This paper drives from the environment risk and knowledge literature a model that integrates organizational form and epistemological of public agencies responsible for addressing innovation. Practically, the model in making connections between knowledge management and innovation and provides public agencies manager with a systematic framework for relating democratic context knowledge production processes to particular local government organization.
E-procurement is an important intrument toprevent corruption in goods and servicesprocurement budget. Indonesia has beenimplementing the e-procurement project since2008 based on Presidential Decree. Presidenthas stipulating annual order (presidentialinstruction) has to be obey by all ministries andlocal governments to procure their budgetthrough r-procurement mechanism. However,untill 2012 fiscal year, this research found thatonly around 10.26% of central governmentinstitution procurement budget, includingministries and 21,10% of local governmentprocurement budget did procure through eprocurementmethod. This research concludedthat regulation, leadership and procurementintitution are challanging factors to make"status quo" e-procurement.
Innovation in government organization through managing knowledge is important current research results. This research objective were to look at knowledge management in improving public services, particularly in public licencing process. Research problem was how sense making, knowledgecreating and knowledge sharing in public licencing services of Yogyakarta city. Research found that knowledge sharing and creating took place in midlle and bottom of organization level. Stages of innovation at the Licensing Agency began with the formulation of the problem, which consists of thousands of service files can not be known with certainty the level of completion. In the next stage, a member organization consisting of experienced employees who tried to solve by making the development of information systems. Political contestation in the context of the General Election is related to the importance of the role of constituents as the owner of sovereignty, especially to guarantee the quality of an election. However, in practice, the critical role of the constituents seems to be an irony when elites who fight as actors are trapped in a latent condition. That shows there is a misconception in interpreting the nature of power and how to get it. For the actors, the post-conflict local election is only a means to gain political power superficially and ignore other things. Therefore, cheating in political contestation also seems to be necessary for those who think it is rational.
Advances in information and communication technology encourage the government as a stakeholder to have social media accounts. Likewise, the community is also required to have social media as a means of communication. The importance of social media has a very significant impact, especially in the field of government, for example as a medium in conveying suggestions and complaints from the public to the government or vice versa. Twitter and Facebook are some of the social media that are very popular with Indonesians. Including the Surabaya City Government, to support and develop policy programs made, they use this social media tool as an effective medium of communication. The purpose of this study was to determine the level of effectiveness of Surabaya city government communication via Twitter and Facebook. The research method used is descriptive qualitative by utilizing the Nvivo application to process the data. In this study, there are several assessment indicators used as benchmarks, namely (1) Accuracy, (2) Creativity, (3) Activeness, (4) Interaction, (5) Transparency. From the research results, it is known that the effectiveness of communication via Twitter is better than Facebook in terms of accurate information, creativity, activeness, and transparency. Meanwhile, in terms of interaction, Facebook is higher. Therefore, the Government is required to be even more innovative in conveying information to the public, so that people have an interest in knowing information about government and policies that have been announced.

The rise of corruption cases that occur in Indonesia today, if we see corruption cases in Indonesia every year is always increasing, not decreasing, this causes people to feel angry with corruptors. The percentage and network of corruption Angelina Sondakh of the Supreme Court Judge's Decision No. 1616k / Pis.Sus / 2013 is quite interesting to examine especially if we can see who the dominant actors are in this case, both from the planning process, the bidding process, the bid evaluation process, and implementation and evaluation. This study uses a descriptive qualitative approach which illustrates the phenomenon of Angelina sondakh corruption case in the Supreme Court's Decision No. 1616 K / Pid.Sus / 2013. Descriptive analysis in this study uses the Nvivo 12 Plus software. Data from this study were sourced from the Supreme Court Decision No. 1616 K / Pid.Sus / 2013 and previous research relating to the Corruption of Angelina Sondakh. The results of this discussion The conclusions that the author can take from the presentation of the analysis above are based on the decision of the Supreme Court No. 1616 K / Pid.Sus / 2013 analyzed with Nvivo 12 Plus in general from the four processes above can be seen Corporate 9.05%, Government 7.62%, Political Parties 0.32% and Political Consultants 0%. The development of communication technology has given birth to new media and social media. One of the potentials of social media is to form the personal branding of political actors. Personal Branding through Twitter social media accounts is becoming the current trend. This study aims to analyze Sandiaga Uno's Twitter account during the presidential and vice-presidential election campaign process in 2019. This study uses a qualitative approach to analyze secondary data on Personal Branding from Sandiaga Uno's Twitter account. As well as additional data from a literature study that discusses Personal Branding. Nvivo 12 Plus is used to analyze data. This study found that Sandiaga Uno used his personal Twitter to do branding during the campaign process, this can be seen from the content of photos, videos, and tweets that portrayed themselves as someone close to the community.
