The impact of political, military, and social factors on the repositioning of Belarus within the regional security architecture

The next phase of Russian aggression against Ukraine demonstrated that despite lacking a large military, territorial, population, or raw material potential, Belarus could play a significant role in the project to construct a new regional, continental, and even global security architecture. The purpose of this article is to discuss the problem of repositioning Belarus, which was affected not only by the multidimensional change in Belarusian-Ukrainian relations as a result of the war but also by long-term efforts to elevate Belarusian-EU relations. In this area, the fundamental research question is whether the war in Ukraine, the breach of the so-called Budapest Memorandum and the deepening of the multifaceted Russian-Belarusian integration within the Union State (including the militarisation of Belarus and the allocation of tactical nuclear weapons) will cause the projects for the redefinition of Belarus-EU relations (which are instrumental in reducing the intensity of political turbulence in the region) to disappear from the EU diplomatic agenda for a long time, with a direct negative impact on the future of European security. The article verifies the hypothesis that due to the specificity of the Belarusian authoritarian model, despite the systematically deepening Russian-Belarusian integration and the ever-expanding sanctions policy towards Belarus, (2) due to the shape of Belarusian-Ukrainian relations after 2014 and the periodically satisfactory Belarusian-EU relations, (1) there are still prospects for Belarus to pursue foreign policy diversification and repositioning of the European vector in it.
Energy security in the issues of national security

The subject of this article is energy security. An in-depth study of the literature on the subject and the analysis of normative documents allowed to formulate the main objective of the work, which is to describe energy security as a component of state security. The goal formulated in such a way creates the need to solve the main research problem of this study, presented in the form of a question: What is the significance of energy security as a component of state security? Achieving the assumed goal and solving the research problem was supported by studying the subject literature and normative documents, as well as the hypothesis that energy security is an important component of state security, and its role is constantly increasing, confirmed in the course of the study.
Issues of international power ; Problematyka władzy międzynarodowej
One of the fundamental categories of general sociology concerns power. Regardless of differences in interpretation, power can be defined as the dependence between subordinator and subordinated. This relation is unidirectional. When discussing influence, this property is significant, as otherwise it could be reciprocal, or an influence could be exerted by many other entities that are not bound by the relationship of subordination. The nature of international relations is too specific to allow a simple transfer of power-related phenomena from the realm of domestic relations. One can indicate the presence of delegated power, resulting from the mutual assignment of subordination rights to international decision- making bodies. The processes of international power are divided into procedures of hard power, soft power and smart power, the latter signifying the manifestation of effective power, making use of the mechanisms of the former two. It is also important to take into account the specificity of the legitimization of international power and manifestations of accountability. Peripheral capitalism of the Visegrad group states – selected issues

The article presents different models of capitalism with special regard to those occurring in the countries of Central and East Europe after 1989. Next the reasons why in the Vysegrad Group countries, among others, the model of capitalism called peripheral, dependent, imitative or hybrid was shaped and got strengthened. A separate subject of reflections is the issue of further economic development.

The Environmental Kuznets Curve (EKC) is a descriptive formula used to reflect on asymmetries in economic development and consequential conflict of interests arising between various states of the world. These asymmetries and conflicts of interests have their reflection in these states' environmental policy mix - implemented domestically and pursued in the international context. The emerging map of mutual interests and dependences results from the consideration of external costs and benefits pertaining to respective national environmental policies. The EKC makes it evident that these costs and benefits cannot be evenly spread over all the states. This urges these states to adopt such interjurisdictional arrangements which are based on the identification of a possible multilateral exchange of economic policy favours and international financial transfers. Such an exchange, whenever occurs, has a generalized reciprocity formula. The function of such an arrangement is to make it possible for Nash equilibria to emerge, as such are most likely to produce the highest possible level of effectiveness in the long run. Such a behavior may not be cooperative in the short and medium term, yet the bottom-line cooperativeness is achieved because most states have similar if not the same long-term environmental goals.

On Civil Protection Issues. The Importance of Evacuation in the Specialist Perspective

