Inhaltsangabe: Wohl kaum ein anderes soziales Phänomen entwickelt sich momentan derart schnell und dynamisch wie Online-Communities im Web 2.0. Bei aller Euphorie über diese Entwicklung melden sich jedoch auch vermehrt kritische Stimmen zu Wort und sprechen in Anlehnung an die Spekulationsblase der New Economy bereits von einer "Bubble 2.0". Der Verkauf des Video-Portals YouTube an Google für 1,65 Milliarden US-Dollar im Oktober 2006 oder der Verkauf von StudiVZ an die Holtzbrinck-Gruppe für 100 Millionen Euro im Januar 2007 sind nur zwei von vielen Beispielen, wie Unternehmen und Investoren erneut von der Sorge getrieben werden, den Anschluss an potentielle Trends zu verpassen und interessante Projekte der Konkurrenz überlassen zu müssen.Ob das Web 2.0 ein Erfolgsmodell oder doch nur ein Hype mit absehbarem Ende ist, lässt sich aus heutiger Sicht schwer beurteilen. Was man aber durchaus beurteilen und beantworten kann ist die Frage, ob oder wie im Web 2.0 die elementaren Kernprobleme kollektiven Handelns gelöst werden. Hieraus lässt sich letzlich ein Urteil über die Nachhaltigkeit von Web 2.0-Geschäftsmodellen ableiten. Wie ist es möglich, eigeninteressierte Menschen zum freiwilligen Austausch von privatem Wissen in Internetforen und Weblogs zu bewegen? Und auf welche Weise wird in Communities wie Wikipedia neues Wissen hervorgebracht und genutzt? Dieses Buch wird sich diesen Fragen und dem Phänomen der Online-Communities im Web 2.0 von der ordnungsökonomischen Seite her nähern und bei der spietheorethischen Modellierung Aspekte aus Soziologie und Psychologie aufgreifen.

For community managers and hosts it is not only important to identify the current key topics of a community but also to assess the specificity level of the community for: a) creating sub-communities, and: b) anticipating community behaviour and topical evolution. In this paper we present an approach that empirically characterises the topical specificity of online community forums by measuring the abstraction of semantic concepts discussed within such forums. We present a range of concept abstraction measures that function over concept graphs - i.e. resource type-hierarchies and SKOS category structures - and demonstrate the efficacy of our method with an empirical evaluation using a ground truth ranking of forums. Our results show that the proposed approach outperforms a random baseline and that resource type-hierarchies work well when predicting the topical specificity of any forum with various abstraction measures.

Online communities provide ample opportunities for user self-expression but generally lack the means for average users to exercise direct control over community policies. This article sets out to identify a set of strategies and techniques through which the voices of participants might be better heard through defined mechanisms for institutional governance. Drawing on Albert O. Hirschman's distinction between "exit" and "voice" in institutional life, it introduces a further distinction between two kinds of participation: effective voice, as opposed to the far more widespread practices of affective voice. Effective voice is a form of individual or collective speech that brings about a binding effect according to transparent processes. Platform developers and researchers might explore this neglected form of voice by introducing mechanisms for authority and accountability, collective action, and community evolution.

By making it possible for once dispersed individuals to communicate and cooperate online, the Internet has raised the importance of cybercommunities—informal, online collectivities that provide support by means of many-to-many communication—as an overlooked delivery system for the provision of public goods. The importance to public administration of these communities is discussed through multisectoral analysis. Existing case study-based research on the topic is empirically assessed by mapping the cyberuniverses of three issue areas discussed in that research. Although many of the findings of the existing research remain valid, the internal governance, and so the accountability and legitimacy, of cybercommunities are found to be weak. This raises serious questions about current understanding regarding the implications of online organization for public administration.

"Dieser Aufsatz setzt sich kritisch mit unterschiedlichen Studien zu virtuellen Gemeinschaften auseinander und diskutiert methodologische Konsequenzen. Der Autor beschreibt zunächst, was allgemein unter 'virtuellen Gemeinschaften' verstanden wird. Dabei zeigt sich, dass zahlreiche Autoren gerade aus den technischen Medieneigenschaften Konsequenzen für die Sozialität ableiten. Über die anschließende Erörterung des klassischen soziologischen Gemeinschaftsbegriffs und klassischer Studien zu internetbasierten Communities, entwickelt Christian Stegbauer seine Kritik an den diskutierten Studien: Die prominenten Autoren betrieben mit den von ihnen vorgestellten empirischen Fakten eine Kommunikation anhand von Beispielen, die nicht als seriöse Empirie bezeichnet werden könne. Eine solche Herangehensweise zeige Defizite, die zu einseitigen und ideologischen Interpretationen führe. Einige der aufgezeigten Fehlinterpretationen könnten durch eine die Gesamtstruktur berücksichtigende Analyse, wie sie durch die Methoden der Netzwerkanalyse ermöglicht wird, vermieden werden. Allerdings sei eine solche strukturalistische Betrachtung ohne Erschließung von Bedeutungen ebenfalls einseitig. Und so steht am Ende die Forderung, die verschiedenen methodologischen Paradigmen zu integrieren, d.h. unterschiedlicher Methoden miteinander zu kombinieren." (Autorenreferat)
