Iver Neumann has been one of the most productive and visible foreign policy and IR scholars of his generation. He has had great influence both internationally and at NUPI. He has, however, not become a prophet in his own country. Norway's political science community has expressed little interest in the three traditions that have been the lasting anchor points in Neumann's works: the English School, the German tradition of critical theory and French post-modernism. This article suggests that Norwegian political studies have expressed a lack of curiosity – if not an active skepticism – towards political theory in general and continental approaches in particular. The errand here is not to wonder why. Rather, it is to provide the briefest of glimpses into some of the perspectives that lie outside the Anglo-American, methodological mainstream of Norwegian political science.
Iver Neumann has been an inter-disciplinary entrepreneur for political science in Norway. For Neumann, interdisciplinarity has been coupled with an understanding of politics as the search for meaning and identity. These features are well-developed in European political science, particularly within the field of international relations, but they are more rarely encountered in Norway. This brief article provides a sketch of political science as it evolved and matured in its Norwegian incarnation. In situating Iver Neumann within the discipline, I emphasise his international and eclectic orientation. The personal, national and international meet in Neumann's works, as do popular culture and politics.
A Danish researcher tells about his experiences with the Norwegian Institute of International Affairs (NUPI) in the 1970's, 80's and 90's and how the institute has changed over the years. De stadige utsettelsene skyldes flere ting, blant annet nasjonale hensyn i EUs medlemsland og en fastlåst politisk situasjon i Bosnia-Hercegovina, som gjør nødvendige reformer vanskelig. Utenlandske investeringer er en viktig del av økonomien i mange land. Det gjelder også Norge, hvor utenlandskontrollerte foretak sysselsetter 21 prosent av arbeidstakerne i privat næringsliv. Samtidig vet vi at strømmene av investeringer internasjonalt er i endring, med vekst i aktiviteten fra stater som tidligere har investert lite utenlands. Det gjelder spesielt Kina, men også India, Russland og noen andre ikke-tradisjonelle investorland. I denne artikkelen studerer vi hvordan Norges posisjon som destinasjon for investeringer endrer seg. Vi diskuterer utviklingen i lys av etablerte teorier innen samfunnsøkonomi og statsvitenskap.
Abstract in English:Norway as a Destination for Foreign Investment: Trends and ExplanationsForeign investment is an important component of the economy of many countries. This is the case for Norway too, where foreign-controlled enterprises employ 21 percent of the workers in the (private) business sectors. We know that foreign investment flows are changing, with increased activity from countries that have traditionally invested little abroad. This is true for China, especially, but also for India, Russia, and some other non-traditional investor countries. In this article, we study how Norway's position as a destination for investment is changing. We discuss the developments in relation to established theories within economics and political science.
Aktivisme bruges hyppigt blandt forskere og praktikere som en "overordnet etikette på dansk udenrigspolitik" (Pedersen & Ringsmose, 2017, s. 339). Der er ikke konsensus om, hvornår Danmark blev aktivistisk, eller om etiketten passer lige godt på alle områder af udenrigspolitikken. Ikke desto mindre er der bred enighed om, at Danmarks militære engagement i de seneste årtier, herunder særligt deltagelsen i Irak- og Afghanistan-krigene, udgør et højdepunkt i dansk aktivisme. Vores analyse diskuterer og nuancerer denne karakteristik ved at formulere en alternativ forståelse af politisk aktivisme inspireret af Hannah Arendts politiske teori. Med vores konceptualisering gentænker vi centrale begreber i litteraturen – initiativ, risiko og deltagelse – og sondrer mellem militært engagement og egentlig politisk aktivisme. Ud fra denne begrebslige ramme genbesøger vi Danmarks krigsdeltagelse i 2000'erne. Vi argumenterer for, at dansk udenrigspolitik, selv hvad angår krigsdeltagelsen, har været reaktiv, risikoavers og med begrænset folkelig forankring og derfor mindre aktivistisk, end litteraturen hidtil har antaget. Ved at fjerne den aktivistiske etikette forsøger vi at rejse nye spørgsmål om, hvad udenrigspolitisk aktivisme fremadrettet kan og bør være.
