During the last three decades, the European Union has paid increasing attention to the key role that cities play in the development of the European territory and their potential contribution to addressing the economic, climate, environmental and social challenges that the UE continues to face .This tendency to place cities within broader, even supranational, scenarios is due to the fact that the phenomena of globalization and the predominance of an economy now more based on the intangible than on the exchange of physical goods has led to a disintegration vertical of productive processes, which apparently could weaken the role of the cities themselves, but at the same time triggered a great concentration of resources in the nodes of management of supranational processes, with consequent amplification of urban value. These nodes are made up of cities with certain characteristics that make them, even through urban regeneration processes, intelligent cities.This theme can be approached with different metrics and from different points of view. In the proposed work, the path of analysis followed is given from the research regarding the eventual mutual correlation between FDI, Foreign Direct Investments and urban regeneration driven by a smart cities perspective. ; Negli ultimi tre decenni l'Unione europea ha prestato sempre più attenzione al ruolo fondamentale che le città svolgono nello sviluppo del territorio europeo e il loro potenziale contributo per affrontare le sfide economiche, climatiche, ambientali e sociali con le quali l'UE continua a confrontarsi.Questa tendenza a collocare le città all'interno di scenari più ampi, anche sovranazionali, è imputabile al fatto che i fenomeni di globalizzazione e il predominio di un'economia ormai basata più sull'intangibile che sullo scambio di beni fisici, ha determinato una disintegrazione verticale di processi produttivi, cosa che apparentemente avrebbe potuto indebolire il ruolo delle città stesse, ma contemporaneamente ha innescato una iper-concentrazione di risorse nei nodi di gestione dei processi sovranazionali, con una conseguente amplificazione della valenza urbana. Tali nodi sono costituiti da città con determinate caratteristiche che le rendono, anche attraverso processi di rigenerazione urbana, città intelligenti.Tale tema può essere approcciato con diverse metriche e sotto diversi punti di vista. Nel lavoro proposto l'analisi seguita è quella della ricerca della eventuale mutua correlazione tra investimenti diretti esteri e rigenerazione urbana secondo la prospettiva delle smart cities.

Il tema relativo alle aree marginali, per quanto molto dibattuto in letteratura di settore, risulta ancora aperto a contributi scientifici che mettano sempre più in risalto aspetti di tipo quantitativo piuttosto che qualitativo, soprattutto con riferimento alla modellazione di variabili di influenza rispetto ai processi di sviluppo territoriale. Pertanto l'analisi proposta ambisce ad approfondire proprio il legame tra resilienza socio-economica e sviluppo locale, evidenziando il fatto che sia la capacità innovativa territoriale che la prossimità geografica possono e devono essere considerati fattori caratterizzanti la resilienza socio-economica, in quanto strumenti in grado di generare nei territori una forte capacità di adattamento agli impatti negativi dei cicli economici. Nel presente articolo, al fine di sostenere la tesi che la capacità di innovazione e soprattutto la prossimità geografica possono favorire lo sviluppo di politiche economiche attente ai contesti locali, dopo un'accurata disamina della letteratura scientifica di settore, viene argomentata la questione esposta e soprattutto viene declinata al particolare sotto caso di aree geografiche urbane marginali.A corredo dell'analisi proposta, viene presentata un'analisi empirica relativa ad un caso reale basato sulla analisi degli impatti del recente insediamento di un grande centro di ricerca, il centro Cesma dell'Università degli Studi di Napoli Federico II nell'area orientale della città di Napoli. ; Currently the concept of smart city is widespread. Its value is related to the concepts of sustainable development with regard to social cohesion, to the diffusion and availability of knowledge, creativity, freedom and mobility, environmental quality, and their relative use by advanced technologies.Think of a smart city or even, on a smaller scale, a smart area, it means considering different variables of influence. One of these variables is the geographical proximity between universities / research centers and the territory.Data from universities and research centers operating in different areas of technology, present in much of the literature of the field (Lawton Smith, H., 2007, 2011, 2013; Lazzeroni, M., Piccaluga, A., 2003; Lazzeroni 2010; Lazzeroni et al., 2013), show that, when the geographical distance from the source of knowledge (Universities and Research Centres) to users increases, the impact of knowledge gradually decreases.In this article it is argued the exposed issue and above the approach is declined in particular case of marginal urban area.Results of an empirical analysis are proposed. It regards to a real case, based on the analysis of the impacts of the recent settlement of a research center, the center Cesma of the University of Naples Federico II, in marginal east area of city of Naples, in which the Region-Body has decided to implement requalification actions.