Participation is one of the important elements that must be considered in the policy, this participation is a form ofpolitical participation of the people is very important in order to create good governance. Therefore, the implementationof public participation in policy formation should be regulated more clearly. Sleman District Government consistentlymanage the aspirations of the people with technology, information, and communication or so-called e-government.The purpose of this study was (1) Analyze matters relating to the implementation of deliberative public participationbased websites (2) Analyzing the supporting factors and obstacles in the implementation of web-based deliberativepublic participation in Local Government Licensing Office Sleman 2014. This research pressure was on thefield research and the method used in this study was descriptive analysis both qualitative and quantitative. The dataparticularly obtained from respondent by purposive sampling technique, based on the questionnaire and interview asprimary data, and completed with secondary data. Results of the study, the research obtained showed that theimplementation of public participation in policy formulation Sleman has been running well and were level Consultation(consultation), and there are stages Inclusion or participation. The driving factors: the institutional, kontinyunitas,facilities and infrastructure memadahi. Inhibiting factors: the complaint of data is not accurate, human limitations andhuman error.It can be concluded that the method of public participation in the formulation of regional policies, new isan obligation that must be implemented by the government, because of the demands of decentralization in localautonomy government wants a role alongside other stakeholders in the formulation of regional policies. Suggestionssubmitted so that in the future the government is obliged to increase the facilities of the level of public consultationinto the degree of force (Degree of Citizen Power).
The purpose of this study is to see how the implementation of e-procurement system via the Electronic ProcurementService (LPSE) Government of Riau Islands province, which had been adopted in 2008. The study also want to seehow they affect the political process towards the implementation of e-procurement. The method in this study is a mixmethod. Data collection techniques used in this research are questionnaires, interviews and documentation. While thegoal of this research is the party who understand in detail how the process of implementing e-procurement system inthe province of Riau Islands. Results from this study is that the implementation of e-procurement system in RiauIslands province has been run very effectively with the effectiveness index value of 3.27. Parameters that contributeto the effectiveness of the implementation is the purpose and the type of website system (3.33), regulation (3.31)clarity of e-procurement planning (3.28), human resources suppor t (3.27), eff iciency and effectiveness ( 3.25),support infrastructure is the lowest parameter with a value of 3.11. At the level of the political process, imlementasi e-procurement system is significantly affected by opportunistic behavior of agent (22.42%), clarity of informationprincipal (16.87%), clarity of information agent (15.37%), principal opportunistic beha vior (13, 40%), principalcontracting mechanisms (13.04%), the mechanism of contract agent (16.30%). Total influence the political processtowards the implementation of e-procurement system in LPSE Riau Islands Province amounted to 97.40% state thathas a very strong influence on the implementation of e-procurement system in LPSE Riau Islands Province. while2,60% influenced by other variables.
Purpose – The purpose of this paper is to investigate the implementation of initiative e-procurement in decentralized system on Indonesia's local government system.
Design/methodology/approach – The authors combine quantitative and qualitative methods. The central finding of this research is that human resources are the pivotal factors that determine the performance of local e-procurement in three cities. This research focusses on three local governments in Indonesia – Yogyakarta City, Tangerang City, and Kutaikartanegara Regency.
Findings – The central finding of this research is that human resources are the pivotal factors that determine the performance of local e-procurement in three cities. However, Tangerang City is going institutionalization phase in e-procurement initiative to ensure its sound local regulation.
Research limitations/implications – There are several limitations to this study including the recent nature of decentralized procurement in Indonesia, limited standardized and disaggregated data on local government procurement expenditures and performance.
Practical implications – The study recommends that human resources management in procurement needs to be addressed by both local and central government.
Originality/value – e-Procurement is an important instrument for preventing corruption in goods and services procurement. Indonesia has been implementing an e-procurement policy since 2008 based on a Presidential Decree. The president has issued annual orders (presidential instructions), and all central ministries and local governments have been required to comply with them to obtain their budget through the e-procurement system. However, as of 2012 fiscal year, only around 10.26 percent of the central government institution procurement budget and 10 percent of the local government procurement budget in Indonesia went through the e-procurement system, with wide variations among cities.
