The existing literature on state-building has focused mainly on
post-conflict cases and 'conventional' examples of statehood,
without taking into consideration the particularities of states that
remain internally and/or externally contested. The EU's engagement
in Palestinian state-building through the deployment of
EUPOL COPPS and EUBAM Rafah has generated various types of
unintended consequences: anticipated and unanticipated, positive
and negative, desirable and undesirable, some of which fulfill and
some of which frustrate the initial intention. These have important
reverberations for the EU's conflict resolution strategies in Israel
and Palestine, the most important being the strengthening of
power imbalances and the enforcement of the status quo.

The aim of this paper is to shed light on the debate about the European Union (EU)'s role as a state-builder in the case of the Palestinian Territory and in particular the extent to which EU policies and programmes in the area have been able to assist the process of state-building in Palestine in the aftermath of the 1993 Oslo Accords. By analysing the liberal peace and liberal democracy debate on the one hand and the EU's state-building and conflict resolution policies on the other hand, the paper aims to evaluate the distinctive role of the EU as a state-builder in the case of the Palestinian Territory. Moreover, by focusing on state-building initiatives such as police and security reform, institution-building, judicial reform, as well as support for the health and education sectors, the paper aims to answer the following questions: why have the EU's state-building strategies employed after the Oslo Accords in Palestine had so little impact? Can this tell us anything that we do not know about the high politics of the conflict? Does this represent a failure of the whole liberal peace-building model (or not)?

This book analyses the revised European Neighbourhood Policy (ENP) which entered into force in May 2011, thereby replacing its predecessor of 2003/2004. The edited volume provides a structured and comprehensive overview of the most recent developments in EU foreign policy (EUFP) towards the EU's southern and eastern neighbourhood through the prism of continuity and change. Topics covered include: conceptual, theoretical and methodological issues; the legal and institutional aspects of the revised ENP and the changes brought by the entering into force of the Lisbon Treaty; and conflicts and crises in the EU's neighbourhood, such as the Western Sahara conflict, the Israeli-Palestinian conflict, the South Caucasus conflicts and the crisis in Ukraine. The authors also focus on sectoral cooperation, analysing the changes brought by the revised ENP of 2011 in the domains of energy cooperation and migration. This volume will appeal to scholars and upper level students in EU/European Studies, International Relations, Political Science, as well as practitioners and policy-makers in the field

AbstractThe presence of eurocentrism in the European Union's (EU) foreign policy towards the Middle East and North Africa (MENA) reproduces colonial dynamics that undermine the pragmatic and ethical relevance of the EU as an international actor. This article questions eurocentric assumptions underpinning the EU's foreign policy towards the MENA, specifically analysing the case of Algeria. It proposes an innovative conceptual framework drawing on the decentring literature as well as post‐structuralist insights from Cebeci's work. When analysed in politico‐cultural, socio‐economic and security terms, EU‐Algeria relations reflect spatial, normative, polity and disciplinary Eurocentricity, which becomes manifest in the hierarchical, asymmetrical and securitised nature of this relationship. These findings contribute to the decentring turn in the literature by attempting to put the 'foreign' back into the study and practice of foreign policy, recognising colonial linearity and addressing its enduring avatars.
