Das von Freud postulierte Junktim von Heilen und Forschen erlaubt eine der klinischen Praxis angemessene Form von Forschung. Die Ergebnisse unserer Studie zeigen, daß derartige Forschung seit Jahren in Österreich nicht nur gemacht, sondern auch publiziert wurde. Unser Beitrag zeigt auf, weshalb die Ergebnisse quantitativer Psychotherapieforschung von PraktikerInnen nur wenig rezipiert werden und verdeutlicht jene Forschungsbereiche, die für PraktikerInnen relevant sind.Schlüsselwörter: Psychotherapieforschung, Klinische Theorie. ; The Junktim of Healing and Research postulated by Freud permits a kind of research adequate for clinical practice. The results of our study show that this kind of research has not only been done but also published for many years in Austria. On pourrait dire: le déroulement des traitements permet aux praticiens d'acquérir des connaissances qui peuvent être intégrées à la fois au processus thérapeutique et, en tant qu'accumulation d'impressions, à une réflexion théorique - ceci dans le sens d'une première démarche d'abstraction. Une fois communiquées aux spécialistes, ces connaissances influencent considérablement l'élaboration et l'avancement des théories cliniques pertinentes.Que le travail psychothérapeutique pratique implique forcément la recherche, ou que les praticien/nes de la psychothérapie puissent prétendre à juste titre diposer d'un savoir spécialisé considérable, acquis par le biais de leur formation et de leur expérience, ne compte pas dès lors que l'on applique les critères de ce qui est actuellement considéré comme recherche scientifique (cf. Wolfe, 1994). Du point de vue de la recherche en psychothérapie de type quantitatif et statistique, la recherche sur des cas n'est pas scientifique; on a bien commencé récemment à réattribuer de la valeur à l'étude de cas individuels (cf. Leuzinger- Bohleben, 1995), mais on considère encore de manière générale les deux perceptions de la recherche - liaison guérison-recherche I recherche scientifique - comme irréconciliables, oubliant qu'elles ont chacune leur fonction. En psychothérapie, la recherche empirique exerce avant tout une fonction de contrôle. Elle s'intéresse surtout aux effets de la thérapie, aux changements mesurables statistiquement que cette dernière peut apporter. Par contre, l'association guérison/recherche permet de vérifier les hypothèses qui jouent un rôle par rapport au concret de la thérapie. A un niveau plus global, mesurer les effets des traitements implique un contrôle politique et social: cette approche prétend sélectionner les écoles qui seront habilitées à mener des traitements, celles qui auront le droit de former des thérapeutes ou de diffuser leur savoir; il s'agit finalement de définir ce qui doit être financé par une communauté solidaire (par les caisses maladie). L'une des tâches importantes assumées parla théorie scientifique est donc d'élaborer un système permettant d'examiner de manière systématique les différentes conceptions du traitement clinique (cf. Orlinsky, 1994).Les trois niveaux de la recherche (cf. il. 1) se reflètent également dans les publications parues dans ce domaine. Dans le cadre d'une enquête empirique intitulée "L'état de la psychothérapie scientifique en Autriche" (Springer et al., 1994), on a tenté d'analyser les résultats publiés, entre autres, en fonction de ces trois niveaux. Les résultats de cette étude concernent la période 1972-1992.Le but de notre travail était de présenter une description des travaux et des rapports de projets sur le thème de la psychothérapie publiés en allemand par des auteurs autrichiens. Au centre de notre enquête se situe la définition de catégories permettant de classer les 475 travaux examinés.Les résultats que nous avons acquis montrent clairement qu'en Autriche on a très souvent procédé à une évaluation clinique pouvant être appliquée dans la pratique, en d'autres termes que l'on dispose de résultats permettant de définir l'efficacité des procédures et des approches. Mais les résultats de la recherche quantitative ne correspondent pas forcément à un savoir concernant la pratique; en effet, du fait qu'ils sont relativement abstraits il est souvent difficile de transférer ces résultats à des interventions pratiques. On n'accorde encore que peu de valeur à une "science fondée sur la pratique", c'est-à-dire à des connaissances développées à partir de la pratique et testées dans le contexte de cette dernière (cf. également Fäh-Barwinski, 1995).Un débat sur la pratique de la thérapie est actuellement mené dans le cadre de nombreuses écoles. Il est devenu plus âpre ces derniers temps, comme le montrent clairement diverses déclarations faites au sujet de la nature scientifique de la psychothérapie ainsi que, parallèlement, au sujet de la question de savoir si les traitements doivent être reconnus par la loi et remboursés. Le risque existe qu'en exigeant que la psychothérapie produise des résultats positifs mesurables, on néglige de tenir compte de l'interdépendance entre guérison et recherche qui joue un rôle si central au niveau de notre discipline. Il ne faudrait pas oublier que l'élaboration de méthodes de recherche adaptées à la psychothérapie ne fait que débuter. Le fait que les travaux accomplis en Autriche tiennent compte de la pratique doit être souligné, car il est positif; de même, il est bien que dans ce pays existent de nombreuses institutions et personnes s'intéressant à la psychothérapie. Il est évident qu'une recherche en psychothérapie axée sur la pratique n'est pas un domaine exclusif, réservé à quelques institutions ou chercheurs. La recherche pratiquée en Autriche est en outre caractérisée par un second aspect positif: elle a inclue relativement souvent un discours global, indépendant des différentes écoles. Ce point fort de la recherche autrichienne se retrouve au niveau de la loi sur la psychothérapie élaborée par notre pays et il ne faudrait pas considérer cette donnée comme évidente. Comme le montre l'exemple de l'Allemagne, la capacité à mener un discours incluant les différentes écoles n'est pas du tout donnée à tout le monde. En Autriche, elle a été acquise au cours d'un processus très difficile, qui a duré de nombreuses années, jusqu'au moment où elle a pu être utilisée pour que soient menées des recherches dont les praticiens puissent profiter.

Nous traitons les individus en êtres humains et nos thérapies doivent refléter cet aspect. Au cœur d'une psychothérapie utile doit se situer un « être-avec » qui se substitue à l'idée traditionnelle du « faire-pour ». La présente conférence est donnée à la mémoire du professeur Loren R. Mosher (1933-2004) ; nous présentons ses travaux de recherche socio-phénoménologique, car ils ont beaucoup contribué à mettre en question les vues et les dogmes qui, jusque là, étaient profondément ancrés dans le domaine de la psychiatrie. Mosher était un praticien expérimenté qui, dans la ligne de la tradition établie par Ronald D. Laing, mit en place des groupes thérapeutiques, de petites unités de soins qui devaient assumer l'offre de psychiatrie sociale. Ronald Laing (1927-1989) et Loren Mosher ont élaboré de nouveaux modèles à partir de ce qu'ils voyaient, vivaient, ressentaient et découvraient. En d'autres termes : à partir de ce qui se manifeste, le phénomène. Chacun à sa manière, ils ont construit leurs prototypes et s'en sont servi pour expérimenter. Laing avait crée la Rumpus Room à Glasgow et le Kingsley Hall à Londres, ainsi que d'autres formes de cliniques psychothérapeutiques gérées par la Philadelphia Association ; Loren Mosher et Alma Menn ont établi la Soteria, Emanon et la Crossing Place. Vers la fin des années 1960, début des années 1970, alors que Laing rédigeait « La politique de la famille » (The Politics of the Family), « Nœuds » (Knots) et « Les faits de la vie » (The Facts of Life), Mosher menait des recherches sur et travaillait dans des milieux thérapeutiques, publiant aussi des articles sur la Soteria et Emanon, en collaboration avec Alma Menn (un bon résumé se trouve dans « Treatment at Soteria House », non publié ; ce texte a été traduit et publié en allemand sous le titre de « Dabeisein: das Manual zur Praxis in der Soteria », 1994). Mosher, après avoir étudié à Harvard et enseigné comme professeur de psychiatrie clinique, se centrait sur les personnes souffrant de troubles psychiques et se consacrait entièrement à leur thérapie. Son approche du traitement provoqua un débat fondamental sur la nature des troubles psychiques. Si nous savons ce qui nous rend fous, aliénés, nous pouvons définir ce qui peut nous guérir et comment.Comme Laing, face à la psychiatrie clinique traditionnelle, Mosher appliquait un modèle empirique fondé scientifiquement qui était efficace lorsqu'il s'agissait de traiter de manière ouverte les personnes souffrant de blessures psychiques. Pour Laing et pour Mosher, la psychose est une manière momentanée de saisir le cosmos et elle implique unsens subjectif. Dans leur approche positive des troubles psychiques, la folie devient quelque chose qui fait partie de la nature humaine. Mosher plaidait en faveur d'un renforcement des ressources des patients et pour un partage thérapeutique de la nature humaine, ce qui devait les aider à s'aider eux-mêmes et finalement à vivre leur propre normalité. Laing et Mosher ont développé leurs propres principes au niveau de la psychothérapie des psychoses. Ils accompagnaient les patients psychotiques sans leur prescrire de médicaments, du moins au début. Tous deux croyaient que l'individu doit façonner lui-même sa vie. Leur travail de pionniers - à Kingsley Hall pour Laing et à la Soteria pour Mosher - a démontré que les personnes traversant des crises graves sur le plan émotionnel (épisodes psychotiques) guérissent mieux lorsqu'on leur offre un soutien humain que lorsqu'on leur fournit un traitement médical. La relation thérapeutique est la clé qui permet de transformer des connaissances scientifiques, des expériences, un travail d'équipe et la politique de la santé en un soutien concret. Dans le cadre de la Soteria, c'est la vie au sein du groupe qui est (et était) thérapeutique. Lorsqu'une personne souffre d'une psychose aiguë, la présence attentive des soignants, la consolation qu'elle peut apporter et l'atmosphère familiale du setting contribuent à améliorer son humeur. Les responsables d'un projet de type Soteria considèrent qu'il est possible de surmonter l'épisode psychotique, de le dépasser, puisqu'il s'agit d'une crise ; la démarche ressemble à un voyage au travers de l'aliénation, dont la personne peut revenir guérie. L'intense soutien personnel fourni à l'individu, la compréhension pour le vécu et le comportement de patients psychotiques constituent la base sur laquelle repose l'accompagnement psychothérapeutique.La manière dont Mosher s'est impliqué au niveau de la politique de la santé a été guidée par la question suivante : qui a-t-il à redire lorsque l'individu peut guérir sur le plan psychique, être moins dépendant de neuroleptiques, assumer une plus grande responsabilité pour lui-même et avoir plus confiance en ses capacités ? Ces personnes consomment moins et elles sont des démocrates et citoyens plus pacifiques, plus contents, plus critiques et plus autonomes. Mosher voulait que les personnes traversant une phase de transition aient toujours le choix ; il voulait qu'en plus des cliniques traditionnelles, de nouvelles alternatives soient créées où l'on tiendrait compte des récentes connaissances scientifiques - ces collectivités devaient être restreintes mais nombreuses et il fallait que tous y aient accès. Comme ce fut le cas pour Laing, Mosher souhaite promouvoir la santé tout en renonçant à l'offre dans laquelle on ne fait que prescrire - « Avalez ce cachet et vous vous sentirez mieux ». Les interventions élaborées par Laing et Mosher pour agir au niveau relationnel dans la société se fondent en fait sur une confiance accordée à nos capacités d'autorégulation. Une existence saine, fondée sur la conviction que l'âme a le pouvoir de guérir.
Die Dissertation beschäftigt sich mit der Frage nach der Rolle des Bürgers im Prozess der Risikobewertung. In der sozialwissenschaftlichen Risikokommunikationsforschung wird diese Rolle unter dem Begriff der Risikomündigkeit diskutiert. Das Leitbild der Risikomündigkeit zielt auf ein reflektiertes Urteil unter Einbezug von Fakten, Unsicherheiten und Werten der Bürgerinnen und Bürger ab. Im Fokus steht die Frage, welche empirische Relevanz Risikomündigkeit (spezieller: kognitive Kompetenz als Vorbedingung von Risikomündigkeit, kurz: KKR) im Hinblick auf die Risikokommunikation zwischen den Gruppen von Laien und Experten bei unterschiedlichen, technischen Risiken (Atomkraft und Mobilfunk) hat: Wie weit trägt das Konzept der Risikomündigkeit bei verschiedenen Risiken? Diese Forschungsfrage wird sowohl mit quantitativen als auch mit qualitativen Methoden untersucht. Es werden folgende Hypothesen getestet. Die Kognitionshypothese besagt, dass mit steigendem Grad der kognitiven Faktoren der Risikobewertung als Vorbedingung von Risikomündigkeit bei Laien sich die Risikobewertungen von Laien und Experten tendenziell annähern. Aus der Kognitionshypothese lassen sich zwei weitere Hypothesen ableiten: Laien mit hoher kognitiver Kompetenz (hoher Wissensstand, großes Interesse am Thema etc.) kommen zu ähnlichen Risikobewertungen wie Experten (Konsenshypothese) bzw. Laien mit niedriger kognitiver Kompetenz (niedriger Wissensstand, geringes Interesse am Thema etc.) kommen zu unterschiedlichen Risikobewertungen wie Experten (Dissenshypothese). Dies impliziert wiederum eine weitere Hypothese: Laien mit hoher kognitiver Kompetenz kommen zu unterschiedlichen Risikobewertungen wie Laien mit niedriger kognitiver Kompetenz (Laienkompetenzhypothese). Die Hypothesen werden anhand eines repräsentativen Datensatzes getestet. Der Risikomündigkeitssurvey 2006 ist eine quantitative, deutschlandweite Repräsentativbefragung mit einer Fallzahl von n = 868 (gewichteter Datensatz). Die Befragten werden anhand ihrer Antworten zu mehreren Items auf einem Index der KKR verortet. Theoretische Grundlage für die Messung von KKR ist das Elaboration Likelihood Modell (ELM) von John Petty und Richard Cacioppo. Der Hypothesentest bestätigt für die Atomkraft die Kognitionshypothese, Konsenshypothese und Dissenshypothese. Im Falle des Mobilfunks (Sender und Handys) müssen die Hypothesen jedoch zurück gewiesen werden. Die Laienkompetenzhypothese kann für beide Technologien als bestätigt angesehen werden. Des Weiteren wurde die Güte der Operationalisierung der KKR anhand von knapp 60 qualitativen Leitfadeninterviews zu Mobilfunk und Atomkraft überprüft. Eine Einordnung der Befragten nach zentralen Kategorien des ELM müsste ungefähr dasselbe Muster produzieren wie es sich in der quantitativen Studie gezeigt hat. Das qualitativ gewonnene Muster gleicht in der Tat der quantitativen Verteilung im Risikomündigkeitssurvey 2006. Der KKR-Index scheint damit tauglich zu sein, um eine Teilkomponente der Risikomündigkeit zu erfassen. Wie sind diese Ergebnisse zu interpretieren? Zunächst einmal scheint KKR nur bei Atomkraft die vermutete Wirkung zu haben, da beim Mobilfunk die Kognitionshypothese, Konsenshypothese und Dissenshypothese nicht bestätigt werden konnten. Eine mögliche Erklärung hierfür könnte die Tatsache sein, dass im Fall der Kernenergie bedingt durch einen längeren Erfahrungszeitraum mehr belastbares Wissen vorhanden ist, welches Eingang in die Köpfte der Menschen finden konnte. Erst wenn sich der Grad an KKR beim Mobilfunk erhöht, können Wissen und Motivation ihre vermutete Wirkung (Konsens zwischen Experten und Laien oder zumindest Konsens über Dissens) entfalten. Jedoch besteht zur Absicherung dieser Interpretation noch weiterer Forschungsbedarf. Die geschilderten Ergebnisse haben eventuell weit reichende politische Implikationen: Wenn bei Atomkraft Risikomündigkeit "funktioniert", können Bürger in die Entscheidungsfindung mit einbezogen werden, ohne das es gleich zu Missverständnissen mit Akteuren aus Politik, Wirtschaft und Wissenschaft kommen muss. Konflikte auf Grund von Wertedifferenzen kann es natürlich nach wie vor geben. Laien und Experten aus Politik, Wirtschaft und Wissenschaft können entweder zu einem klaren Konsens oder zumindest einem rational begründeten Konsens über bestehende Differenzen (Konsens über Dissens) gelangen. Beim Mobilfunk ist dies (noch) nicht der Fall. Für die Risikowahrnehmungsforschung bedeutet die Risikomündigkeit eine Erweiterung der bekannten Perspektiven (Psychometrie, normative Kulturtheorie, Vertrauensforschung). In Bezug auf die Rolle der KKR für die Risikokommunikation hat sich gezeigt, dass eine Differenzierung nach Technologien auch eine entsprechende Differenzierung in den Kommunikationsstrategien sinnvoll erscheinen lässt. ; The dissertation focuses on the citizen's role in the risk evaluation process. This role is being discussed in the current social science risk research under the concept of "risk maturity". Risk maturity means that citizens evaluate risks under consideration of the facts, uncertainties and their own values. The main research question refers to the empirical relevance of risk maturity for risk communication between laypeople and experts in the case of two different, technological risks (nuclear energy, mobile telephony): What constitutes risk maturity, in particular its cognitive component (Cognitive Competence as a precondition for risk maturity, in short: CCR) in case of two different yet physically related risks? Quantitative as well as qualitative methods are used in the research design. Several empirical hypotheses were tested using quantitative methods. The cognition hypothesis states that risk evaluations of laypersons and experts will become more congruent with the increasing level of layperson's cognitive competence. Two other hypotheses can be derived from the first one: Laypersons with high cognitive competence (high knowledge level, great interest in the topic etc.) will arrive at similar risk evaluations to the expert judgments in this case (consensus hypothesis) and laypersons with low cognitive competence (low knowledge level, little interest in the topic etc.) will arrive at different risk evaluations compared with the expert judgments (dissent hypothesis), respectively. This in turn implies another hypothesis: Laypersons with high cognitive competence and laypersons with low cognitive competence will significantly differ in their risk evaluations (layperson competence hypothesis). The hypotheses were tested using a quantitative, empirical survey. The Risk Maturity Survey 2006 was conducted as a representative telephone survey in Germany (n = 868, weighted data). Respondents were classified by using an index for characterising different degrees of CCR. The theoretical basis for measuring CCR is the Elaboration Likelihood Model (in short: ELM) from John Petty and Richard Cacioppo. The test confirms the cognitive hypothesis, the consensus hypothesis and the dissent hypothesis for nuclear energy. However, all three hypotheses could not be confirmed for mobile telephony (both base stations and mobiles). The layperson competence hypothesis was confirmed for both technologies. Further more, the validity of the measurement of CCR was checked by 60 qualitative, open-ended interviews focussing on nuclear energy and mobile telephony. It was assumed that a classification of the respondents using the main categories of the ELM would produce a similar pattern of peripheral and central groups compared to the quantitative distribution in the survey. Indeed, the qualitative pattern is similar to the quantitative distribution found in the Risk Maturity Survey 2006. This can be interpreted as an indication that the operationalisation of the ELM is indeed valid. How can these findings be interpreted? CCR seems to work only for nuclear energy, not for mobile telephony. One aspect could be time. On the one hand, nuclear energy has been investigated and deployed for a very long time span, at least compared to mobile telephony. There has been more scientific evidence communicated via the mass media which may found its way into the memory of the public. Only with an increasing degree of CCR will knowledge and motivation produce the expected effect which is more consensus between experts and laypersons or at least consensus about dissent. This interpretation however needs more research to confirm it. The research findings may have some important political implications. Risk maturity seems to work for nuclear energy, so participation of laypersons in processes of risk management are less likely to experience conflicts that are based on misunderstanding rather than differences in values. Laypersons and experts from science, politics and industry can reach either a substantive consensus or a consensus on why they dissent on conclusions based on a rational discourse. However, this is (still) not the case for mobile telephony. Risk maturity expands the perspectives of risk perception research (psychometric approach, cultural theory of risk, organisational studies on confidence and trust in risk perception). The study about CCR also showed that the distinction between technologies is relevant for risk communication: Differentiation between technologies or risks may assist risk communicators to design the most appropriate risk communication strategies.
