International audience ; Abstract: In order to fight against migrant smugglers in the Mediterranean, the European Union has established Operation Sophia, empowered to adopt measures involving the use of force. The United Nations Security Council, exercising its powers in the field of the maintenance of international peace and security, has authorised the (partial) implementation of the Operation in an atypical manner: the smuggling of migrants off the coast of Libya has not been explicitly qualified as a threat to international peace and the formula «all necessary measures» has been replaced by the formula «all means commensurate to the specific circumstances». The prudent approach taken by the Security Council in the determination of both the circumstances justifying the authorisation to use force and the extent of the authorised coercive powers can be explained by the scenario the Council is faced with: the repression of an illicit activity which takes place at sea and involves migrants, thus requiring a balance between the law of the sea, the human rights law and collective security. ; Résumé : Afin de lutter contre les passeurs de migrants en Méditerranée, l'Union européenne a établi l'Opération Sophia, dont le mandat prévoit l'adoption de mesures impliquant l'emploi de la force. In order to understand better how the economy contributes to the urban environment and, on the other hand, how does the urban space determine which practices are carried out by women and by men, particular attention will be given to illicit activities, namely food and calico smuggling. Because the town gives us insight into the interaction between local and global issues and allows us to shed light on interlocking territories, it offers a particularly pertinent perspective for studying illegal practices. The town is itself subject to rapports de forces and power plays, since one of the characteristics of political power is that it seeks to organize the town and its suburbs by segregating and controlling the territory.

First of all on a small scale, then further along, on a much larger scale, the kpayo trade which means smuggling of gas and other oil products from Nigeria to Bénin, depend on almost 100 000 persons living on this sale activity. This trade might be quite different if gas transported by means of ships on the sea, by the river, or by scooters or trucks on the road. This kind of informal trade gives way to different kinds of odd jobs we mention in the PHD: bringing the jerrycans to the beach, reshaping scooters and trucks in a garage. Most of all this illicit activity needs some kind of a kinship network and political pull among the police and customs officers of the Republic. Empirical research has been done in different fields such as a gas station, a seaside village, a market on the country border, a landing stage, a warehouse, it led to the comprehension of the way smugglers are supplied. I was thus able to understand the process by which gas was transported from Nigeria to the Republic of Bénin, and see all the byways the smugglers are used to take, and the risks taken all along the journey. I examined the interaction process between the racketeers and the police when they passed a checkpoint; see how the markets were busy, and last managed to see how the the different roles of subjects interact. Repelled after Hernán Cortés's interest, Acapulco was boosted again when Andrés de Urdaneta proposed it as the American port of the transpacific line tying up Asia and America. With the tornavuelta, Spain established itself in the heart of Far East, supported Philippines Islands from New Spain, and allowed the galleon to carry out the commercial exchanges Manila had with the Chinese, leading to the settling in Acapulco of the crown's power and to the creation of a trade fair.Once a year, a Galion loaded with luxury oriental goods was to leave Manila and pick up the situado and the socorro in Acapulco. This so small village was transformed in an attractive source of prestige for all Hispanic America by the richness of the novelties which fulfilled their aspirations for recognition that Spain denied them.In the theatre of Acapulco, two mentalities were in conflict: Spain's archaic mercantile policy, and the dynamic and modern Novohispanos behavior, issued from the economical restructuration coming from the decreasing of the native population. Strong gaps, amplified by a double Royal language led to smuggling, corruption and collusion of merchantmen with officials, ways that became necessary for the profitability of the lawful trade.During the XVII century, Acapulco was a spot of clashes, of synthesis, of influence from various worlds and their respective cultures. Its path was neither continuous nor straight, but permanently and profoundly engraved. Despite difficulties, Acapulco led towards a new order not very far from our today globalization. ; Marginalisée après l'intérêt montré par Hernán Cortés, Acapulco fut relancée par Andrés de Urdaneta lors de sa proposition d'en faire le port américain de la ligne transpacifique qui unissait l'Asie et l'Amérique. Avec la tornavuelta, l'Espagne s'implantait au cœur de l'Extrême-Orient, soutenait les Philippines par l'intermédiaire de la Nouvelle Espagne et autorisait que le galion dirige vers Acapulco le commerce que Manille pratiquait déjà avec les Chinois, entraînant l'établissement dans le port du pouvoir Royal et la création de sa foire.Une fois par an, un galion chargé de luxueuses marchandises orientales devait sortir de Manille et chercher à Acapulco le situado et le socorro.