Abstract in English:Military Activism Without Political Action? Towards a New Conception of Activism in Danish Foreign and Security Policy Inspired by Hannah ArendtActivism is frequently used by researchers and practitioners alike as "a general label on Danish foreign policy" (Pedersen & Ringsmose, 2017, p. 339, authors' translation). There is no consensus as to when Denmark became activist or if the label is equally fitting to all foreign policy issue areas. However, there is broad agreement that the military engagements in recent decades, particularly the wars in Afghanistan and Iraq, constitute a high point in Danish activism. Our analysis challenges and nuances this characterization by exploring an alternative understanding of political activism inspired by Hannah Arendt's political theory. Our alternative concept of activism revisits the central elements of activism; initiative, risk and participation, and distinguishes between military engagement and political activism. Drawing on this conceptual framework, we revisit Denmark's war engagements focusing on Iraq and Afghanistan in the 2000s. We argue that from a political perspective even Denmark's war engagements have been reactive, risk averse, and with limited popular anchorage, and are therefore, less activist than hitherto argued. By tearing off the activist label we aim to revitalize the discussion about what Danish Foreign and Security policy can and should be at a time when such questions have rarely had more relevance.
Det som ofte har manglet i forskningslitteraturen om miljø- og klimautfordringer i Arktis, er undersøkelser av hva som betinger innflytelsen av vitenskapelig kunnskap i reguleringer av relevans for Arktis. I denne artikkelen er målet å analysere forholdet mellom arktisk kunnskapsproduksjon (inkludert policy anbefalinger) og norsk forvaltning (herunder Miljødirektoratet og Klima- og miljødepartementet). I artikkelen ser vi nærmere på tre av arbeidsgruppene i Arktisk råd. 1) Arctic Monitoring and Assessment Programme (AMAP), 2) Conservation of Arctic Flora and Fauna (CAFF) og 3) Protection of the Arctic Marine Environment (PAME). Fokus er på kunnskapsstatus, grad av økonomisk og politisk kontrovers innenfor de gitte feltene, betydningen av offentlig og politisk oppmerksomhet og forvaltningsdesign.
Abstract in English:The Arctic Council Between Science, Managment and PolicyWhat has often been lacking in the scholarly literature on environmental and climatic changes in the Arctic are analyses addressing what determines the influence of scientific knowledge on regulations of relevance to the Arctic. The purpose of this article is to analyse the relationship between the production and systematisation of knowledge (including policy recommendations arising from this work) on Arctic issues and the Norwegian management system (overseen by, among other bodies, the Norwegian Environment Agency and Ministry of Climate and Environment). The article focuses on three of the Arctic Council's working groups. 1) Arctic Monitoring and Assessment Programme (AMAP); 2) Conservation of Arctic Flora and Fauna (CAFF); and 3) Protection of Arctic Marine Environment (PAME). The focus is on state of knowledge, degree of political and economic controversy in the issue area, the importance of the matter in public opinion and among policy makers, and management design.
Gjennom EØS-avtalen ble det norske forskningssystemet koblet til en overnasjonal politikk preget av lagvis endring og ekspansjon. EUs økende engasjement i forskningspolitikken har resultert i et bredt sammensatt sett av forsknings- og innovasjonspolitiske virkemidler og en økende andel av EUs budsjett. Dette politikkområdet er båret av overnasjonale prinsipper for forskningsfinansiering og intense transnasjonale nettverk i sektoren. EØS-avtalen skapte en forutsigbar ramme for samhandling mellom norske og europeiske forskningsmiljøer med EUs rammeprogram for forskning som gravitasjonspunkt. Denne artikkelen retter oppmerksomheten mot de effekter denne 25-årige koblingen har hatt på det nasjonale forskningspolitiske nivå og på forskningsmiljøenes faglige aktiviteter.

