We analyze the role of poverty levels in the allocation of international development aid. We estimate "claims" for each recipient, based on the incidence and depth of poverty in its territory, and explore possible reallocations of the current (overall) official development assistance (ODA) based on those claims. We consider four allocation rules rooted in ancient sources: the Aristotelian proportional rule, two constrained egalitarian rules, inspired by Maimonides, and the Talmud rule. Each of them is grounded on different normative principles, which allows us to assess the recipients' claims in different ways. Our results indicate that the current allocation of international development aid cannot be supported by any of those rules, which makes us conclude that the allocation of ODA is not truly driven by the goal of eradicating world's poverty. ; info:eu-repo/semantics/published

The authors analyze the effects of structural adjustment and violence on international migration from selected countries in Latin America by estimating a series of event history models that predicted the likelihood of initial migration to the United States as a function of the murder rate, economic openness, and selected controls in the country of origin. Although several theories posit a connection between structural economic change and violence, such a pattern held only in Nicaragua, where the homicide rate increased as the economy was opened to trade and average incomes deteriorated. Moreover, only in Nicaragua was lethal violence positively related to out-migration. In Mexico, Costa Rica, and Guatemala, rising violence reduced the likelihood of emigration. Violence does not appear to have uniform effects on patterns of international migration but depends on broader social and political conditions within particular countries.

"Academic spin-offs have received increasing attention in discussions about science and innovation policy and in research. Most of the attention has been focused on determining the conditions for fostering spin-offs, but this paper shifts the focus back to the potential repercussions for academic institutions. These may result from the involvement of researchers in spin-off processes and from incentives aimed at supporting spin-off activities. In a first step, the paper develops a conceptual framework with which to analyse repercussions that result from the interaction between policy measures for supporting spin-offs and structural features of national science systems. Policy measures and structural aspects of the science systems influence the ways spin-offs and their parent institutions interact. As patterns of linkages differ, so too may their impacts on academic institutions. Secondly, based on secondary analysis of comparative studies, we develop a number of hypotheses as to which repercussions on academic institutions may be expected in a number of European countries.
