Abstract Concussion symptoms are nonspecific and may be related to other causes. Symptom scores and timeline of return to activity at many institutions are based on having no symptoms at baseline with the current measurement tools. This assumption in the diagnosis and treatment of concussions may lead to prolonged return to activity, compounded concussion symptoms, and unintended psychological and social sequelae. More baseline data is needed, especially in military academies, according to the CARE Consortium Study. During the high-stress initial training period at one mid-Atlantic military college a no-symptom baseline is unlikely for first-year students. The potential overlap of concussion and typical baseline symptoms make diagnosis and release to activity a challenge for providers. A baseline survey of first-year, non-concussed students using a standard concussion scoring tool showed that 95 % of participants were symptomatic at baseline. Stakeholders were presented the results and a policy analysis using Bardach's Eight-fold Path was performed comparing three other policy options. The policy analysis found that a narrower or less descriptive baseline description could have unintended negative impacts on clinical outcomes and provider liability. It also found that preseason baseline testing should be included for all students at the mid-Atlantic military college. Colleges, especially those in high-stress settings, should consider reevaluating baseline descriptions and testing recommendations in concussion policy to accommodate normal variations in symptomatology and provide freedom in clinical judgement.

The human security agenda, as currently operationalized by the majority of powerful states and institutions, exhibits a distinct liberal character, simultaneously contributing to and legitimizing the dominant liberal peacebuilding approach. As such, there has been a crowding out of alternative conceptions of human security, including those which focus on emancipation. This latter approach to human security offers a more transformative vision through its focus on issues such as hegemony, power, and freedom. Paths to such forms of human security have yet to materialize, largely due to the characteristics of a liberal-internationalist approach which has narrowed the political space in which challenges to the status quo can be imagined and realized. In its failure to allow for a genuine plurality of voices and in its insistence on creating false consensus, liberal peacebuilding blocks the emancipatory promise of a genuine shift from state to human security. A potential starting point for imagining alternatives to liberal peacebuilding and thus the creation of emancipatory forms of human security is to consider the role and possibilities for agonistic modes of politics and peacebuilding. Transforming inevitable differences that are part of human society into agonistic relationships-where differences exist and are negotiated among adversaries (as opposed to enemies)-opens up the political space required to challenge dominant liberal approaches to human security and enables a shift toward the emancipatory model. The concept of hybridity is increasingly employed as an analytical tool to explore the varieties and outcomes of externally led interventions, and in some cases is portrayed as a desirable political project that could stimulate alternative and counter hegemonic programming. This article critically explores this trend in peace and development studies by examining some of the tenets and critiques of the concept of hybridity with the aim of furthering its development as a useful conceptual tool. It also explores the underlying normative implications and rhetoric that underpin some of the work on hybridity in these fields. In doing so, it offers a set of queries that could be used to explore practices, impacts and potential alternatives in peace and development programming.

"The Routledge companion to humanitarian action addresses the political, ethical, legal and practical issues which influence reactions to humanitarian crisis. It does so by exploring the daily dilemmas faced by a range of actors, including policy makers, aid workers, the private sector and the beneficiaries of aid, and by challenging common perceptions regarding humanitarian crisis and the policies put in place to address these. Through such explorations, it provides practitioners and scholars with the knowledge needed to both understand and improve upon current forms of humanitarian action. The Companion will be of use to those interested a range of humanitarian programmes ranging from emergency medical assistance, military interventions, managing refugee flows and the implementation of international humanitarian law.