La globalizzazione dell'economia, accompagnata dall'emergere di modelli di potere transnazionali, ha profondamente alterato il tessuto sociale, economico e politico di vaste aree e, in particolare, delle città globali (Sassen, 1991), luoghi di intersezione tra globale e locale, centri di snodo per commerci, finanza e attività bancarie. Tale fenomeno, tipico degli anni '90, ha preceduto la imponente diffusione delle smart cities, che ha esaltato i paradigmi relativi all'economia della conoscenza ed alla rasformazione digitale delle città. In tale scenario, appare interessante indagare analiticamente, alla scala urbana, il rapporto tra i consolidati drivers dello sviluppo, in relazione a variabili geografiche di influenza. Il presente contributo, pertanto, a partire da una riflessione critica sul tema, ambisce a riportare evidenze analitiche della presenza di un determinismo geografico relativo alla intensità della correlazione fe-nomenologica tra l'economia della conoscenza e la trasformazione digitale, dimostrando che fattori geografici riferibili alla dimensione urbana e alla localizzazione possono rafforzare l'entità del legame causale. La valenza dei risultati ricercati si manifesta, sul piano teorico, nella possibilità di disporre di accurati modelli causali che governano le dinamiche di sviluppo urbano inerenti ai paradigmi analizzati e, sul piano pratico, nella possibilità, per gli amministratori locali e gli addetti ai lavori, di caratterizzare la pianificazione delle attività in funzione di variabili di contesto. ; The globalization of the economy, accompanied by the emergence of transnational power models, has profoundly altered the social, economic and political fabric of vast areas and, particularly, that of global cities (Sassen, 1991), places of intersection between global and local, junction centres for trade, finance and banking activities. This phenomenon, typical of the 90s, preceded the massive diffusion of smart cities, which enhanced the paradigms relating to the knowledge economy and the digital transformation of cities. In this scenario, it is interesting to investigate analytically, at the urban scale, the relationship between the established drivers of development, in relation to geographical variables of influence. The present contribute, therefore, starting from a critical reflection on the subject, aims to bring analytical evidence of the presence of a geographical determinism relative to the intensity of the phenomenological correlation between the knowledge economy and digital transformation, showing that geographic factors related to urban size and location can strengthen the causal link. The value of the results is twofold, on a theoretical level, consists in the possibility of having accurate causal models that govern the dynamics of urban development inherent to the paradigms analysed and, on a practical level, in the possibility, for local administrators and experts, of characterize the planning of the activities, according to context variables.

L'integrazione nell'area dell'Unione Europea ha significativamente contribuito, in un primo tempo a stabilizzare e, successivamente, a sostenere la crescita economica della Polonia che, a differenza di molti altri paesi del Continente è riuscita a riassorbire lo shock della crisi del 2008 in tempi molto brevi. Infatti, già con il 2010, pur subendo l'effetto della lenta crescita di tutta la compagine europea, il paese è riuscito a restituire vigore alla propria economia sino a riposizionarsi, stabilmente, su di un livello d'incremento del proprio PIL intorno a tassi del 4% annui. La ricerca che si presenta in questa sede intende, in primo luogo, dimostrare come l'adesione all'UE, attraverso investimenti mirati, gestiti a livello centralizzato in funzione di ben calibrati obiettivi di sviluppo, abbia consentito al paese di migliorare le condizioni di vita della propria popolazione e stabilire valide premesse per il suo inserimento in un contesto di internazionalizzazione dell'apparato produttivo e del modello dei consumi interni. Il contributo, inoltre, affronta la delicata questione della coesione territoriale dello sviluppo regionale evidenziando come, a fronte di aree intensamente attive nel processo di crescita economica, tra le quali la regione della Pomerania, sussistano tutt'ora sacche di stagnazione e realtà affatto inserite nel contesto di un moderno processo di innovazione e crescita. Il nucleo centrale della ricerca di cui si presentano i risultati, ruota intorno all'approfondimento dei meccanismi virtuosi di pianificazione regionale per evidenziare e isolare le prassi da cui sia possibile far discendere i risultati maggiormente positivi in termini di rimodulazione e vivacizzazione del tessuto produttivo. Infine, con l'intento di avanzare talune ipotesi circa la permeabilità e replicabilità delle politiche territoriali, vengono prospettate alcune considerazioni in ordine alla sussistenza dei vincoli che, in concreto, rischiano di comprometterne la pratica trasferibilità nelle regioni tuttora marginali. ; The integration in the European Union has contributed significantly, initially to stabilize and, subsequently, to support the economic growth of Poland, which, unlike many other countries of the Continent, has managed to absorb the shock of the crisis in the 2008 very quickly. In fact, already in 2010, despite suffering the slow growth of the entire European frame, the country has managed to restore vigor to its economy until it repositions, steadily, on a level of increase of its GDP around rates 4% per year. The proposed contribute primarily aims to demonstrate how access to the EU, through targeted investments, managed at centralized level according to well-calibrated development objectives, has enabled the country to improve the living conditions of the own population and establish valid premises for its insertion in a internationalization context both of the productive apparatus and both of the model of internal consumption. The contribute also addresses the delicate issue of territorial cohesion in regional development, highlighting how, despite of intensively active areas in the process of economic growth, such as the Pomeranian region, there are still ones of stagnation and reality neither included in the context of a modern process of innovation and growth. The core of the research revolves around the deepening of the virtuous mechanisms of regional planning to highlight and isolate the practices from which it is possible to bring down the most positive results in terms of remodeling and vivacization of the productive context. Finally, with the intention of making certain assumptions about the permeability and repeatability of territorial policies, some considerations are envisaged with regard to the existence of the constraints which, in practice, risk compromising the practical transferability in the still marginal regions.
