As the US National Park Service marks its centennial in 2016, parks and protected areas worldwide are under increasing threat from a variety of factors, including storms and fires of greater severity, plant and animal extinctions, the changing attitudes of a public that has become more urbanized, and the political pressures of narrow special interest groups. This book presents the results of an interdisciplinary project that examined how law, policy and ecological dynamics influence the governance of regional scale water based social-ecological systems in the United States and Australia. The volume explores the obstacles and opportunities for governance that is capable of management, adaptation, and transformation in these regional social-ecological systems as they respond to accelerating environmental change. With the onset of the Anthropocene, global and regional changes in biophysical inputs to these systems will challenge their capacity to respond while maintaining functions of water supply, flood control, hydropower production, water quality, and biodiversity. Governance lies at the heart of the capacity of these systems to meet these challenges. Assessment of water basins in the United States and Australia indicates that state-centric governance of these complex and dynamic social-environmental systems is evolving to a more complex, diverse, and complex array public and private arrangements. In this process, three challenges emerge for water governance to become adaptive to environmental change. First, is the need for legal reform to remove barriers to adaptive governance by authorizing government agencies to prepare for windows of opportunity through adaptive planning, and to institutionalize the results of innovative solutions that arise once a window opens. Second, is the need for legal reform to give government agencies the authority to facilitate and participate in adaptive management and governance. This must be accompanied by parallel legal reform to assure that engagement of private and economic actors and the increase in governmental flexibility does not destabilize basin economies or come at the expense of legitimacy, accountability, equity, and justice. Third, development of means to continually assess thresholds and resilience of social-ecological systems and the adaptive capacity of their current governance to structure actions at multiple scales. The massive investment in water infrastructure on the river basins studied has improved the agricultural, urban and economic sectors, largely at the cost of other social and environmental values. Today the infrastructure is aging and in need of substantial investment for those benefits to continue and adapt to ongoing environmental changes. The renewal of institutions and heavily engineered water systems also presents the opportunity to modernize these systems to address inequity and align with the values and objectives of the 21st century. Creative approaches are needed to transform and modernize water governance that increases the capacity of these water-based social-ecological systems to innovate, adapt, and learn, will provide the tools needed to navigate an uncertain future.

Für die Raumentwicklung in Ostdeutschland bringt die EU-Osterweiterung damit sowohl neue Herausforderungen auf verschiedenen fachpolitischen Ebenen in grenzüberschreitenden Zusammenhängen als auch neue Entwicklungsbedingungen für die Regionen an den Grenzen der "alten" EU und der neuen EU-Mitgliedsländer, ebenso wie für Regionen im "Inneren" der alten und neuen Mitgliedsstaaten. Mit Bezug auf die regionale Entwicklung in Ostdeutschland, die außerhalb der wenigen Wachstumsinseln von Strukturschwäche, Arbeitsmarktkrise und Bevölkerungsabwanderung geprägt ist, wurde die EU-Osterweiterung in den letzten Jahren vor allem als ein zusätzlicher Risikofaktor der Entwicklung betrachtet, während die Chancen für die regionale Entwicklung in Ostdeutschland meist vernachlässigt worden sind. Contemporary forms of infrastructural development herald alternative futures through their incorporation of digital technologies, mobile capital, international politics and the promises and fears of enhanced connectivity. In tandem with increasing concerns about climate change and the anthropocene, there is further an urgency around contemporary infrastructural provision: a concern about its fragility, and an awareness that these connective, relational systems significantly shape both local and planetary futures in ways that we need to understand more clearly. Offering a rich set of empirically detailed and conceptually sophisticated studies of infrastructural systems and experiments, present and past, contributors to this volume address both the transformative potential of infrastructural systems and their stasis. "The United States has seen a dramatic rise in the number of informal day labor sites in the last two decades. These sites, typically frequented by immigrant Latin American men--mostly taken to be 'undocumented' immigrants--constitute an important source of unskilled manual labor that sustains building, landscaping, and moving activities in the country. Despite their ubiquitous presence in urban areas, however, much of the research on immigration overlooks day laborers' very existence. While standing in plain view, these men live and work in a precarious environment: As they try to make enough money to send home, they are at the mercy of unscrupulous employers, doing dangerous and underpaid work, and, ultimately, experiencing great threats to their identities and social roles as men. Born and raised in Colombia by an American mother and Colombian father, Juan Thomas Ordóñez spent two years on an informal labor site in the Bay Area, documenting the harsh lives led by some of these men during the worst economic crisis the country has seen in decades. Another Latin American among mainly Mexican and Central American day laborers, he gained a vantage on the immigrant experience based on close relationships with a cohort of men whose lives unravel in a setting of competition, stress, loneliness, and resilience. This edited volume builds on existing alternative food initiatives and food movements research to explore how a systems approach can bring about health and well-being through enhanced collaboration. Humanities for the Environment, or HfE, is an ambitious project that from 2013-2015 was funded by a generous grant from the Andrew W. Mellon Foundation. The project networked universities and researchers internationally through a system of 'observatories'. This book collects the work of contributors networked through the North American, Asia-Pacific, and Australia-Pacific observatories. Humanities for the Environment showcases how humanists are working to 'integrate knowledges' from diverse cultures and ontologies and pilot new 'constellations of practice' that are moving beyond traditional contemplative or reflective outcomes (the book, the essay)towards solutions to the greatest social and environmental challenges of our time. With the still controversial concept of the 'Anthropocene' as a starting point for a widening conversation, contributors range acrossgeographies, ecosystems, climates and weather regimes; moving from icy, melting Arctic landscapes to the bleaching Australian Great Barrier Reef, and from an urban pedagogical 'laboratory' in Phoenix, Arizona to Vatican City in Rome. Chapters explore the ways in which humanists, in collaboration with communities and disciplines across academia, are responding to warming oceans, disappearing islands, collapsing fisheries, evaporating reservoirs of water, exploding bushfires, and spreading radioactive contamination. This interdisciplinary work will be of great interest to scholars in the humanities, social sciences, and sciences interested in interdisciplinary questions of environment and culture.
