The transformation of Serbian media system, as social subsystem, has started in the first years of this century as part of the overall transition. The main process was change of legal framework that was supposed to bring discontinuity from previous periods and the implementation of experiences and principles that are seen as democratic standards. The modification of media legislation in Serbia was supposed to adjust the democratic capacities of public sphere, as citizen's sphere, to insure the guarantee the freedom of expression and free flow of information as well as to enable the higher participation of citizens in public debate while at the same time diminish unwanted influences by political, economic and other centers of power. This article deals with theoretical analysis of documents that regulate media in Serbia, comparing articles on certain issues with European regulatory framework. It shows the overall social ambience in which changes happen and than influence the behavior of political acters as well as institutions responsible for legal initiative, but also to the law enforcement in such an important social area - media. ; Transformacija medijskog sistema Srbije, kao društvenog podsistema, započela je prvih godina ovog veka kao deo ukupne tranzicije. Suštinski proces tog preobražaja je izmena zakonske regulative, koja je trebalo da donese diskontinuitet sa prethodnim periodima i implementaciju onih iskustava i principa koji se smatraju standardima demokratskog sveta. Izmene medijske regulative Srbije, trebalo je da povećaju demokratske kapacitete javne sfere kao sfere građana, da obezbede garancije slobodi izražavanja i slobodnom protoku informacija, da omoguće veću participativnost građana u javnoj debati, a smanje uticaje političkih, ekonomskih i drugih centara moći. Ovaj rad se bavi teorijskom, sociološki utemeljenom analizom pravnih dokumenata kojima je u Srbiji regulisana oblast medija, komparirajući odredbe o pojednim pitanjima sa evropskim regulatornim okvirom. Rad ukazuje i na ukupan društveni ambijent u kome se promene događaju i na ponašanje političkih aktera i institucija sistema koji imaju odgovornost za zakonodavnu inicijativu, ali i za praktično sprovođenje zakona u jednoj važnoj društvenoj oblasti.

The Pacific Alliance has been abundantly analyzed by international relations, political science and economics, highlighting some elements that characterize it, presenting it as a new phenomenon at the level of integration in Latin America. However, this scheme has not been sufficiently addressed by Law, and by taking charge of this relative vacuum, this work seeks to provide a general view of its organic aspects and its dispute resolution system, comparing what is proposed in this proposal with the experiences, on the subject, that have taken place in other initiatives of integration in force, in order to be able to project the efficiency of their legal dispositions. ; La Alianza del Pacífico ha sido abundantemente analizada por las relaciones internacionales, las ciencias políticas y la economía, poniendo de relieve algunos elementos que la caracterizan, presentándola como un fenómeno nuevo a nivel de integración en América Latina. From the STSE movement (Science-Technology-Society-Environment) and its implications for science education, this paper proposes to put in a discussion of treatment possibilities and limitations of socio-scientific issues (SCI) in the education of biology teachers. For this, we part of an experiment conducted with students of last year degree in biology at a state college located in Bauru, São Paulo, Brazil. From the socio-scientific issues chosen by undergraduates to develop their teaching practice in a STSE perspective, we analyzed the content of their speech, pointing out evidence of the potential of this activity in their education, in order to allow greater questioning and critical aspects such as the social significance of SCI and its basis in science, elaborating opinions, his report by the media, dimensions local, national or global consultations with pictures of political and social values and ethical reasoning, and sustainable development. ; Con base en el movimiento CTSA (Ciência-Tecnologia-Sociedad-Ambiente) y sus implicaciones en la enseñanza de las ciencias, nos proponemos en este trabajo poner en discusión las potencialidades y limitaciones del tratamiento de problemas socio-científicos (PSC) en la formación de profesores de Biología. Para esto, partimos de una experiencia realizada con alumnos de último año de un programa de Licenciatura en Biología, de una universidad pública localizada en la ciudad de Bauru, São Paulo, Brasil. A partir de los problemas socio-científicos escogidos por los estudiantes de licenciatura al desarrollar su práctica docente desde la perspectiva CTSA, realizamos el análisis de contenido de sus discursos, encontrando indicios de la potencialidad de esta actividad en su formación, en el sentido de posibilitar una actitud de cuestionamiento y criticidad de aspectos como la importancia social de los PSC y su fundamento en la ciencia; la formación de opinión; su registro en los medios; dimensiones locales, nacionales o globales con escenarios de valores políticos y sociales, razonamientos de ética; y desarrollo sustentable.

