Reviews the development of AIDS in Uganda from its epicentre in the south west. Notes that the disease at Mulago has been doubling every 5 months for the last 3 years. Although it is common knowledge that the disease is spread through sexual activity, present patterns of this represent normal behaviour. The government thus faces a massive problem. (PAS)

This article explores the progress of democratization in Uganda & asks what elements of democracy have been established & what elements are still missing. President Museveni's regime respects most of the accepted freedoms of a democratic society: there is a free press; local, parliamentary, & presidential elections have been acknowledged to be broadly free & fair; government ministers are accountable to a lively parliament that has been vigorous in attacking corruption. In most areas, continued peace & security ensure general support for a popular president. However, his "no-party" system is in effect a one-party state & the ban on political party activity is increasingly criticized. Adapted from the source document.
