Politická participace a její determinanty v postkomunistických zemích

The article focuses on the differences in political participation among post-communist countries. First, it explores the variation in the level of political participation among post-communist states. Second, it deals with the differences in the determinants that account for political participation in individual countries. The second objective is met by introducing a three-dimensional explanatory model of political participation: individual resources, motivations, and social networks. In an empirical analysis political participation in nine post-communist countries is examined using data from the International Social Survey Programme 2004. Results show that the countries under study vary in the level of political participation both at the aggregate and individual levels. The most active citizens are in the former East Germany and Slovakia. Polish and Hungarian citizens participate in politics the least. Further, two modes of political participation – protest activity and contacting – are identified and used as dependent variables in further analysis. In the second part of the article, the explanatory model is tested against data from individual countries. The analysis shows that there is a difference in the factors that account for political participation in various post-communist countries. Generally, the three-level model of political participation works best in Hungary, Bulgaria, and East Germany. It explains very little variation in Russia and Poland.

Regionální politické elity – zrod, charakter a důsledky

The article focuses on representatives of the regional (and most recently established) level of government in the Czech Republic. It describes the context behind the emergence of regional governments & how they differ from the local & national political levels. It notes the close personnel connection between local & regional political elites. Experience gained in local politics helps elites to succeed at the regional level. The presence of local politicians in regional government varies with the level of residential fragmentation & the degree of urbanization in the given region. Unlike local politics, which is consistently comprised of a significant proportion of independents, regional representatives are almost exclusively members of political parties & movements. This situation on the one hand serves to increase the politicization of local politics & on the other leads to greater competition within political parties, whose programs & national leadership regional politicians wish to influence.
Referendum in theory and practice: the history of the Slovak referendums and their consequences
This article deals with the theory and practice of Slovak referendum. Special aim is concentrated on referendum in 1997 (held on NATO accession and on the direct election of the president of the Slovak Republic). Generally speaking referendums brought with a lot of problems. Their outcome was polarization of society and political elite. All Slovak referendums were unsuccessful (with the exception of last referendum – euro referendum in 2003). Concerning the consolidation of Slovak democracy referendums had a negative impact. ; This article deals with the theory and practice of Slovak referendum. Czech and Slovak political parties and their vision of European integration
The paper concentrates on attitudes to the enlargement and the future of EU held by relevant political parties in the Czech Republic and in Slovakia in 2002. With respect to the Czech Republic, three basic approaches to the issue of EU enlargement are identified, thus classifying the Czech political parties as "consistently" pro-European, pro-European "with reservations" and anti-European. It will be argued that in Slovakia the relevant political parties acted as "consistently" pro-European with the exception of the anti-European Slovak National Party (SNS) and the Communist Party of Slovakia (KSS). The dividing line was however rather between the parties whose representatives could be viewed by international partners as an obstacle to Slovakia's admission to EU and the parties that were "acceptable" for foreign countries, which played an important role in rallying voters to opt for "acceptable" political subjects. ; The paper concentrates on attitudes to the enlargement and the future of EU held by relevant political parties in the Czech Republic and in Slovakia in 2002. The article argues for a new strategy for Czech IR research which would stimulate local scholars to produce innovative contributions to the international IR discipline. The strategy is supposed to go beyond the emulation of the Anglo-American IR, which currently prevails & which, despite occasional successes, failed in its goals. It aims at innovative contributions with a maximum utilization of the Czech domestic conditions which embed the research. The strategy argues that the relations between Czech IR & the international discipline need to be sustained & even strengthened. At the same time, the Czech research should focus on the Czech political experience by examining the political phenomena by which this experience has been constituted & drawing on the traditions of Czech political thought. Financovanie politických strán na Slovensku ; The Funding of the Political Parties in Slovakia
Parties are essential components of a political system, since they provide access to the decision-making process for the citizens. In democratic society they have to execute some basic functions (e.g. interest aggregation, articulation and representation). For this they need material and financial resources. In the recent year funding of the parties must deal with growing expensiveness on the one hand, and on the other with bribery and corruption (which can seriously damage citizens' confidence in the democratic system). Even the most democratic countries have from time to time problem with this unacceptable social phenomena. And it is more important to avoid it in transition countries and in so-called "new democracies" – as central and east European countries, where the democracy is not stabile enough. In this article we focus on the case of Slovakia. We try to outline party finances system and analyse financial resources structure. There are two main models of parties financing, one based on private finances and second based on public resources. Apart from serious defects in laws (still present in Slovak legislation), the main problem of parties financing in Slovakia is growing rate of public party subvention (what can negatively affect parties' independence on the state) and reducing number of party subjects, which participate on it.