Wetlands are often considered as wastelands as they cannot be used as regular farmlands, for which they are usually drained to turn them into agricultural land. Such a limited perspective on wetlands overlooks the multiple ecosystem services that wetlands provide for humans and nature. Some of those services are the storage and purification of water, provision of food and raw materials, regulation of local climate and using as a habitat. Many of such services are provided by nature for 'free' and therefore have no monetary value on traditional markets. In the case of China, wetlands cover 8% of the total area but are in a serious threatening situation through there is some success in restoring parts of them in recent years. In the last 50 years more than 20% of Chinese wetlands got lost due to pollution, water diversion and dams, reclamation, drainage and over-exploitation resouces. Water resources and wetlands −especially in North and North-East of China, are under pressure as these are arid or semi-arid regions. Yet, wetlands provide important ecosystem services for aforementioned region and contribute significantly to local livelihood in many ways, for instance the provision of food and raw materials. The aim of this thesis was to make an assessment- in both economic and ecologic terms, of Common Reed (Phragmites australis) at Lake Wuliangsuhai, where reed can be found in large amounts and is locally relevant. Reed was investigated at a case study in Inner Mongolia, China, which in turn was part of the research project "Sustainable Water Management and Wetland Restoration in Settlement of Arid Central Asia", which took place in Inner Mongolia, China. My work includes several aspects: First, an in depth literature review was done to explore the commercialization of reed worldwide. Countless of utilization possibilities could be found, many only in a small-scale (e.g. food), some others innovative and/or still in an experimental stage (e.g. ethanol). Specifically regarding Lake Wuliangsuhai, it can be concluded that only large-scale, 'simple' solutions seem to be feasible. In particular, the use of reed in energy combustion or as a building material seems to be promising. Afterwards the reed biomass productivity at Lake Wuliangsuhai was measured in two field campaigns and projected to the whole lake. This data were crucial as they were the basis to estimate both the available total biomass and the impact of harvesting on the lake's nutrient budget, as a considerable amount of nutrients is removed annually from the lake by reed cutting. After determining the available reed sources, the reed utilization was explored by qualitative interviews and mapped with the Netchain Approach. The different stakeholders involved in the reed business and their income shares were outlined. It become clear that the reed utilization for paper production is hardly profitable due to a wide range of reasons. Based on these findings four possible scenarios for an innovative reed energy use at Lake Wuliangsuhai were analysed and evaluated. Reed energy use is economically feasible under certain conditions, but it is hardly competitive against the cheaper and locally available coal. Finally, Lake Wuliangsuhai was set into a more comprehensive perspective, which also involved the irrigation system upstream. Four scenarios illuminated how current decisions will impact the future of the lake. The work reported in this thesis revealed the following main insights and recommendations for the management of Lake Wuliangsuhai: 1. A more holistic management approach for Lake Wuliangsuhai is needed, including also the whole Hetao Irrigation Area. 2. The lake is unique in this extremely dry area and should be considered not only for providing market goods, but also for non-market services, such as wastewater treatment. 3. Reed role in lake restoration can be shown and should beconsidered in further management decisions. 4. The local reed economy is challenged from many sites. However, also a local energetic utilization seems barely profitable. 5. Due to high relevance of reed for the local economy and ecology, the government should support the management administration of the lake. In summary, the multiple social, ecologic and economic values of reed at Lake Wuliangsuhai can be shown. As previous information about the topic was exiguous, this thesis provides a first comprehensive overview which enables decision makers to come to information based decisions for the future of the lake. ; Da Feuchtgebiete nicht wie reguläres Ackerland genutzt werde können, werden sie oft als Ödland betrachtet und daher für Ackerbau trockengelegt. Diese sehr einseitige Perspektive auf Feuchtgebiete übersieht die vielfältigen Ökosystemleistungen, die es Menschen und Natur zur Verfügung stellt. Einige dieser Leistungen sind das Speichern und die Reinigung von Abwasser, die Bereitstellung von Lebensmitteln und Rohmaterialien, die lokale Klimaregulierung und die Nutzung als Habitat. Viele dieser Leistungen werden von der Natur "umsonst" bereitgestellt und haben keinen monetären Wert auf traditionellen Märkten. In China bedecken Feuchtgebiete 8% der Gesamtfläche, sind aber in einer bedrohlichen Situation, auch wenn in den letzten Jahren einige Teile erfolgreich restauriert werden konnten. In den vergangenen 50 Jahren gingen mehr als 20% der Feuchtgebiete durch Verschmutzung, Wasserableitung und -aufstauung, Nutzbarmachung, Trockenlegung und Übernutzung der Resourcen verloren. Die Wasserressourcen und Feuchtgebiete – besonders in Nord- und Nord-Ost-China sind bedroht, da sie in ariden oder semi-ariden Regionen liegen. Feuchtgebiete stellen gleichwohl wichtige Ökosystemdienstleistungen für die genannte Region zur Verfügung und tragen signifikant und in vielfältiger Weise zu lokalem Lebensunterhalt bei, z. B. durch Nahrungs- und Rohstoffbereitstellung. Ziel dieser Arbeit war es, zu einer ökonomisch-ökologischen Bewertung des Gemeinen Schilfs (Phragmites australis) am Wuliangsuhai See zu kommen, in dem Schilf in großen Mengen vorkommt und lokal relevant ist. Schilf wurde an einem Fallbeispiel in der Inneren Mongolei, China, untersucht, ein Teil des Forschungsprojektes "Sustainable Water Management and Wetland Restoration in Settlement of Arid Central Asia" war, welches in der Inneren Mongolei, China, durchgeführt wurde. Meine Arbeit beeinhaltete vielfältige Apsekte: Zuerst wurde eine detaillierte Literaturanalyse durchgeführt, um die kommerzielle Nutzung von Schilf weltweit zu untersuchen. Es konnten vielfältige Verwertungen ausgemacht werden, viele lokal und nur in kleinem Maßstab (z. B. Nahrung), einige andere innovativ und/oder noch im Experimentierstadium (z. B. Ethanol). Im Bezug auf den Wuliangsuhai See kann geschlussfolgert werden, dass nur große, "einfache" Lösungen in Frage kommen. Besonders der Einsatz als Rohstoff zur Verfeuerung und als Baumaterial scheint erfolgversprechend. Daran anschließend wurde die Biomasseproduktivität am Wuliangsuhai See mit Hilfe zweier Feldkampagnen erhoben und dann auf den gesamten See projiziert. Diese Daten waren entscheidend, da sie Basis waren, um die totale verfügbare Biomasse sowie auch den Einfluss der Schilfernte auf das Nährstoff-Budget abzuschätzen, da ein erheblicher Anteil an Nährstoffen jährlich durch die Ernte dem See entzogen wird. Nach der Bestimmung der verfügbaren Schilfressourcen wurde deren Verwendung durch qualitative Interviews untersucht und mit dem "Netchain Approach" dargestellt. Die verschiedenen Interessengruppen, die in das Schilfgeschäft involviert sind, sowie deren Einkommen wurden skizziert. Es wurde deutlich, dass die Verwertung zur Papierproduktionen aus einer Vielzahl von Gründen kaum profitabel ist. Basierend auf dieser Erkenntnis wurden vier verschiedene Szenarien für eine innovative Schilfenergienutzung am Wuliangsuhai See analysiert und bewertet. Die Schilfenergienutzung ist unter bestimmten Voraussetzungen profitabel, aber nur schwer wettbewerbsfähig gegenüber günstiger und lokal verfügbarer Kohle. Abschließend wurde der Wuliangsuhai See in einen umfassenderen Ausblick eingeordnet, welche auch das Bewässerungssystem stromaufwärts miteinschloss. Vier Szenarien beleuchteten, wie heutige Entscheidungen die Zukunft des Sees beeinflussen. Diese Arbeit präsentiert die folgenden Haupteinsichten und Empfehlungen für das Management des Wuliangsuhai Sees: 1. Ein übergreifendes Konzept für den Wuliangsuhai See ist nötig, welches auch das gesamte Hetao Bewässerungsgebiet miteinbezieht. 2. Der See ist in dieser sehr trockenen Gegend einzigartig und sollte nicht nur für die Bereitstellung von Marktgütern, sondern auch für "Nicht-Markt-Leistungen", wie die Abwasserreinigung, beachtet werden. 3. Die Restorationsleistung der Schilfernte konnte in dieser Publikation gezeigt werden und sollte bei zukünftigen Managemententscheidungen berücksichtigt werden. 4. Die lokale Schilfökonomie wird von verschiedenen Seiten herausgefordert. Dennoch scheint auch die lokale Schilfenergienutzung kaum profitabel. 5. Aufgrund der hohen Relevanz der Schilfökonomie für die lokale Ökonomie und Ökologie sollte die Regierung die Seeverwaltung unterstützen. Zusammenfassend konnten die vielfältigen sozialen, ökologischen und ökonomischen Werte von Schilf am Wuliangsuhai See aufgezeigt werden. Da nur geringe Informationen vorhanden waren, stellt dies den ersten umfassenden Überblick dar und soll Entscheidungsträgern ermöglichen, auf diesen Informationen basierend Entscheidungen für die Zukunft des Sees zu treffen.
Wenn räumliche Planungen in Angriff genommen werden, sind Konflikte meist vorprogrammiert. Weiten sich diese Konflikte über das konkrete Planungsprojekt aus, führt dies oft zu Debatten um das Ausmaß und die Art und Weise, in der die von einer Planung Betroffenen in diese einbezogen werden. Partizipative Verfahren werden dann als Ausweg aus einer solchen 'planerischen Legitimitätskrise' angesehen. Doch wie berechtigt ist die mit partizipativen Verfahren verbundene Hoffnung auf einen Ausgleich der widerstreitenden Interessen? Ziel der vorliegenden Untersuchung war es, anhand der Planungsprozesse ausgewählter Hochwasserrückhalteräume zu klären, inwieweit partizipative Verfahren tatsächlich zur Verbesserung von räumlichen Planungsprozessen beitragen können. Hierzu wurden drei Forschungsfragen aufgestellt: 1) Wie können partizipative Prozesse evaluiert werden? 2) Wie wirken sich partizipative Prozesse auf die Ergebnisse räumlicher Planungen aus? 3) Welche Rahmenbedingungen und Prozessfaktoren müssen für eine erfolgreiche Öffentlichkeitsbeteiligung gegeben sein? Mit dem Fokus auf einer partizipativen Entscheidungsfindung lässt sich die Arbeit in das Feld der interaktionsorientierten Policy-Forschung einordnen. Zur Untersuchung der partizipativen Prozesse wurden Methoden der qualitativen empirischen Sozialforschung angewandt. Der Forschungsprozess unterteilte sich in zwei Untersuchungsphasen: 1) In einer explorativen Studie wurden 25 problemzentrierte Experteninterviews in vier Fallstudien der Planung von Hochwasserrückhalteräumen entlang des deutschen Rheins durchgeführt. 2) Aufbauend auf den Ergebnissen der explorativen Studie wurde eine Modellstruktur zur Bewertung partizipativer Prozesse erarbeitet. Hierzu wurden die Ziele partizipativer Verfahren den drei Komponenten des Legitimitätsbegriffes (Input-, Throughput-, Output-Legitimität) zugeordnet. Basierend auf der Analyse bestehender Ansätze zur Evaluierung partizipativer Verfahren und den Ergebnisse der explorativen Studie entstand eine Modellstruktur. Diese diente als Codierungssystem bei der qualitativen Inhaltsanalyse der Interviews und wurde gleichzeitig im Verlauf der Analyse überarbeitet. Die Inhaltsanalyse wurde dabei auf zwei Fallstudien begrenzt. Bei der Betrachtung der beiden Fallstudien kristallisierten sich vier Rahmenbedingungen als entscheidend für den Erfolg partizipativer Verfahren heraus: 1) ein möglichst geringer Konfliktgehalt der Planung, 2) kooperative Schlüsselpersonen, 3) politische Unterstützung und politischer Handlungsspielraum, 4) finanzielle Grundlagen für den Ausgleich von Beeinträchtigungen. Als zentrale Prozessfaktoren wurden die folgenden drei Aspekte identifiziert: 1) ausreichende Ergebnisoffenheit auf Seiten des Planungsträgers und echte Kooperationsangebote an die betroffenen Akteure, 2) frühzeitige, kontinuierliche, transparente Information und direkte Kontakte zu den betroffenen Akteuren, 3) eine bewusst gestaltete Verzahnung zwischen formellen und informellen Verfahren. Die zentrale Frage dieser Arbeit, ob und inwieweit partizipative Prozesse zu einer größeren Legitimität von räumlichen Planungsprozessen beitragen können, kann nicht mit einem eindeutigen 'Ja' oder 'Nein' beantwortet werden. Dies liegt auch darin begründet, dass sich unter dem Dachbegriff der Legitimität die drei verschiedenen Aspekte Input-, Throughput- und Output-Legitimität verbergen. Diese drei Aspekte bauen aufeinander auf, stehen aber auch in einem Spannungsverhältnis zueinander, so dass Zielkonflikte zwischen ihnen entstehen. Je nach Situation und Planungsanforderungen sollte eine bewusste Entscheidung für eine bestimmte legitimatorische Ausrichtung des partizipativen Prozesses getroffen werden. Dies umso mehr, als die Fallstudien deutlich machten, dass es kein allgemeines Verständnis von Legitimität und einem 'guten' Verfahren gibt, dem sich alle Akteure automatisch anschließen. Das Wissen um Rahmenbedingungen und Prozessfaktoren kann Planungsträgern helfen, einen Beteiligungsprozess adäquat zu gestalten. Dieser ist natürlich nur bedingt steuerbar und mit gruppendynamischen Prozessen und Emotionen verbunden. Partizipation setzt daher auf Seiten der 'Anbieter' partizipativer Verfahren ein hohes Maß an Kompetenzen im Bereich des Prozess- und Konfliktmanagements voraus. Zugleich ist aber auch Partizipationskompetenz auf Seiten der partizipierenden Akteure notwendig. Partizipationsforschung sollte zukünftig stärker als bisher Wissenschaftsbereiche in die zu integrieren, die helfen, menschliche Verhaltensmuster und gruppendynamische Prozesse zu verstehen. Ein solches Verständnis würde es erlauben, adäquatere Hilfestellungen für die Gestaltung partizipativer Prozesse abzuleiten und auf die eingangs gestellte Frage nach der Wirksamkeit partizipativer Verfahren differenzierte und praxistaugliche 'Ja, wenn' – Antworten zu liefern. ; Conflicts are inherent to spatial planning processes. When these conflicts spread beyond the specific scope of the project, debates about the method to integrate concerned actors in the planning process are common. Public participation is seen in these cases as a solution for such planning-related legitimacy crises. However, the question arises as to whether expectations of public participation in relation to the balance of interests, authorized planning processes and technically sound decisions in environmental planning are justified. This thesis will contribute to answer that question by investigating planning processes in the field of flood protection. It was the main objective of this research to clarify in how far and under which conditions participatory processes can indeed improve spatial planning processes. Three research questions were derived: 1) How can participatory processes be evaluated?, 2) How do participatory processes affect the progress and result of a planning process?, 3) Which framework conditions and process factors need to be given for a successful public participation? Case studies concerning the planning of flood retention areas along the German Rhine served as background for the analysis. With its focus on the decision-making between actors, the research belongs to the field of interaction-oriented policy research. For the investigation of participatory processes, qualitative methods of empirical social research were applied. The research process was thereby divided into two investigation phases: 1) Within four case studies concerning the planning of flood retention areas along the German Rhine 25 problem-centered expert interviews were conducted. 2) Based on the results of the explorative study and on existing evaluation approaches, a model structure for the evaluation of participatory processes was developed. In order to define targets for participatory processes, different targets related to them were bundled in the field of legitimacy which includes three different components: input legitimacy, throughput legitimacy and output legitimacy. By doing so, an evaluation structure for participatory processes was developed, which bundles nine categories with 12 criteria in the three dimensions: context, process and result. The model structure served as coding system for the qualitative analysis of expert interview contents. Two case studies were selected for in-depth analysis. Four central framework conditions were identified within the case studies, which have an influence on the success of the participatory process: 1) a low conflict potential of the planning process, 2) existence of cooperative key stakeholders, 3) political support and scope of political action, 4) financial means of the planning agency to provide compensation. In additional to these general framework conditions, three crucial factors for the process design were identified: 1) openness towards unexpected results, especially on behalf of planning agencies, 2) early, continuous and transparent information flow through direct contact with concerned actors, 3) conscious interlocking of formal and informal processes. Hence, participatory processes need to be included in a mix of appropriate political instruments. The central question of this study regarding the extent to which participatory processes can add to broader legitimacy of planning processes cannot be answered with a straight 'yes' or 'no'. This is because of the complexity of the different spheres of legitimacy and the fact that they not only build on each other but that there are conflicting goals related to the three legitimacy aspects. Thus, there is the need to decide for a specific legitimacy orientation according to the situation and the requirements of the planning process. The case studies underpin this because they show that there is no universal definition of legitimacy and no commonly held understanding of a 'good' process. The focus on the identified framework conditions and process factors should allow planning agencies to facilitate improved public participation. Although they cannot necessarily be regulated, knowledge of these conditions and factors adds to the successful planning of the process. In order to handle emotions and group-dynamic processes, competencies in conflict and process management are crucial on the supply side. On the side of the participating actors, courage to express their own interests is important as well as the skills to understand complex planning processes and to act emphatically. Research areas that assist in understanding behavioral patterns and group-dynamic processes should therefore be more intensely included in participation research. This understanding would allow for appropriate assistance concerning the design of participatory processes and for the answer 'yes, if…' to the question of whether participatory processes can assist in the improvement of planning processes.