The EEA Agreement's Significance for Research in NorwayThe EEA agreement linked the Norwegian research system with the EU's research policy domain, a policy area marked by layered change and expansion. The EU's increasing research policy engagement has resulted in a broad panoply of research and innovation instruments and an increasing share of the EU's budget. Integration in this policy area is carried by supranational principles for research funding and set of intense transnational policy and research networks. The EEA agreement created a predictable frame for interaction between Norwegian and European research with the Framework programmes for research as the node. This article looks at the effects that this connection has had on the national policy and research performing levels for the past 25 years.
Slik forholdet til Sovjetunionen historisk har vært avgjørende for utformingen av norsk nordområdepolitikk, står forholdet til Russland sentralt også i dag. Artikkelen drøfter tre aspekter ved sikkerhetspolitikkens plass i norsk syn på nordområdene og i norsk nordområdepolitikk etter årtusenskiftet. I første del ser vi overordnet på sammenhengen mellom norsk sikkerhetspolitikk og norsk nordområdepolitikk de siste tjue årene. I andre del analyserer vi russiske perspektiver på sikkerhet Arktis og forholdet til Norge, før vi i siste del tar for oss tillitsskapende samarbeid på det militære området mellom Norge og Russland ved å gi en analyse av hva som karakteriserer den bilaterale Incidents at Sea-avtalen (INCSEA).
Abstract in English:Between Heat Wave and Ice Front: The High North, Security and Great Power PoliticsAs the relationship with the Soviet Union historically was decisive for the development of Norwegian policy towards the European Arctic, the High North, relations with Russia remain a core concern also today. This article analyses three aspects of the significance of security policy in the Norwegian view of the High North in general and in Norwegian High North policy in particular after the turn of the millennium. In the first part, we assess the relationship between Norwegian security policy and High North policy in the last twenty years. The second part examines Russian perspectives on the Arctic and relations with Norway. The third and final analysis assesses the bilateral Incidents at Sea (INCSEA) agreement as part of Russian-Norwegian military confidence building measures.

This article is a brief introduction to a thematic issue about the political situation in Bosnia and Herzegovina. The occasion for the issue is that in July 2020 it is 25 years since the Bosnian-Serb army took Srebrenica and massacred 8,000 Bosniaks.
Bilateralt diplomati er ikke en skandinavisk spidskompetence, men det har fået stigende betydning i dagens verden. Et antal cases analyseres her, i hvilke de skandinaviske lande er blevet bilateralt 'disciplineret' af stormagter som Rusland, Kina, Indien eller USA. Sammenlignet med de første ca. 15 år efter Den Kolde Krig med amerikansk hegemoni og EU's normative magt har de nordiske lande måttet erfare en indsnævring af deres handlefrihed. Det er ikke længere muligt, uden betydelige omkostninger, at kritisere stormagter baseret på universelle værdier. Generelt er det selvsagt vigtigt for beslutningstagere at respektere statens eksterne handlefrihed. Men på den anden side må de ikke være overforsigtige og undlade at prøve grænser af, bl.a. af hensyn til den hjemlige arena. 'Bastioner' må etableres og forsvares med troværdighed. Handlefrihedens grænser er svære at identificere, men prøveballoner, paralleladfærd med beslægtede lande eller måske brug af 'historiens lære' kan være gangbare metoder.
Abstract in English:Limits to Action Space: Scandinavians in Bbilateral DiplomacyBilateral diplomacy is not a Scandinavian favourite sport, but it has become increasingly important in today's world. A number of cases are analysed, in which Scandinavian countries have been "disciplined" bilaterally by great powers (Russia, China, India and the US). Compared to the first 15 years, roughly, after the Cold War, with American unipolarity and EU normative power, the Scandinavians have seen a narrowing of their freedom of manoeuvre (action space). It is no longer possible, without significant costs, to criticise great powers based on universal values. In general, it is crucial for decision-makers not to overstep their state's freedom of manoeuvre. But on the other hand, they should not be docile and desist from occasionally challenging its limits, also considering their domestic arena. "Bastions" should be credibly construed and defended. The limits of action space are difficult to discern, but trial balloons, parallel action with related countries, or "lessons of the past" could be helpful.
