Further Training and Development : Courses at the International Institute of Public Administration

The International Institute of Public Administration offers short and long courses to students from over fifty countries who belong to widely different branches of the Civil Service. Designing curricula for their benefit requires strategy and imagination, and the teaching methods employed meet specific criteria which take into account the participants' respective backgrounds and the international character of the Institute. Tutorials, seminars, working group sessions and case studies contribute to make II AP a stimulating centre of exchange and training, where students corne into contact with French and international experts as well as participants from other countries.
Das Thema internationaler Konjunkturzusammenhang - seit spätestens 1973 mit dem Zusatz bei flexiblen Wechselkursen - scheint aktueller denn je zu sein. Zunächst stellte die weltweite Inflation der Jahre 1973/74 eine Herausforderung dar, sich verstärkt mit der Frage nach den Ursachen inflationärer Prozesse und ihrer internationalen Ausbreitung zu beschäftigen und daraus wirtschaftspolitische Folgerungen für eine Inflationsbekämpfung abzuleiten. Seit der Weltrezession von 1974/75, die sich an die Weltinflation anschloß, ist der Bedarf an Erklärungsansätzen für internationale Konjunkturübertragungen und die Aufgabe, diesem Phänomen mit wirtschaftspolitischen Mitteln entgegenzuwirken, noch dringender geworden. Angesichts der nahezu überall gleichzeitig auftretenden Preis-, Nachfrage- und Beschäftigungsschwankungen dürfte es aber nicht mehr ausreichen, theoretische Beiträge zu diesem Thema zu liefern, die als Nebenprodukt bei der Behandlung anderer Fragestellungen anfallen oder die stark partialanalytische Züge tragen - extra durch die Annahme von Vollbeschäftigung oder durch die Ausklammerung monetärer Aspekte. Vielmehr erscheint es notwendig, den internationalen Konjunkturzusammenhang im Rahmen umfassenderer Modelle zu analysieren, d.h. in Modellen, die neben dem Wechselkurs auch die in- und ausländischen Einkommen, Beschäftigungsniveaus, Preise und Zinsen als variable Größen enthalten. Der vorliegende Beitrag stellt einen Schritt in dieser Richtung dar.

International audience ; First worldwide public TV network in French, TV5 provides a lot of news contents, but appears to be a "non market driven" channel, while other broadcast and cable television news face intense economic pressures and competition spawned by the increased number of outlets. The present analysis attemps to provide insights into several issues : how do TV5 journalists shape "international news" ? What differences can be made between these news television professionals' work, values, standards and editorial contents compared to those of their counterparts of the European news-only television Euronews ? What are the effects of their privileged professional status, freed of traditional financial and business pressures, advertising concerns or political constraints to which their colleagues are overwhelmingly confrontated ? What role plays the specific perception of their audiences on the positive view they design upon their profession, on the newsroom habits, on the professional practices, and on the news coverage and content decisions ? The argument of the authors is based upon interviews with TV5 journalists, working at all levels of the organization hierarchy (managers, news directors, working journalists and editors), on observation of the work in the newsroom and of the news products, and on a survey of various internal documents, conducted from October 2002 to March 2003. ; Première chaîne publique généraliste, multilatérale et mondiale de langue française, faisant la part belle à l'information, TV5 apparaît dégagée de la plupart des logiques économiques qui structurent très fortement un champ journalistique audiovisuel de plus en plus concurrentiel.
