In recent years, there has been an increase in the international activities of local governments in Turkey. Local governments conduct international activities by establishing sister city relations, becoming members of international organizations, and signing cooperation protocols, and memoranda of understanding/goodwill letters. The present study aimed to investigate the activities regarding the international activities of local governments in Turkey. In the study, lectures on international activities, following the description of theoretical, historical and legal backgrounds of international relations, the statistical data on the activities of local governments in Turkey are presented, and some observations and assessments were made through the information obtained from the relevant unit managers of six metropolitan municipalities in Turkey which have the strongest memberships in international organizations. As a result, it was determined that there has been an increase in the number of international activities of local governments in Turkey, memberships to these organizations have been effectively carried out, the municipalities have become a member of international organizations which are expected to benefit from, a purpose was determined by these municipalities before becoming a member, and these municipalities have become stakeholders of international organizations and have gained significant benefits through these joint projects.

İngiltere örneği üzerinden hareketle yerel yönetim birimlerine ve yerel yönetimlerde reform çalışmalarına odaklanılan çalışmada, Anglo-Sakson yönetim geleneğine sahip İngiltere ile Kıta Avrupası yönetim geleneğine sahip Türkiye, yerel yönetimler çerçevesinde mukayese edilmektedir. Çalışmanın temel amacı merkezileşme ve yerelleşme kavramları çerçevesinde İngiltere'de ve Türkiye'de genelde kamu yönetiminde özelde ise yerel yönetimlerde yaşanan dönüşüm ve reform çabalarının karşılaştırmalı olarak değerlendirilmesidir. Çalışma kapsamında öncelikle İngiltere'nin siyasal ve yönetsel yapısı genel hatlarıyla ele alınmakta olup; İngiltere'de yerel yönetim sistemine ve yerel yönetimlerde reform çalışmalarına değinilmektedir. Son olarak, yerel yönetimlerde yeniden yapılanmaya yönelik girişimler karşılaştırmalı yöntem perspektifiyle, Türkiye ve İngiltere örnekleri üzerinden değerlendirilmeye çalışılmaktadır. ; Through the example of England,while this study focuses on the local government units and the reform efforts in the local governments, it makes comparisons between England, which has the Anglo-Saxon governmental tradition, and Turkey, which has the governmental tradition of the Continental Europe, within the framework of the local governments. The main aim of the study is comparatively to assess the transformational and reform efforts experienced in the public administrations in general and the local governments in England and Turkey in particular under the concepts of "centralization" and "decentralization". The study primarily examines the political and administrative structure of England in general terms and refers to the administrative system of England and the reform efforts in its local governments. As a result, it is tried to assess the efforts to restructure initiatives in the local governments with a comparative method by the examples of Turkey and England

Information has become the most important resource for local administrations. Especially in face of rapid urbanization, cities' expansion and planning in a more healthy way, optimal usages of existing resources, services' being carried out in a contemporary perspective are available only by systematic analyze of the information gathered by local institutions. Developments observed in recent years in information and communication fields caused important changes in government structures. That is, refraining from classical, bureaucratic structures, governments proceeded to structures in which processes are done more easily and less costly. Rapid change that was experienced showed the fact that a structural transformation was required in "Public Administration" field. Like all over the world, this transformation has two main trivets in Turkey, as well. These are "e-government" and "mobile government" notions. Reflection of these two notions on local administrations is "e-municipality". In local administrations, especially municipalities are leading institutions which are extremely involved in data processing and required to share the produced information with public. With their dynamic and sophisticated organizations, municipalities need to create more resources as a result of the increase in their functions in both urban and rural areas. This case increases the needs of politicians to have more information and process them to form up-to-date, easily available, reliable policies. Compared to the total, .6 of the population lives in the borders of municipalities. It is an obligation to employ information technologies to govern the cities which have such an important potential. In this study, how local administrations exploit "City Information Systems" as an "e-government" application in detecting, planning and meeting the needs of public, and the legal, social and technologic motives directing municipalities to "City Information Systems" will be examined comprehensively. In addition, current situation in Turkey in view of city information systems will be indicated and Konya-Kayseri Big City Municipalities' city information systems will be handled to put forward new suggestions.