1. Inleiding Tussen de 'visies op de oorlog' die in de teksten van Walter Flex enerzijds, in die van Ernst Jünger anderzijds tot uitdrukking komen, ligt het trauma van de materiaalslag. Walter Flex, voornamelijk aan het oostfront ingezet, vocht in een van de laatste veldslagen van de door Eric Hobsbawn zo genoemde 'lange' 19de eeuw. Ernst Jünger daarentegen, in België en Frankrijk ingezet, nam deel aan de eerste 'moderne' oorlog van de 20ste eeuw. Walter Flex vervulde in zijn rol van schrijvend soldaat een belangrijke propagandistische functie in de 'geestelijke mobilisatie' van de Duitsers. Geleid door diepgewortelde antimodernistische ressentimenten trachtte hij in zijn werk de oorlog te isoleren van de concrete politieke, sociale en economische context van 1914 en ethisch te interpreteren als manifestatie van een hoognodige 'culturele katharsis' van het Wilhelminische keizerrijk. Zodoende sloot de schrijver, wiens bekendste werk, Der Wanderer zwischen beiden Welten, tussen 1917 en 1933 tot de best verkochte Duitstalige boeken behoorde, aan bij de cultuurkritische geestelijke heroriëntatie van de Duitse 'Bildungsbürger', de hoogopgeleide burgerlijke intellectueel, die de jaren voor de oorlog had ervaren als een tijd van toenemende culturele nivellering en vervlakking en nu het moment zag aangebroken dat eindelijk in een nationale krachtsinspanning de voortschrijdende, heel de maatschappij doordringende modernisering werd gestopt en de socio-culturele klok kon worden teruggezet. In de roes van het 'augustusgevoel' begon de Bildungsbürger in een ware stortvloed van pamfletten, memoranda en krantenartikelen de lof te zingen van een nieuwe tijd, die eens zou aanbreken en geheel in het teken van nationale grandeur zou staan. Van de oorlog verwachtte men - zoals bijvoorbeeld Flex' tijdgenoot Erich Marcks, bekend als biograaf van Bismarck en aan het eind van zijn carrière docerend op de leerstoel die ooit Ranke bezette - het begin van 'een nieuwe bezieling, een innerlijke verrijking en verduitsing van de nieuwe Duitse mens'. Waar tot dan toe 'maatschappij' bestond, zou - zij het in een vorm die paste bij de nieuwe tijd - opnieuw 'gemeenschap' groeien. Vier vernietigende jaren later stond met de ondertekening van het vredesverdrag van Versailles het Duitse keizerrijk en daarmee de intellectuele conservatieve bovenlaag voor een moreel bankroet. De oorlog was verloren, de alom verkondigde 'Duitse opmars' naar een 'plekje onder de zon' was in een 'Duitse treurmars' veranderd, de waarden van de westerse geallieerden hadden getriomfeerd over de Duitse oorlogsideologie. Negen miljoen mensen en onder hen ook twee miljoen Duitse soldaten hadden - althans uit Duits perspectief - voor niets het leven gelaten, en een hele generatie ontheemden keerde terug in een land dat grondig was ontwricht, een land dat zich binnen zijn grenzen had geconformeerd aan de politieke structuren van de winnende coalitie en dat nu zijn vroegere oorlogshelden vooral een sociale en politieke belasting vond. In de werken waarin Ernst Jünger vanuit de jaren twintig terugblikt op de oorlog, weerspiegelt zich hoe zeer hij en anderen waren ontgoocheld door de afloop van de strijd. Maar hoewel Jünger de normen en waarden van het Westen bleef afwijzen en daarmee aanknoopte bij de cultuurkritiek van voor 1914, kwam hij in zijn conclusies voor het heden tot een afwijkend standpunt. Voor hem was duidelijk dat met de immanente logica van de moderne industriële oorlog een elementaire kracht zijn intrede had gedaan die de bestaansvoorwaarden van de mens wezenlijk had veranderd en een terugkeer naar de goede oude tijd definitief verhinderde. In romans en krantenartikelen, maar in het bijzonder in zijn essay Der Arbeiter, ontwikkelt Jünger een antimodernistisch moderniteitsconcept, dat onvoorwaardelijk brak met 'pessimistische' cultuurkritiek en 'optimistisch' geloof in de vooruitgang en een poging deed om technische modernisering te verzoenen met politieke en sociaal-culturele reactie. 2. Thema Aan de hand van de verschillende interpretaties van de Eerste Wereldoorlog in respectievelijk het werk van Walter Flex en dat van Ernst Jünger wordt geprobeerd licht te werpen op de constanten en veranderingen in het Duitse conservatieve denken uit de eerste drie decennia van de 20ste eeuw. Een goede reden om eendiepgaande studie te maken van het werk van Flex ligt in het feit dat in diens teksten de centrale ideologemen ofwel deelaspecten van de burgerlijke oorlogsideologie - de religieus overtrokken interpretatie van de oorlog als een culturele en geestelijke katharsis, de romantische verheerlijking van het soldatenleven als nieuwe volksgemeenschap, het geloof in de charismatische leider - op exemplarische wijze tot uitdrukking komen. Ernst Jünger is gekozen omdat in diens oorlogsboeken de literaire ontwikkeling naar een 'nieuwe zakelijkheid', een tendens die in principe bij alle vertegenwoordigers van de zogenoemde conservatieve revolutie in de jaren twintig valt waar te nemen, pregnant tot uitdrukking komt. Tegen die achtergrond wordt getracht de tussen beide auteurs bestaande verschillen in literaire waarneming en verwerking van de werkelijkheid te definiëren, deze verschillen een plaats te geven binnen het kader van de geschiedenis van mentaliteit en maatschappij, en ze ten slotte te toetsen op de mate waarin zij semantisch compatibel en integreerbaar zijn in het discours van die tijd. Verduidelijkt wordt op op grond van welke retorische overwegingen bepaalde topoi door de auteurs in hun teksten worden ingezet, welke formuleringsstrategieën zij hanteren en welk verwachtingspatroon door hun schrijfstrategie wordt opgeroepen. Daarbij wordt niet vergeten dat de twee auteurs de oorlog vanuit een verschillende biografische, psychische en wereldbeschouwelijke achtergrond beleefden, en dus de analyse van ieders afzonderlijke belevingswereld tegelijk ook licht werpt op belangrijke aspecten van de extra-tekstuele productievoorwaarden. Walter Flex, jaargang 1887, was een typische representant van die groepering onder de Bildungsbürger die hoopte dat de Eerste Wereldoorlog korte metten zou maken met de maatschappelijke modernisering. In zijn werk ontwikkelde Flex een regressieve, antimodernistische samenlevingsutopie, waarin de Bildungsbürger uit de laat-Wilhelminische periode, worstelend met een gevoel van vervreemding en verlies aan status, de verloren gewaande harmonie en geborgenheid herwint in de eenheid die door de oorlog wordt gesmeed. De oorlog wordt in die holistische schrijfstrategie bijna uitsluitend geënsceneerd als geestelijk leerproces, als een leerervaring die sterk genoeg blijkt te zijn de Duitsers uit hun gevoel van morele lethargie te bevrijden. Flex voert zijn lezer een archaïsche oorlogswereld binnen waarin traditionele waarden, die naar Flex' idee al eeuwenlang hun kracht hebben bewezen, het enige zijn dat telt: geloof, offervaardigheid, vriendschap, kameraadschap. Met de afwijzing van het maatschappelijke en politieke moderniseringsproces gepaard gaat een vorm van 'esthetische regressiviteit', die als dominant stijlmiddel alle teksten van Flex semantisch draagt en met haar eclectische naïviteit de doelgroep passend bedient. Aan de gedichten en romans die Flex tijdens de oorlog schreef, valt op dat zij stilistisch en thematisch teruggrijpen op romantisch-ridderlijke rekwisieten en elementen uit de burgerlijk-traditionele waardecanon, terwijl de wrede realiteit van de moderne oorlog volledig wordt genegeerd. Concrete werkelijkheid - hier wordt het werkingsmechanisme van het neohumanistische beschavingsideaal bijzonder duidelijk - moet wijken voor symbolische creatie van gemeenschap en blijft buiten beeld. Ernst Jünger, geboren in 1895, meldde zich in de hoop op een groot 'avontuur' vrijwillig voor het leger. Anders dan bij Flex was in 1914 Jüngers verwachtingspatroon nog niet stabiel en politiek verankerd, de oorlog leek hem vooral een mogelijkheid om te ontsnappen aan de gehate burgerlijke benauwdheid van het ouderlijk huis. Zijn nationaal-conservatieve wereldbeeld ontwikkelde zich pas onder de indruk van de ontluisterende oorlogsroutine en het onverholen echec van de juist door de Duitse Bildungsbürger zo fel gepropageerde 'Duitse missie'. Jünger werd relatief onvoorbereid geconfronteerd met de feitelijke depersonalisatie van het individu in de slijtageslag aan het westfront. De door de burgerlijke oorlogsideologie geboden zingevingspatronen en interpretatiemodellen konden hem, oog in oog met de gruwelijke chaos van de totale oorlog, in geen enkel opzicht bevredigen. In tegenstelling tot Flex, die het rad van de tijd terug wilde draaien, kwam Jünger tot de opvatting dat het bloedige proces van technische onderwerping en vernietiging van de mens, zoals zich dat op exemplarische wijze gemanifesteerd had in de materiaalslag rond Verdun, niet ongedaan viel te maken en dus tot in de uiterste consequentie moest worden geaccepteerd. Anders dan bij Flex, die omwille van de romantische fictie de ware gruwelen van de oorlog verbloemde, ontwikkelt zich in Jüngers oorlogsboeken een affirmatief symbolisch concept. De auteur van In Stahlgewittern observeert met een mengeling van afstand en fascinatie de gruwelen van de loopgravenoorlog, om ze vervolgens als onverschrokken reporter met literaire pretenties geschiedfilosofisch te duiden. Ernst Jünger benutte daarom de relatief moderne vorm van het dagboek, het krantenartikel en het essay voor zijn systematische pogingen zijn beleving van de oorlog op een bovenpersoonlijk plan te tillen en zichzelf te positioneren in het literaire en politieke discours van de Weimarrepubliek. Terwijl het werk van Flex meteen vanaf het eerste oorlogsgedicht werd beheerst door een conglomeraat van onwrikbare ideologemen, weerspiegelt zich in Jüngers teksten een denkbewéging, een die pas in de loop der jaren ideologisch verstarde. In zijn vroege oorlogsboeken In Stahlgewittern (1920) en Der Kampf als inneres Erlebnis (1922) experimenteert Jünger met heroïseringsstrategieën, die hij uit het werk van Nietzsche heeft ontwikkeld en die - althans in retrospectief - ten doel hebben de soldaat voor totale psychische overweldiging door de gruwelen van de oorlog te behoeden en zijn daden de schijn van persoonlijke autonomie te verlenen. Aansluitend ontwikkelt de auteur in het midden van de jaren twintig onder invloed van het werk van Oswald Spengler een eigen concept van 'heroïsch realisme', dat de onomkeerbaarheid van de technische modernisering als uitgangspunt neemt en naar het voorbeeld van Georges Sorel en diens mythetheorie een lans breekt voor een totale nationalisering van de maatschappij. Door een steeds weer met veel pathos geënsceneerde affirmatieve houding weet Jünger zo van object en slachtoffer van de geschiedenis weer te veranderen in het subject, dat als dader een zinvolle rol krijgt toegewezen in het historisch proces. In de essays Die totale Mobilmachung (1931) en Der Arbeiter (1932) wordt Jüngers analyse van de Eerste Wereloorlog afgerond. De auteur schetst in die teksten het supranationale visioen van een totale, hiërarchisch georganiseerde arbeidersstaat waarin het individu zijn subjectiviteit en persoonlijkheid heeft verloren en - conform het principe van bevel is bevel - alleen nog een radertje is in het proces van radicale technische mobilisatie van alle krachten. 3. Doel Voor vele studies van de laatste jaren is het typisch dat zij zich in hun beschrijving van het conservatieve Duitse denken beperken tot afzonderlijke periodes, bijvoorbeeld niet verder gaan dan het einde van de Eerste Wereldoorlog of alleen maar de jaren twintig bekijken. Kijkt men echter naar Ulrich Becks theorie van het antimodernisme en neemt men die als uitgangspunt voor een vergelijking tussen het werk van Walter Flex en dat van Ernst Jünger, dan blijkt heel specifiek te beschrijven wat overeenkomst en verschil is binnen de conservatieve wereldbeschouwing tijdens én na de jaren 1914-1918. Duidelijk wordt dat Ernst Jüngers concept van het militante modernisme gezien moet worden als een conservatieve reactie op de schok waarmee de Bildungsbürger ontwaakte uit de ethisch-normatieve droom van de Duitse oorlogsideologie. Ook het denken en schrijven van Walter Flex wordt, aan de hand van centrale topoi als 'protestantisme' en 'nationalisme', gepositioneerd in het 19de- en 20ste-eeuwse milieu van de Bildungsbürger, waardoor een beeld ontstaat van de existentiële gevoelens van hoop die velen in dat milieu met de oorlog verbonden en die in de roes van augustus 1914 tot uitdrukking kwamen. Een zowel synchroon als diachroon perspectief maakt het mogelijk de ingrijpende grenservaring van de oorlogsnederlaag in al haar verwoestende intensiteit te beschrijven en tevens zichtbaar te maken dat de onvoorwaardelijke omhelsing van de techniek die Jünger én de meeste andere representanten van de 'conservatieve revolutie' demonstreerden, een collectieve vorm van verwerking van naoorlogse problemen was. Door niet uit het oog te verliezen waarom de Eerste Wereldoorlog gezien werd als bron van 'culturele vernieuwing', kan ook de 'reactionaire moderniteit' van het conservatieve denken in de jaren twintig in al haar gelaagdheid en aanvechtbaarheid worden begrepen. Wat ook aandacht krijgt, is de vraag wat de psychische, filosofische en ideologische implicaties zijn van het feit dat naast Walter Flex' idealisering van de jeugdig bevlogen martelaar, in de oorlogsboeken van Jünger nu ook de verheerlijking van de emotieloze figuur van de 'stoottroepleider'/'arbeider' treedt. Bekeken wordt hoe diepgaand het zo op het eerste gezicht manifeste verschil in verwerking van de oorlog bij beide auteurs nu feitelijk is, en of die twee literaire personages, die twee in eigentijdse vorm gegoten antropologische types, niet beide een antwoord zijn op dezelfde, oerconservatieve behoefte aan eenheid en integratie van alle in het moderne industriële tijdperk divergerende sociale deelsystemen. Beide schrijvers reageren met hun literaire constructies van wereld en leven op de confrontatie met een door hen als onpersoonlijk ervaren werkelijkheid. Beide worden gedreven door hetzelfde verlangen naar dubbele integratie, die enerzijds een oplossing moet zijn voor klemmende bestaansproblemen van de moderne mens, maar - in vervolg daarop - ook de mens als individu een zinvolle plaats in de samenleving moet geven. Beide schrijvers zagen de oorlog als diepe cesuur in de voortgang van het maatschappelijk leven, voor beide was de oorlog het symbool van een fundamentele crisis, maar tegelijk - conform het narratieve model van een seculiere Apocalyps - ook voorwaarde voor het ontstaan van een nieuwe tijd. Tussen hun beider visies op de oorlog, zoals die in hun teksten tot uitdrukking komen, ligt het trauma van de materiaalslag. Na de duidelijke mislukking van Flex' regressieve utopie, die het burgerlijke verlangen naar een nieuwe persoonlijke totaliteit koppelde aan het streven naar de sociale homogeniteit van de 'volksgemeenschap', kwam Jünger, enkele jaren later, met een progressief concept, waarin hij de mens dwingt zich te conformeren aan het type van de 'arbeider' en zich te wapenen met het pantser van de in het Arbeiter-essay ontworpen 'organische constructie'. Hoe antiburgerlijk zich Jüngers pathos van een 'gevaarlijk leven' ook mag voordoen, ook zijn teksten zijn uitdrukking van een universalistisch denken, een denken dat zijn holistische motivatie heeft aangepast aan de situatie van een als 'bloedturbine' begrepen moderne tijd en dat daarom de 'eenheid mens' alleen nog maar kan zien als een 'geharnast type', dat onvoorwaardelijk is geïntegreerd in het systemisch mechanisme van de 'arbeidsstaat'. Op de uit de dynamiek van de modernisering voortvloeiende onzekerheid reageren beide schrijvers met het ontwerp van een ordening. Maar terwijl Flex nog dacht dat hij centrale elementen van het moderne leven - zoals systeemdifferentiatie, rationalisering, individualisering en technologisering - kon negeren in een romantisch-idealistisch tegenmodel, zag Jünger zich gedwongen technologisering en rationalisering in zijn geschiedfilosofie te integreren, om zo tot een nieuw ontologisch kernperspectief te geraken dat fragmentatie en nivellering teniet zou doen. 4. Methode De studie als geheel sluit aan bij een interdisciplinaire onderzoeksrichting die zich de laatste jaren in de cultuurwetenschappelijke theoriedebatten duidelijk heeft geprofileerd. Meer specifiek oriënteert zij zich op probleemstellingen uit de literairhistorische discoursanalyse, de mentaliteitsgeschiedenis en de historische semantiek. Een analyse van het rond 1900 ontkiemende sociologische discours vormt het kader voor een bespreking van de wezenlijke structuurkenmerken van de moderne tijd, waarna de kern van de studie volgt: een interpretatie van de teksten van Flex en Jünger. Binnen die werkanalyse zijn in het kort drie zwaartepunten te onderscheiden: a. Walter Flex Positionering van het denken en schrijven van Walter Flex in de context van het wereld- en zelfbeeld van de Bildungsbürger in de 19de en het begin van de 20ste eeuw, met speciale aandacht voor Georg Bollenbecks studies over de Duitse Bildungsbürger, tevens refererend aan relevant ideeënhistorisch onderzoek naar de Eerste Wereldoorlog. Fysiognomische en historisch-antropologische beschrijving van de jeugdig bevlogen 'wilsmens', belichaamd door Ernst Wurche, waarschijnlijk Flex' bekendste personage. Analyse van de ontstaansvoorwaarden van de teksten van Walter Flex en het effect van die teksten op het discours van de Bildungsbürger tijdens de oorlog en in de jaren twintig. Analyse van de mate waarin de 'wandelaar tussen twee werelden' een voorbeeldfunctie vervulde, met name voor een lezerspubliek dat in niet onaanzienlijke mate afkomstig was uit de jeugdbeweging. b. Ernst Jünger Bespreking van de oorlogsboeken van Ernst Jünger. Reconstructie van de ontwikkeling in Jüngers denken, lopend vanaf de verschillende heroïseringsstrategieën in Stahlgewitter via de nationaal-revolutionaire fase 1925-1930 tot aan de geschiedfilosofische duiding van oorlog en moderne tijd in het essay Der Arbeiter. Plaatsing van de wereldbeschouwing van Ernst Jünger in het discours en de context van de 'conservatieve revolutie'. Analyse van de ontstaansvoorwaarden en receptie van de teksten, essays en krantenartikelen van Jünger, met extra aandacht voor het effect van die publicaties op de door Michael Wildt zo genoemde 'absolute' generatie. Fysiognomie en antropologische structuur van de 'stoottroepleider'/'arbeider', gezien in het licht van een 'ethologie van de kilte'. c. Vergelijking Kritische vergelijking van Flex en Jünger, toegespitst op de vraag of de conservatieve motivatie in denken en schrijven van beide auteurs 'specifiek' valt te noemen, of anders gezegd: of zij op persoonlijke, eigentijdse wijze een antwoord geven op het verlangen naar individuele en sociale integratie. Positionering van de antropologische aanpak binnen het meest recente onderzoek naar de 'fysiognomie en antropologie van de jaren twintig'. Korte beschouwing van de receptie van beide auteurs in de tijd van het nationaal-socialisme. Beschrijving van de plaats van beide 'wereldoorlogsfysiognomieën' in het symbolische repertoire van de nationaal-socialistische dictatuur.
