Myers Y. Cooper 1931 State of the State Address
Governor Myers Y. Cooper delivered this message to the 89th General Assembly of Ohio on January 5, 1931. These 25 pages, taken from a compilation of Cooper's official papers, messages, and proclamations, contain the text of this message. Cooper (1873-1958), a Republican, served one term as governor, from 1929 to 1931. The legislature during Cooper's administration enjoyed a rare political harmony, though the financial depression that began in 1929 often overshadowed the new measures that were passed by the assembly. Such measures included the implementation of the Reorganization Act of 1921 and the improvement of state activities such as agriculture, public health, public works, and education.
