"Studying the authoritarian state in the Arab world has filled reams of bookshelves. Yet, the scholarly debate has only recently begun to accept this type of governance as a matter of fact and not as a temporary category of rule followed by a democratic breakthrough. Prior to that, scholars have focused on the question whether or when those authoritarian systems are likely to falter and witness a democratic transition. In the Arab world in general and the Gulf region in particular the last two decades have led to a modified design of state and power (e.g. liberal reforms) that laid the ground for advanced types of authoritarianism (liberal autocracy'). The Arab world's regimes are characterized by a functional incorporation of political reform elements into an authoritarian setting without any Implementation of substantial democratic procedures. In this context the Gulf monarchies are not that different: They do feature a process towards a different type of authoritarianism which aims at fostering the elite's grip on power, at tackling deficits in terms of their legitimacy, and at making the ruling dynasties ready for the 21st century, but their 'toolbox of authoritarian rule' is more diverse than in other Middle Eastern countries." Dieses Buch untersucht die politischen, wirtschaftlichen und sozialen Zusammenhänge zwischen Top-down-Dezentralisierungsstrategien und neopatrimonialen Elitenetzwerken im Nahen Osten und Nordafrika (MENA). In den zehn Jahren seit 2011 haben mehrere MENA-Regime Dezentralisierungsprozesse eingeleitet, aber empirische Beobachtungen deuten auf eine Lücke zwischen der formalen Ausgestaltung und dem Ergebnis der Dezentralisierung hin. Die Autoren identifizieren neopatrimoniale Netzwerke als erklärenden Faktor. Eine vergleichende Perspektive von Jordanien, Marokko, Tunesien und Ägypten (1) betrachtet die Dezentralisierung aus der Perspektive der Peripherie, (2) untersucht die Dezentralisierung innerhalb neopatrimonialer Kontexte, (3) schließt die Fiskalpolitik und informelle Finanzströme ein und (4) analysiert die internationale Geberperspektive.