Forschungskonzept Das Nachhaltigkeitsleitbild der Agenda 21 und die damit verknüpften Rollenerwartungen an die Privatwirtschaft sind ein Bezugsrahmen der vorliegenden Doktorarbeit. Die Agenda 21, ein zentrales Dokument der UN-Konferenz für Umwelt und Entwicklung (UNCED 1992), und Dokumente der Folgekonferenzen weisen der Privatwirtschaft eine zentrale Rolle bei der Verwirklichung nachhaltiger Entwicklung zu: Wirtschaftsunternehmen sollen Wertschöpfung auf der Grundlage umweltverträglichen Umgangs mit natürlichen Res-sourcen erreichen. Als verantwortungsvolle Unternehmen sollen sie die Interessen ihrer Anspruchsgruppen berücksichtigen, und diese Gruppen sollen ihrerseits die Privatwirt-schaft bei der Realisierung nachhaltiger Entwicklung unterstützen. Regierungsunabhängige Umweltorganisationen erwarten von der Privatwirtschaft umwelt-verträglichen Umgang mit natürlichen Ressourcen und üben entsprechend Druck auf Unternehmen aus. Die Literatur dokumentiert jedoch Konflikte zwischen dem Rollenver-ständnis der Privatwirtschaft und den Erwartungen internationaler Organisationen und zivilgesellschaftlicher Anspruchsgruppen. Seitens der Unternehmen bestehen Zweifel, ob die Anforderungen dieser Akteure angemessen sind und inwieweit sie die ihnen zuge-wiesene Verantwortung übernehmen sollen. Auf diese Problematik bezieht sich die vor-liegende, 2006 bis 2008 durchgeführte qualitative empirische Untersuchung. Das Ziel der Forschungsarbeit war, den Wissensstand zum Umgang kleiner bis mittelgro-ßer Produktionsunternehmen mit ihren Rohstoff liefernden natürlichen Ressourcen zu erweitern - ihrer Rolle in Marktketten, ihrer Beziehungen zu Stakeholdern und die Berück-sichtigung natürlicher Ressourcen durch ihr Management. Als Beispiel ausgewählt wur-den Holzmöbel erzeugende Unternehmen (Möbelhersteller), eine mittelständische Bran-che der holzverarbeitenden Industrie. Da Möbelproduktion hohe Wertschöpfung aus Roh-holz ermöglicht, erschien dieses Beispiel aufschlussreich im Hinblick auf die allgemeine Annahme der Agenda 21, hohe ökonomische Wertschöpfung aus Holz lasse Impulse für nachhaltige Waldwirtschaft erwarten. Die Untersuchung wurde in Regionen mit unter-schiedlichen gesellschaftlichen, volkswirtschaftlichen und insbesondere forst- und holz-wirtschaftlichen Rahmenbedingungen durchgeführt. Forschungsfragen waren: Wie stellt sich "Forst" aus der Sicht von Möbelherstellern dar? In welcher Beziehung stehen Möbelhersteller zu ihren Anspruchsgruppen und wie kom-munizieren sie "Forst" gegenüber diesen Gruppen? Wie berücksichtigen Möbelhersteller "Forst" in ihren Entscheidungen? Der Verfasser stellt diese Forschungsfragen unter den Oberbegriff "Forstrationalität". Das Konstrukt "Forstrationalität" umreißt, wie Entscheidungsträger in der Holzindustrie Wald-bewirtschaftung als ihre Rohstoffbasis wahrnehmen und in Entscheidungen einbeziehen. Es umfasst alle Aspekte der Wahrnehmung und Interpretation sowie des Verhaltens holz-verarbeitender Industrieunternehmen bezüglich ihrer Rohstoffquelle "Forst". Grundlagen hierfür sind Theorien der Ressourcenabhängigkeit (Pfeffer und Salancik 1978/2003; Steimle, 2008) und des Sensemaking (Weick 1995, 2001). Informationen zur Beantwortung der Forschungsfragen wurden in drei Zentren der Möbel-industrie mit unterschiedlichen gesellschaftlichen und forstlichen Rahmenbedingungen in Brasilien und in Deutschland gewonnen: in Rio Branco do Acre (RBA) im brasilianischen Amazonasgebiet; in São Bento do Sul (SBS) in Südbrasilien und in Nordrhein-Westfalen (NRW) in Deutschland. Die drei Regionen in zwei Ländern vergleichende Feldforschung stellte besondere Anforderungen an die Forschungsmethodik. Vorgehen und Aufbau der Erhebungsinstrumente waren in den drei Regionen identisch: Grundlegendes empirisches Wissen vermittelten Inhaltsanalysen von Fachzeitschriften der Möbelwirtschaft (1) sowie die Auswertung von Sekundärinformationen (2). Telefonische Leitfadeninterviews mit Ex-perten (3) beleuchteten die Unternehmensumfelder und gaben allgemeine Hinweise zum Verhalten von Entscheidungsträgern der Möbelindustrie. Das Spektrum der "Forstrationa-litäten" der Entscheidungsträger erschloss sich im persönlichen Kontakt bei Betriebsbesu-chen; in jeder Region wurden zwei Hersteller von Massivholzmöbeln und ein Hersteller von Möbeln aus Holzwerkstoffen ausgewählt (4). Ergebnisse der Fachzeitschriftenanalyse Die quantitative Inhaltsanalyse von Fachzeitschriften diente dazu, das Gesamtspektrum der für den Wirtschaftszweig Möbelindustrie relevanten Fachthemen kennen zu lernen und die relative Bedeutung der Themenfelder "Umweltschutz" sowie "Waldressour-cen/Forstwirtschaft" einzuschätzen. Zusammenfassend konnten folgende Schlüsse gezo-gen werden: 1. Die Themenfelder "Umwelt" und "Forst" interessieren in der Möbelindustrie, erhalten aber in der Fachpresse weniger Raum als Themenfelder wie Wirtschaft, Technologie und Wettbewerb. 2. Im Themenfeld "Umwelt" sind in Deutschland wie in Brasilien Aspekte des eigenen Produktionsstandortes (innerbetrieblicher Umweltschutz) die bedeutendsten Themen der Möbelindustrie. 3. In der brasilianischen Möbelindustrie stehen "forst"-bezogene Aspekte stärker im Fo-kus als in Deutschland. Ergebnisse der regionalen Fallstudien Ergebnisse der Untersuchungsphasen (2) bis (4) stellt die Dissertation in Form von drei regionalen Fallstudien mit identischer Gliederung vor: a) Rahmenbedingungen der Möbel-hersteller b) Nicht-marktliche Anspruchsgruppen c) Lieferanten von Holzprodukten d) Mö-belabnehmer e) Interaktion der Möbelhersteller untereinander f) Forst- und Umweltmana-gement. Die regionalen Fallstudien bestätigen die Einsicht aus der Fachzeitschriftenanalyse, dass die spezifische Situation des gesamten regionalen Sektors "Forst- und Holzwirtschaft" die brasilianischen Möbelhersteller stärker prägt als die in NRW. So fanden in RBA in jünge-rer Zeit einschneidende forst- und umweltpolitische sowie institutionelle Veränderungen statt, die neue Rahmenbedingungen für alle holzbe- und -verarbeitenden Unternehmen gesetzt haben. In der Region SBS beschäftigt "Forst" die Möbelhersteller ebenso wie an-dere Zweige der Holzwirtschaft wegen eingetretener oder in der Zukunft erwarteter Holz-knappheiten sowie angesichts staatlicher Kontrolle der Verwendung von Holz aus legaler Waldnutzung. In NRW werden hingegen die einheimische Waldbewirtschaftung ebenso wie die Verarbeitung von Vorprodukten aus nichttropischen Holzarten als unproblematisch wahrgenommen, forstliche Themen erscheinen nicht als kritisch im Makroumfeld der Mö-belindustrie. In NRW wie in SBS dominiert die Auseinandersetzung mit gesamt- und bran-chenwirtschaftlichen Kerndaten, mit nationalen und internationalen Markttrends sowie mit technologischen Entwicklungen die Agenda der Möbelhersteller. Die Möbelhersteller unterliegen der Aufsicht von Umweltbehörden. Die Kontrolle des in-nerbetrieblichen Umweltschutzes, zum Teil verknüpft mit Arbeitsschutz, zeigte sich in al-len drei Regionen als Schwerpunkt der Aktivität dieser Behörden. Anders als in Deutsch-land unterliegt in Brasilien die Holzbeschaffung durch holzbe- und -verarbeitende Betriebe behördlicher Kontrolle. Die Fachverbände der Möbelindustrie in allen drei Fallstudienregionen definieren als ihre zentrale Aufgabe die Vertretung der Interessen ihrer Mitgliedsunternehmen gegenüber Politik und Gesellschaft. In beiden brasilianischen Fallstudienregionen, in denen forstbe-zogene Probleme die Möbelindustrie intensiv beschäftigen, sehen die Möbelindustriever-bände forstbezogene Angelegenheiten auch als ihre Aufgabe. In RBA agiert der Verband mit dem Ziel, die behördliche Registrierung von Möbelproduzenten des informellen Sek-tors voranzubringen und diese zur Verarbeitung von Holz aus legaler Waldnutzung zu verpflichten. In SBS haben die Möbelfachverbände in Perioden der Holzknappheit der Entwicklung der regionalen Forstwirtschaft und der Holzversorgung der Möbelindustrie große Aufmerksamkeit gewidmet; zur Zeit der Untersuchung drängten andere wirtschaftli-che Probleme die Waldthematik in den Hintergrund. Die durch die Forschungsarbeit erfassten Möbelhersteller stehen selten in direktem Kon-takt mit privaten Umweltorganisationen. Sie nehmen jedoch wahr, dass diese Organisa-tionen die Rahmenbedingungen der Möbelindustrie durch Verbraucherkampagnen, An-forderungen an die ersten Stufen der Forst-Holz-Wertschöpfungsketten und durch politi-sches Lobbying indirekt beeinflussen. Die Abhängigkeit der Möbelhersteller von Holzproduktlieferanten variiert in den drei Un-tersuchungsregionen. In NRW ist diese Abhängigkeit schwach ausgeprägt, weil die Mö-belhersteller Vorprodukte regional wie überregional problemlos einkaufen können und weil auch große Holzlieferanten Ansprüche der Möbelindustrie etwa bezüglich der Qualität, Abmessungen und Vorfertigung von Schnittholz und Holzwerkstoffen berücksichtigen. In Brasilien stellt sich die Situation anders dar. In SBS haben große bis mittelgroße Möbel-hersteller wegen der Unsicherheit der Holzversorgung und der Qualität von Vorprodukten aus Holz Schritte zur Rückwärtsintegration unternommen (eigene Sägewerke, vereinzelt eigene Bewirtschaftung von Kiefern-Plantagen) oder alternative Vorproduktquellen ge-sucht. In RBA stellt die behördlich kontrollierte Forderung, nur Holz aus "ordentlicher Waldwirtschaft" zu verarbeiten, die zu einem großen Teil staatlich geförderten Möbelher-steller des formellen Sektors vor Probleme. Denn ein hoher Anteil des entsprechenden regional verfügbaren Tropenholzes wird in Form von Holzhalbwaren in andere Regionen Brasiliens verkauft oder exportiert. Für die Möbelhersteller in RBA sind die Einkaufspreise hochwertiger Holzvorprodukte, insbesondere wenn diese aus zertifiziertem Holz erzeugt werden, deshalb in den letzten Jahren stark gestiegen, während die Möbelpreise aufgrund der Konkurrenz zahlreicher kleiner informeller Produzenten, aber auch durch das Angebot kostengünstig produzierter Serienmöbel aus Südbrasilien unter Druck stehen. Nur wenige gut organisierte Möbelhersteller in RBA scheinen bislang tragfähige Strategien zu verfol-gen, um diesem Dilemma zu begegnen. Die Beziehung von Möbelherstellern zu ihren Abnehmern ist in allen drei Fallstudienregio-nen durch Abhängigkeiten der Möbelhersteller geprägt. In RBA hängen formell registrierte Möbelhersteller stark von öffentlichen Aufträgen ab. In SBS sind Möbelhersteller von der Serienproduktion für den Exportmarkt abhängig; vielfach geben Auslandskunden die Mo-delle vor und haben großen Einfluss auf die Möbelpreisbestimmung. Beim Möbelabsatz im Inland stehen die Hersteller in NRW wie in SBS großen Einkaufsverbänden oder Kon-zernunternehmen des Möbeleinzelhandels gegenüber. In allen drei Regionen erhält die Möbelindustrie von ihren unmittelbaren Möbelabnehmern wie von Endverbrauchern nur schwache "Forst"-Signale - die Herkunft des für die angebo-tenen Möbel verarbeiteten Holzes aus "legaler" oder "nachhaltiger" Waldbewirtschaftung ist allenfalls ein nachrangiges Einkaufskriterium bzw. ist sie nur in Marktnischen relevant. Eine Ausnahme bilden die öffentlichen Auftraggeber in RBA, deren Möbelbeschaffung explizit den Aufbau nachhaltiger regionaler Forst-Holz-Wertschöpfungsketten in Acre stüt-zen soll. Experten der drei Untersuchungsregionen bezeichneten die Interaktion von Möbelherstel-lern untereinander als wenig kollegial, sondern wettbewerbsgeprägt. Unternehmen koope-rierten primär in für den Wettbewerb wenig relevanten Bereichen (z.B. gemeinsame Mes-sebesuche im Ausland). Die Initiative zu intensiverer Kooperation gehe häufig von Ver-bänden oder staatlichen Organisationen aus. Die Unternehmensbesichtigungen und Gespräche mit Experten zeigten, dass die in die Untersuchung einbezogenen Möbelhersteller nicht über ein systematisch aufgebautes Umweltmanagement verfügen. Die Beschäftigung mit Umweltproblemen orientiere sich vorwiegend an den für sie relevanten umweltrechtlichen Vorschriften. In NRW befolgen die Möbelhersteller nach Experteneinschätzung durchweg die Umweltauflagen; ihre Pro-duktionsbetriebe unterliegen strengen Kontrollen der Umweltbehörden. In Brasilien um-fassen behördliche Umweltschutzanforderungen für Möbelhersteller zusätzlich zum inner-betrieblichen Umweltschutz auch die Auflage, die Holzherkunft aus legaler Waldnutzung nachzuweisen. Bezüglich der Umsetzung der Umweltschutzanforderungen auf betriebli-cher Ebene ergab sich in beiden brasilianischen Regionen ein differenziertes Bild. Theoriebezogene Ergebnisinterpretation Der Verfasser versuchte zu verstehen, wie Unternehmer und Manager in der holzverar-beitenden Industrie das eigene Umfeld wahrnehmen und deuten, wie sie Entscheidungen treffen und begründen. Im Fokus stand die Forstrationalität von Entscheidungsträgern in möbelerzeugenden Unternehmen. Von ihm verfolgte Interpretationsansätze waren: 1. die Unterscheidung von Anlässen forstbezogenen Verhaltens der Möbelhersteller; 2. die Unterscheidung von Verhaltensbezugsebenen und Zeithorizonten; 3. die Prüfung, inwieweit das spezifische Verhalten bezüglich der für die Möbelher-stellung beanspruchten natürlichen Ressource Wald generellen Verhaltensmu-stern von Entscheidungsträgern in Produktionsunternehmen entspricht. Zu (1) Anlässe forstbezogenen Verhaltens Gefragt werden kann nach der wahrgenommenen Dringlichkeit forstbezogener Signale, die ein Möbelhersteller aus seinem Umfeld erhält: Können Anspruchsgruppen aus seiner Sicht ein bestimmtes forstbezogenes Verhalten verlangen bzw. erzwingen? Die Fallstudi-en legen den Schluss nahe, dass Möbelhersteller Einflüsse von Produktketten-externen Anspruchsgruppen wahrnehmen und reflektieren. Die Intensität wahrgenommener An-sprüche ist jedoch offenbar nur selten so hoch, dass sie Reaktionen der Möbelhersteller auslöst. In der Untersuchung erkennbar waren aber Verhaltensänderungen brasilianischer Möbelhersteller nach Einführung der DOF-Dokumentation zum Nachweis der Beschaffung von Holz aus legalen Quellen. Im Umkehrschluss lässt sich vermuten, dass Möbelherstel-ler forstbezogene Themen aus ihren Umfeldern vorwiegend als Signale wahrnehmen, die sie ihrem Selbstverständnis entsprechend individuell bewertet mit ihren Strategien ver-knüpfen, die sie aber auch ignorieren können. Die Art der für die Herstellung eines Möbelstücks verwendeten Holzvorprodukte bzw. die Materialkombination lenkt die Aufmerksamkeit von Möbelkäufern mehr oder minder stark auf den Bezug zum "Forst", wodurch auch die Forstrationalität der Möbelhersteller beein-flusst wird. In der Untersuchung ergaben sich diesbezüglich Unterschiede des Selbstver-ständnisses und der Marketingkommunikation zwischen Herstellern von Möbeln aus Holzwerkstoffen und aus Massivholz, bei den letzteren wiederum bezüglich der Möbelher-stellung aus Tropenholz oder nicht-tropischen Holzarten. Hersteller von Massivholzmö-beln stellten häufig einen Bezug ihrer Möbel zur Natur oder zum Wald her. Dabei betonten Hersteller von Tropenholzmöbeln die Individualität einzigartiger Holzarten aus artenrei-chen Naturwäldern; Hersteller von Möbeln aus nicht-tropischen Holzarten hingegen hoben die Herkunft der Möbelhölzer aus nachhaltig bewirtschafteten "nicht-tropischen" Wäldern hervor. Hersteller von Holzwerkstoffmöbeln argumentierten "ökologisch" mit den Vorteilen hoher Holzausbeute bei der Herstellung und Verarbeitung von Holzwerkstoffen, wodurch Waldressourcen geschont würden. Die brasilianischen Möbelhersteller sehen sich mit Ungewissheiten der Holzversorgung konfrontiert; sie interpretieren diese unterschiedlich, auch innerhalb der beiden Fallstudi-enregionen. In allen drei Untersuchungsregionen bekannten sich die in die Untersuchung einbezogenen Möbelhersteller zur Verarbeitung von Holz aus unbedenklichen Quellen. Sie erwarten Absatzrisiken für den Fall diesbezüglicher Zweifel ihrer Abnehmer. Gegen-wärtig sei kritisches Hinterfragen der Herkunft von Möbelhölzern seitens der Möbelab-nehmer jedoch selten und beziehe sich vorwiegend auf Tropenholz. Zu (2) Verhaltensbezugsebenen und Zeithorizonte Waldbewirtschaftung ist nur in wenigen Fällen ein eigenes Tätigkeitsfeld von Möbelher-stellern. Mit ihrem forstbezogenen Verhalten ergreifen Möbelhersteller folglich in der Re-gel nicht unmittelbar forstwirtschaftliche Maßnahmen, sondern beeinflussen diese indirekt oder reagieren auf die von anderen Akteuren gesetzten Forstthemen. Dies erfolgt zum einen durch Auswahl der für die Möbelproduktion eingesetzten Materialien und deren Be-schaffung, also durch ein direkt an die Möbelproduktion gebundenes Verhalten. Zum an-deren geschieht dies durch den Umgang und die Kommunikation mit Anspruchsgruppen im unmittelbaren Umfeld und im Makroumfeld. Materialorientiertes Verhalten und die Be-ziehungen zu Anspruchsgruppen stehen jedoch nicht isoliert nebeneinander, sondern können miteinander verknüpft sein, etwa weil bei Materialwahl-Entscheidungen das Ver-trauen zu Lieferanten und Abnehmerpräferenzen berücksichtigt werden. Mit Blick auf die Zeithorizonte der Entscheidungen von Möbelherstellern machte die Ana-lyse deutlich, dass in deren Kurzfristperspektive Forstrationalität von untergeordneter Be-deutung ist und andere Aspekte der Unternehmensumfelder im Vordergrund stehen (z.B. Holzversorgung für das aktuelle Produktionsprogramm und Wettbewerb). In der mittel- und langfristigen Zeitperspektive hingegen erhalten forstbezogene Überlegungen und Maßnahmen (wie Einsatz alternativer Holzvorprodukte oder Verwendung von Holz aus zertifizierter Waldbewirtschaftung) größeres Gewicht. Zu (3) Spiegelt Forstrationalität generelle Verhaltensmuster? Etliche der in der Forschungsarbeit registrierten Ausprägungen von Forstrationalität der Möbelhersteller lassen sich allgemeinen Verhaltensmustern von Entscheidungsträgern in Wirtschaftsunternehmen zuordnen: Legitimation: Die in die Untersuchung einbezogenen Möbelhersteller in allen drei Unter-suchungsregionen hoben hervor, ihr eigenes forstbezogenes Verhalten, insbesondere die Wahl der verarbeiteten Holzvorprodukte, sei gesetzeskonform und ökologisch unbedenk-lich. Diesen Standpunkt vertraten sie unabhängig von ihren jeweiligen Möglichkeiten, die Rohstoffquellen der beschafften Materialien zu beurteilen und zu beeinflussen. Anpassung: Die Möbelhersteller reagieren auf Anforderungen aus ihren Umfeldern, etwa auf behördliche Vorschriften und Kontrollen, Kritik von Umweltschutzverbänden, Nachfra-ge von Verbrauchern oder veränderte Wettbewerbsbedingungen. Solche Reaktionen schließen auch das forstbezogene Verhalten ein, wobei Vermeidung (zum Beispiel Ver-zicht auf die Verarbeitung von Tropenholz) ein alternatives oder komplementäres Verhal-ten sein kann. Antizipation: Unternehmen entwickeln Antizipationsstrategien, um sich auf erwartete zu-künftige Herausforderungen, Risiken und Chancen frühzeitig einzustellen. Dieses Verhal-ten zeigten Möbelhersteller in allen drei Untersuchungsregionen, etwa in ihrem Umgang mit der Forst-Holz-Produktketten-Zertifizierung oder der Erprobung neuer Holzarten und Holzwerkstoffe. Innovation: Sie ist eine Form der Umsetzung von Anpassung und Antizipation, ist aber für die Massivholz-Möbelhersteller auch eine eigenständige Verhaltensform. Zum Teil haben sie dabei Aspekte der Waldbewirtschaftung (besonders deutlich bei den Möbelherstellern in SBS, die Plantagenbewirtschaftung als neues Geschäftsfeld integriert haben) und der Weiterentwicklung ihrer Rohstoffbasis von vornherein im Blick, zum Teil ergeben sich se-kundäre Effekte für die Forstwirtschaft. Die vorliegende Untersuchung zur "Forstrationalität" holzverarbeitender Unternehmen hat gezeigt, dass Möbelhersteller Stärken und Schwächen der Waldnutzung in ihrer Standort-region wahrnehmen und forstbezogene Entscheidungen reflektiert treffen. Wie sie ent-scheiden, hängt von den Rahmenbedingungen der Industrie, dem Verhalten ihrer An-spruchsgruppen, von den spezifischen Unternehmensstrategien, auch von Wertvorstel-lungen der Eigentümer und Manager ab. Ihnen stehen bestimmte staatliche und private Anspruchsgruppen mit Erwartungen gegenüber, die dem Konzept nachhaltiger Entwick-lung der Agenda 21 entsprechen. Die Unternehmensbeispiele der Fallstudien zeigen ein-zelne Ansatzpunkte für die Verwirklichung nachhaltiger Entwicklung in waldreichen Re-gionen durch die Herstellung von Möbeln. Jedoch erscheint das gegenwärtige forstbezo-gene Verhalten der Möbelhersteller nicht umfassend nachhaltigkeitsorientiert, sondern pragmatisch selektiv abgestimmt auf die Erfordernisse, Interessen und Handlungsmög-lichkeiten der Unternehmen. Potenzial der Möbelindustrie, höhere Wertschöpfung durch immaterielle Phasen der Produktion (ihr Marketing, speziell die Produktgestaltung) zu erreichen, ist vorhanden. Auf der Grundlage neutraler Nachhaltigkeitsüberprüfung in der Holzwertschöpfungskette durch anerkannte Forstzertifizierungs-Systeme könnten von Holzmöbelherstellern durchaus stärkere Impulse für die Entwicklung und Aufrechterhal-tung nachhaltiger Forstwirtschaft ausgehen. Abschließend seien die theoretischen Erklärungsansätze Ressourcenabhängigkeit und Sensemaking angesprochen, denen in dieser Forschungsarbeit gefolgt wurde. Der Zu-sammenhang zwischen beiden ist bereits aus Pfeffer (1978) ableitbar. Steimle (2008) stellt diesen Zusammenhang explizit her, um das Nachhaltigkeitsverhalten von Unter-nehmen theoretisch zu erklären. Auch der Verfasser kombinierte beide Ansätze: Das Konzept der Ressourcenabhängigkeit war hilfreich bei der Analyse der Umfeldeinbettung der Möbelhersteller und bei der Interpretation ihrer Beziehungen zu bestimmten An-spruchsgruppen; der Sensemaking-Ansatz erleichterte es, die Umfeldwahrnehmung aus Sicht der Entscheidungsträger in der Möbelindustrie und ihr forstbezogenes Verhalten zu verstehen. ; Research concept The guideline to sustainability provided by Agenda 21, and the associated expectations of private enterprise with respect to their role in sustainability, represent a frame of reference for the study presented in this Ph.D. thesis. Agenda 21, a central document of the United Nations Conference on Climate and Development (UNCED 1992), and documents pro-duced by the following conferences attribute a central role to private enterprise in the real-isation of sustainable development. Commercial