Abstract
Education for citizenship in contexts of diversity arises from the intensification and diversification of migratory flows to Portugal, in particular to the Lisbon Metropolitan Area, in the transition from the twentieth century to the twenty-first century. The arrival of people from diverse origins to the city is visible in the areas of settlement not only in the multitude of uses, practices and forms of appropriation of space but also in the dynamics unfolded among the recently arrived citizens, the local population and the existing community institutions. The schools of the neighbourhoods hosting this diversity of residents have registered remarkable changes in their students and the integration of sociocultural diversity is today one of the main challenges faced by the educational community. School is essential in the construction of this plural society. It is responsible for training people and promoting their citizenship. In the context of diversity, the school can help students to develop their identity with the cultural group they belong to and to transmit values of global citizenship and training people for a 'multicultural citizenship'. In this article, we pay special attention to the role of the school and family in the construction of citizenship in young people from different cultures, basing this on the empirical data gathered from: children and young people, both with native and with immigrant backgrounds attending public schools in the Lisbon Metropolitan Area; their respective families; and the school projects. Combining the perceptions of students' practices, families' expectations and school policies, we identify and analyse the multiple dimensions that education for citizenship can assume in a diverse educational context.
En los últimos años, las políticas de formación de profesores se han convertido en un foco de interés para gobernantes, investigadores y profesionales de la educación. En Portugal, como en otros países europeos, la reestructuración de la formación de profesores estuvo marcada por las políticas, directrices y tendencias de la Comisión Europea, adecuándolas a las especificidades propias de la cultura e historia nacionales. Actualmente, la formación de profesores para los primeros años (0-12) se realiza en instituciones de enseñanza superior, bajo una estructura de dos etapas, constituida por el primer ciclo (licenciatura en Educación Básica) y el segundo ciclo (maestros en educación de infancia y/o ciclo de Enseñanza Básica), con una duración de 4,5 a 5 años. Esta organización en dos etapas ha traído nuevos desafíos a la coherencia y consistencia de los cursos de formación, sobre todo, por lo que respecta a la articulación de la formación académica con la formación práctica. Los problemas generados se vuelven especialmente relevantes en el 6º semestre de la licenciatura en Educación Básica, periodo de transición entre la conclusión de una etapa y el inicio de otra. En este artículo, relatamos el recorrido realizado en la organización de la formación en Educación Básica en una escuela superior de educación en Portugal. El proyecto duró 4 años e incidió en la orientación, organización y procesos de apoyo a la iniciación a la práctica profesional en el 6º semestre del curso. A Educação para a Cidadania em Portugal ganha um novo dinamismo e assume uma nova perspectiva com a publicação da Estratégia Nacional da Educação para o Desenvolvimento (2010-2015) e dos documentos de orientação curricular, que reforçam uma abordagem à Educação para a Cidadania Global sustentada no desenvolvimento de competências (2017-2019). É sobre este percurso de uma década que se foca o presente artigo, objetivando compreender os princípios orientadores e finalidades do referencial da Educação para o Desenvolvimento e discutir, numa perspectiva crítica, as potencialidades e limitações dos documentos que operacionalizam a Educação para a Cidadania Global nos currículos em Portugal. A análise, sustentada nos documentos oficiais, reconhece o esforço para colocar na agenda das políticas educativas uma dimensão objetiva de formação cidadã. En un momento histórico en el que el futuro se concibe como una amenaza, parece altamente relevante educar en la capacidad de imaginar futuros deseables. La Educación para el Futuro (EpF), de tradición anglosajona, representa una referencia de trabajo para responder a las imágenes negativas sobre la idea del provenir. Las competencias de cultura democrática definidas por el Consejo de Europa dan pie a la elaboración de un marco teórico que incluye la imaginación de futuros democráticos y sostenibles como uno de sus principales ejes conceptuales. El presente estudio analiza documentos oficiales de políticas públicas llevadas a cabo en ámbito ibérico, para examinar el tratamiento de la idea de futuro en los sistemas educativos. Se han estudiado políticas a tres niveles: leyes educativas estatales, currículos de Educación Primaria y políticas institucionales de formación docente, para indagar cuál es la presencia del eje conceptual sobre la imaginación de futuros en estos documentos. Las políticas públicas han sido analizadas mediante el método normativo de análisis de contenido, con una estrategia de muestreo sintáctico, calculando la frecuencia absoluta y relativa de unidades de análisis. Los resultados muestran que hay escasas referencias a la construcción del concepto de futuro en las políticas públicas, y dan a entender que se puede estar desaprovechando la oportunidad de educar para la imaginación de futuros deseables. ; ABSTRACT In a historical moment, where the future is considered a threat, it seems highly relevant to teach the ability to imagine desirable futures.
