The air, land and sea blockade imposed on Qatar by Saudi Arabia, the United Arab Emirates, Bahrain, and Egypt – otherwise known as the Quartet - has significantly impacted Qatar's economy, but not nearly as much as the four had both hoped for and expected. Following the initial shock, Qatar responded to the blockade with alacrity. A look at one of the Arabian emirate's key businesses, Qatar Airways, gives an insight into how the Qataris, with little fanfare, have demonstrated their resilience.

India and Georgia, representing two ancient surviving civilizations in the world, are not located far away from within Asia. The two nations had deep linkages in the past; however, they mostly remained disconnected over the past few centuries for various reasons. In recent years, they are experiencing a steady rise in people-to-people engagement, especially in trade. Considering the changing global geopolitical realities and increasing avenues of Europe-Asia trade, India urgently needs to revive and rebuild its historic ties with Georgia to meet its national interests in the 21st century. Georgia could be a 'Gateway to Europe' for India.

Argues that Operation Iraqi Freedom & the ouster of Saddam Hussein have altered the geostrategic situation in the Middle East. Regional reactions to the end of Saddam's regime ranged from relief over the loss of a threatening neighbor to fear of being next on the Bush administration's list. It is contended that two theories dominate the thinking of Middle East analysts. The first implies that Iraq was simply the first US target while the second theory emphasizes the critical importance of Israel's role. Consideration is given to the possibility of the US using force against Syria & Iran, which has continued to develop its nuclear capability. Points of agreement/tension between the US & Saudi Arabia are addressed, along with the current status US efforts to seek a just & lasting solution to the Israeli-Palestinian conflict through a "Road Map" aimed at creating an independent Palestinian state by 2005. The need for broader support for the Road Map & future prospects for a more stable, economically prosperous Middle East are discussed. J. Lindroth

(DÜI-Cls)

Examines nongovernmental organization (NGO) partnership issues in the light of a 1996 World Bank report that seeks to promote a greater partnership between government & NGOs. Bangladesh's NGO sector is briefly reviewed, noting that the continuing status of independent Bangladesh as a major recipient of international aid has created an environment in which the growth of most private voluntary development agencies is directly linked with the provision of external resources. While the World Bank report urges closer cooperation between NGOs & government, it ignores the fact that many existing partnerships are often of a dependent character. A recent case study of NGO-government linkages in aquaculture is presented to examine the realities of the current rhetoric of NGO-government partnership, driven primarily by resource priorities. 1 Table.
