"Elections can contribute to peacebuilding by ensuring the representation of formerly excluded groups in parliament. When hurried and poorly designed, however, elections can also threaten the precarious peace in divided countries. This study focuses on the three main features of electoral design that crucially influence the success or failure of elections in conflict-prone divided societies: timing and sequencing, electoral administration, and electoral systems. It goes beyond purely scholarly debates and translates the general insights into specific policy recommendations for the parliamentary elections scheduled for 2015 in South Sudan; the first elections since the country torn by ethnopolitical conflict gained independence in 2011." This aimed to describe the factors contributed to low enrollments of female in school in South Sudan; these factors are either political reason, cultural reasons. The literature reviewed were from the related information from the prior researchers, their findings has significant to the females' enrollments, but the failure of their researches was that, they recommended to the government only on the issues on how to reduced poverty. Poverty is not affecting only females, it affect both genders, and cannot be the main factor that cause low enrollment of female. As a result this paper has found it out that, the two mains factors that affect female enrollments was the negative behaviors of the people toward female education and lack of awareness of the South Sudanese communities about the government policies of encouraging females' education. The recommendations were directed to the government of South Sudan to initiate an awareness campaigns to be conducted annually in the former ten states of the republic of South Sudan and also forms policy implementing group at local level of the government including villages, household, schools, stakeholders including chiefs and the parents, to understand the importance of female education, through this process, the communities can gradually change their behaviors toward female education.

In 2011, South Sudan was welcomed into the United Nations as the world's newest nation. Celebrations on the ground reflected palpable relief after more than 20 years of violent struggle. With unprecedented goodwill and optimism, the UN deployed 7,000 soldiers and another 2,000 police and civilian peacekeepers to the country to support its transition to independence. However, the mission failed and within less than three years South Sudan was plunged into a catastrophic civil war. Using firsthand accounts from senior UN officials and referencing hitherto unseen UN documents, this book explores the role of the peacekeeping mission in that failure. It challenges the resignation with which many in academia and the media greeted the underperformance of the peacekeepers. It suggests that, even while under-resourced, they could have done much more to prevent bloodshed in the new country and protected civilians from the chaos of the first years of the conflict. The UN has thus far avoided a thorough and public examination of its actions in South Sudan. It has avoided accountability and instead rewarded failed decision-makers. This book is an attempt to re-assess the legacy of that mission and to detail how its many mistakes can and should be avoided in the future.
