És molt important conèixer la història de la població catalana i fonamentalment aquella història dels col·lectius que han estat discriminats al llarg dels anys i dels que la seva història també ha estat silenciada. Aquest projecte ha tingut com objectiu l'aproximació a testimonis de persones, vivències, experiències, etc., del poble gitano a Catalunya que ha viscut directament o indirectament l'època del Franquisme i la Transició. S'ha partit de la hipòtesi que hi ha un gran buit d'informació d'aquesta etapa del passat sobre i des del punt de vista del poble gitano. ; Es muy importante conocer la historia de la población catalana y fundamentalmente aquella historia de los colectivos que han sido discriminados a lo largo de los años y de los que su historia también ha sido silenciada. Este proyecto ha tenido como objetivo la aproximación a testimonios de personas, vivencias, experiencias, etc., del pueblo gitano en Cataluña que ha vivido directa o indirectamente la época del Franquismo y la Transición. This article offers a discussion of two contemporary Icelandic literary works, Woman at 1000 Degreesby Hallgrímur Helgason and The Outlaw by Jón Gnarr, both of which have been subject to discussion and critique regarding the authors' use of real life individuals and events. The reception of these texts is read against the framework of Icelandic laws regarding freedom of expression and rights to privacy. Two Icelandic legal cases, regarding a literary text and cinematic production, serve as case studies for the Icelandic framework.
ParlaMint is a multilingual set of comparable corpora containing parliamentary debates mostly starting in 2015 and extending to mid-2020, with each corpus being about 20 million words in size. The sessions in the corpora are marked as belonging to the COVID-19 period (after October 2019), or being "reference" (before that date). The corpora have extensive metadata, including aspects of the parliament; the speakers (name, gender, MP status, party affiliation, party coalition/opposition); are structured into time-stamped terms, sessions and meetings; with speeches being marked by the speaker and their role (e.g. chair, regular speaker). The speeches also contain marked-up transcriber comments, such as gaps in the transcription, interruptions, applause, etc. Note that some corpora have further information, e.g. the year of birth of the speakers, links to their Wikipedia articles, their membership in various committees, etc. The corpora are encoded according to the Parla-CLARIN TEI recommendation (https://clarin-eric.github.io/parla-clarin/), but have been validated against the compatible, but much stricter ParlaMint schemas. The objectives of this research are for studying and analyzing factors that related the cooperation and controlling corruption by monks, public sectors and local administrative organizations in Phetchaburi province. It is a qualitative research to analyze applied contents from specific important informers such as monks, provincial government as well as local government tally 30 persons. The research was examined by meetings of professionals. The research results found that: Monks are spiritual leaders who have knowledge in both worldly and Dharma. They were well recognized from the Sangha, government officers and public sectors as they were related by religion to the community. Monks proposed an anti-corruption curriculum by using a community unit as a training center to train on righteous facts in both theory and practical methods. For an example; to give advices to the communities, societies and government sectors under the Dharma principles and laws that conform to the various necessities of communities. Civil sectors should be good citizen that are interested in the community's problems. They would be complied to the laws and local government regulations as such a local people sector that set up for fraud prevention and control committee which has been recognized by government sectors in order to work together to inspect activities of staff performances, i.e., contests, competitions, esteemed outstanding persons announcements etc. This committee will conform to the inspection of internal auditing system such as meetings, seminars, visits, campaigns, promotions and invitations activities in order to allow people enable to express their roles to participate with government officers to protect for the local benefits. 