In The Semi-Sovereign Presidency, Capitol Hill insider Charles Tiefer shows how George Bush used the executive office to circumvent Congress, thwart official Washington, and confound the public will. Even Bush partisans may be surprised to discover the president's unprecedented use of executive signing statements to modify or, in effect, abrogate acts of Congress--even popular, bipartisan efforts like the 1991 Civil Rights Act; his commissioning of the "Quayle Council" to derail regulatory legislation such as the Clean Air Act of 1990; and his catapulting of the National Security Council into foreign policy prominence outstripping that of the Departments of Defense and State. As Tiefer details for the first time here, "Iraqgate," the hidden courtship of Saddam Hussein prior to the Gulf War, is perhaps the most dramatic example of Bush's executive fiat--a relationship conducted by way of Bush National Security Directives and similarly obscured from the public eye. Bush chose an essentially negative approach to governing partly because he was unwilling to engage Congress on matters of principle head to head and was equally unwilling to make his principles public--addressing himself to the nation as his predecessor had so effectively done. But, as Tiefer persuasively argues, it was Bush's belief in the sovereignty of executive power--an almost monarchical conception of the presidency--that was his primary modus operandi and ultimately his downfall. Bush and his approach to power are interesting not just to students and scholars of the presidency but to all citizens concerned about the country and its leadership.

Heir to a tradition that predates the founding of the Republic, the Foreign Service of the United States has been representing U.S. interests abroad for more than two centuries. During that time, it has undergone organizational changes and acquired new functions in a process of adaptation to changing circumstances. Today, Foreign Service personnel in five different foreign affairs agencies work together and join with other elements of the federal government to help shape and execute the foreign policy of the United States. After tracing the Service from its origins to the structure established by the Foreign Service Act of 1980, Andrew Steigman describes the composition of the modern Foreign Service and offers a succinct account of the work done by its members at home and abroad. He concludes with an assessment of the problems posed for the Service by societal change and by the spread of terrorism and offers some cogent thoughts about the Service's future.

Since 1945, the role of the president in shaping domestic and foreign policy has changed dramatically. Though the prodigious growth of the federal bureaucracy under the Executive Branch reflects much of this change, bureaucratic response to the major issues of the past three decades has been ineffective or nonexistent, and a notable parallel development has been the increasing use of public commissions in the policymaking process. Dr. Tutchings studies more than 100 public commissions using a model of the policymaking process that includes demands, decision and information costs, and policy results and outcomes. Reviewing the results of the commissions as reflected in presidential support of recommendations (via proposed legislation) and in congressional response, he notes that their membership has typically been dominated by government/corporate elites: as this membership has become more pluralistic, there has been a sharp decline in the contributions of the commissions to the policymaking process. Perhaps the most significant contribution of the book is its detailed development of the concept of rhetorical policy as a first step in the policymaking process

First published in 1982. The sharp increase in the price of imported oil in the early 1970s generated much interest in the economic impact of large oil price hikes and related energy price increases. This book is the first extended study about the relationship between Marxism and the rhetorical tradition. Aune suggests that the classical texts of Marx and Engels wavered incoherently between positivist and romantic views of language and communication-views made possible by the decline of the rhetorical tradition as a cultural force. Though Western Marxism attempted to resolve this incoherence, it lacked a satisfactory theory of its own. Aune argues that the liberating impulse of Marxist tradition, ultimately, would be better served if we paid closer attention to the rhetorical history of the labor movement and to the role of public discourse in arousing or quieting revolutionary consciousness.
