As America has become more racially diverse and economic inequality has increased, American politics has also become more clearly divided by race and less clearly divided by class. In this landmark book, Zoltan L. Hajnal draws on sweeping data to assess the political impact of the two most significant demographic trends of last fifty years. Examining federal and local elections over many decades, as well as policy, Hajnal shows that race more than class or any other demographic factor shapes not only how Americans vote but also who wins and who loses when the votes are counted and policies are enacted. America has become a racial democracy, with non-Whites and especially African Americans regularly on the losing side. A close look at trends over time shows that these divisions are worsening, yet also reveals that electing Democrats to office can make democracy more even and ultimately reduce inequality in well-being.

Although there is a widespread belief that uneven voter turnout leads to biased outcomes in American democracy, existing empirical tests have found few effects. By offering a systematic account of how and where turnout matters in local politics, this book challenges much of what we know about turnout in America today. It demonstrates that low and uneven turnout, a factor at play in most American cities, leads to sub-optimal outcomes for racial and ethnic minorities. Low turnout results in losses in mayoral elections, less equitable racial and ethnic representation on city councils, and skewed spending policies. The importance of turnout confirms long held suspicions about the under-representation of minorities and raises normative concerns about local democracy. Fortunately, this book offers a solution. Analysis of local participation indicates that a small change to local election timing - a reform that is cost effective and relatively easy to enact - could dramatically expand local voter turnout

Since the 1950s, there has been roughly a two-fold rise in the proportion of Americans who identify as political Independents. We argue that the ethnic and immigrant experiences of Latinos shed new light on why and how individuals self-identify with a political party. For Latinos, we argue, party identification is defined by social and political identity formation under uncertainty. We argue that for immigrant-based ethnic groups like Latinos, identification as Independent is a rationally adaptive strategy given uncertainty and ambivalence about one's social group attachments, one's core political predispositions, and the benefits of political and civic involvement to pursue the individual and group interests of Latinos in the US. Absent home-grown and wellgrooved habits, the category of Independent affords a safe harbor for many Latinos from which to bank experiences and impressions about political life in the US. We test our account using data from 1989-1990 Latino National Politics Study, the 1993-1994 Multi-City Study of Urban Inequality and the American National Election Studies.

Critics have long feared that America's winner-take-all electoral system would undermine the interests of minorities. Unfortunately, few available tests broadly assess how well minorities fare in a democracy. To gauge winners and losers in the American case, I introduce a new measure of representation. For any election, I count up how many voters from each demographic group vote for a candidate that loses. After comparing this new measure to its alternatives, I use data from the entire series of Voter News Service exit polls and a sample of mayoral elections to determine which kinds of voters end up losers. I find that across the range of American elections, African Americans are consistently more likely than other groups to end up losers, raising questions about equity in American democracy. The one exception to the pattern of black failure—congressional House elections—suggests ways to better incorporate minority interests.

This study focuses on the white community, however, and finds that black leadership can have a profound effect. Under black mayors there is positive change in the white vote and in the racial sentiments expressed by members of the white electorate. Although white Republicans seem largely immune to the effects of black incumbency, for Democrats and independents an experience with a black mayoralty tends to decrease racial tension, increase racial sympathy, and increase support of black leadership.