enterprises are expected to create value on the basis of an environmentally acceptable use of natural resources. Responsible en-terprises should accommodate the interests of the respective stakeholder groups, and these groups should in turn support private enterprise in the achievement of sustainable development. Non-governmental environmental organisations' expectations of private enterprise revolve around the environmentally appropriate use of natural resources and, accordingly, they exert pressure on businesses to do so. Nevertheless, the literature documents conflicts between commercial enterprise's understanding of its role and the expectations of interna-tional organisations and civil stakeholder groups. From the perspective of enterprise, doubts exist over whether the demands of these actors are reasonable and over the ex-tent to which commercial enterprise should assume the responsibility attributed to it. The objective of this study was to deepen the knowledge of the use by small and medium sized enterprises (SMEs) of the natural resources providing the raw materials necessary for their production activities – their role in market chains, their relationships with stake-holders and the consideration given to the management of natural resources. Enterprises manufacturing wood furniture were chosen for the study, as a representative example of an SME branch within the wood processing industry. As furniture production facilitates high value creation from raw wood, this example was deemed to be revealing with respect to the general assumption of Agenda 21 that high economic value creation from wood generates impulses for sustainable forestry. The investigation was carried out in regions with contrasting social, economic and especially forest and wood industry framework con-ditions. The research questions were: How do furniture manufacturers perceive 'forestry'? What is the relationship between furniture producers and the corresponding stakeholder groups, and how do they communicate 'forestry' to these groups? How do furniture producers ac-count for 'forestry' in their decisions? The author posed these questions under the overarching concept 'forest rationality.' The 'forest rationality' construct outlines how decision makers in the wood industry perceive forest management as the basis of their raw material supply, and how they account for it within decision making. It incorporates all aspects of the perception and interpretation, as well as the behaviour of wood processing enterprises with respect to the source of their raw material, 'forestry.' The basis for this is theories relating to resource dependence (Pfeffer and Salancik 1978, 2003; Steimle, 2008) and 'sensemaking' (Weick 1995, 2001). The information used to answer the research questions was obtained from three centres of the furniture industry in Brazil and in Germany, each with different social and forestry framework conditions. The three centres were in Rio Branco do Acre (RBA) in the Bra-zilian Amazon, in São Bento do Sul (SBS) in southern Brazil and in Nordrhein-Westfalen (NRW) in Germany. The comparative data collection carried out in the three regions posed particular demands in terms of the research methods. The approach chosen and the design of the data collection instruments were identical in the three regions. Funda-mental empirical knowledge was provided by means of a content analysis of furniture in-dustry journals (1) and the evaluation of secondary information (2). Guided telephone interviews with experts (3) illuminated the environments in which the enterprises operate and provided general insights into the behaviour of decision makers in the furniture in-dustry. The spectrum of forestry reasoning of the decision makers was further developed through personal contact made during visits to companies. In each region two producers of solid wood furniture and a producer of furniture from derived timber products were se-lected (4). Results of the journal analysis The quantitative content analysis of industry journals served to provide information about the overall spectrum of issues relevant for the furniture industry, and allowed for an as-sessment of the relative significance of the issues 'environmental protection' and 'forest resources/forestry.' The conclusions may be summarised as follows: 1. The issues 'environment' and 'forestry' are of interest within the furniture sector, but receive less attention in the industry press than topics such as economics, technology and competition. 2. In the furniture industry in both Germany and Brazil, the most important themes under the heading 'environment' are aspects concerning the local production site (enterprise-internal environmental protection). 3. 'Forestry'-related aspects are the focus of greater attention within the Brazilian fur-niture industry than the German. Results of the regional case studies The results of the research phases (2) to (4) are presented in the dissertation in the form of three regional case studies with an identical structure, namely a) the framework condi-tions affecting furniture manufacturers, b) non-market stakeholder groups, c) suppliers of wood products, d) furniture consumers, e) interaction between furniture manufacturers, f) forest and environmental management. The regional case studies confirmed the view provided by the analysis of the industry press that the specific situation of the entire regional 'forestry and wood industry' affects the Brazilian furniture manufacturers more so than those in NRW. In RBA there have re-cently been drastic changes in forestry and environmental policy, as well as institutional changes, which have generated new framework conditions for all wood producing and processing enterprises. In the SBS region 'forestry' occupies furniture manufacturers as much as other branches of the wood sector due to existing or expected future shortages of wood, and as a consequence of state control over the use of wood from legitimate forestry. In NRW, on the other hand, native forest management and the processing of materials derived from non-tropical tree species are considered to be unproblematic, and forestry-related themes do not appear to be critical in the macro-environment of the furni-ture industry. In NRW and in SBS the issue of core economic data for the sector as a whole, and branches within the sector, of national and international market trends and of technological developments dominate the agenda of the furniture manufacturers. The furniture manufacturers are subject to restrictions imposed by environmental authori-ties. The control of enterprise-internal environmental protection, linked in part with work safety, was identified as a focus of the activities of these authorities in all three regions. Unlike in Germany, in Brazil the sourcing of wood by wood processing enterprises is sub-ject to official control. The representative associations within the furniture industry in all three case study regions define as their central task the representation of the interests of their member organisa-tions to policy makers and society. In both Brazilian case study regions, in which forestry-related problems greatly occupy the furniture industry, the furniture industry associations also view forestry-related matters as being within their remit. In RBA the responsible as-sociation is seeking to advance the official registration of furniture manufacturers within the informal sector and to oblige them to process only wood obtained from legal sources. In SBS the furniture associations have focused considerable attention on the development of regional forestry and the supply of wood to the furniture industry in periods of wood shortage. At the time of this study, however, other economic problems had pushed the issue of forestry into the background. It was observed that the furniture producers studied as part of the research are rarely in direct contact with private environmental organisations. However, they are aware that these organisations indirectly influence the framework conditions affecting the furniture industry through consumer campaigns, by placing demands on the first links of the forest-wood value chain and through political lobbying. The dependence of the furniture producers on the suppliers of wood products varies be-tween the three study regions. This dependency is weak in NRW because the furniture manufacturers can source materials regionally and beyond without any difficulties, and because large wood suppliers take into consideration the demands of the furniture in-dustry with respect to quality, dimensions and the preparation of sawn wood and derived timber materials. This contrasts with the situation in Brazil. In SBS large to moderately large furniture manufacturers have taken a number of steps towards backward vertical integration (establishment of own sawmills, in some cases resorting to the management of pine plantations) or have sought alternative sources of pre-finished materials. The rea-sons for this are the uncertainty of the wood supply and the quality of the pre-finished wood products. In RBA the statutory requirement that only wood derived from 'legitimate sources' be used in manufacturing poses problems for the largely state-sponsored furni-ture manufacturers in the formal sector. A large proportion of the regionally available tropical wood is sold in or exported to other regions of Brazil in the form of part-wood goods. The prices paid by furniture manufacturers for high quality pre-finished wood pro-ducts, particularly those made of certified wood, have increased considerably in recent years, whereas furniture prices are under great pressure due to competition from numer-ous small, informal manufacturers and as a result of the supply of cheaply manufactured, mass produced furniture from southern Brazil. As yet, only a few well-organised furniture manufacturers in RBA appear to have adopted a strategy capable of countering this di-lemma. In all three regions the relationship between furniture manufacturers and their customers is characterised by dependencies of the furniture manufacturers. In RBA formally regis-tered furniture manufacturers are greatly dependent upon public contracts. In SBS furni-ture manufacturers are dependent upon mass production for the export market, with inter-national customers often specifying the models and exerting a considerable influence on price setting. In terms of national sales, the manufacturers in NRW and in SBS are pitted against the large purchasing associations and groups within the furniture retail industry. In all three regions the furniture industry receives only weak 'forestry' signals from its di-rect costumers and end users – that the wood used in the furniture provided is sourced from 'legal' or 'sustainable' forest management is, at best, a subordinate purchase cri-terion, or is only relevant in niches within the market. The public clients in RBA are an exception as their furniture acquisitions are explicitly intended to support the development of sustainable regional forest-wood value chains in Acre. Experts from the three research regions characterised the interaction between furniture manufacturers as competitive, with little cooperation evident. Any cooperation between the enterprises occurs primarily in those areas that are of little relevance for competition (e.g., visits to exhibitions abroad). Initiatives prompting intensive cooperation often stem from associations or governmental organisations. The visits to the enterprises in the three regions and discussions with the experts revealed that the furniture manufacturers involved in the study do not possess a systematically de-veloped system of environmental management. Consideration of environmental problems is oriented primarily towards the relevant environmental regulations. According to the ex-perts, in NRW the furniture manufacturers adhere to the rules. Their production facilities are subject to strict controls by the environmental authorities. In Brazil the statutory envi-ronmental regulations for furniture manufacturers include not only the enterprise-internal environmental protection stipulations but also the means to demonstrate that the wood used stems from legal sources. The implementation of the environmental protection re-quirements at operational level was found to be variable in the two Brazilian regions. Interpretation of the results in a theoretical context The author sought to understand how entrepreneurs and managers in the wood process-ing industry perceive and interpret their own environment; how they make and justify deci-sions. The focus was on the forestry reasoning exhibited by decision makers in furniture manufacturing enterprises. The interpretative approaches followed were: 1. The differentiation of motives for forestry-relevant behaviour displayed by furniture manufacturers; 2. The differentiation of behavioural planes of reference and time horizons; 3. The examination of the extent to which the specific behaviour with respect to the forest resource, as the principal source of the raw material used in the manufac-ture of furniture, corresponds to the general behavioural patterns of decision mak-ers in manufacturing enterprises. On (1) motives for forestry-related behaviour One might enquire as to the perceived urgency of the forestry-related signals that a furni-ture manufacturer receives from his environment: can, as far as the manufacturer is con-cerned, stakeholder groups demand or even force a certain forestry-related behaviour? The case studies suggest that furniture manufacturers perceive and take into consider-ation influences exerted by stakeholder groups external to the product chain. It would ap-pear, however, that the intensity of the perceived demands is rarely so high as to cause a reaction on the part of the manufacturers. Changes in the behaviour of Brazilian manufac-turers did become evident in the study after the introduction of the DOF documentation requiring that they be able to prove the wood they use is sourced legally. Conversely, it can be assumed that furniture manufacturers predominantly perceive forestry-related themes within their environment as signals, which they assess individually on the basis of their own beliefs and either integrate within their strategies or ignore. The type of pre-finished wood product – or combination of materials – used in the manu-facture of a piece of furniture serves to focus the attention of furniture buyers onto the relationship with 'forestry' to a greater or lesser extent, through which the forestry reason-ing of the manufacturers is also influenced. The investigation revealed differences in understanding and in marketing approaches between the manufacturers of furniture made of derived timber products and those of furniture made from solid wood; and in the latter case there was a further distinction between users of tropical and non-tropical tree spe-cies. The manufacturers of solid wood furniture often draw a link between their furniture and nature or the forest. Manufacturers of furniture made with tropical wood emphasise the individuality of unique types of wood stemming from natural forests rich in species. The manufacturers of furniture using non-tropical species, alternatively, accentuate the fact that their wood stems from sustainably managed 'non-tropical' forests. Manufacturers using derived timber products base their 'ecological' arguments on the advantages of the low levels of waste in the production and processing of derived timber products, as a re-sult of which forest resources are used more efficiently. The Brazilian furniture manufacturers are concerned by the uncertainties surrounding the supply of wood. The associated problems are perceived differently by different manufac-turers, even within the two case study regions. In all three study regions the furniture manufacturers involved in the study avowed the use of wood from legitimate sources, and expect risks to their sales if their customers were to have doubts in this regard. At present there is little critical scrutiny of the origins of the wood used in furniture by the consumer, however, and that which exists focuses predominantly on the use of tropical wood. On (2) behavioural planes of reference and time horizons In only very few cases is forest management an activity undertaken by furniture manufac-turers. The forestry-related behaviour of the furniture manufacturers does not involve di-rect participation in forest management operations, but rather in influencing these indi-rectly, or in reacting to the forest issues taken up by other actors. This is expressed in the choice of the materials used in furniture manufacture, and in their procurement; that is, through behaviour linked directly to furniture manufacture. It is also expressed in the communication with stakeholder groups situated in the enterprises' immediate surround-ings and in their macro-environment. Material-oriented behaviour and the relationship with stakeholder groups are not independent issues but may be linked; for example, because in decisions concerning material selection the manufacturer's trust in the supplier and the preferences of the consumers are taken into consideration. In terms of the time horizons of the decisions made by furniture manufacturers, the analy-sis made clear that forestry reasoning plays a subordinate role in their short term perspec-tive, and that other aspects are of greater importance for the enterprises in question (e.g., wood supply for the current production programme and competition). Forestry-related considerations and measures (e.g., the use of alternative pre-finished wood products or the use of certified wood) are afforded greater weighting in the medium to long term. On (3) whether forest rationality reflects general patterns of behaviour Many of the forms of forest rationality of the furniture manufacturers identified in the re-search can be matched to general behavioural patterns of decision makers in commercial enterprises: Legitimacy: The furniture manufacturers from all three regions involved in the study em-phasised that their own forestry-related behaviour complies with the law and is ecologi-cally sound, particularly the choice of pre-finished wood products. They adopted this posi-tion irrespective of their abilities to judge or influence the sources of the raw materials pro-cured. Adaptation: The furniture manufactures react to demands from their environment, such as statutory regulations and controls, criticism from environmental protection associations, requests from customers and altered competition conditions. Such reactions also incorpo-rate their forestry-related behaviour, with avoidance (e.g., avoiding the use of tropical wood) a possible alternative or complementary behaviour. Anticipation: Enterprises develop anticipation strategies in order to prepare in advance for expected future challenges, risks and opportunities. This behaviour was exhibited by furni-ture manufacturers in all three study areas; for example, in their manner of dealing with forest-wood product chain certification and in the testing of new wood types and derived timber products. Innovation: Innovation is a form of manifestation of adaptation and anticipation, but is also a distinct form of behaviour in the case of the manufacturers of solid wood furniture. They have, to a certain extent, aspects of forest management (particularly evident in the case of the furniture manufacturers in SBS that have integrated plantation management as a new area of operations) and the further development of their raw material base firmly in focus from the outset. There are also secondary effects for forestry. This study of the 'forest rationality' of wood processing enterprises shows that furniture manufacturers perceive the strengths and weaknesses associated with forest utilisation in their regions, and that they reflect carefully on forestry-related decisions. The decisions they make depend on the framework conditions within the industry, the behaviour of the associated stakeholder groups, the strategy of the specific enterprise and on the ideals of the owners and managers. They are confronted by the expectations of certain state and private stakeholder groups; expectations that correspond with the concept of sustainable development espoused by Agenda 21. The enterprises included in the case studies re-vealed individual starting points for the achievement of sustainable development in forest-rich regions through the production of furniture. However, the current forestry-related be-haviour of the manufacturers is not comprehensively geared towards sustainability. Rather it is pragmatically selective, tailored to the needs, interests and possible courses of action available to the respective enterprise. The potential for furniture manufacturers to achieve greater value creation in the non-material phases of the production process (marketing, and especially product design) exists. On the basis of neutral sustainability assessments in the wood value creation chain, carried out by recognised forestry certification systems, it is certainly possible for manufacturers of wood furniture to create greater impulses for the development and maintenance of sustainable forestry. Finally, to the theoretical approaches offering a potential explanation considered in the study, namely resource dependence and 'sensemaking.' The connection between the two could already be inferred from Pfeffer (1978). Steimle (2008) revealed the link between the two explicitly, in order to explain theoretically the sustainability behaviour of enter-prises. The author of this study also combined both approaches. The concept of resource dependence was helpful in the analysis of how embedded manufacturers are in their envi-ronment, and in the interpretation of their relationship with certain stakeholder groups. The 'sensemaking' approach rendered it easier to understand the perception by decision mak-ers in the industry of their business environment and their forestry-related behaviour.
