As the strategic rivalry between the US and China intensifies, militarized crises are becoming more likely and a major military conflict is no longer as remote as it once seemed. The far-reaching modernization of its armed forces has already led China to embrace a more sanguine view of how such a conflict might play out. Meanwhile, the United States is struggling to formulate a coherent response to a potential Chinese attempt to recast the regional order by force. Although war remains unlikely, the need to get real about the possibility is now more urgent than at any point in recent decades. ; Mit der Verschärfung der strategischen Rivalität zwischen den USA und China werden militarisierte Krisen immer wahrscheinlicher, und ein grösserer militärischer Konflikt ist nicht mehr so weit entfernt, wie es einst schien. Die weitreichende Modernisierung seiner Streitkräfte hat China bereits dazu veranlasst, eine optimistischere Sichtweise darüber einzunehmen, wie sich ein solcher Konflikt entwickeln könnte. Unterdessen bemühen sich die Vereinigten Staaten um eine kohärente Antwort auf einen möglichen Versuch Chinas, die regionale Ordnung mit Gewalt umzugestalten. According to Michael Haas and Annabelle Vuille, many small states face considerable challenges when deciding on the future orientation and composition of their defense forces. The geostrategic environment is becoming increasingly volatile and harder to predict, defense technology is rapidly changing, and financial leeway in defense expenditures is still limited. This renders the development of a coherent strategy, doctrine and planning ever more difficult. How should small states strengthen their deterrence and defense capabilities? What role can technology play in this respect? The authors argue that the array of existing approaches in small states demonstrates that possibilities and instruments to respond are more diverse than it may first seem. ; Michael Haas und Annabelle Vuille argumentieren in diesem Beitrag, dass viele Kleinstaaten vor beträchtlichen Herausforderungen bei der zukünftigen Ausrichtung ihrer Verteidigungsdispositive stehen. Conservative critics of European economic policies argue that high and persistent European unemployment is caused by institutional rigidities which are traced back to welfare states and union strength. By contrast, low US unemployment is attributed to high labour market flexibility. These claims are examined. The high social costs of US style flexibility in terms of income inequality and poverty suggest that the "cure" for high unemployment should be sought elsewhere, namely by relying on policies - as in the Netherlands and Denmark - which combine high levels of social security with increased labour market flexibility.

Mitte der 80er Jahre wurde eine neue "Wirtschaftskrankheit" diagnostiziert. Es wird nachgewiesen, daß die Erklärung für die hohe und anhaltende Arbeitslosigkeit in den Ländern des "rheinischen Kapitalismus" weniger auf Tatsachen als auf Überzeugungen beruht und das ökonomische Denken nicht erfahrungs-, sondern interessegeleitet ist. Im Mittelpunkt der "Eurosklerose"-Diskussion steht der Wohlfahrtsstaat als Hauptschuldiger für die Dauerarbeitslosigkeit. Die theoretischen Zusammenhänge und empirischen Befunde zu Flexibilität, Wohlfahrtsstaat und Arbeitslosigkeit werden vorgestellt. Das "Job-Wunder" in den USA als Gegenmodell zur "Eurosklerose" wird überprüft. Gelungene europäische Alternativen werden an den Beispielen der Niederlande und Dänemark aufgezeigt. In der Konsequenz geht es darum, glaubhaft zu machen, "daß der Kapitalismus am besten funktioniert, wenn man die Kapitalisten gewähren läßt". (prf)
