Abstract An international conference titled "Transforming Health Care in Remote Communities" was held at the Chateau Lacombe Hotel in Edmonton, Canada, April 28–30, 2016. The event was organized by the University of Alberta's School of Public Health, in partnership with the Institute for Circumpolar Health Research in Yellowknife, Northwest Territories, and the Qaujigiartiit Health Research Centre in Iqaluit, Nunavut. There were 150 registrants from 7 countries: Canada (7 provinces and 3 territories), United States, Denmark, Iceland, Norway, Sweden, and Australia. They included representatives of academic institutions, health care agencies, government ministries, community organizations, and private industry. The Conference focused on developing solutions to address health care in remote regions. It enabled new networks to be established and existing ones consolidated.

Aus der Vorbemerkung: Diese Studie bietet keine umfassende Auslotung der internationalen Verflechtung im Dienstleistungsbereich; sie versteht sich vielmehr als Einstieg in diese komplexe Thematik, indem sie deren wichtigste Elemente aus theoretischer, statistischer und wirtschaftspolitischer Sicht herausarbeitet. Dabei sollen neben bereits durchschaubaren Zusammenhängen vor allem auch die Grenzen des derzeitigen Kenntnisstandes deutlich gemacht sowie solche Fragestellungen eingekreist werden, die eine vertiefende Analyse verdienen.

AbstractWhile the discipline of International Relations (IR) has a long tradition of celebrating 'great thinkers' and appropriating their ideas for contemporary theories, it has rarely accounted for how these authors came to be seen as 'great' in the first place. This is at least partly a corollary of the discipline's long-standing aversion to methodological reflection in its engagement with intellectual history, and it echoes IR's infamous tendency to misportray these great thinkers' ideas more broadly. Drawing on existing attempts to import the methodological insights of historians of political thought into IR, this article puts forward a unified approach to the study of great thinkers in IR that combines the tenets of so-called 'Cambridge School' contextualism with those of what broadly falls under the label of reception theory. I make the case for the possibility of developing a coherent methodology through the combination of what is often seen as separate strands of intellectual history, and for the value of such an approach in IR. In doing so, the article ultimately offers a more rigorous methodology for engaging with the thought of great thinkers in IR, for analyzing the way a specific author's ideas come to have an impact in practice, and for assessing the extent to which these ideas are distorted in the process.

Les Sociétés de la Croix-Rouge ont tenu à Londres, du 10 au 15 juin dernier, leur huitième conférence internationale.Sous réserve des rectifications résultant de la publication du compte-rendu officiel de la Conférence, nous pouvons indiquer provisoirement que vingt et un Comités centraux étaient représentés à Londres; en outre, seize Gouvernements avaient envoyé des délégués: l'ordre de Malte et l'ordre de St-Jean de Jérusalem d'Allemagne et d'Angleterre, avaient également répondu à l'invitation du Comité central anglais: enfin le Comité international comptait six de ses membres à la Conférence. Un fait intéressant à noter, c'est que, pour la première fois, les trois sociétés qui en France consacrent leur activité à l'œuvre de la Croix-Rouge, étaient simultanément représentées à la Conférence de Londres. Cette heureuse circonstance est due à la création d'un Comité central de la Croix-Rouge française, qui a établi un lien commun entre la Société française de secours aux blessés militaires, l'Association des Dames françaises, et l'Union des Femmes de France. Chacune de ces associations était représentée à la Conférence de Londres par des délégués au nombre desquels figuraient plusieurs dames, et le Comité central lui-même nous avait envoyé son président en la personne du vénérable marquis de Vogué.

The European Union (EU) and the People's Republic of China (PRC) both use the terms 'multipolarity' and 'multilateralism' in their 'public diplomacy' rhetoric and in their analyses of the international system. However, while the EU stresses multilateralism, the PRC remains explicit in its welcome of multipolarity. Yet shifts are apparent. In part, there may be some 'international socialisation' in play in which EU multilateralism usage, normative underpinnings, rub off on the PRC. In part, both terms are being supplemented by still wider overlapping terms of references for an untidy multilevel international system, such as 'interpolarity', 'asymmetrical multipolarity', 'region-polarity', 'inter-regionalism', 'multilateralising multipolarity' and 'multi-multilateralism'. An untidy multilevel EU may find it easier to operate in such a shifting international system than a tidy sovereignty-sensitive PRC?

