El primer objetivo de este artículo es analizar algunas interacciones espaciales en la zona de frontera que comparten Brasil, Perú y Bolivia, en el momento en que se finaliza la Transoceánica que conecta Brasil y Bolivia al litoral del Pacífico en Perú. El segundo objetivo es sugerir que el abordaje de la geopolítica clásica centralizada en grandes espacios (nacionales, subcontinental y continentales) e incentivos gubernamentales debe ser, por lo menos, complementada por el reconocimiento de la existencia de una geopolítica fragmentada, es decir, un pensamiento geopolítico direccionado a pequeños espacios y por un pequeño juego geopolítico de los gobiernos y agentes estatales. La investigación enfatiza la conveniencia de repensar el concepto de región, considerando los límites flexibles y estructuras espaciales inestables. ; The first objective of this article is to analyze some of the spatial interactions in the border zone shared by Brazil, Peru, and Bolivia, at the moment when the Interoceanic Highway connecting Brazil and Bolivia to the Pacific coast in Peru is completed. The second objective is to suggest that the classical geopolitical approach focused on great spaces (national subcontinental, and continental) and on government incentives should at least be complemented by the acknowledgement of the existence of a fragmented geopolitics, that is, of a geopolitical thought that targets small spaces and the small geopolitical game of governments and state agents. The study emphasizes the convenience of rethinking the concept of region, taking into account flexible borders and unstable spatial structures. ; O primeiro propósito deste artigo é analisar algumas das interações espaciais na zona de fronteira que compartem Brasil, Peru e Bolívia, no momento em que se finaliza a construção da Rodovia Transoceânica que conecta o Brasil e a Bolívia ao litoral do Pacífico no Peru. O segundo propósito é sugerir que a abordagem da geopolítica clássica centrada em grandes espaços (nacionais, subcontinental, continentais) e iniciativas governamentais deve ser, ao menos, complementada pelo reconhecimento da existência de uma geopolítica fragmentada, isto é, um pensamento geopolítico direcionado a pequenos espaços e por pequenos jogos geopolíticos dos governos e de agentes não estatais. A pesquisa enfatiza a conveniência de repensar o conceito de região considerando os limites flexíveis e estruturas espaciais instáveis.

This paper seeks to contribute to a reflection on the current European crisis through a critical theorization of liberalism, here characterized as a philosophical, political and ontological assumption of a liberal peace that rests increasingly on the geopolitical scenario of germanisation of Europe.
