexual violence, trafficking in women and femicide. Among the particular cases are violence in divorce and inheritance proceedings in Israel, online harassment in the United Kingdom, zina in Afghanistan, polygamy in Palestine, violence within gangs in Honduras, ablation in Sudan, etc. The articleindicates the need for a collective commitment, awareness, education and training work, social, political and economic change, as well as the need of collaboration of all the actors involved, starting with public authorities but continuing with civil society, companies, educational and health centres and families. The measures to be adopted should be of a legislative, administrative, social, educational, economic and political nature to be meaningful. ; El trabajo hace una crónica de las manifestaciones de violencia contra la mujer detectadas por la Relatora Especial de Naciones Unidas sobre la violencia contra la mujer en las visitas oficiales realizadas entre 2015 y 2020. Las visitas cubren países de los cinco continentes y permiten diferenciar dos grandes grupos de casos: los de violencias que se repiten en todos los países visitados y los que son específicos de la cultura, religión y tradiciones dañinas de una determinada área geográfica. Los tipos de violencia que se repiten en todoslos países son la violencia doméstica, la sexual, el tráfico de mujeres y el feminicidio. Entre los casos particulares está la violencia en procesos de divorcio y sucesión en Israel, el acoso online en Reino Unido, la zina en Afganistán, la poligamia en Palestina, la violencia en el seno de las pandillas en Honduras, la ablación en Sudán, etc. El artículo indica la necesidad de un compromiso colectivo, una toma de conciencia, una labor de educación y formación, un cambio social, político y económico así como la necesidad de colaboración de todos los actores involucrados, empezando por las autoridades públicas pero siguiendo con la sociedad civil, empresas, centros educativos y sanitarios y las familias. Las medidas que se adopten deben ser de carácterlegislativo, administrativo, social, educativo, económico y político para ser efectivas.
