The article deals with the main issues of implementation of the main trends in the development of artillery weapons. Its increase in the efficiency of the use of artillery shell fragmentation shells by introducing the latest technological developments in the means of correction of the trajectory. The situation that occurred during the Military Operation of the Joint Forces in the Donetsk and Luhansk Oblasts of Ukraine in 2014 required the use of not only light weapons but also more powerful weapons, namely artillery weapons, against illegal armed groups with high spectacular capabilities, maneuverability, clear control system. The experience of fighting in the area of modern military conflicts (the civil war in Syria) confirms the urgency of using high-precision weapons, namely high-precision artillery shells, since major hostilities occur in settlements.

Cet article analyse les mécanismes qui influencent l'élaboration des statuts métropolitains. Il mobilise une approche de « process tracing » déductif pour comprendre un cas : la mise en place d'une scène métropolitaine puis la création d'un gouvernement métropolitain du Grand Paris. La forme particulière prise par cette métropole à l'issue des lois de 2014 et 2015 est saisie à l'articulation de quatre mécanismes : la reproduction d'un héritage institutionnel local, caractérisé par la fragmentation et la polarisation ; la mobilisation d'entrepreneurs institutionnels locaux cherchant à manipuler à leur avantage les statuts métropolitains ; l'intervention des membres de l'exécutif politique central, soucieux de la viabilité parlementaire et des bénéfices partisans associés à la mise en place de la métropole ; le rôle de cadrage d'une administration centrale, porteuse d'un projet rationalisation institutionnelle par fusion verticale.

Following the great fragmentation in the Arab world today, as well as the problematic de-colonization phase, it would be relevant to investigate whether Arab-Islamic Egyptian revivalism has been truly capable of shaping a counter-hegemonic narrative against Western colonialism and post-colonialism in the twentieth century. Can we consider Sayyid Qutb's political and religious analysis, as well as his formative background, a concrete counter-hegemonic narrative? Was the narrative of Rashid Rida and Hasan al-Banna solidly based on religious Islamic concepts and meanings? The main aim of this article is to reconsider the contemporary understanding of Islamic Egyptian thought in relation to Buruma and Margalit's proposed Occidentalism methodology, on the one hand, and the hegemonic–counter-hegemonic debate, on the other.

This article provides an overview of established and emerging approaches to frame analysis as a tool for analysing dynamics of political conflicts. It first surveys the approaches taken by contributors to this special issue and notes some implications for further research. The second part of the article then outlines four ways in which digital platforms and transnational information flows might influence the way framing contests play out in current and future media environments. These include: (1) fragmentation within media systems; (2) increasing transnational information flows that potentially create transnational publics; (3) altered framing processes and effects in the more complex networked environments; and (4) architectures and emerging logics of digital platforms. The authors believe these four factors will become crucial for understanding the connections between frame competition and political conflicts.

This study estimates municipal efficiency and economies of scale of municipalities in Bosnia and Herzegovina by employing data envelopment analysis (DEA) with variable (VRS) and constant (CRS) returns to scale. The results indicate low overall municipal efficiency, with economies of scale reached in very few municipalities. The average municipal efficiency score is 0.7115 under DEA VRS assumption, where only 16% of municipalities are found efficient. The average scale efficiency is 0.7458 with full scale efficiency reached by only 11% of municipalities in Bosnia and Herzegovina. Furthermore, the analysis shows strong positive impact of number of inhabitants on overall municipal efficiency. Politically motivated fragmentation of municipalities, aiming to bring peace and stability to the country, did not go hand in hand with improved economic efficiency.

Starting in the 1990s, an increasing number of studies and reports have focused on examining the nature and characteristics of spatial planning in Europe. The geographical coverage of these comparative analyses broadened over time, paralleling the progression of EU integration. However, the Western Balkan countries were only vaguely mentioned within such studies, mostly due to their fragmentation and geopolitical instability. This paper analyses and compares spatial planning systems in the Western Balkan Region since the 1990s. More specifically, it presents an overview of the geographical and socio-economic situation, explores administrative and legal frameworks for spatial planning, analyses spatial planning instruments produced at each territorial level, and addresses future challenges. Through so doing this paper exposes the complexity of the subject and sets a base for further research.

AbstractThe last three decades have witnessed a huge amount of research exploring the linkage between companies' sustainability performance (SP), sustainability disclosure and financial performance (FP). Researchers have applied various methods and techniques to investigate this relationship, yet the results remain equivocal. In this article, we look inside this black box by considering various manifestations of sustainability practices and investigating their link with FP. We apply a manual content analysis technique to analyse the sustainability reports of the 100 best‐performing US firms. Our results reveal that fragmentation in the results is caused by the SP measurement. Additionally, we note that the interlinkages between different SP dimensions and sub‐dimensions are weak and somewhat contradictory. The results help draw important policy implications for the development of an SP reporting framework.

