This book examines the effects of Europeanization on two cross-border states, Italy and Slovenia, in the period between 1990 and 2012. It does so by means of an analysis of specific funding programmes such as Interreg and Phare. The book explores whether Europeanization, through cross-border cooperation, has promoted a post-national mode of governance and new relations between the national, the supra-national and the local-regional level. It discusses whether a link can be established between the activities of sub-national actors (municipalities, regions) and the recent development of legal instruments designed to enhance cross-border cooperation. Taking the perspective of citizenship, and focusing on ethnic minority groups and cultural-social associations, the book addresses the question of whether a new notion of citizenship, multi-layered and multi-dimensional, has emerged in cross-border areas through cross-border cooperation.

However, it is not only the restructuring of the organizational procedures, ie, the so-called reform of the institutions in the face of the coming enlargement of the European Union (EU), but also questions of the overall identity & legitimacy of Europe that are increasingly approached in political discourses. This essay analyzes recent political speeches on Europe; it focuses on the problems of legitimization & political representation at the "new" supranational level. In a comparison between French & German speeches, the different semantic fields in talking about Europe are explored. Particular emphasis will be given to the interplay of ideational & organizational aspects -- Making meaning of Europe & Organizing Europe -- as being constitutive for these speeches. The discursive construction of past & future experience & expectation will be illuminated as well as problems of space & time strategies of territorialization & temporalization. 17 References. 5 pages, 4 figures ; Based on hydrographic sections carried out during the last decade in the Canary region at 29° 10′N, we show that there has been a statistically significant rise in temperature and salinity on isobars between 1500 and 2300 db. The maximum increase, found at 1600 db, is occurring at a rate of 0.29°C and 0.047 per decade. Isobaric change decomposition into changes on neutral surfaces and changes due to the vertical displacement of the isoneutrals was performed. Results reveal that the lower part of North Atlantic Central Water (NACW) cooled and freshened on neutral surfaces, suggesting changes in the freshwater fluxes at the outcropping region. However, the signal in deep waters (1500–2300 db) was principally due to a downward displacement of the isoneutrals, although water mass modification is observed in the range of Mediterranean Water (MW) influence ; The first author is supported by a grant received from the Canary Government. This article points at differences and similarities in ways of defining Central Europe and Central‑Eastern Europe found in Polish and Czech academic discourse. The aim of the article is, firstly, to identify these differences and similarities, and secondly, to indicate the probable reasons for their existence. In order to accomplish both goals, the authors analyze selected narratives of Czech and Polish historiography and the terms present in both kinds of discourse under analysis. The analysis is based on a selection of texts considered relevant and influential. The time span covered in the article is the period from the First World War to the present times, with particular emphasis on the period from the 1970s onwards. In spatial terms, the article focuses on influential Polish and Czech authors working either in their home countries or abroad, as émigrés. The object of study is discourse understood as a communication activity in which meanings are continuously constructed. The article takes into consideration the following issues: (1) the popularity of the notions of "Central Europe" and "Central‑Eastern Europe" in both discourses; (2) the evaluation of these concepts – namely the attribution of some positive and negative features to them; (3) the presentation of the topoi of Central Europe and Central‑Eastern Europe in Polish and Czech discourses (the views concerning their spatial extent and borders); (4) political operationalization of these concepts in the form of integration (geopolitical) projects.

In recent years, the growth of industrial development has rendered the protection of the environment a matter of sudden and immediate concern in most European countries. Some of these countries have re- sorted to criminal law when other measures proved to be inadequate or ineffective. This tendency is apparent in the following excerpt, quoted from a report to the Tenth International Congress on Comparative Law: "When we encounter a new disastrous phenomenon, we naturally are shocked and are apt to rush to penal legislation to suppress it. As a matter of fact, we tend to think that the problem is solved, once we have a new penal law." This was the situation when the Council of Europe adopted Resolution (77) 28, designed to promote "eventual future harmonisation of all legislations of the member states of the Council of Europe in this field . "