I denne fokusspalten tar vi for oss hvordan den norske nordområdepolitikken har blitt kommunisert gjennom bruk av politiske «narrativer». Ved bruk av narrativ politisk analyse belyser vi bruk av ideer om fortid, nåtid og fremtid i og som «nord». Innenriks har dette betydd en gjenfortelling av identitet og økt oppmerksomhet på elementer som hav- og kysthistorie, og utenriks har det betydd en reevaluering av Norges posisjon i verden. Ikke minst har landets internasjonale rolle i dette narrativet blitt karakterisert av ideer om lederskap, bærekraft og ansvar. Vi konkluderer med at nordområdenarrativet har utviklet seg over tid, men at fortellingen slett ikke er over ennå. Den fortsetter i ubrutt takt nordover – og mot havrommet.
Abstract in English:Norwegian High North Narratives and Identity Construction in the NorthIn this short article we consider how Norwegian High North policies have been communicated through political "narratives". Through Narrative Political Analysis, we highlight the use of ideas about past, present and future in and as "the north". Domestically, this has meant a renarrativisation of identity and an increased focus on elements such as ocean and coastal histories; and internationally, it has meant a reassessment of Norway's position in the world. No least the country's international role has in this narrative been characterised by ideas of leadership, sustainability, and responsibility. We conclude that the High North narrative has evolved over time, but that the story is far from over; it continues at steady pace northwards – and towards the ocean.
Tre tiår etter det ble etablert, står Barentssamarbeidet overfor en politisk kontekst preget av økende spenning og et Russland i krig. Ved starten i 1993 signaliserte det en ny politisk linje i Arktis, Nordområdene og norsk Russland-politikk. I et område som utgjorde Vestens nordligste grense mot Sovjetunionen under den kalde krigen og der militariseringen var sterk, skisserte Norge sammen med Finland, Sverige og Russland et felles utenrikspolitisk engasjement der fred og stabilitet stod øverst på agendaen. Utviklingen bidro til nye internasjonale roller og aktiviteter for regionale og lokale aktører. I denne artikkelen har vi deres erfaringer i fokus når vi undersøker legitimeringspraksiser. Vi spør: Hvordan har legitimeringen av Barentssamarbeidet blitt påvirket av endringer i det sikkerhetspolitiske klimaet? Ved å fremheve lokale aktører i Barentssamarbeidet tar vi et steg inn i et utenrikspolitisk felt preget av politiske spenninger, ulike argumenter og et mangfold av meninger. Vi har en diskursanalytisk og praksisorientert tilnærming når vi identifiserer tre legitimeringsdiskurser: en geopolitisk oppdatert legitimering, en motvekt til dominerende representasjon av Russland, og en representasjon av aktøregenskapene til Barentssamarbeidet i lys av framtidig norsk-russiske relasjoner. Abstract in EnglishThe Barents Cooperation Amid Geopolitical Tensions: A Discourse Analysis of Norwegian ExperiencesBack in 1993 the formalization of the Barents-cooperation signaled a new political approach in the Arctic region, High North, and Norwegian Russia-policy. In the area where militarization was strong and which formed the Wests northernmost border with the Soviet Union during the Cold War, Norway, together with Finland, Sweden and Russia, outlined a joint foreign policy engagement where peace and stability were at the top of the agenda. Today, almost 30 years later, the Barents-cooperation is surrounded by growing geopolitical tension – especially highlighted in the period after the Russian annexation of Crimea in 2014. In this article we try to answer the question: What is the Barents-cooperation in the context of today's international political situation? By emphasizing the voices of the actors in the cooperation, as this article does, we take a step into a field characterized by political tensions, by arguments, and a diversity of opinions within the Norwegian foreign policy field. Based on interviews with actors from the Barents-cooperation, the article presents three different discourses: a geopolitically updated legitimization; a counterweight to the dominant representation of Russia; and a representation of the agency of the Barents-cooperation in light of future Norwegian-Russian relations.
