(Re)penser les relations constitutives de la gouvernance néolibérale : Quelques pistes de réflexion féministes pour les relations internationales et le droit international

Cet article examine les enjeux théoriques et métathéoriques de l'analyse des principales dynamiques politiques et économiques de la gouvernance néolibérale en considérant les contributions de perspectives féministes à cette réflexion. Il s'intéresse tout particulièrement à la problématisation des dimensions genrées et racialisées de la transformation des processus de reproduction sociale dans ce contexte. Nous approfondissons ces considérations en insistant sur la densité de ces relations de pouvoir et, en conséquence, sur l'importance de reconnaître que les relations de genre ne sont pas constituées en abstraction de l'ensemble des autres dynamiques de pouvoir en jeu. Nous soutenons, au contraire, que celles-ci sont constitutives de ces transformations.

Metatheoretical Issues of the Evolution of the International Political Economy
The topicality of the international political economy is determined by the complexity and dynamism of transformation processes in the world economic system, which are developing through information networks and financial technologies. The purpose of the article is to reveal the meta-theory elements of the international political economy in the context of their renewal in the context of the world economic system development in the wave of "information society". To obtain scientifically sound results, the article uses the historical–logical method, the dialectical method of proceeding from the abstract to the concrete, institutional and evolutionary approaches. The article develops theoretical and methodological foundations for developing the international political economy. It is substantiated that the research agenda of the international political economy is characterized by socio-integrative trends of economic development in the global dimension. The interaction among actors of international relations is analyzed, and the structural components of their functional transformation under the conditions of integration processes advance within the world political and economic space are determined. It is concluded that the international political economy serves as a theoretical foundation, an integral general theoretical basis for establishing adaptive conceptual frameworks for building trust and solidarity among the subjects of the world economic system. Theoretical and methodological principles of the international political economy should be based on analyzing systemic and structural transformations of the world economic system; determining the criteria of social legitimacy of international authorities, based on the norms and values of social and environmental justice; and developing conditions for fulfilling the individual's creative potential the field of world social capital.

Intervention armée en Chine : l'expédition internationale de 1900-1901

Pour répondre à la crise née de la guerre des Boxers, un corps expéditionnaire international de 100 000 hommes stationne en Chine, dans la province du Petchili, de l'automne 1900 à l'été 1901. Officiellement destiné à épauler le gouvernement impérial chinois dans le rétablissement de l'ordre, il constitue également un puissant atout dans les négociations entre Pékin et les puissances européenne, russe, américaine et japonaise qui ont envoyé des contingents militaires. Patrouilles, dispersion de bandes armées, contrôle de zone, présence ostensible représentent le quotidien des soldats, dans un cadre marqué par l'absence de commandement unique et la rivalité sous-jacente des États participant à l'expédition. Après la signature du traité de paix avec la Chine, en septembre 1901, l'occupation militaire étrangère diminue fortement. Néanmoins, quoique réduites en nombre, les troupes de diverses nationalités occupent le territoire jusqu'à la Seconde Guerre mondiale.
Universalism and Targeting: An International Comparison using the LIS database
In combating poverty, whether or not to design a universal program or a targeted program has been a perpetual dilemma. The objective of this paper is to conduct an international comparison of the 'universality' and 'targeting' of social security systems. The paper presents an outline of methodologies used in assessing the universality and categorical targeting of the poor. Two methodologies are employed. The first builds on the work of Beckerman and examines how positive and negative net transfers are distributed using micro-data from eleven countries; the second employs a logistic regression method to estimate the effects of the initial poverty gap and categorical status of a household on its poverty outcome. The data used are drawn from the Luxembourg Income Study (LIS) database and a micro-data from the Ministry of Health, Labor and Welfare of Japan.