Guncangan gempa bumi berkekuatan 7.0 SR yang terjadi di Provinsi NTB khususnya Lombok Utara pada tahun 2018 yang lalu telah berdampak kepada kondisi berbagai aspek kehidupan masyarakat dan pemerintah di Kabupaten Lombok Utara, untuk itu tentu pemerintah daerah punya tanggung jawab yang lebih besar untuk melakukan pemulihan pasca terjadinya bencana hal tersebut juga tertuang dalam Undang-undang No 24 Tahun 2007, penelitian ini bertujuan untuk melihat upaya pemulihan yang dilakukan oleh pemerintah daerah melalui proses Rehabilitasi dan Rekonstruksi. Penelitian ini bersifat deskriptif dengan menggunakan metode penelitian kualitatif dan di olah dengan aplikasi Nvivo 12 Plus. Hasil menunjukan bahwa upaya yang dilakukan oleh pemerintah daerah adalah dengan melakukan Rehabilitasi dan Rekonstruksi yang telah ditetapkan melalui 5 aspek utama yaitu Sektor Sosial, Ekonomi, Infrastruktur, Pemukiman serta Lintas Sektor. Akan tetapi dalam proses Rehabilitasi dan Rekonstruksi yang dilakukan oleh Pemerintah Daerah banyak menimbulkan persoalan di masyarakat khususnya di Sektor Pemukiman, rumitnya proses birokrasi menimbulkan lambatnya pemulihan sektor pemukiman, ketidak puasan masyarakat dalam pendataan kategori rusak ringan, sedang maupun rusak berat yang dilakukan oleh pemerintah daerah serta kurangnya keterlibatan masyarakat dalam proses pemulihan juga merupakan permasalahan yang terjadi pada proses Rehabilitasi dan Rekonstruksi.Kata kunci: Bencana, Gempa Bumi, Pemulihan Bencana, rehabilitasi dan rekonstruksiShock earthquake with a magnitude of 7.0 that occurred in NTB Province, especially North Lombok in 2018, has had an impact on the conditions of various aspects of community and government life in North Lombok. Therefore, local governments have a greater responsibility to carry out recovery after the occurrence disaster, this study aims to look at the recovery efforts undertaken by the local government through the Rehabilitation and Reconstruction process. This research is descriptive in nature using a qualitative research method and treated with the application of Nvivo 12 Plus. The results show that the efforts made by the local government are to carry out the Rehabilitation and Reconstruction that have been determined through 5 main aspects namely the Social, Economic, Infrastructure, Settlement and Cross-Sector . However, in the process of Rehabilitation and Reconstruction carried out by the Regional Government, many problems in the community, especially in the Settlement Sector, the complexity of the bureaucratic process caused slow recovery of the residential sector, community dissatisfaction in the data collection categories of minor, moderate and severe damage carried out by the local government as well the lack of community involvement in the recovery process is also a problem in the Rehabilitation and Reconstruction process.Keywords: Disasters, Earthquakes, Disaster Recovery, rehabilitation and reconstruction
Collaborative governance and social capital can help to form a resilient community in the wake of a disaster, such as the eruptions of Mount Merapi in Indonesia. This study examines the successfulness of the handling of disasters in Indonesia, with particular focus on eruptions of Mount Merapi. Disasters foster a close relationship between the government and the community in response to the emergency. This study uses a mixed method to analyse social networks in evaluating the structure of disaster networks in Indonesia and their implications for disaster management. Data were collected via a survey of 100 respondents from 28 institutions representing, for practical purposes, each population identified by each institution (government, non-governmental organisations and volunteers) that participated in handling the Merapi eruption disaster. The findings revealed that considerable miscommunication between institutions reduced the effectiveness of disaster management so that close discussion about conflict resolution was needed to develop more mature and systematic planning. Inter-agency trust is also felt to be necessary in disaster management. Trust between agency members and other institutions strongly supports the success of systematic disaster management. Meanwhile, every institution must foster open leadership by giving individuals with precise knowledge of the situation and the condition of the disaster area a mandate to lead directly in the field. Disaster governance is carried out through the agreement of each institution formed in the Disaster Emergency Planning (Rencana Penanggulangan Kedaruratan Bencana – RPKB) guidelines. These guidelines expect the Government and the community to coordinate with each other in a structured and systematic manner in the process of disaster management.
