The article considers the foundation and argumentation of Europenistics as a science or a scientific domain about processes, problems, perspectives of Europe, as a philosophy or a concept of contemporary European development in strong connection with concepts of Europeanism, Europeanity, Europeanization, European. It is made a correlation and a differentiation between Europenistics and European Studies. Also in article is studied in a concise way the complex and multidimensional content of Europenistics, highlighting the most important compartments such as: theoretical and practical aspects of Europenistics and European Studies; Europenistics in connection with the European integration issue; conceptual and philosophical aspects Europenistics in the context of European unification. A very important part of the article is dedicated to analysis of the conceptualization, definition, content and specific of European Studies as one of most important compartments of Europenistics. The article ends with some general conclusions regarding the necessity to continue the foundation and argumentation of Europenistics as a special, conceptual science about Europe, as a philosophy or a concept about contemporary European development.
The process of European integration is a topic of major importance thanks to multiple approaches from experts, politicians, civil society representatives, on the grounds that its implementation in practice has an impact on all spheres of society, from educational to social, economic and political, but and on all the actors directly involved in this process, such as the European Union. At the present stage, for the successful European accession and integration of the Republic of Moldova, it becomes essential to study this process in terms of the given dimensions, because the expected result depends on their effective implementation. It should be noted that the accession process has registered both successes and failures on the path of Europeanization of the Republic of Moldova, there are impediments at the institutional level, although in terms of legislative connection to European standards Moldova has only succes

The article is an attempt to connect the concepts of public diplomacy and human security through the experience of the European Union, in the context of the COVID-19 pandemic. In the first part, the concepts of public diplomacy and human security are analyzed. Public diplomacy is a form of contemporary diplomacy focused on information, understanding and influencing the public in other states in order to achieve the goal. Human security aims at the quality of people's lives, in the way that any factor that diminishes their quality is perceived as a threat to security. The second part focuses on identifying the defining aspects of public diplomacy in the European Union, as a way to achieve foreign policy and security objectives. The last part deals with the ways in which the European Union has tried to respond to the challenges posed by pandemic and infodemic coronavirus with implications for human security. Also, the values of human security that are promoted through public diplomacy activities have been identified, both inside and outside the European Union.
The COVID-19 pandemic brought on the so-called "coronacrisis," a global crisis event enormous in size and force. The crisis questioned the ability of states and instruments of international governance to respond quickly and effectively to the global threats. It is noteworthy that there was no strong correlation between crisis management efficacy and the type of political system of a country. However, the countries with elaborated and well-financed health systems, were able to struggle with the devastating consequences of the coronacrisis better than those with systemic, structural and financial problems of their healthcare sectors. It is obvious that the ability to manage the coronacrisis is not related to the type of political governance or ideology, but to the state administrative resources and competence of the cabinet / leaders. That potentially gave an opportunity for countries with different ideological foundations to neglect their tensions and unite the efforts in the containment of the SARS-CoV-2 virus (e.g. create mutual programmes of vaccination and medicine distribution). The main forces are the Transatlantic alliance, Russia and China. Unfortunately, no visible COVID-19-related agreement between them ever happened so far. Instead, the coronacrisis situation was used by the political rivals to intensify their aggressive rhetoric against each other (e.g., USA and Russia, USA and China) or profit from it in deepening international collaboration not connected with the pandemic itself (e.g., Russia and China). We do not observe any real mutual efforts of liquidating the pandemic consequences even within an ideological block, to say nothing about different blocks. The US–EU relationships worsened during the pandemic, especially at the background of Trump's cool attitude towards international organisations and his decision to leave the World Health Organization in the midst of the pandemic and his threatening words that US may also abandon the NATO. The report is based on the study focused on particularities of regional development în the Republic of Moldovafrom the perspective of the European Union model of economic, social and territorial cohesion.The research defines regional development în terms of a new development paradigm,methodically cultivated în European states with the support of the European Unionand emphasizes establishment of this policy în the Republic of Moldova.Several findings and recommendations of the study are included în the NSRD Evaluation Report 2010-2012 and NSRD 2013-2015, în whose elaboration the author participated under the coordination of GIZ Moldova.Also, a range of general and sector recommendations are formulated, whose implementation would redefine regional development policy în the Republic of Moldova and boost territorial growth and development în an external periphery of the European Union.