Det er ingen tvil om at hendelsesforløp som ble igangsatt 11. september 2001 har vært med på å prege global politikk i de to tiårene som har gått. Men ble terrorangrepene mot USA 11. september 2001 definerende for hvordan vi forstår internasjonal politikk og hvordan vi studerer det? Basert på en gjennomgang av studiet av internasjonal politikk over de siste 20 årene argumenterer vi i denne artikkelen at svaret her er mer tvetydig. Tvetydig fordi det utvilsomt har skjedd endringer og fordi det er lett å peke på utviklingstrekk i faget Internasjonal Politikk (IP) som har direkte eller indirekte utspring i hendelsene høsten 2001. Terrorismestudier fikk for eksempel et umiddelbart oppsving, og med den amerikanske invasjonen av Irak i 2003 kom en øket interesse for emner som imperial makt, opprørsbekjempelse og normativ internasjonal teori. Mer tvetydig fordi vi slett ikke er sikre på at de viktigste utviklingstrekkene i IP de siste tiårene kan forklares med 11. september. Vi er også usikre på hvor varige endringene i kjølvannet av 11. september kan sies å være. Vår tentative hypotese er at 11. september på kort og mellomlang sikt hadde betydelig effekt på vektleggingen av forskjellige emner innen IP. På lengre sikt var terrorangrepene og ettervirkningene av dem viktigst for fagutviklingen på de områdene der det umiddelbare sjokket bidro til å forsterke allerede eksisterende trender.
Abstract in English:The Study of International Politics After 11 September 2001To what extent did 9/11 impact the discipline of International Relations (IR)? In the current article, we argue that while the impact of 9/11 on global politics is undeniable, the verdict when it comes to the discipline in charge of studying these events, IR, is more ambiguous. For while IR and the study of global politics has changed over time, the discipline is, we argue, as much prone to "internal" changes as it is to external shocks. Thus, we suggest a model for understanding the sociology of science of IR which takes into account both internal and external sources of change. While IR would have looked quite different today without the attacks of 9/11, we argue that we would still have been able to recognize it.
I denne artikkelen undersøker vi om olje- og gassproduksjonen har negativ innvirkning på Norges klimaomdømme. Dette gjør vi ved å kartlegge meldinger som ble lagt ut på Twitter i forbindelse med det 26. klimatoppmøtet (COP 26) i Glasgow. For å sette Norges omdømme i perspektiv, sammenlikner vi Twitter-meldingene om Norge og Sverige. Studien viser at det er liten forskjell mellom meldingene som omhandler Norge og Sverige når det gjelder negative holdninger. Vi finner imidlertid to trekk som er av interesse for forståelsen av Norges omdømme. For det første er meldingene tematisk ulike: De dominerende temaene i meldingene som nevner Sverige handler om å fremme overgangen til grønn energi og klimaaktivisme, mens de dominerende temaene i meldingene om Norge i hovedsak handler om klimafinansiering og behovet for utfasing av produksjon av fossilt brensel. For det andre er de negative meldingene om Sverige av mer generell karakter, knyttet til kritikk av alle lands manglende omstilling, mens de negative meldingene om Norge er spesifikk, knyttet til olje- og gassproduksjon.
Abstract in English:Norway's Climate Reputation on TwitterIn this article we explore whether oil and gas industry negatively affects Norway's climate reputation by analyzing tweets posted during the 26th UN Climate Change Conference of the Parties (COP26) in Glasgow. To make our findings more reliable, we compare tweets about Norway with tweets about Sweden. The results of our study reveal that there is no significant difference in negative sentiment between tweets about Norway compared with tweets about Sweden. However, we find that tweets about the two states differ thematically. While dominant topics in tweets mentioning Sweden are about promotion of the green transition and climate activism, tweets about Norway are mostly about climate financing and the need to phase out fossil fuel production. Furthermore, negative tweets about Sweden are of a more general nature, similar to criticism of all countries not meeting their climate goals, while negative tweets about Norway are specific and related to fossil fuel industry.