AbstractIn times of austerity, gentrification is promoted as a prime investment opportunity capable of reviving stagnating local economies. In Athens, pro‐gentrification policies (using English slogans like 'Re‐launch Athens' and 'Re‐activate Athens') have become increasingly defined in their targeting of specific areas. Moreover, planning in Greece is characterized by spontaneity, fragmentation and tolerance of speculation, specifically favouring the gentrification process. In many cases, the state's 'absence' after promulgation of regeneration projects acts as a clear strategy for inner‐city gentrification. After discussing the emergent relations between state policies on urban intervention and gentrification in the post‐crash era, this article will focus on the peculiarities of the Greek planning system and how these have led to the gentrification of an inner‐city area called Metaxourgio.

Cities are increasingly concerned with fluidity and mobility, where social, cultural and economic activities can rapidly be transferred from any one locality to another. Yet, powerful effects of globalisation on economy, society, and urban environment create fragmentation as well as interesting transitions in each system. Whilst urban transformation in response to globalisation creates sharp changes in former urban textures and typologies, new spaces and identities have been produced with the formation of recent networks and encounters. This paper, therefore, examines the implications of urban and housing transformations in the city of Istanbul within the context of recent economic, cultural and political conditions. The authors aim to establish a critical discussion of the city's texture, where separate and overlapping urban functions are easily captured through a site section.

Ascertaining that today immigration phenomenon has considerable effects on legal systems, the paper aims to demonstrate that foreigner and, in particular, his hospitality, should not be conceived as a challenge. In fact, if we analyze it such a challenge, it suggests an opposition and a hostility between a winner (which normally is the State and the citizens) and a loser (which is the foreigner). Furthermore, it implies a dichotomy between an unconditional openness to immigration and the hostile and rigid closure of the territories, and, at the same time, it could also lead to a "fragmentation" of citizenship and to the "dissolution" of the statÈs sovereignty. Therefore, it is more appropriate to interpret it as a chance and an opportunity for constitutional democracies and for the process of European integration.

This paper analyses how the UK national press has covered local decision-making on options for the integration of health and social care. In England, as part of a major restructuring of health services, the UK government has devolved significant decisions on reorganising services to local areas. This increasing 'localism' in healthcare has been a global trend, albeit an uneven one. The article assesses the insights of Amitai Etzioni and others, as applied to national newspaper coverage of local decisions. It finds Etzioni's analysis to be not fully supported. Following other journalism research on the NHS, we show that contentious points of wider public interest were little reported on, such as international corporate influence and the potential for fragmentation across a national health service.

In this postcolonial gendered autoethnography, I critically examine how my understanding of home was first imprinted and how, once dislocated, I have negotiated my desire for and imagination of home. I argue that colonialism and patriarchy are interconnected structures of oppression that contribute to individuals' understandings of home. For transnationals, a dislocated understanding of home need not result from migration but can arise long before oceans are crossed. Specifically, I emphasize how readily the notion of home is romanticized, silencing disruptive understandings of home. I trace how trauma-infused understandings of home reveal the consequences of feeling continuously uprooted and exiled. Thus, the fragmentations surrounding the notions of home, old country, and new country show movements in liminalities, where "home" is a site of experience, memory, desire, hope, and imagination.

The aim of this article explores structural stigma in child and youth mental health. The focus is on the experiences of caregivers with children between 12 and 22 years old in their encounters with the systems involved with their families for their children's mental health. The outcomes are presented of a study based on analysis of 10 transcripts—two focus group and eight interview transcripts—with 15 caregivers with children involved with mental health services. Two main themes emerged: (a) structural stigma as denigrating encounters within and across service systems (i.e., child and youth mental health, education, child protection, and criminal justice) and (b) fragmentation of the service delivery system as a significant factor exacerbating stigmatizing encounters. The implications for mental health practice with families are considered.

AbstractBy most accounts, the Commission President's potential for political leadership within the EU system has declined since the 1990s, due to the increasingly assertive role of the European Council, and a more autonomous European Parliament (EP). Furthermore, the incumbent's authority over the Commission is complicated by the Commission's internal fragmentation and specialization. Based on interviews with experienced policy‐makers from the Commission, the Council and the EP, this article argues that Juncker's leadership inside the Commission, as well as his leadership within the EU system have been strengthened by his organizational reforms, such as the introduction of project‐team leading Vice‐Presidents and a stronger role of the Secretariat General. These findings challenge the accounts emphasizing the declining leadership capacity of the Commission.