Ausgangspunkt der vorliegenden Arbeit war es, das theaterhistorische Phänomen des chinesischen experimentellen Theaters komparatistisch sowohl als das Ergebnis der Begegnung zweier sehr verschiedener kulturhistorischer Linien (China/ Europa) zu beschreiben als auch in den traditionellen Kontext chinesischer Theaterinnovationen einzuordnen und aus ihm heraus zu erklären. Behandelt wird u.a. der machtpolitische Kontext interkultureller Begegnungen. Es stellt sich die Frage, ob man auf einem "transzendentalen Hügel hockend" China beobachten kann. Man ist immer wieder mit der Frage konfrontiert, aus welcher Perspektive man bei der Untersuchung anderer Kulturen zu adäquaten Ergebnissen kommen kann. Soll man einen aussenstehenden Beobachterposten behaupten oder soll man anerkennen, dass die eigene Anwesenheit vor Ort den Beobachtenden bereits involviert in das zu Beobachtende oder soll man sich seiner eigenen Aktivität bewusst werden und den ohnehin fiktiven Objektivitätsstatus bewusst aufgeben? Ich konnte während der Arbeit an der Inszenierung "Leg deine Peitsche nieder - Woyzeck" in Peking künstlerische und Alltagskommunikation erleben und Einsichten gewinnen, die ohne diese Arbeit unmöglich gewesen wären. Die chinesische Kultur hat bereits frühzeitig Schriftsysteme und eine Schriftkultur ausgebildet. Dennoch haben meine Untersuchungen ergeben, dass die Bereiche der Wissensvermittlung (Lern- und Lehrverhalten), der darstellenden Künste und der sozialen Kommunikation bis in unser Jahrhundert hinein von einer Tradition oraler Techniken und Kommunikation geprägt sind. Ganz wesentlich ist z.B. traditionell der Aspekt der LEIBLICHKEIT bei der Wissensvermittlung. Das Leibwissen eines Lehrers wird durch ständiges Üben und Wiederholen durch den Schüler in dessen Leib inkorporiert. Die Schüler (im profanen, im religiösen oder künstlerischen Bereich) werden hauptsächlich in das WIE der Übungen, nicht aber in das WARUM eingewiesen, weil sich aus der Logik dieses Denkens ergibt, dass sich aus der ausgefeilten Qualität des Geübten mit der Zeit der Sinn dessen über den Leib des Schülers von selbst erschließt. Oralen Techniken von Wissensvermittlung ist es eigen, dass sie dem Wiederholen größeren Wert beimessen als dem Neuerfinden. Dies ist eine Traditionslinie, die noch heute für das chinesische Sprechtheater wirksam ist. Innovation im chinesischen Kontext bedeutet vor allem Detailinnovation, aufbauend auf ein gegebenes Modell. Die chinesische Gesellschaft verfügt über ein reiches Instrumentarium theatraler Kommunikation. Aufgrund der Sozialstruktur und des ausgeprägten Relationsdenkens verfügen die kulturell Kommunizierenden über "shifting identities" wie Jo Riley es für die Darsteller im chinesischen traditionellen Musiktheater feststellte und wie Rosemarie Juttka-Reisse ein adäquates Phänomen für die Praxis von sozialem Rollenwechsel in sozio-kulturellen Kommunikations- und Interaktionsprozessen nachwies. "Shifting identies" bedeutet, dass Kommunizierende in der Lage sind, spontan und flexibel auf neue Kommunikationskontexte mit dem entsprechenden performativen Instrumentarium zu reagieren. Dieser Umstand hat weitreichende Konsequenzen für die Rollengestaltung im chinesischen Theater. Zum Beispiel ist der Brecht'sche Begriff der Verfremdung aus diesem Grunde NICHT oder bestenfalls nur partiell auf das chinesische Theater anwendbar. Die Brecht'sche Verfremdungstheorie ist nicht dem chinesischen Theater abgeschaut, sondern auf das chinesische Theater projiziert. Im Zusammenhang mit dem Leiblichkeitskonzept steht eine spezifische Vorstellung der EINVERLEIBUNG von Wissen, auch nicht-chinesischen Wissens. Beispielsweise wird bis in die 1990er Jahre hinein immer wieder auf die VERDAUUNGSMETAPHER zurückgegriffen. Das Einverleibungsprinzip, welches in engster Verbindung mit dem chinesischen Ahnenkult steht, ist mindestens einmal einer Fundamentalkritik unterzogen worden. Kurioserweise geschah dies nach der Einverleibung westlichen Wissens, insbesondere der Fortschrittsidee und der Vorstellung evolutionärer historischer Weiterentwicklung. Lu Xun nämlich prägte die Metapher der Menschenfresserei, die sich auf die als reaktionär erkannte Einverleibung "feudalistischen" Wissens aus der alten, dem Westen unterlegenen chinesischen Gesellschaft bezog. Seither gibt es die "fortschrittliche" und die "reaktionäre" Verdauung, wobei der Diskurs um kulturelle Identität, um Erneuerung und Bewahrung immer wieder neu festzulegen versucht, was gegebenfalls nützlich oder nutzlos ist. Die Entstehung des chinesischen experimentellen Theaters ist ohne das Eingebettetsein in historische Linien der chinesischen Theatergeschichte nicht erklärbar. Aneignungsmuster in bezug auf die Aufnahme neuer Anregungen aus anderen Kulturen haben eine traditionelle Logik entwickelt, die man nur erkennen und einordnen kann, wenn man sich ausführlich den historischen Voraussetzungen und Rahmenbedingungen von Theater in China widmet. Deshalb bin ich auf diese historischen Linien ausführlich eingegangen. Das experimentelle Theater in China setzt diese Linie fort. Deshalb kann man schlussfolgern, dass das chinesische Sprechtheater "eine Art Pekingoper mit anderen Mitteln" ist, und nicht ein bürgerlich-westliches Sprechtheater mit chinesischer Kolorierung. Das chinesische Theater hat sich über die langen historischen Zeiträume seiner Entstehung als sehr aufnahmefähig für interkulturelle Anregungen gezeigt. Man kann sagen, dass es das Ergebnis dieser Interaktionsprozesse ist. In diesem Sinne ist die Integration westlicher Theaterstile und damit auch die Entstehung des experimentellen Theaters als traditionelle Strategie im Umgang mit dem Fremden anzusehen. Es handelt sich tendenziell nicht (nur) um einen Ausdruck von Modernität, sondern von Tradition. Es ist in der chinesischen Theatergeschichte nicht um die Echtheit/ Authentizität des adaptierten ausländischen Materials gegangen, sondern hauptsächlich um die Anwendbarkeit im eigenen Kontext. Das wiederum führt folgerichtig zu dem Schluss, dass es z.B. keine "falsche" Rezeption westlichen Theaters in China geben kann, sondern nur eine chinesische. Der experimentelle Zugang zu neuen Formen innerhalb der chinesischen Theaterkultur ist ein historisch praktizierter. Die chinesische Praxis des Experiments ist historisch verbunden mit einer Praxis des Ausprobierens, Integrierens, Ausschmückens, einer Art Patchwork-Strategie. Im Gegensatz zum westlichen Begriff des Experiments ist diese Praxis nicht an abstrakte Hypothesenbildung und die systematische Beweisführung gebunden. Hauptinstrument neuer Erkenntnisse war die empirische Beobachtung. Die Entstehung des experimentellen chinesischen Theaters im 20. Jahrhundert, welches erstmals an verschiedene Begrifflichkeiten gebunden wird und nicht einfach als historische Praxis dem chinesischen Theater inhärent ist, deutet auf eine neue Qualität dieses Phänomens in der chinesischen Theatergeschichte hin. Die neue Qualität im Vergleich zur historisch-experimentellen Praxis besteht darin, dass die chinesische Kultur erstmals in ihrer Geschichte als Hochkultur Asiens mit einem ernstzunehmenden, hegemonial operierenden Feind konfrontiert war, der mit seinem ökonomisch-militärischen Potenzial die Qualität der chinesischen Kultur als Ganzes in Frage stellte. Nun sahen sich die chinesischen Eliten gezwungen, die westlichen Mittel zum chinesischen Zweck des Überlebens zu machen. Aus diesem Grunde wurden westliche Ideen und Praktiken, wie z.B. das bürgerliche Sprechtheater rezipiert. Dies musste als Praxis aber auch als Begriff umgesetzt werden. Aus diesem spezifischen Entstehungskontext ergibt sich eine unterschiedliche Richtung der Theateravantgarden in China und im Westen. Während die historische Theateravantgarde im Westen in ihrer Kritik am bürgerlichen Theaterkonzept und in ihrer Auseinandersetzung mit Industrialisierungs- und Technologiesierungsprozessen auf "Retheatralisierung" des Theaters drängte, gingen die chinesischen Theaterkünstler den entgegengesetzten Weg. Die neuen historischen Erfahrungen ließen sich in den volkstümlichen Geschichten und den historischen Analogien des traditionellen chinesischen Theaters und in ihrer stilisierten Theatralität nicht mehr adäquat darstellen. Plötzlich wurde ein neues Realismuskonzept, welches nach DETHEATRALISIERUNG drängte, wesentlich. Darüberhinaus gehört es zur historischen Linie des chinesischen Theaters, dass es stark profitierte sowohl von nicht-chinesischen Anleihen anderer Theaterkulturen als auch von den Volkskünsten der eigenen Kultur. Es waren zunächst Laiendarsteller und Amateurtheaterkünstler, die in den 1920er Jahren die vielfältigen Kategorien des chinesischen "experimentellen" Theaters erfanden und später in einen professionellen Status überführten. Neben den kulturellen Einflüssen des westlichen Imperialismus war China ebenfalls mit dem hegemonialen Bestreben insbesondere des sowjetischen Kulturimperialismus konfrontiert. Die sowjetische Kulturpolitik favorisierte das Stanislawski-Konzept. Dieses wurde dann zunächst, nach Gründung der VR China 1949, zu einem der Grundpfeiler der Idee eines neu zu entwickelnden chinesischen Nationaltheaters. Seit den 1980er Jahren wird es zunehmend kritisiert. Seitdem werden andere westliche Konzepte interessant. Dazu gehören die Konzepte der westlichen historischen Avantgarde ebenso wie die des absurden und weitestgehend postmodernen Theaters. Seit den 1990er Jahren sind zwei Haupttendenzen im modernen chinesischen Theater festzustellen. Zum einen unterliegt das Theater rigiden Kommerzialisierungstendenzen. Zum anderen sieht sich das Theater einer Vielzahl neuer Unterhaltungsmedien (TV, Kino, Karaoke, Shows etc.) gegenüber, die es veranlassen, sich verstärkt auf die spezifischen Möglichkeiten theatralen Ausrucks zu besinnen. Das führt dazu, dass nun sowohl das theatrale Potenzial des klassischen chinesischen Theaters interessant wird ebenso wie die Retheatralisierungsversuche der westlichen Avantgarde. Seit Mitte der 1980er Jahre ist eine erneute, hitzige Debatte über Begriff und Inhalt von experimentellem Theater im chinesischen Kontext zu beobachten. ; The starting point of this paper was both to describe the theatre-historical phenomenon of Chinese experimental theatre in a comparative way, as the result of the encounter of two culture-historical lines differing very much (China/Europe) and to put it in its proper historic context and thus to explain from its context. The power-political context of intercultural encounters is dealt with. The question arises whether one would be able to watch China at all " sitting on a transcen-dental hill". You are constantly facing the question from which perspective you can achieve adequate results when researching/ investigating foreign cultures. Should you maintain your (external) observer status or should you recognise that your own presence at the site involves the observer what he watches or should you consciously give up the anyhow fictitious status of objectivity. While staging "Put down your whip - Woyzeck" in Beijing at the State theatre called Central Experimental Theatre I could experience both artistic and every-day communication, without which this paper would and could never have been written. The Chinese culture has developed writing systems and a written culture early on in history. Nevertheless, my study has shown, that instruction (learner and teacher behaviour), performing arts and social communication have been highly influenced by the oral tradition of communication throughout the centuries. The aspect of corporality in instruction is essential. The teacher's incorporated knowledge is transferred to the student's body through permanent exercise and repetition/revision. The student (worldly, religious and artistic spheres) is taught HOW to do the exercise but not necessarily WHY because part of this thinking is the idea that the awareness of the meaning of the skill comes to the student through his body. This implies that it is a characteristic feature of oral instruction/information stresses repetition rather than innova-tion. This line of tradition has always been efficient for the Chinese spoken drama, even today. Innovation in a Chinese context means chiefly innovation of detail based on a model given. The Chinese society developed a rich variety of tools of theatrical communication. Due to the social structure and a well-developed relational thinking the cultural communicators have "shifting identities" as Jo Riley stated it in terms of the performers in the Chinese traditional music thea-tre. Rosemarie Juttka-Reisser confirmed an adequate phenomenon for the practice of switching social roles in processes of socio-cultural communication and interaction. "Shifting identities" means that communicators are capable of spontaneously and quickly responding to new communication contexts through adequate performative sets of instruments. This has an impact on the performance of roles in Chinese theatre. Therefore the Brechtian term of alienation, for instance, can not or only partly be applied to Chinese theatre. Thus, the Brechtian theory of alienation is not derived from Chinese theatre but rather projected to it. Linked to the concept of incorporation of knowledge is a specific image of incorporation of knowledge including the non-Chinese one. Up to the 1990s the metaphor of digestion had been used again and again. The principle of incorporation which is closely connected with ancestor cults underwent fundamental criticism at least once. Curiously enough, this happened after the incorporation of Western knowledge, in particular of the idea of progress and evolution/ revolution. Lu Xun coined the metaphor of cannibalism. This relates to the traditional incorporation of the so-called "feudal" knowledge based in the Chinese culture which has been understood as inferior to the West. Since then there has been "progressive" and "reactionary" digestion; discourse about cultural identity, about renewal and preservation of Chinese values has always been trying to re-determine what is useful or useless respectively. The appearance and existence of the Chinese experimental theatre can not be explained without it being embedded in the line of Chinese (theatre)history. Patterns of acquisition in terms of the perception of new stimuli from other/foreign cultures have developed a traditional logic which can only be recognized and categorized if you have a deeper understanding of the historic condition and the whole framework of theatre in China. Therefore I dealt with this historical line in detail. The experimental theatre in China continues this line to a certain extend. This results in the Chinese spoken theatre being "a kind of Beijing opera with a different approach" but not a bourgeois Western spoken drama with a Chinese touch. Throughout its history the Chinese theatre has always readily absorbed intercultural stimuli. So you can say that these processes of interaction have contributed to contemporary Chinese theatre. Thus you can regard the integration of Western theatre styles including the development of the experimental theatre a highly traditional strategy for encountering and dealing with the foreign element. This strategy is not an expression of modernity only but mainly of tradition. Chinese theatre history was not particularly interested in the authenticity of the adopted foreign material but in its application within the Chinese context. This has led to the conclusion that there cannot be any "wrong" perception of the Western theatre in China but only a Chinese. The experimental approach to new forms within the Chinese theatre culture has been used all the time. The Chinese experimental practice has indeed been linked with integrating, ornamenting and trying out resulting in a kind of patchwork. In contrast to the Western term of experiments this practice does not depend on abstract hypotheses and proofs systematically shown. This is partly due to Western sciences focussing on mathematics while Chinese sciences were concentrating on dealing with problems of relations (physics). Therefore they (have) preferred empirical observation to mathematical analysis in order to achieve new knowledge. In contrast, the experimental Chinese theatre in the 20th century, reflects a new quality in their approach to theatre which, for the first time, attempts to use concepts like in the Western theatre. The reason for this new approach resulted from the fact that for the first time in its history Chinese culture as an Asian high culture was faced with a serious hegemonially operating enemy that questioned the quality of the Chinese culture as a whole through its economic and military potential. The Chinese intellectual elite was forced to respond to the Western threat by using Western methods (including spoken drama) in order to survive: using a Western means to a Chinese end. These specific historical circumstances and power relations have led to different directions of avantgarde theatre movements in China and the West in the early 20th century. Western and Chinese theatre artists went opposite ways: while the former initiated the Re-theatralisation in their criticism of the bourgeois theatre concept and of industrialisation; the latter focused on De-theatralisation which had become a new concept, that of realism/ naturalism. The new experiences of the time could no longer be expressed in their folktales and historical analogies of the traditional Chinese theatre and its stylised theatricality. Amateurs (in particular students of big cities) were the first to invent the various categories of a Chinese "experimental" theatre and later transformed its status into a professional one. Apart from cultural influences of Western (including Japan) imperialism China faced the same problems with the Soviet cultural imperialism. The Soviet cultural policy favoured Stanislavsky's concept. This idea became the basis of a new Chinese national theatre which was to develop after the formation of the People's Republic of China in 1949. Since the 1980s it has increasingly been criticised. In addition other Western concepts have attracted attention including concepts of the Western historical avantgarde, the theatre of the absurd and post-modern theatre. Since the 1990s two major tendencies of modern Chinese theatre can be stated. On the one hand, the theatre is subject to rigid tendencies of commercialisation (which means that the state cut the subsidies), on the other hand, the theatre is confronted with a variety of new entertainment media (TV, cinema, karaoke, shows etc.) which make it remember its specific oppor-tunities of theatrical expression (now including traditional Chinese theatre forms). At the moment a new heated debate about the term and the content of experimental theatre is going on.
