The life and work of a remarkably versatile and pioneering South African thinker Mongameli Anthony Mabona (1929) is a singular South African scholar with an exceptional life path. Yet, he is a wrongly forgotten figure today. British imperialism and apartheid shaped the world into which he was born and, to a large extent, these powers carved out his destiny for him. Nevertheless, a curious set of coincidences enabled him to obtain a tertiary education as a priest, to pursue his doctoral studies in Italy and to befriend Alioune Diop. He is one of the first published philosophers of Anglophone Africa and holds doctorates in theology and anthropology. His opposition to institutionalized racism – an opposition which included his co-authoring the 1970 "Black Priests' Manifesto" – eventually led to his exile. This book is the first study of any kind devoted to Mabona. It documents his life and offers a synoptic reading of his scholarly and poetic work.

Article ; Les services hospitaliers d'urgences, initialement créés pour accueillir les pathologies aiguës et graves, sont aujourd'hui confrontés à des exigences multiples. Ils doivent non seulement répondre aux situations d'urgences vitales, mais aussi combler les lacunes de l'offre sanitaire et sociale en matière de prise en charge de pathologies bénignes ou de problèmes sociaux. Face aux phénomènes chroniques d'engorgement, les politiques hospitalières s'orientent vers une restriction de l'accueil au noyau des pathologies graves. Les protocoles de triage permettent ainsi de hiérarchiser les priorités sur la base des critères cliniques préétablis. Mais derrière le modèle de tri normatif, se trouve une réalité autrement complexe, susceptible d'adaptations et d'arrangements, dérogeant à la rigueur des normes officielles pour s'ouvrir à la particularité des situations rencontrées. À partir d'une enquête par immersion menée pendant trois ans au sein d'un service hospitalier d'urgences, la recherche ici présentée démontre que la gestion des priorités, loin de ne dépendre que des seules normes réglementaires, s'adapte et se modifie en fonction des habitus et des usages de la médecine hospitalière. Face à des exigences multiples, les professionnels se trouvent confrontés à de véritables dilemmes moraux et à des contradictions quotidiennes entre solidarité, humanité, tri des patients, gestion des priorités et impératifs économiques. Au quotidien, les soignants de l'urgence tentent de prioriser leurs actes en conciliant les contraintes morales et organisationnelles liées à leur fonction. Ils se voient ainsi imposer de multiples défis éthiques qui interrogent le sens de l'urgence, la responsabilité face au risque et les enjeux de l'institution hospitalière. ; Hospital emergency services, initially created to accommodate acute and serious diseases, are now confronted by multiple requirements. They must not only respond to vital emergency situations, but also fill the gaps in the health and social services provided for benign conditions or social problems. Given the phenomena of chronic congestion, hospital policies are moving towards a restriction on intake for a core of serious diseases. Triage protocols permit the ranking of priorities on the basis of pre- established clinical criteria. But behind this normative model for priority setting stands a much more complex reality, susceptible to adaptations and arrangements that depart from strict official standards and respond to the particularity of the situations encountered. Based on a three-year immersive study in a hospital emergency service, this current paper shows that the management of priorities, far from depending only on regulatory standards, adapts and changes according to the habits and uses of hospital medicine. Faced with multiple requirements, professionals are confronted with genuine moral dilemmas and daily contradictions between solidarity, humanity, patient triage, managing priorities and economic imperatives. On a daily basis, emergency caregivers attempt to prioritize their actions by reconciling legal and organizational constraints related to their function. They face many ethical challenges that question the meaning of emergency, the responsibility towards risk and the challenges of the hospital institution.

Die demografische Entwicklung in Deutschland kann durch drei Aussagen charakterisiert werden: "Wir leben länger. Wir werden weniger. Wir werden vielfältiger." Die Aufrechterhaltung der Wettbewerbsfähigkeit und gesellschaftliche Verantwortung veranlassen die Unternehmen ihre Personalprozesse auf ältere Mitarbeiter und ihre Bedürfnisse abzustimmen. Der Beitrag widmet sich dem Arabischen Frühling am Beispiel Ägyptens und untersucht hier die Rolle des Web 2.0 für den politischen Umbruch. Zur besseren analytischen Einordnung der Rolle, die neue Medien spielen, nimmt der Beitrag zunächst eine definitorische Eingrenzung des Begriffs Web 2.0 vor. Anschließend zeichnet der Beitrag den Verlauf des politischen Umbruchs im Kontext der Nutzbarmachung von Web 2.0 - Medien nach. Anhand des Konzepts der "social nonmovements" von Asef Bayat zeigt der Autor im weiteren Verlauf die Ausgangsbedingungen und Verlaufsformen der Aktivitäten junger, technikaffiner Ägypter auf, die letztlich zur erfolgreichen und verstetigten Massenmobilisierung auf dem Tahir-Platz geführt haben. Das Fazit fasst noch einmal die Ergebnisse der Analyse zusammen und verweist auf die Schwierigkeiten in der Diskussion um die Wirkungsmacht des Web 2.0 sowie um die Problematik einer nicht nur kursorischen Definition des Begriffs des Web 2.0 und des Öffentlichkeitsbegriffs. Der Verfasser analysiert die EU aus raumtheoretischer Perspektive. Im Anschluss an die "scale"-Debatten aus der "radical geography" beschreibt er die skalaren Strategien der Akteure in der EU als soziale Konflikte. Die politische Krise der EU wird als Ausdruck des prekären Charakters der multiskalaren Raumstruktur Europas gesehen. Sie führt aber zu einer ambivalenten Entwicklung: Sie öffnet das räumliche Kampffeld für linke Gegenprojekte, marginalisiert aber emanzipatorische Politiken im Kontext des fragilen Krisensettings. Der Autor stellt zwei Fallstudien über die deutsche und amerikanische Bolivienpolitik in der Amtszeit von Evo Morales vor. Für beide Länder wird ein Profil der bilateralen Beziehungen aufgestellt, eine Perzeptionsanalyse und dann eine Reaktionsanalyse durchgeführt. Eine Orientierung auf Demokratieförderung für die deutsche und amerikanische Bolivienpolitik wurde vor allem in den Dimensionen der Entwicklungspolitik und der Diplomatie untersucht. Beide Geber hatten einen Schwerpunkt im Bereich Demokratie, Governance und Zivilgesellschaft, der allerdings im Fall der USA der entwicklungspolitischen Drogenbekämpfung klar nachgeordnet war. Die bilaterale Kooperation war im Fall der USA auch militärisch geprägt, ist aber offiziell an Demokratiestandards gebunden. Es wird untersucht, wie die USA und Deutschland mit diesen und anderen Zielkonflikten umgingen. Auch die Zusammenarbeit der Regierung mit den politischen Stiftungen und anderen zivilgesellschaftlichen Akteuren wird untersucht. (ICB)
The Enron scandal received considerable attention over the past 10 years (2001-2011), and the fallout from Enron, WorldCom, and Adelphia were severe. Both auditors and accountants lost the trust of the government and the public. This caused the government to intervene by enacting the Sarbanes-Oxley Act and creating the Public Company Accounting Oversight Board to oversee the audits of public companies. This study will examine how the differences in perspectives amongst gender, as well as public and GCAS auditors, factors into personal opinions by admistering a research survey and studying literature surrounding the Enron scandal.