The emergence and functioning of social partnership and a comparative analysis of the political and civiliarchic mechanisms of a constructive dialog can be described as indispensable for post-Soviet social life. In the sociocratic context, the post-Soviet communities have reached the stage of internal and external systemic differentiation, which adds particular value to the democratization processes, the state's wider social functions, the development of corresponding institutions, and the protection of civil rights and freedoms. Having passed the first democratization stage, post-Soviet sociocracy and the system of social relations are doing practically nothing to resolve the problems at hand: they are not motivated enough to take the interests of social groups into account; social identities are vague, while value criteria are undeveloped. The civiliarchic dimension of social partnership in contemporary social sciences calls for a comparative analysis of the sociocultural, economic, political, legal, and other aspects. The following factors largely affect internal and external integration across the post-Soviet expanse: (1) social instability; (2) development of the "middle class"; (3) "formal" trade unions; (4) the political parties' weak social basis; (5) low level of social partnership and social responsibility. The downfall of the Soviet totalitarian system produced new traits in the civil institutions' social responsibility. The functional complexity of the mechanisms of the contemporary political processes has pushed social partnership problems to the fore, as well as a constructive dialog and civiliarchic responsibility as forms of cooperation among the political, economic, and social institutions. The need for new principles and methods of social partnership became obvious since the "lowest level" of the multistage institutionalization of its entities in the context of the corresponding policy increasingly affects management efficiency, human security, and the quality of life, as well as relations between employers and employees, and associations of businessmen and trade unions. This gives rise to elements of a new civiliarchic culture of cooperation among the civil society institutions, entities of social partnership, and bodies of state governance and local self-administration. It means that studying the mechanisms of social partnership is an important theoretical and practical task.
The discussion of sports as an object of study in Latin America is characterized by insufficient theoretical, scientific debate and its relation to the political and ideological contexts in which certain approaches and developments have emerged which have an impact on the concepts and ideals of what is humane corporality, and on the principles, forms of organization, and levels of performance with regard to play, the learning of the recreational and technical movements of sports, exercise, training, competition vs. fun, and physical activity. During the course of the first two decades of the twenty-first century, it is interesting to note how, within the liberating spirit of "globalization", the value of use or pragmatism of the terms has evolved in this discipline of knowledge, without reference to a deeper theoretical scientific foundation or further conceptual discussions. This discussion is of great relevance for the development of sports sciences both in general and in particular. This research posits the importance of knowledge of evolutional processes from the perspective of historical, ideological, and political backgrounds based on philosophical, theoretical, and scientific considerations aimed at establishing various possibilities for differentiation, taking into account the nature, essence, and characterization of a sports activity regardless of whether it is called physical culture or physical activity and/or whether its study is addressed from the perspective of physical education, applied sciences or sports sciences. ; En Latinoamérica, la discusión sobre el deporte como objeto de estudio se caracteriza por la insuficiencia del debate teórico científico y su relación con los contextos ideológicos y políticos en los que han surgido determinados enfoques y desarrollos que inciden sobre la concepción e ideales de humano y corporalidad, así como sobre los motivos, formas de organización, niveles de rendimiento en relación con el juego, el aprendizaje de movimientos lúdicos y técnicos deportivos, el ejercicio, el entrenamiento, la competencia, la diversión y la actividad física. Oil, gas, and mining projects can be profoundly disruptive to lives and livelihoods and damaging to air, water, soil, and vegetation. Evidence of this abounds across the world, from the Niger Delta and the Gulf of Mexico to Brumadinho, Brazil, and Porgera, Papua New Guinea. Understanding and addressing the social and environmental repercussions of EI development projects is crucial for avoiding or effectively managing such negative outcomes and fostering sustainable development. To date, environmental impact assessment (EIA) processes have been the cornerstone of efforts to identify and address social and environmental impacts of proposed development projects, including extractive industry projects and associated infrastructure. This brief is based on a longer chapter on the topic produced for a United Nations Environment Programme (UNEP) publication on development corridors.1 It aims to present the gaps between various aspects of the theory and practice of EIAs, explore some of the ways in which political factors may be contributing to these gaps, and suggest how future work on social and environmental protection and management.
