This masters thesis discusses the recently concluded treaty between the African, Caribbean and Pacific (ACP) countries on the one hand and the European Union (EU) on the other. This Agreement having signed in Cotonou, Benin, is known as the Cotonou Agreement. The Cotonou Agreement is the latest in a series of conventions between the two parties that have their genesis in the late 1950s. The primary goal of this work was to find out to what extent, if at all, the newly signed Agreement is likely to contribute to the economic renaissance of the ACP countries. In so doing it traces development of the ACP-EU conventions right from their very beginning. The performance of the relationship to date is examined with a view to determining whether the lessons learnt therefrom have been incorporated in the new Agreement. There is a detailed analysis of the trade and aid provisions of the Cotonou Agreement. Apart from the economic provisions, other major provisions and developments of the ACP-EU Conventions are discussed with a view to providing a wholesome picture.

Gegenwärtig finden Diskussionen zur Neufassung des Lome-Abkommens statt, die die Beziehungen zwischen EU und AKP-Ländern auf eine neue Basis stellen sollen. Das Dossier zieht eine Bilanz der EU-Kooperationspolitik der 25 vergangenen Jahre und gibt einen Ausblick auf die Zukunft. Bisher wurde durch die Politik die Abhängigkeit der AKP-Staaten von Monokulturen aufrechterhalten, auch wenn es einige positive Gegenbeispiele gibt. Vor allem die Instrumente der Finanz- und Handelspolitik, die nie reformiert wurden, stellten ein Handikap dar. Ungeachtet der liberalen Tendenzen in der globalen Wirtschaft will sich die EU aber nicht vollständig zu der Politik struktureller Anpassung der Weltbank bekennen, sondern vertritt die Idee einer Partnerschaft. Der gegenwärtige Streit mit den USA um die Bananenordnung kündigt bereits die bevorstehenden Veränderungen an, die den Privatsektor stärker begünstigen werden. The impact of development aid on the international migrations in the African, Caribbean, and Pacific Group of States
Development aid, one of the most important mechanisms for the redistribution of global wealth, represents financial flows that have economic growth and social improvement as their main objective. It has also frequently been described as an instrument which is able to diminish international migrations and is used by several developed countries. Recently, much empirical evidence and several contributors have argued that connection and set out other grounds. This paper explores the interaction between development aid and migrations from developing to developed countries. We want to determine, if the amount of development aid has any impact on migrations from African, Caribbean, and the Pacific Group of States. Our results show that development aid does not have a direct effect on migrations and therefore, in terms of international migrations, is not effective. Moreover, we will argue that the donor side should use different policies and other mechanisms to manage migrations from those countries.
