The international system of states displays an inherent drive to territorialize the global commons. But territorialization is not a continuous process—it occurs in episodes. In this article, I use one case from ocean governance, the expansion of territory into near-shore areas of the seas, to advance a twofold argument about the nature of these episodes. First, I argue that the root causes of this drive to territorialize "empty space" are located in global politics, norms, and economics. Second, a territorializing episode occurs when there are impelling economic incentives, and when great powers are unable or unwilling to oppose territorialization. However, this can lead to different outcomes: sovereign territories, functional territories, or internationalized territories. Oceanic space has seen a series of these territorializing episodes since the end of the Second World War and functional territorialization has become more prevalent over time.

Space matters for global politics but the treatment thereof in International Relations (IR) has been uneven. There is broad interest in spatial aspects across many research communities but only a nascent theoretical discussion and little cross-field communication. This article argues for a fuller engagement of IR scholars with sociospatial concepts and proposes a spatial approach to global politics based on four essential dimensions: a spatial ontology, the constructedness of space, a scalar perspective, and the interaction of materiality and ideas. As one possible way of integrating these aspects into a more specific concept, the article elaborates a framework of spatial practices and uses the example of Arctic Security research to illustrate the upsides of such a spatial approach for IR research.

Die Digitalisierung verändert den Staat. Dabei sind soziale Medien ein wichtiger Resonanzraum von sowie ein Handlungsfeld für Staaten. Zum einen finden sich in sozialen Medien Repräsentationen von Staatlichkeit, zum anderen sind Staaten dort auch als digitale Akteure unterwegs. Aus der organisatorischen Zersplitterung des Staates entstehen jedoch Kohärenzprobleme in seiner Onlinekommunikation. Dennoch eröffnen soziale Medien auch Chancen zur Adaption und Erweiterung von Handlungsrepertoires. Dies wird an zwei Beispielen klassischer Staatstätigkeit illustriert: digitale Diplomatie und Informationskrieg. In beiden Fällen werden traditionelle Praktiken von Staatlichkeit nicht revolutioniert, sondern angepasst und weiterentwickelt. Daher plädiert der Artikel dafür, bei der Analyse des Wandels von Staatlichkeit in der Digitalisierung dessen Handeln in den sozialen Medien zentral zu berücksichtigen.

Ist die COVID-Pandemie eine »Rache der Natur«? Dieser verbreitete Topos greift die Pandemie auf, um in einem antipopulistischen Reflex eine vermeintliche Rückkehr des Materiellen zu postulieren, das über die Flüchtigkeit von Sprache und Diskurs obsiege. In diesem Beitrag kritisiere ich diese Sichtweise, insbesondere ihre Tendenz zu unnötigen Dualismen und Determinismen, und diskutiere COVID im Speziellen sowie Materialität im Allgemeinen als Herausforderung für eine sozialkonstruktivistische Theoriebildung in den Internationalen Beziehungen. Hierzu skizziere ich ein relationales Bild der Gesellschaft als soziomaterielles Beziehungsgeflecht, in dem Akteure untereinander sowie mit Dingen verbunden sind. In diesen Beziehungen kommen Ideen, Repräsentationen und Identitäten zum Tragen. Abschließend werden die Implikationen dieses Ansatzes für die Interpretation der Pandemie ausgeführt.

There are widespread worries about the impending fragmentation of the internet. Reviewing the IR literature on cyberspace and internet governance, this paper demonstrates that these debates rest on very traditional understandings of territory and the state, focusing on ways that hard-shelled "power containers" are recreated in cyberspace. Using a practice-oriented conceptual framework drawing on insights from critical geography, the paper highlights how state, corporate, and private actors deterritorialize and reterritorialize cyberspace. Results indicate that there are multiple ways to territorialize cyberspace beyond the reconstruction of the "national territory" and that a multitude of actors engage in territorializing practices. This allows for a more nuanced reevaluation of the "internet fragmentation" discourse.