3. The local government must comply with laws, rules and regulations, good governance and good customs and traditions. They must refuse the patronage system and beside, to promote a visible merit system, apply knowledge dissemination on laws, set up projects to create fraud prevention and corruption control by a committee to develop, follow up and evaluate their work performances. The procurements and the local works must be openly shown up for public. Also, channels for community participation must be added to offer directions for solving corruption problems. Els canvis dels últims anys, obliguen a repensar el model de societat. Es necessita una intervenció des de i per a la societat, amb la finalitat d'incentivar la Igualtat d'Oportunitats i la participació de tots, sigui quina sigui la seva condició social, tendència sexual, estatus econòmic, ideologia polílica o confessió religiosa, nivell cultural, etc. Aquesta realitat planteja noves demandes a les que cal donar resposta. No podem obviar l'exclusió que sofreixen diferents col·lectius, com el de les dones, en el que coexisteixen més dificultats per a fer front als reptes inherents al caràcter de la societat actual i que les situen en desavantatge pel que fa als homes. Incorporar aquesta filosofia d'intervenció pedagògico-social resulta un propòsit ambiciós i constitueix un ardu camí capa la consecució d'uns objectius i un model de societat més compromès amb els valors de ciutadania, igualtat i llibertat. ; Los cambios de los últimos años, obligan a repensar el modelo de sociedad. Se necesita una intervención desde y para la sociedad, con el fin de incentivar la Igualdad de Oportunidades y la participación de todos, sea cual sea su condición social, tendencia sexual, estatus económico, ideología política o confesión religiosa, nivel cultural, etc. Esta realidad plantea nuevas demandas a las que hay quedar respuesta. No podemos obviar la exclusión que sufren distintos colectivos, como el de las mujeres, en el que coexisten más dificultades para hacer frente a los retos inherentes al carácter de la sociedad actual y que las sitúa en una desventaja respecto a los varones. Incorporar esta filosofía de intervención pedagógico-social resulta un propósito ambicioso y constituye un arduo camino hacia la consecución de unos objetivos y un modelo de sociedad más comprometido con los valores de ciudadanía, igualdad y libertad. ; Changes in recent years have forced us to rethink our model of society. El TJUE ha desarrollado una rica jurisprudencia en torno a la edad como causa de discriminación prohibida, si bien con una exclusiva proyección en el ámbito de las relaciones laborales, pues hasta ahora es el único ámbito donde el Consejo ha ejercido la competencia prevista en el art. 19 TFUE en relación con esta causa de discriminación. Tal y como se articula en la Directiva 2000/78, la edad es merecedora de un nivel intermedio de protección, sobre todo en comparación con otras discriminaciones prohibidas por el Derecho de la Unión, como el sexo o la nacionalidad. Ello se debe a la propia redacción de la Directiva 2000/78, que establece un marco general mínimo para luchar contra la discriminación por razón de edad, circunscrito al ámbito del empleo y la ocupación. No obstante, el TJUE aporta importantes precisiones respecto al alcance y la articulación de las causas de justificación de una diferencia de trato basada en la edad, tal y como se establecen en dicha Directiva, así como respecto a ciertos efectos jurídicos de la no discriminación por razón de la edad, especialmente en las relaciones entre particulares. En este sentido, el TJUE ha afirmado la aplicación supletoria e incluso independiente del principio general del Derecho que prohíbe la discriminación por razón de la edad, también en las relaciones horizontales, siempre que la situación litigiosa se englobe dentro del ámbito de aplicación del Derecho de la Unión. La jurisprudencia Mangold/Kücükdeveci confirma con certeza que la Directiva 2000/78 no ha establecido un principio general de no discriminación por razón de la edad, sino que esta norma está destinada a facilitar la aplicación concreta de este principio general del Derecho en el ámbito del empleo y la ocupación, pero sin alterar el contenido ni el alcance jurídico del mismo. Ahora bien, en el Asunto Kücükdeveci el TJUE ha revisado el fundamento de este principio general del Derecho al entender que, a partir de su positivación en el art. 21 de la Carta de los Derechos Fundamentales, es ésta la sede desde la que dicho principio despliega sus posibilidades y los límites de su eficacia. Este razonamiento ha sido utilizado por el TJUE para afirmar que otras manifestaciones específicas del principio de no discriminación, como la orientación sexual, también se benefician del estatus de principio general del Derecho de la Unión. ; The ECJ has developed a significant amount of case law on age as a prohibited ground of discrimination, this case law having been so far exclusively reflected in the labour relations field. This is the only field where the Council has exercised the competence set forth in art. 19 of TFEU on this ground of discrimination. Under Directive 2000/78, age is granted an intermediate level of legal protection, especially when compared to other prohibited grounds of discrimination under EU Law, such as