The study takes an anthropological perspective on a globalized political environment – more particularly on the fields of global environmental governance and development cooperation and their interplay with national and local arenas and actors. I offer an anthropological account of the rise of the global environmental governance agenda, of the international arenas where it has been generating debates and joint decisions, and of their consequences for national politics and local resource management regimes in the Global South. Furthermore, this study contributes observations and findings on how ideas, discourses, and processes at different scales affect the emergence and change of local institutions. The connecting thread underlying my account is based on the way in which natural resource management concepts and models emerge on the international scene of water experts, policy-makers, and practitioners, and how the models travel between international, national, regional, and local scales, being translated and transformed during their travelling. Having applied the concept of travelling models previously elaborated by a group of anthropologists and other social scientists to my particular case, to the field work I did, and to the documents I collected, I draw some conclusions from my own experiment, following ethnographically a travelling model of community-based water management across scales and between locations. The main contribution of the study at hand is to devise and refine ways of grasping the dynamics behind discourses and blueprint-like models at different scales, conceptually and methodologically. My account serves to demonstrate the potential of the travelling models approach in ethnography and anthropological analysis, especially by focusing on the travelling of a particular model for local behaviour in situations of connectivity between actors from different spheres and scales, and in interactions of representatives of the state with civil society organizations and of both of these with local individuals and groups. This study meets the challenge of not only concentrating on the local consequences of global tendencies as others have done before, but also of applying the toolbox of anthropological methods to scenarios where 'the global' becomes tangible, and to the spaces of connectivity, movement, and friction in between the different scales. In so doing, the aim has been to also test the theoretical paradigm of 'travelling models' based on researchers from STS and ANT, and applied to other ethnographic contexts more recently by a group of mainly Germany-based anthropologists, and to identify some of the advantages and limitations it has to offer. I demonstrate by an exemplary case how such a standardized model for the management of rural water supply, prescribed by the state and introduced at the water points by a group of external actors, emerges from and is influenced by discourses and actors at the national and global level. For Namibia, a new set of standardized management institutions was introduced in a blueprint-like manner to groups of water users through a national reform programme and through various development interventions starting in the 1990s. My analysis focuses on institutions that regulate the management and supply of water in Namibia's rural areas, and more particularly in Kunene Region – and in similar ways in many other countries in the Global South. The historical perspective provided on prominent ideas and concepts in the water-management sector in the colonial past informs the account of present-day water management institutions and practice, because these historical concepts have shaped the emergence and travelling of the community based water management model in question. Key findings The establishment of the Namibian community-based water management (CBWM) model is shaped by global discourses which 1) conceive of water as a scarce resource per se; 2) have led to approaches of water governance following the idea of a 'hydraulic mission', augmenting water supply as part of a state-run 'environmental engineering' approach; 3) having realized that the hydraulic mission had failed to lead to increased sustainable water supply, have advocated ideas of participation, decentralization, and demand-orientation as guarantors of sustainability and equality, as well as of cost efficiency in the realm of water management. These ideas are actively propagated by NGOs and state actors in Namibia and elsewhere within the framework of community meetings, institutional blueprints, and training guidelines. The decentralization program's success is measured by the same actors implementing and monitoring the CBWM model, and they evaluate their achievements according to the extent to which the water-point user associations implement their own developed rules and water point constitutions. Pending further analysis I would state from the information gathered among established WPAs that the CBWM-related component did not quite lead to the outcomes that the Ministry would have called for. The major criteria, defined by the WPA model constitution, which the national water administration usually takes into account when assessing the functionality of a WPA, include regular WPC and WPA meetings, regular collection of user fees; financial and management-related reporting, and the adherence to management plans and budgets adopted upon establishment of the WPA. Many of these criteria were not met in most of the places I visited. At the same time, however, only a few of the WPAs visited reported any shortcomings in terms of accessibility of sufficient quantities of water. In a nutshell, water in these places seems to be managed in a generally reliable and satisfactory way for local users, even though WPAs do not comply with the official management rules introduced by the state. That is not to say that other important criteria, such as satisfactory water quality, or 'fairness' (in terms of the water fees postulated by the state's facilitators and by the user groups) are being met. The situation reveals the picture of a complex and costly administration and implementation process around a model for which it has not been established whether its guidelines suit the living conditions of the rural water users. While one of the underlying motivations of reforming the rural water supply sector starting in the 1990s was to mitigate the detrimental effects that a century of colonization and Apartheid rule had had on the society and the environment, questions such as for instance: 'Is there any distributional justice in regard to the access to water?', or 'Is water affordable for all?', are not currently priority matters of discussion in Namibia's water sector or politics. To some extent, this might have to do with the fact that the actors involved have significant vested interest in the decentralization program continuing as it is, such as retaining employment in the public administration, decentralized presence in the local communities, political influence, and voters' consent; yet it would be worthwhile to (re-)evaluate these and other aspects of the CBWM measures. In the meantime, the debate around the human right to water and sanitation is ongoing. Even five years after this right was officially declared by the UN in July 2010, its supporters still claim that generally not enough is being done, or not enough of the right things are being done, in order to enforce it worldwide. Another continuing debate is the longstanding confrontation and sometimes probably fruitful engagement of supporters of the idea that water as a public, common good should be managed publicly in order to ensure equitable access and sustainability, and proponents of the idea of water as an economic good and commodity, which ought to be managed based on commercial principles. The fifteen years of global action for the Millennium Development Goals (MDGs) between 2001 and 2015 included the target of halving the proportion of people without sustainable access to safe drinking water and basic sanitation which shaped many of the discourses this study sheds light on. The 193 UN member states who adopted the new set of Sustainable Development Goals (SDGs) following up on the MDGs in September 2015 have decided to include an independent water-related goal which aims to ensure availability and sustainable management of water and sanitation for all by 2030. I hope that some of the content discussed here may be of interest not only to scientists, but also to people working in and on the water-sector in other ways towards achieving this SDG.
Zusammenfassung Die vorliegende Untersuchung beschäftigt sich mit der Rolle von Hausgärten für die Ernährungssicherung der Menschen in Zambia und Zimbabwe, Strategien der Bewirtschaftung und der (agro)-ökologische Funktion dieser Anbausysteme. Hierbei werden physisch-geographische, sozioökonomische, kulturgeographische und historische Aspekte berücksichtigt. Die Untersuchung bezieht sich auf urbane und periurbane Bereiche Lusakas, die Südprovinz und Nordwestprovinz Zambias, sowie die Masvingoprovinz im Süden Zimbabwes. In die Untersuchung wurden hauptsächlich die niederen Einkommensschichten einbezogen, für welche die Eigenproduktion von Nahrung ein Grundelement der Lebenssicherung ist. Zur Anlage eines Hausgartens gehört eine gewisse Dauer der Sesshaftigkeit und ein Grundstock an Ressourcen, wie z.B. Land, Wasser und Saatgut. In der Praxis wurden die Hausgärten bisher sowohl in Zambia wie auch in Zimbabwe meist übersehen, d.h. dass sich weder die Forschung noch der landwirtschaftliche Beratungsdienst damit beschäftigt bzw. diese Aktivität unterstützt haben. Die Hausgärten in den wechselfeuchten Tropen des südlichen Afrika sind von außerordentlicher Wichtigkeit für die Überlebenssicherung der Bevölkerung sowohl in städtischen und randstädtischen Gebieten als auch in den ländlichen Räumen. Der große Vorteil der Hausgartenbewirtschaftung für die Ernährungssicherung und Entwicklung liegt in der eigenverantwortlichen Produktion von Nahrungsmitteln in der Nähe der Wohnhäuser. Diese Produktion ist durch eine hohe Energieeffizienz gekennzeichnet und ist an die Bedürfnisse der Familien angepasst. Der Hausgarten kann, je nach Situation, mehr oder weniger intensiv bewirtschaftet werden, und wirkt somit als Puffer für die Ernährungssicherung. Die Bewirtschaftung eines Hausgartens kann, wie besonders die Ergebnisse aus Zimbabwe zeigen, eine Antwort auf zunehmende Gefährdung (vulnerability) des Haushaltes sein. Nimmt diese Gefährdung ab, geht auch die Hausgartenaktivität zurück. Dies kann sich dadurch äußern, dass der Hausgarten vorübergehend gar nicht mehr bewirtschaftet wird oder dass nur kleine Flächen weiter bewirtschaftet werden. Familien mit mehreren Hausgärten können sich vorübergehend auf die Bewirtschaftung eines einzigen beschränken. Wenn die vulnerability z.B. durch Missernten verstärkt wird, nimmt auch die Hausgartenaktivität wieder zu. Zur Veranschaulichung von Entscheidungs- und Bewirtschaftungsstrategien von Haushalten wurde das Hausgartenmodell entwickelt. In seiner Anwendung auf die verschiedenen Räume ermöglicht das Modell eine Analyse der verschiedenen Faktoren, die die Hausgartenaktivität beeinflussen. Die vorliegende Untersuchung kommt zum Ergebnis, dass die gartenbauliche Aktivität stark von der sozialen Stellung der Haushalte abhängig ist. Den vorliegenden Daten zufolge zeigt die Bevölkerung der ärmsten Stadtviertel die geringste Beteiligung sowohl im Gartenbau als auch im Regenfeldbau. Dies zeigt deutlich, dass die ärmste Bevölkerungsschicht, die in sehr dicht besiedelten Vierteln wohnt, kaum Zugang zu Ressourcen hat, da beide Formen der Landwirtschaft eng mit dem Zugang zu Ressourcen im städtischen Umfeld verknüpft sind. Eine hohe Grundgefährdung des Haushaltes (baseline vulnerability), von der im vorliegenden Falle vor allem die städtische Bevölkerung in den low-income, high density compounds und die sogenannten shifters von Lusaka betroffen sind, lässt die Anlage von Hausgärten also nicht zu. Als weitere stark gefährdete Gruppe wurden die frauengeführten Haushalte (female headed households) im Kabompo-Distrikt der Nordwestprovinz Zambias identifiziert. Auch diese Gruppe ist wenig an der Bewirtschaftung von Hausgärten beteiligt. Das heißt, dass der Hausgarten mit seiner Pufferfunktion für die Ernährungssicherung nur für Familien mit einem gewissen Lebensstandard von Bedeutung ist. Die Dauer der Sesshaftigkeit an einem Ort ist ein Indikator für relativ stabile Lebensumstände. Neuankömmlinge betreiben weniger Gartenbau als bereits länger etablierte Familien, wie SANYAL (1985) für Lusaka und KLUG (1989) für Accra (Ghana) zeigen konnten. Limitierende Faktoren für die Anlage von Hausgärten sind die Verfügbarkeit von Gartenland, Wasser, Arbeitskraft und Saatgut. Die Intensität des Anbaus wird durch den Bedarf an Nahrung und die Verfügbarkeit von Märkten bestimmt, ist aber durch die vorher genannten Faktoren eingeschränkt. "Typische" Hausgärten sind in der Regel nur im innerstädtischen Bereich und zwar dort anzutreffen, wo sich im direkten Hausbereich oder in der Nähe eine Wasserquelle (in Form eines Wasserhahns oder eines Wasserloches) befindet. In den untersuchten ländlichen Gegenden und im periurbanen Bereich Lusakas sind die Hausgärten oft in einiger Entfernung von den Wohnstätten angelegt. Dies begründet sich vor allem mit dem Problem der Wasserversorgung in der Trockenzeit. Nur dort, wo permanent Wasser zur Verfügung steht, befinden sich Hausgärten. Eine Ausnahme hiervon stellen die natürlichen Grasländer (dambos) dar. Sie eignen sich in besonderer Weise für den ganzjährigen Anbau von Gemüse. Der Bevölkerungsdruck und die marktorientierte Produktion führen jedoch, vor allem im periurbanen Raum Lusakas, zu starker Übernutzung der dambos. Dadurch wird die Pufferfunktion natürlicher Grasländer für die Ernährungssicherung langfristig gestört. Die Größe der Hausgärten ist in den verschiedenen Räumen deutlich unterschiedlich. Am kleinsten sind sie im urbanen Raum, gefolgt von den ländlichen Räumen Zambias und Zimbabwes. Der periurbane Raum bildet, mit relativ großen Gärten, eine Ausnahme, da hier stärker marktorientiert produziert wird. Die Rollenverteilung der Geschlechter im Gartenbau scheint abhängig von der Zugehörigkeit zu bestimmten ethnischen Gruppen. Im Süden des Landes, bei den Tongas, sind hauptsächlich die Frauen für den Hausgarten zuständig, während in der Nordwestprovinz mehr Männer Hausgärten bewirtschaften. Insgesamt sind jedoch weit mehr Frauen als Männer für die Bewirtschaftung der Hausgärten verantwortlich. Es bestehen deutliche Unterschiede zwischen den Anbauzielen von Frauen und Männern. Die Frauen produzieren i.d.R. stärker für die Ernährung der Familie, während die Männer mehr marktorientiert anbauen. Dies äußert sich auch in der Wahl unterschiedlicher Kulturpflanzen. Die Frauen sind bei der Standortvergabe für die Gärten in Zambia benachteiligt. Die Gartenarbeit wird besonders für die Frauen im ländlichen Raum zusätzlich erschwert, da die Wasserquellen weiter als bei ihren Männern vom Garten entfernt liegen. Zusätzlich müssen diese Frauen etwas weitere Wege zu ihren Gärten zurücklegen als ihre Männer. Die Standortwahl ist für die Anlage eines Gartens von elementarer Bedeutung. Die Gärten im ländlichen und periurbanen Raum werden durch die jeweiligen traditionellen Orts- oder Gebietsvorsteher (chiefs) vergeben, sind also nicht individuelles Eigentum. Geeignete Gartenstandorte sind begrenzt verfügbar, vor allem in Abhängigkeit von der Wasserversorgung. Einige Beispiele zeigen exemplarisch, wie die Nutzung verschiedener Standorte organisiert ist. Insbesondere im Lusitugebiet im Süden des Landes sind die besten Gartenstandorte meist belegt. Infolgedessen zwingt der große Bevölkerungsdruck die Bauern auf weiter vom Wohnhaus oder der Wasserquelle entfernte Standorte auszuweichen. Diese Distanz ist einer der limitierenden Faktoren bei der persönlichen Entscheidung, einen Hausgarten anzulegen. Zu weite Wege und zu großen Arbeitsaufwand bei der Bewässerung verhindern dies. Ein Beispiel hierfür sind die Gärten am Karibasee. Der stark schwankende Seespiegel des Stausees verhindert in vielen Fällen die Anlage von Hausgärten, weil entweder die Wege zum Wasser zu weit werden oder weil die Gärten bei steigendem Wasserspiegel überflutet werden. Die Gärten im urbanen Raum sind Beispiele für das enorme genetische Potential der Hausgärten. Die Berechnungen der Artenvielfalt zeigen, dass kleine Hausgärten im urbanen Raum insgesamt eine höhere Artenvielfalt aufweisen als die größeren, eher marktorientierten Gärten im periurbanen Bereich. Aber auch im ruralen und periurbanen Raum heben sich die Hausgärten hinsichtlich ihrer Artenvielfalt von den sonst weitverbreiteten Monokulturen deutlich ab. In sehr vielen Gärten wurden Nützlinge beobachtet. Dies zeigt, dass die kleinen Flächen Rückzugsnischen für diese Organismen darstellen. Einflussnahme staatlicher Beratungsdienste auf die Hausgartenbewirtschaftung kann sich allerdings negativ auf die Artenvielfalt auswirken, wie Beispiele aus Südzimbabwe belegen. Im Beitrag des Hausgartens zur Erhaltung der genetischen Artenvielfalt (Biodiversität) liegt wohl eine seiner wichtigsten ökologischen Funktionen. In den Städten, die auch in Entwicklungsländern durch vegetationsfreie Zonen geprägt sind, übernehmen die Hausgärten die wichtige Funktion der Begrünung, die, sofern sie Fruchtbäume beinhalten, insbesondere in der Nähe der Häuser für eine Regulation des Mikroklimas sorgen. Der unterschiedliche Entwicklungsstatus von Zambia und Zimbabwe zeigt seine Auswirkungen bis auf die Hausgartenebene. Die Verfügbarkeit und der Zugang zu Ressourcen und der allgemeine Lebensstandard ist in Zimbabwe deutlich besser als in Zambia. Dies äußert sich z.B. darin, dass in Zimbabwe 95% der Kleinbauern ihr Saatgut kaufen, während dieser Anteil im ländlichen Raum Zambias nur 30% beträgt. Ähnlich verhält es sich mit der Verwendung chemischer Pflanzenschutzmittel in Hausgärten. In Zimbabwe werden diese von allen Kleinbauern verwendet, während dies in Zambia insgesamt nur von 60% der Haushalte praktiziert wird, wie auch immer man dies bewerten mag. Problematisch ist die Nutzung ehemaliger Mülldeponien als Standort für Hausgärten. Hier muss mit Bodenkontamination, vor allem durch Schwermetalle gerechnet werden. Dies konnte beispielhaft für einen solchen Standort nachgewiesen werden. Im Vergleich zu periurbanen und ländlichen Standorten sind die städtischen Hausgärten insgesamt stärker mit Schwermetallen belastet. Die Hausgartenproduktion ist durch eine hohe Energieeffizienz gekennzeichnet und ist an die Bedürfnisse der Familien angepasst. Sie kann deshalb als ein Modell nachhaltiger Wirtschaftsweise begriffen werden. Der Hausgarten trägt in vielfacher Weise zur Ernährungs- und Lebenssicherung von Familien bei. Neben seiner wichtigsten Funktion, nämlich der Nahrungsproduktion und -diversifizierung, kann er zusätzliches Einkommen und z.B. über Tauschhandel und Geschenke weitere Vorteile für die Familien schaffen. Die soziale Bedeutung des Hausgartenanbaus, besonders für Frauen, ist nicht zu unterschätzen und bedarf weiterer Beachtung durch die Wissenschaft. Die Fruchtbarkeit der Gartenböden ist insgesamt gut. Dies zeigen z.B. die engen C/N-Verhältnisse in den meisten Gärten. Standortvergleiche mit Regenfeldern bzw. ungenutzten Flächen zeigen, dass sich die bodenchemischen Eigenschaften in Hausgärten deutlich positiv von den anderen Standorten abheben. Die Bewertung der Wirtschaftlichkeit von Hausgärten ist problematisch und bedarf der Diskussion. Der Wert des Hausgartens liegt natürlich zum einen in seinem Beitrag zur Ernährungssicherung, zum anderen sind aber die Aspekte der Erhaltung der Artenvielfalt, der Bodenfruchtbarkeit und sein Beitrag zu kleinen Stoffkreisläufen, vielleicht gerade wegen der Schwierigkeit der Quantifizierung dieser Faktoren, bisher meist übersehen worden. Die Verbesserung der Nahrungsvielfalt und - qualität muss neben der Gesamtproduktion aus Hausgärten als wichtiger Beitrag zur Ernährungssicherung gewertet werden. Trotz der relativ geringen Gesamtproduktion in den urbanen Gärten, die hauptsächlich auf die Knappheit von Ressourcen (Land und Wasser) zurückzuführen ist, ist hier die Diversifizierung der Nahrung und die geschmackliche Bereicherung des Speiseplans als außerordentlich wichtig einzustufen. Die Berücksichtigung umweltökonomischer und sozialer Aspekte sind bei der Bewertung der Hausgartenaktivität deshalb unumgänglich. ; Abstract African Homegardens - Self Management of Sustainable Production Systems and Strategies of Food Security in Zambia and Zimbabwe This book emphasises the importance of homegardens for food security of the Zambian and Zimbabwean population. Homegardening is part of the entire farming system, which is different in urban, periurban and rural areas by various reasons. In the urban context, becoming more important recently, homegardening is part of the urban microfarming system, consisting of many agricultural activities within the cities, including urban forestry. The "typical" homegardens (small production units near the house with mainly subsistence oriented production) are only to be found in cities, especially near water sources. The study areas are located in Lusaka as well as in the peri-urban fringe of Lusaka and rural areas of Southern and North-Western Provinces of Zambia and the Masvingo Province in Southern Zimbabwe. Especially in rural areas homegardens are very often far away from the homestead, nearly invisible and overlooked components of the households strategies for food security. Therefore there is need for a new, more flexible definition of homegardens. In this book the homegarden is