This paper discusses the 'caring' and 'controlling' aspects of social workers' roles and some ways in which role conflict and ambiguity are dealt with in client-social worker interaction. The ways in which individuals interpret each other's behaviour and reveal their motives and the meanings of their communications are considered and some studies of client-social worker relationships are reviewed. Practitioners' perspectives on social work are examined with reference to certain aspects of the relationship between probation officers and their clients. A study of the views of one hundred probationers and their officers is reported: it was found that a large number of probationers saw 'care' and 'control' as complementary. For probation officers the dual function was regarded as problematic: their ways of dealing with this role conflict and dissonance are described and discussed. The care and control debate is regarded as continuing and it is argued that attempting to separate these functions of social work is questionable both in principle and in practice because of possible failure of attempts to meet clients' needs and to protect their interests and those of other citizens. Further, in carrying out these functions it is suggested that social workers should continue to adopt and articulate a critical stance so that they can resist pressures to exercise control when this can be shown to be undesirable.
• Summary: Recent rampage shootings at schools have provoked intense academic discussion. While there have been two recent school shootings in Finland, there is not much empirical research focusing on these incidents. What is particularly lacking is research on community reaction to this type of mass violence. In this article, we take a look at the negative aspects of solidarity after a shooting incident in a small Finnish community of Jokela. We explore community experience on shootings through two types of empirical measures. The research material consists of a mail survey of the local residents and focused interviews of professional experts. • Findings: Our results suggest that there was a rise in social solidarity after the shooting tragedy. However, the increased level of solidarity was also followed by a variety of negative phenomena such as strengthened group divisions between youth and adults, social stigmatization, and feelings of collective guilt. These experiences are familiar in the cultural trauma processes. • Applications: In general, the article points out that mass violence has long-term impact on people's social engagement and interaction patterns. Similar processes can be argued to be particularly significant when studying relatively small communities.

In 2006 the European Parliament and European Union Council has defined eight key competences for lifelong learning, necessary for personal fulfillment and development, active citizenship, social inclusion and employment. Since the economic crisis of 2008, the world is looking for new ways and methods to ensure the well-fare and reformulate the value of human life. Currently at EU level, one of the most important debates closely connected with the basic context of lifelong learning is on the dimensions of life quality. The desk study deals with the qualitative content analysis of the documents of EU, OECD, data of the projects of Office of National Statistics in Latvia, the U.K. and Germany, research of Ruff (1995), Rath and Harter (2010), Layard (2005), Rohr (2014), etc. The dimensions of life quality in different sources and by different authors have been defined similarly indicating that the qualitative indicators are as important as the quantitative. It is clear that the quality of life cannot be measured only by quantitative indicators such as income or birth / mortality. This article discusses the theoretical aspects of such dimension of life quality as well-being in different sources, compares and analyses them in the Latvian context.

AbstractHow do national political parties vary in their views on Social Europe? I focus on an aspect that has received less attention despite its growing prevalence—EU regulations with ambitions to diminish social inequality to encourage social convergence among Member States. Since the Juncker Commission, the European Commission has become increasingly active in pursuing this aspect of Social Europe. Thus, understanding parties' positions on this aspect of Social Europe has become more important. However, current literature lacks measures of national party stances towards Social Europe, and explanations for these stances. Here, I use data from the Chapel Hill Expert Survey (2006, 2009, 2014 and 2019) to develop an indirect measure of party positions on Social Europe. Leveraging studies in party politics and EU politics, I propose that party families and national economic conditions may affect parties' positions on Social Europe. The analyses suggest substantial variation in parties' positions on Social Europe both within and across party families. The analyses also demonstrate that socialist and green parties support Social Europe most, whereas radical right parties support it least. Lastly, I do not find systematic evidence that national economic conditions influence parties' support for this aspect of Social Europe.