sex or nationality. This results from the drafting of Directive 2000/78 itself, which establishes a minimal general framework to fight discrimination on the ground of age, one exclusive to the employment and occupation fields. However, the ECJ provides significant specifications as to the scope and wording of the pleas for unequal treatment on the ground of age, as established in the said Directive. Likewise, the ECJ, details the particular legal effects of non-discrimination on the grounds of age, especially on relations between individuals. In this sense, the ECJ confirms the supplementary, even independent, application of the legal general principle prohibiting discrimination on grounds of age to horizontal relations, provided that the dispute is framed within the EU Law scope of application. The Mangold/Kücükdeveci case law confirms that Directive 2000/78 does not establish a general principle of non-discrimination on grounds of age, but it facilitates the application of this legal General Principle of EU Law to the labour field, without altering the principle's legal content or scope. Yet, in the Kücükdeveci case, the ECJ has reviewed the basis of this General Principle of EU Law, enshrined in Article 21 of the Charter of Fundamental Rights of the European Union, upon considering the latter the legal framework within which the principle becomes effective. This has been the reasoning provided by the ECJ so as to hold that other specific manifestations of the principle of non-discrimination, as for instance sexual orientation, are granted the status of General Principles of EU Law as well.
The regulation of film exhibition in Iceland has closely shadowed the history of cinema exhibition itself. Although regulation practices have undergone various shifts and realignments throughout the twentieth century, they retained certain core concerns and a basic ideological imperative having to do with child protection and child welfare. Movies were thought to have a disproportionate impact on children, with "impressionable minds" often being invoked. Their interior lives and successful journey towards maturity were put at risk each and every time they encountered unsuitable filmic materials. Thus, while assuming that adults could fend for them-selves among the limited number of theaters in Reykjavík, children were a whole another matter and required protection. Civic bodies were consequently formed and empowered to evaluate and regulate films. But even in the context of fairly rigorous surveillance and codification, the turn taken by regulatory authorities in the 1980s strikes one as exceptional and unprecedented. The Film Certification Board (TFCB) was, for the first time, authorized to prohibit and suppress from distribution films deemed especially malignant and harmful. Motivating this vast expansion of the powers of the regulatory body were concerns about a variety of exploitation and horror films that were being distributed on video, films that were thought to transgress so erroneously in terms of on-screen violence that their mere existence posed a grave threat to children. Two years after finding its role so radical-ly enlarged, TFCB put together a list of 67 "video-nasties", to borrow a term from the very similar but later moral panic that occurred in Britain. Police raids were conducted and every video store in the country was visited in a nation-wide effort to remove the now illegal films from rental stores. This article posits that the icelandic nasties list can be viewed as something of a unique testament to the extent to which the meaning, aesthetic coherence and the affect of cultural objects is constructed in the process of reception, while also main-taining that the process of reception is thoroughly shaped by historical discourses, social class, embedded moral codes and a social system of values, as well as techno-logical progress. in what amounts to a perfect storm of moralizing, political games-manship and the sheer panic of a certain segment of the population, the governing institutions in iceland managed in the span of months to overturn constitutionally protected rights to free speech and privacy, as well as undermine central principles of the republic. Two decades would pass before these setbacks were recuperated, and then only on a legal and institutional level. While analyzing the history of the icelandic video nasties, the article also attempts to grapple with and articulate the symbolic register of the ban, how it speaks to the status of cinema in Iceland at the close of the twentieth century, and what ideological strains, morals and/or values were being put into play and funneled into this particular debate. Then, to close, the role of the most notorious of the nasties, Cannibal Holocaust (Ruggero Deodato, 1980), is examined in the context of media coverage and parliamentary debates at the time.
