The vulnerability of the territory and of urban districts and buildings is systemic and related to specific hazard and to the level of exposure of people and economic assets. Among the environmental risks, climate risk has multiple interpretations. The sources of the governmental organizations and scientific institutions indicate that the growing influence on the climate and the earth's temperature depend on the increasing emissions of greenhouse gases. The main international strategies are addressed in the medium and long term to establish mitigation of the causes that induce dangerous impacts in relation to the degree of vulnerability of contexts. The identification of local vulnerability, risks and activation of local resources, useful to improve the resilience and adaptive capacity, represent the link between the scale of urban planning and a more detailed scale, in which act through strategies "Climate-smart" in technological innovation and environmental design of buildings and open spaces system. Environmental design fits into the panorama of architectural design with the aim to define the boundaries and determine limits and goals related to the complex relationship between inhabitants and environment. In the field of new dwelling, but also in buildings and open spaces rehabilitation, the systemic and performance approach integrates the emerging scenarios of the digitization of built environment sector, that combine greater efficiency for the project and for the building process, developing preventive checks of the aspects of technical and performance simulation control.
Il contributo illustra – e mette a confronto – due esperienze di ricerca realizzate nell'ambito delle attività di Terza Missione per la ricerca applicata dell'Università di Napoli Federico II. In entrambi i casi si tratta di progetti dimostratori volti a validare il rigore e l'originalità del metodo, nonché il contenuto di innovazione dell'esperienza progettuale. In entrambi i casi, infatti, si tratta di progetti tesi a definire metodi di controllo del processo decisionale, attraverso il rapporto informazione-decisione, lavorando sull'uso degli indicatori come supporto cognitivo delle scelte di programma e di progetto. A dare senso al confronto dei due casi studio è, inoltre, la comune collocazione nell'ambito disciplinare della progettazione ambientale che tradizione individua nei suoi contenuti scientifici connotanti il tema della governance dei processi complessi declinato sia ex ante, attraverso l'oggettivazione dei passaggi e della ricerca delle informazioni, sia in itinere utilizzando core set di indicatori per il monitoraggio ed il controllo. Il contributo si struttura pertanto a partire da un introduzione ai due casi studio che descrive il contesto scientifico e l'obiettivo dei progetti (volti ambedue a delineare prospettive di sviluppo economico eco compatibile per il turismo sostenibile ed eco-culturale) e prosegue con la descrizione dei due casi studio. Il primo paragrafo riporta l'esperienza realizzata per il Comune di Meta dove l'intento di valorizzare la linea di costa si traduce in un'analisi delle opportunità di sviluppo anche in base ad una analisi costi-benefici tesa a "pesare" le alternative di progetto in termini di risposta alla qualità del contesto e di richiesta di implementazione dei servizi esistenti. Il secondo paragrafo illustra il progetto INTERREG MedCoast.Net attraverso cui il partenariato europeo, composto da Italia, Grecia, Malta e Cipro, affronta il tema dell'applicabilità del regolamento EMAS alla gestione delle aree urbane costiere, scegliendo quale sito pilota l'area di Punta del Capo, nel Comune di Sorrento. ; The paper proposes the review of two case studies located in the context of the Sorrento Peninsula, Italy. Both studies are here discussed as demonstration projects referring to the topic of the proactive management of coastal areas. The paper highlights first the common ground of the case studies in order to define the framework of understanding that links together the two experiences despite the diversity of the project aims and of the specific findings of each. The two demonstration projects work indeed on the topic of the governance of coastal areas by the aim of improving sustainable tourism. The main aim of both projects lie in achieving methodologies for supporting decision process and for communicating design options at different levels: political, technical, social. Further, the projects work on the use of indicators for orienting project decision (ex ante) and for monitoring the project efficiency (in itinere). The paper illustrates the two experiences through the voices of the Authors/ Designers: the first part deals with the project proposal for enhancing the environmental and cultural value of the shoreline of Meta Municipality, a small centre near Sorrento, Italy, that aims at upgrading the existing urbanand environmental services (Losasso). The other paragraph discusses the INTERREG Cooperation Project - Med.Coast.Net - by which the EU partnership worked for testing the viability of Emas Certification for the urban coastal area management (Rigillo). Conclusion points in evidence the findings of each project in terms of innovation of the project process and of the design products. The last comment deals with the feedback received from the territory and the concerns about the gaps to fill.