In this study, we analyse the manner of developing a particular system of coordination of European affairs at national level, as well as its efficiency, the aim being to provide suggestions for improving it. The introductory section highlights the need for such a study, given the current political and institutional context of Romania, and it states the objectives of the study. Special attention is given to presenting the theoretical approach (expressing, on the one hand, the authors' vision that European affairs - distinctly from foreign affairs - are part of the complex governance process specific for the European Union (EU) and, on the other hand, operationalizing the idea of efficiency within a national system for coordinating European affairs, etc.) and the research methodology (reasons for choosing a comparative research design to support the presented arguments, as well as the qualitative research performed). In the first part, the paper also provides information on the legislative and institutional configuration of the EU, following the entry into force of the Lisbon Treaty, because the novelties and reforms brought by this regulatory framework (supperior to the one of the Nice Treaty, but inferior to the proposals stipulated within the Constitutional Treaty) have a direct impact on designing the structure for coordinating European affairs in the Member States. Given that in Romania the European affairs coordination system was initially inspired by the French model, while later suffering a series of institutional changes (some inspired by models from other EU states), an important part of the study addresses the need to know, from a comparative perspective, the best practices in European affairs coordination and cooperation mechanisms in other EU Member States. Mediation is first and foremost an alternative to the justice that solves amicably a conflict between the parties to the conflict. Mediation has its origin in antiquity. It is found in the Justinian Codification. Our ancestors have preserved the institution of mediation in feudalism, and in modern times only in rural areas. At the present stage, the mediation procedure has grown in most European countries. The advantages of out-of-court mediation are: shorter duration, flexibility of the mediation procedure, parties can identify and adopt their own solutions. Among the disadvantages we mention: the non-binding character of the decisions, the inaccurate decisions, there is no guarantee of a successful solution. Specifically, the disadvantages of mediation have served as grounds for some states, including Moldova, to regulate the mandatory mediation for some categories of cases. This is how Italy and Romania went.

The current financial and economic crisis has highlighted the inadequacy of existing institutional and policy arrangements at the EU level. Even before this crisis, the EU economic growth was low, by international standards, revealing deep structural problems across EU countries, especially in the Southern flank. Macroeconomic imbalances have been building up, exposing a stratified EU with divergences in productivity and competitiveness, with rigidity of labour markets, impeding efficient market responses to shocks. The Monetary Union does not have adequate institutional arrangements, which may help it manage a major crisis, such as that of a last-call borrower, depreciation and burden-sharing mechanisms of asymmetric shocks, etc; various sui generis formulas are now being tested. Fiscal reactions vary depending on the level of the debts and on the speed these accumulate; at the same time, these are linked to the size of the budgetary expenditure and fiscal revenues as percentage in the GDP. The sooner the growth picks up, the more acceptable is the downsizing of the certain expenditure and/or the rise of some taxes, so that the ratio between the public debt and the GDP stabilizes (reduces, when it is the case).
The Belt and Road Initiative (BRI) has emerged as a new model of regional governance at a moment of an increasing deficit of global governance and a governance dilemma in the European Union. In the past several years, during the consultations with the respective countries, the BRI has shocked the traditional western governance paradigm from the perspective of governance concept, structure and regulation. The BRI has also marked a change from Western governance emphasizing good-governance to Oriental and Chinese governance, emphasizing good-administration. From actor-oriented governance to topic-oriented governance and from pluralistic integration governance to multivariate, multibody governance. Those changes indicate the characteristics of the BRI based on resolving problems under shared circumstances, building consensus with shared ideals, searching for new ideas with shared needs, and would help to provide a regional governance transition with a feasible and referable model providing promising prospects. In the study, the authors approash the subject of foreign students enrolled at the Moldavian State University of Medicine and Pharmacy "Nicolae Testemitanu". The first foreign students startied their studies at USMF "Nicolae Testemitanu" on September 1, 1990. They came from countries such as Ukraine, Russian Federation, Azerbaijan, Belarus, and also Romania, Italy, Syria, Sudan, Turkey, Israel, Palestine, Jordan, Morocco, etc. Over time, the number of foreign students has increased from 1,000 to more than 2,000 people. The training process of foreign citizens was considered a strategic direction and a priority activity for all subdivisions of USMF "Nicolae Testemitanu", an objective on which the future of the institution largely depends. The university is a leader among higher education institutions in the Republic of Moldova in the export of "gray matter" in the form of training of citizens from other countries.