Im August 2022 vollendete Haimo Schack sein siebzigstes Lebensjahr. In recent decades, intensive attempts emerged to introduce a new Global International Relations (GIR) research programme related to the post-colonial critique of western dominance and its efforts to overcome the current geopolitics of knowledge. Even though several regional and national approaches have been included in GIR, the integration of semiperipheral IR thinking is only in its early stages. Some of them still remain almost neglected within the GIR context. In response to this challenge, this paper aims to introduce the IR thinking produced in Central Europe (CE) by four semi-peripheral nations – Czechs, Hungarians, Poles and Slovaks – into the GIR framework. It highlights the specifics of the region that should be reflected in GIR as a genuinely global discipline. We address the specific position of Central Europe close to the West but, for various reasons, never fully integrated into its core and the related epistemological uncertainty of how to study regional realities. Simultaneously, we search for those regional CE ideas that would be more generally applicable in the study of international relations and, at the same time, mirror the unique experience of an area with not only close ties to the West in terms of civilisation but also a long tragic history.

L'adieu au gladiateur ? La mondialisation suscite de nombreux débats, mêlant les spécialistes des différentes disciplines, interrogeant son exceptionnalité, hésitant sur ses critères et sa définition. On essaie ici d'examiner son rapport à l'histoire, sa relation complexe aux jeux de domination et d'exclusion. On s'efforce surtout de concevoir une nouvelle grammaire des relations internationales : au-delà de la métaphore hobbesienne qui compare celles-ci à un combat de gladiateurs, la mondialisation nous introduit à de nouveaux acteurs, à de nouveaux principes de régulation, à une autre conception de la violence et de la sécurité.

Why do nation states in conflict with one another refrain from weaponising water? Water has long been a standard weapon of armed conflict. In the post-World War II period, however, nation states in international conflict have made concerted efforts to restrain its weaponisation. This is puzzling given the absolute vitality of water to an adversary, a long historical record of water weaponisation, and water's heightened military utility in the face of rising scarcity. Distinct from existing scholarship, this study contends that water has become embedded in a global normative inhibition – a "water taboo" – that denounces its weaponisation as morally unacceptable. Through qualitative case research involving elite interviewing and historical analysis, this study examines the water taboo. Three focal points include its existence, how it evolved over time, and most importantly, how it influences states' decisions on whether or not to weaponise water. The study first outlines the water taboo. Next it analyses the taboo's historical origins, and later its strengthening from the 1950s to the present via a confluence of broader humanitarian and environmental protection movements. It then examines the taboo's influence in a "hard" case of India in the 1999 Kargil War, and "deviant" case of the US in the 1991 Gulf War. Altogether, the study contributes that: (i) a moral aversion to weaponising water exists; (ii) it has evolved through multiple phases of norm strengthening in the past seventy years; and (iii) it influences state behaviour at an instrumental level and, in some cases, more internalised level of compliance. Where the taboo is not fully internalised, this study finds that the taboo's influence is mediated by levels of military necessity, operational dependence of the military on politicians, and embeddedness of belligerents in the international community. These findings firmly extend IR and Peace and Conflict literature into the domain of water, and suggest future avenues for research and policy to charter long-term peace and security around water.

AbstractA wave of recent research challenges the role of regime type in international relations. One striking takeaway is that democratic and autocratic leaders can often achieve similar levels of domestic constraint, which in many issue areas results in similar international outcomes—leading many to question traditional views of democracies as distinctive in their international relations. In this review essay, we use recent contributions in the field to build what we call a "malleable constraints" framework, in which all governments have an institutionally defined default level of domestic audience constraint that is generally higher in democracies, but leaders maintain some agency within these institutions and can strategically increase their exposure to or insulation from this constraint. Using this framework, we argue that regime type is still a crucial differentiator in international affairs even if, as recent studies suggest, democratic and autocratic leaders can sometimes be similarly constrained by domestic audiences and thus achieve similar international outcomes. This framework helps reconcile many competing claims in recent scholarship, including the puzzle of why autocracies do not strategically increase domestic audience constraint more often. Just because autocracies can engage audience constraints and democracies can escape them does not mean that they can do so with equal ease, frequency, or risk.