The concept of evacuation has different meanings. Some of them have found application in regulations and considerations relevant to broadly understood civil protection. The article includes the results of the review of bibliographic sources for purpose of identifying the nature and essence of the phenomenon of evacuation in the specialist perspective. Due to the identification of various approaches (including general and specialist), after systematizing and analyzing them within the framework of comparative studies – presented on the basis of two related articles – the author's definition of evacuation was proposed.
Impact of Globalisation Processes on Regional Development Management in the European Union ; Impact of Globalisation Processes on Regional Development Management in the Eur
RESEARCH OBJECTIVE: The aim of this article is to explain why the European Union perceives globalisation as the challenge for its regional development and how this assumption influences on regional development management. THE RESEARCH PROBLEM AND METHODS: The research problem concerns the issue of globalisation as the process which is estimated by the EU as the opportunity and challenge for its regional development at the same time. As a result the EU develops multi-level political system in which, along sovereign states, there are transnational and subnational political actors which have been engaged in regional development management. The research methods used in the study consist of an institutional and legal analysis of the major policy documents, actors and regional development management instruments that they use. THE PROCESS OF ARGUMENTATION: The introduction presents the principal methodological assumptions concerning the analysed research area, the applied conceptual approach and the research methods. The main body of the article discusses why the European Union perceives globalisation as the challenge and opportunity for regions' competitiveness. RESEARCH RESULTS: The analysis shows that the scope of competences of the EU with regard to regional development management was laid out in the Treaty on the Functioning of the European Union; however, the globalisation affects the formulation of strategic directions of EU actions in this area and implementation of relevant interventions of the European Regional Development Fund and European Social Fund. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: In accordance to the European Commission globalisation creates conditions and challenges in the scope of regions' economic development. In order to prepare the regions for global competitiveness in the EU, authority is spread among different decision making and implementing levels which have the sources and knowledge required in the process of increasing regions' competitiveness. ; Celem artykułu jest ananliza wpływu procesów globalizacji na zarządzanie rozwojem regionalnym w Unii Europejskiej, w kontekście wzrostu konkurencyjności unijnych regionów w gospodarce globalnej. Problem badawczy odnosi się do określenia zakresu kompetencji odnoszących się do zarządzania rozwojem regionalnym implementowanych na rzecz poprawy ich pozycji konkurencyjnej w gospodarce globalnej. W tym kontekście omówiony został proces umacniania się wielopoziomowego charakteru systemu politycznego UE, w którym obok suwerennych państw, funkcjonują ponadnarodowi i subnarodowi aktorzy polityczni. Wykorzystane metody badawcze obejmują analizę instytucjonalno-prawną, odnoszącą się do głównych aktorów polityki oraz instrumentów zarządzania rozwojem regionalnym przez nich stosowanych, a także ustalenia zawarte w najnowszej literaturze przedmiotu. We wstępie przedstawione zostały jego główne założenia metodologiczne obejmujące analizowany obszar badawczy, wykorzystane podejście koncepcyjne i metody badawcze. W dalszej, zasadniczej części tekstu omówione zostały uwarunkowania kształtowania konkurencyjności regionów w gospodarce globalnej oraz wskazany zakres kompetencji i instrumenty stosowane przez UE na rzecz wzrostu konkurencyjności regionów, z odniesieniem do roli samych regionów w powyższym procesie. Wyniki analizy wskazują, że zakres kompetencji UE w obszarze zarządzania rozwojem regionalnym został określony w Traktacie o Funkcjonowaniu UE, natomiast presja globalnej konkurencyjności ma wpływ na formułowanie strategicznych kierunków działań UE w tym zakresie i podporządkowanie im interwencji Europejski Fundusz Rozowju Regionalnego i Europejski Fundusz Społeczny. Globalizacja kreuje uwarunkowania i wyzwania w zakresie rozwoju gospodarczego regionów. Efektem jej oddziaływania jest redefinicja roli poszczególnych aktorów politycznych w procesach zarządzania rozwojem.

Social cooperatives in the function of social enterprises are classified as a group of employers of the open labour market. In view of their specific functioning they prepare and offer some work places to people being away from the labour market. The article attempts to characterize and evaluate the existing funding opportunities for social economy enterprises in Poland on the example of social cooperatives of legal entities in the context of the development of social economy in the area of social policy understood as one of the components of public policy. This article is a review of the current scientific literature in the field of social entrepreneurship and current legislation on social cooperatives. The presented data suggests that currently, social cooperatives have various forms and sources of financing for their activities. They operate in the sphere of public utilities, filling the gap in the provision of publicly available services which cannot be filled by free market entities or state institutions. Their activity is financed mainly from own funds, which can be supplemented with financial support from the state budget or a local government unit as well as bank loans and the European Union fund.

Celebrating the 100th anniversary of Poland's independence, representatives of various humanistic disciplines reflect on relations between the state. This article is about the proposal to understand democracy by representatives of personalism. Among the various concepts describing the "rule of the people" there is a one aimed at the person who is the subject of action, and the goal of this action is the common good. This article presents the proposal of three philosophers: E. Mounier, J. Maritain and J. Tischner. ; Obchodząc 100-lecie odzyskania przez Polskę niepodległości przedstawiciele różnych dyscyplin humanistycznych podejmują refleksję na temat relacji łączących państwo. Artykuł ten jest głosem dotyczącym propozycji rozumienia demokracji przez przedstawicieli personalizmu. Wśród różnych koncepcji opisujących "rządy ludu" pojawia się projekt stawiający w celu osobę, która jest podmiotem działania, zaś celem tego działania jest dobro wspólne. Artykuł ten przedstawia propozycję trzech filozofów: E. Mouniera, J. Maritain oraz J. Tischnera.

Historical issues in Polish-Russian relations within the period of 1989 to 2007

The article focuses on the issue of the influence of the historical conditions on the Polish-Russian relations at the turn of the 20th and 21st centuries. The history of these two countries is linked by a long-lasting and difficult past, and thus numerous unresolved disputes, burdens, and myths arose that have been felt to this day. In 1989, after the fall of the Communist system in our country, new political elites managing the process of democratic changes in the Third Polish Republic made efforts that aimed at settling disputed threads from the common Polish-Russian history. On the way to making up for the past, the period between 1989 and 2007 was marked by a number of important events that could be seen as the symbol of the common reconciliation. Unfortunately, there were also moments of regression and deep crisis that negatively affected the cooperation of both countries in the matter of dealing with difficult cards of the common history. This was influenced by a different approach to the past that is understood differently in Poland and in Russia and that contributed to the emergence of numerous misunderstandings, as well as to the mutual accusations in this field.