consequently defined as a permanent or semi-permanent component of an entire small holder production system, managed by family members mainly, but not exclusively, for self-consumption and the creation of income. Homegardens are considered to represent models of sustainable agricultural production systems for many different reasons. Their contribution to recycling of organic waste, high soil fertility, high species diversity and manifold contributions to the social welfare of the people are some if these aspects. A homegarden - model was designed which shows the interrelationship between the political, cultural and physical environment, the household and its decision-making and the results of the household activity with respect to homegardening. This model is applicable to any environment and helps to understand why some families do homegardening while other don't. The model can assist to understand at least some of the factors influencing this activity. The household itself is based in the centre of the model. Internal and external factors, e.g. labour availability, access or "entitlement" to resources, education, occupation, etc. determine the vulnerability of the households and its decision making. The relationship between urban food production, food security and the urban environment has been largely neglected in the past. In Lusaka, as in many other tropical cities, gardening and cropping receive very little support from local authorities. Indeed, city councils often prohibit these activities. Production of staple foods prevails in the wet season, and vegetable production in the dry. Both activities largely depend on the access to resources like water and land. Within the high- and medium-density squatter quarters, vulnerability in terms of food security differs. In the Zambian case, it was found that dry-season cultivation is not practised by the most vulnerable households but rather by those which have access to essential resources for this activity. In Lusaka, garden size decreases with increasing population density. The walking distance to sources of water is much further in the high-density areas, making homegardening more difficult there. Access to both land and water is lowest in the high-density, low-income compounds in Lusaka. In peri-urban and rural areas the natural grasslands are of essential importance for food security by providing good farming and gardening conditions all year round. Near the urban centre of Lusaka the grasslands are heavily used for the production of cereals, vegetables and fruits. The proximity to the town causes structural changes in the periurban fringe of Lusaka. The over-utilisation of the natural grasslands leads to a disturbance of their buffer function for food security. Over-exploitation of soils, destruction of the natural vegetation cover and over-utilisation of water resources, affect the local population directly by limiting and changing their landuse possibilities. The provision of household food security becomes more unstable because the production in household based subsistence homegardens and staple food production are negatively influenced by the structural changes of the area. The market-oriented gardening involves the loss of species diversity and implies the use of pesticides in the gardens. Intensification of landuse in peri-urban areas and especially the year-round use of dambos can even be subject to commercial farms with advanced irrigation technology. If these plans are realised, a completely new view of the hydrological events and effects has to be taken. Homegardening obviously contributes to household food security in all the examined areas both directly by providing food and indirectly by generating income. The buffer-function of homegardens for food security gets obvious for the Zimbabwe case studies. In years of good harvests homegardening gets less important for the families - which means the planted area decreases or only one of several homegardens is used for vegetable production. In years of drought and food shortages homegardens become very important for food security and the planted areas increases. There are significant differences between the role of women and men in urban household food security. Women are more involved in agriculture and gardening in all compounds of Lusaka as the men are. In rainy season the production of staple foods is prevalent, while in dry season the people concentrate on vegetable production. Women are the major actors in urban homegardening but injured with respect to income generation and access to resources and markets. Income creation through gardening is one possibility for women to achieve more independence within the frame of the family. Additionally gathering contributes to food and income in urban, peri-urban and rural areas. 40 % of the members of the survey in Lusaka Town still practise gathering to create additional food or income. Eighty per cent of the households in peri-urban and rural areas, which where included in the survey, still practise gathering. But the urban population shows, due to vanishing plant resources, lowest involvement in the gathering activity. The genetic potential of urban homegardens is very high. Calculation of species diversity has proved that small gardens show higher diversity as the large gardens in the peri-urban areas. But also in peri-urban and rural areas, homegardens show significant higher species diversity as market oriented monocultures. The contribution of homegardens to the maintenance of species diversity seems to be one of its most important ecological functions. It would be misleading to compare homegarden-productivity with conventional agricultural production systems. The highly individual character of homegardening and the flexible handling of this production system its different from staple food production and plays a different key role in the families. It's contribution to the social welfare and economic independence especially of women and children has been completely neglected in the past. It's role in the informal economic sector has not been considered until now. There is urgent need for appropriate support of homegardening in the future. This book tries to give some ideas how to implement appropriate measures and how to establish awareness for this important activity

The Olympic Games as a mega sports event attracts millions of people from all over the world. New records, fascinating performances, scandals or gigantic celebrations are just some of the attractions provided by this event. One attraction for urban planners is the fact that the Games imply opportunities to promote urban development. From an urban planning perspective, the Olympic Summer Games in Barcelona 1992 set a new standard in defining success of an event of this scale. The city used the Games to promote urban development and planning strategies, profiting from the event in a long-term perspective. Furthermore, the city took another opportunity to find again a place on the 'global map" through the Olympic Games. The case of Barcelona is one of the mostly cited successful urban development initiatives connected with a mega sports event. Olympic Cities have taken the opportunity to promote urban development with the event very differently in the history of the Olympics. The International Olympic Committee (IOC) as the event-owner sets some requirements giving only a few cities the right to stage the event. These requirements are checked in the bidding process ending with the decision which city succeeds in getting the right of staging the event. Integrating the success of an Olympic City in terms of urban development and in terms of the bidding process, the main question from an urban planning perspective is: What is the relevance of Urban Development in the Bidding Process for Olympic Games? To answer the definition of the city's success in terms of urban development and the Olympic Games bidding process, it is helpful to investigate the role of Olympic Infrastructure with a view towards urban sustainability. As such, it is believed that respecting specific planning principles in the bidding process can help to (1) ensure sustainable urban development and (2) enhance the quality of the bid. - The first aspect is relevant for the success of the city in terms of urban development to benefit from the Games in a long time perspective. - The second aspect is relevant for the city's success in the bidding process to acquire the right for staging the Games. The aim of this thesis is to examine how the quality of the bid may respond to principles of sustainable urban development. Two main objectives are identified to reach the aim: 1. Identifying opportunities and threats connected to Olympic Infrastructure in the history of the Olympics in order to formulate six main principles of sustainable urban development for the Olympic Games. 2. Analyzing official bidding documents of the IOC connected with these principles in order to understand how sustainable urban development can be considered in the bidding process. The thesis will conclude with recommendations which can be realized in the bidding process striving to ensure the defined success for the city. Abstract: This thesis is structured in four major parts. Part I consists of chapter 2 and 3 and includes the theoretical framework and methodology of the thesis. Chapter 2 describes the character of mega-events and mega sports events in specific. Based on a concept of sustainable urban development, it will place mega sports events in the context of such a development, forming a theoretical approach for the thesis. Chapter 3 presents the methodology used. Part II consists of chapter 4 and 5 and provides an overall understanding of the Olympic Games in the context of urban development. Chapter 4 gives an overview of the characteristics of the Olympic Games in order to understand the event and its background. Chapter 5 examines the relationship between urban development and the Olympic Games. A model will be presented in order to define 'Olympic Urban Development" for the following sections of the chapter. The chapter will then continue with an historical overview of Olympic Urban Development and present the decisions determining the scale of development. Finally, chapter 5 concludes with the summary of opportunities and threats identified in a literature review of the Olympic Games. The research questions of Part II can be defined as follows: - What are the significant characteristics of the Olympics in terms of mega-event factors? - How can Olympic Urban Development be defined and modelled? - Which are the opportunities and threats for the built, natural, economic and social environment related to Olympic Urban Infrastructure? An intermediate result re-structures the identified opportunities and threats putting them in connection with the concepts presented in the theoretical part. Chapter 6 will conclude with a definition of six principles of sustainable urban development for planning the Olympic Games. The research question leading to the intermediate result can be defined as follows: - Which kind of principles may respond to a sustainable Olympic Urban Development? The second part ends with Chapter 7 in which relevant IOC documents about sustainable urban development will be presented. Part III sets the bidding process in connection with sustainable urban development. Chapter 8 provides relevant information to understand the bidding process, its different phases and the selection procedure. Chapter 9 finally analyses the official bidding documents of the IOC for the defined principles of sustainable urban development. Summaries and recommendations will introduce the main findings for each principle and respond to three main research questions: - Which parts in the bidding documents deal with the principle? - How relevant is the principle in the evaluation of the bid? - Which strategies support the quality of the bid and contribute to meet the objectives of the principle? Potential effects are presented and ordered according to the different environments of a city (section 2.4). The IOC officially uses the term 'Legacy' for potential post-event effects preferably underlining positive ones. The sources used in this literature review (Cashman, 2002; Essex Chalkley, 2003; Furrer, 2002; Matos, 2006; Liao Pitts, 2006; Preuss, 2006; Centre On Housing Rights and Evictions (COHRE), 2007; Ward, 2007; WWF, 2004) reflect the potential effects of the Olympics critically from different perspectives (researchers, NGOs, IOC related person). If applicable, the opportunities and threats are illustrated with examples. A summary is given in the end of this section as a basis for developing principles of sustainable urban development. As the potential effects have a multidimensional character, two selection criteria limit their number: - Time: The potential effect might occur at any period of the event but must have a relevance for the city in a long-time perspective. - Space: The potential effect might occur at a micro (e.g. dislocation) or macro (e.g. polycentric development) level but is relevant mainly for a city (not a region or nation). 5.4.1, Built environment: - Boost for urban development projects and urban renewal. Locational decision on Olympic Infrastructure opens the opportunity for a city to boost its urban development projects in favour of the city. There is a chance to connect a city's urban development strategy with Olympic Infrastructure projects. History of the Olympics shows that cities have dealt very differently with this opportunity (see section 4.1). Some have used the Olympics to reinvent the city while others have concentrated solely on the successful organization of the event itself. In many cases, Olympic Infrastructure is also used to trigger massive urban regeneration projects and the idea to create new centralities within the city. Development corridors can be focused through Olympic Infrastructure and stimulate urban development nearby. Strategic positioning of Olympic Infrastructure in specific urban areas may contribute to a polycentric development. This is especially true for the positioning of key Olympic Infrastructure represented by the Olympic Main Stadium, the main indoor halls and the aquatic centre. Barcelona 1992 is probably the most successful Olympics regarded to large-scale urban development. Urban planners of the city saw the Olympic Games as an useful instrument to achieve the objectives of development plans which had been the improvement of transport system, creation of new facilities, definition of central space and balancing the city. The initial authorized to make the first draft of the Olympic from an urban perspective was part of the Olympic Bidding Team and later entered into the Organizing Committee. The changes of the entire urban fabric connected to Olympic Infrastructure based on what was already existing in Barcelona became a best practice in terms of mega-event related urban development. - Changes of Urban Development plans in favour of the event/bid. Potential changes of existing urban development plans can occur in the preparation phase of the event due to tight time constraints. To speed up land acquisition for Olympic Infrastructure some cities approve special legislative acts and give power to Organizing Committees. Special building permits are created in the area where Olympic Infrastructure has to be built and can contribute to long-lasting procedural changes in the city. A special law for the Athens 2004 Games recognized the strategic significance of the Olympic Games to the evolution of the metropolitan area. The location of Olympic Infrastructure was determined as to be in accordance with the regional, environmental and urban development guidelines of the master plan of Athens. Through this legislation and the installation of special agencies it was possible to accelerate permits of Olympic Works. - Modernization and Upgrading of existing facilities. In terms of existing infrastructure, the Olympics bring the opportunity to upgrade and modernize sports facilities. This may also decrease financial risk. The main Olympic Stadium as the centrepiece of Olympic Infrastructure relies traditionally on public funding. Some Olympic Cities have strived to use existing facilities or refurbished ones for this major infrastructure project. Naturally, development of sports facilities had to be faced by almost all Olympic cities. Moscow 1980 and Barcelona 1992 used mainly existing sports facilities and refurbished existing Stadiums to Main Olympic Stadiums. Los Angeles 1984 used existing facilities to a large extent. - Unused large-scale facilities. The history of the Olympic Games shows that many Olympic sports facilities received poor post-Games usage. International Olympic Sports Federations have often pushed host cities to provide over-ambitious state-of-the-art facilities which are not in line with the local popularity of the sport. Furthermore, local agendas have often pushed for grandiose landmark legacies to be built in order to showcase the local economy and engineering ability. These objects might be designed over-sized and turn in a post-event period to 'White elephants'. They may neither integrate a long-term urban planning policy nor relate to the population's need for leisure and culture facilities. It is sometimes difficult to convince leading teams in specific sports to move their home ground to new Olympic Infrastructures. Another problem in this respect is the difficulty to attract large crowds to newly developed parts of the city away from trying to opportunity the citizens habits. The Olympic stadium of Sydney 2000 generated continuing losses at A$38 million/year six years after the event. The competition for sports events with other stadia in Sydney caused limited booking and shows the lack of post-use planning. 'Sydney Jurassic Park' is a symbolic expression used by criticizers of the post-use of Sydney Olympic Park. - Increase of Housing stock through Olympic Village. The Olympic Village is often located close to the sports facilities and represents the accommodation for the Olympic Family. It is an essential part of Olympic Infrastructure and has to be addressed by every hosting city. In many cases, Olympic Villages become residential areas for local people or halls of residences for a local university or college after the Games. Thus, an Olympic Village is a chance to increase the city's housing stock and provide facilities for alternative uses in a post-event period. 'In Barcelona and Sydney the former Olympic Villages now provide a mixture of housing that contributes to the cities' housing stock and adds a valuable source of revenue to cover Games-related expenditure'. - Improvement of transport infrastructure. As we have seen in the previous chapter, Olympic Infrastructure induces also the upgrade of the city's transport infrastructure. For an effective transport of athletes, spectators and officials during the event many host cities tend to expand their transport system Investment of previous Olympic Cities is often focused especially on underground or light rail system. Recent Olympic Cities (Athens and Beijing) invest in tram and overhead urban rail system due to high costs and implementation difficulties of underground transport. This may contribute to a better infrastructure for citizens and decreases traffic pressure in inner city and congestion. Asian Olympic Cities have strongly linked the Games to transport infrastructure. Between 1957 and 1964 Tokyo established 73 km underground, 13.2 km monorail and 500 km Shinkansen connecting Tokyo, Kyoto and Osaka. Seoul added 157.1 km to the length of its underground network from 1978 to 1993 for the preparation of the Games. Finally, Beijing extended its light rail length by 87.1 km before 2008. A strong reliance to public transport can be observed in Seoul and Tokyo through this investment related to Olympic Infrastructure. - Development of other Infrastructure. Furthermore, development of Olympic Infrastructure can be a driver for additional infrastructural improvements in the city, affecting the entire urban fabric. A basic infrastructure is needed serving Olympic facilities. Many cities have used the event as a catalyst to induce such investment and bring other infrastructure to a higher level appropriate for international visitors. Such investments can enhance the Quality of life for citizens, tourists and attract inward investment. Tokyo included the improvement of water supply system, higher public health standards for refuse collection, street cleaning, public toilets and three sewage disposal plants. Barcelona, Atlanta and Sydney invested in telecommunication systems through the staging of the event. Cultural and research facilities (Olympic Studies Centre, Olympic Museum) close to Olympic Infrastructure supporting the Olympic Cultural Programme were realized in many Olympic Cities. - Destruction of cultural heritage. There is a potential risk that Olympic Infrastructure may affect the cultural heritage of a city negatively. The potential risk seems to be higher for Olympic Cities approaching development in the inner city. Consequently, disregarding the laws may lead to the destruction of culturally built environment and displacement of residents. Infrastructure development for the Games of Beijing 2008 negatively affected the cultural heritage of the city. Demolition in Beijing was an ongoing process in the whole city, especially threatening the old 'hutong' and 'siheyuan' areas. According to reports of COHRE the violation of Cultural Heritage Protection laws and regulations effected both irreparably damaged cultural heritage and also violated residents' rights to adequate housing.