Abstract Trade has long been the foundation of relations between the Republic of Korea and the European Union, and the conclusion of a comprehensive free trade agreement between the two sides in 2011 was both a recognition of the value of economic exchange and a catalyst for deeper cooperation in subsequent years. This paper discusses in some detail the governance of trade relations and other aspects of economic cooperation between Korea and the European Union, highlighting the multilayered nature and the expanding scope of legal ties between the two sides. The positive bilateral cooperation occurs however against the background of a changing and increasingly challenging global context. The failure of the Doha Round, the limitations of the World Trade Organization, and the growing concerns about de-coupling between the USA and China are all developments that complicate efforts towards trade liberalization and indeed threaten to disrupt global trade significantly. These adverse trends contain particular risks for Korea and the EU, both close allies of the USA and also both economies that are deeply integrated with the Chinese economy. Managing Korea-EU trade relations is therefore becoming both more complicated but also more important, and in conclusion, the paper provides an outlook on these future challenges.
Public sector reform has been an important strategy for the Macao government to build up its legitimacy since the handover of sovereignty. This article outlines the background of the legitimacy crisis that can be traced back to the administrative problems during the colonial era. Public sector reform in the post-handover era can be divided into two phases. Remarkable legitimacy-building was evident during the first phase of the reform that focused on the technicality of administrative efficiency and work performance. With a looming crisis of legitimacy in 2006, the Macao government continued to rely on the reform of the technical aspects of the administration by taking the approach of wider public consultation in the second phase of the reform. What have been left unreformed are the institutional shortcomings that hold back public participation and weaken the autonomy of public administration. The cause of the legitimacy crisis starting in the mid-2000s was the failure to introduce wider public involvement in public affairs and the maintaining of limited administrative autonomy. The path dependence of the second phase of the reform can hardly tackle the key factors of the new legitimacy crisis. (China/GIGA)
Why, despite two decades of climate policy, have affluent democracies made so little progress in cutting greenhouse gas emissions? We know that there are ways of doing this that are both practical and affordable. It is politics that is the problem. Stringent climate policies may lead companies to redirect investment elsewhere, or lead voters to retaliate at the ballot box. There are many political obstacles to stronger action. What can be done? Based on an analysis of the logic of policy making, plus observation of recent developments in climate politics, this book identifies a broad range of political strategies that are available to governments that wish to take more effective action against climate change while avoiding serious political damage. Separate chapters deal with strategies relating to unilateral action, persuasion, political exchange, and changing the terms of political exchange. This is the first book-length study of political strategy and climate change and will be of interest not only to policymakers but also to experts and activists looking to formulate politically realistic policy proposals, and scholars and students of politics and environmental studies.
This conceptually oriented paper focus on the metapolitical dimension of discourse in society-wide debates. I will make my case for an increased focus on metapolitical aspects of contemporary debates with reference to analyses of debates on issues such as the right to strike and controversies linked to anti- racism, migration and integration. In metapo- litical struggles conflicting modes and models of politics clash. Metapolitical debates have the potential to reshape the structure of the public realm as well as the entities, borders and processes that constitute it. Such debates do not necessarily have to be waged at the explicit level. They can be democratic as well as anti-democratic but implicit assumptions about what politics is and what it should be are always at play. I argue that if critical discourse analysts are to come to terms with the - often populst - attempts to restructure established modes of politics and political subjectivity across the political spectrum, they need to pay more attention to the implicit and explicit concepts of politics that inform con- temporary controversies in the public sphere. In order to develop such a mode of analysis one needs to distinguish the use of the term metapolitics proposed in this paper from other conceptualizations of the term developed most notably in New Right and Alt Right political discourse and in philosophy. Before concluding this paper, I will suggest three perspectives that may illuminate the way metapolitical projects and struggles are structured: studies of governmentality, political rationality and the poststructuralist logics approach. ; info:eu-repo/semantics/nonPublished
