Making Prestigious Places investigates the spatial dimension of luxury, both as a sector involving activities, operators and investments, and as a system of values acting as a catalyst for recent urban transformations. Luxury shares a well-established connection to the city, as a place of production, consumption and self-representation, and continues to grow despite economic difficulties. This edited collection includes case studies from Europe, North and South America, Asia and the Middle East to create a dialogue around these developments and the challenges presented, such as the tension between the idea of prestige and current values in urban planning, the discussion between academic reflections and operational practices, and how these interact with the long-term economic and social dynamic of the city. Il paper affronta il tema della governance di scala vasta e delle forme di cooperazione fra Comuni negli ambiti al di fuori delle città metropolitane. Le riflessioni si misurano sulle questioni del cosiddetto "rescaling of formal planning activities" presenti in diverse normative nazionali e sono sviluppate a partire dai temi emersi nel percorso di definizione di un partenariato tra soggetti pubblici e privati nel Veronese che opera ad una scala intermedia fra quella municipale e regionale. ; The aim of this paper is exploring the intermunicipal governance through volunteer cooperation for those areas which are marked by mature metropolisation processes without a recognition by specific bodies or institutions (as città metropolitane in Italy). Focusing on the case of the IPA Veronese – a peculiar figure which involved public bodies and private companies in local government – we reflect about the intermediate scale and its role as role of testing ground for innovations in governance.

In Italia l'insieme dei cambiamenti socio-economici e tecnologici recenti hanno contribuito ad una profonda trasformazione dei comportamenti d'acquisto e delle pratiche di consumo tradizionali. Questa si manifesta in modo evidente anche nello spazio, con una pluralità di dinamiche sovrapposte e, a volte, interrelate che marcano il territorio contemporaneo. Fra le altre negli ultimi anni è emersa la dismissione commerciale come fenomeno pervasivo che si presenta, in modo differenziato, sia all'interno dei tessuti densi delle città che negli ambiti extraurbani. In questo quadro, gli enti locali manifestano l'esigenza di un supporto tecnico per la prefigurazione di politiche e strumenti orientati alla costruzione di linee guida e indirizzi qualitativi per l'azione pubblica, sia alla scala regionale che comunale per il rilancio dell'attrattività urbana. L'obiettivo dell'intervento è la presentazione degli esiti di un lavoro di ricerca effettuato per il territorio della regione Lombardia, orientato al riconoscimento degli ambiti urbani potenzialmente soggetti a fragilità commerciale attraverso la definizione di indicatori territoriali atti a realizzare affondi analitici e monitorare le dinamiche in corso. Nelle conclusioni si rilancia il possibile ruolo degli indicatori e, in generale, della produzione di spatial knowledge come elemento di supporto e di rafforzamento per le azioni ed i progetti sviluppati dagli attori pubblici che, in questo caso, sono legati alla rivitalizzazione del commercio come elemento rafforzativo e qualificante della rigenerazione urbana

Au Québec, la prévention des maladies chroniques par la promotion des saines habitudes de vie est partie intégrante d'un discours bien implanté lorsqu'il est question de vieillir en santé. Cet article vise l'amorce d'une réflexion critique sur les fondements de ce discours dans une perspective de réduction des inégalités sociales de santé dans un contexte de vieillissement de la population. Notre analyse intègre les résultats de deux projets de recherche distincts portant sur la santé d'adultes québécois vieillissants afin de mettre en lumière des incompatibilités du discours préventif avec la réalité individuelle de sous-groupes défavorisés ainsi qu'avec certaines bases du développement des communautés. Nos constats permettent de dégager de nouvelles perspectives visant à outiller les décideurs publics et mieux soutenir les milieux locaux dans leur contribution à l'amélioration de la santé des aînés.

La prise en compte des aînés dans l'adaptation des territoires au vieillissement de la population occupe aujourd'hui une place croissante dans les débats publics. Pour autant, quelle est la place réellement accordée aux plus âgés dans les institutions ou dans la construction des politiques publiques ? En fonction des contextes, comment s'organise la mise en œuvre des dispositifs participatifs dans les territoires ? Pour répondre à ces questions, nous comparons, dans une double focale, les modèles français et québécois d'adaptation des territoires au vieillissement. Nous étudions tout d'abord les schémas institutionnels de consultation des personnes âgées de part et d'autre de l'Atlantique. Ensuite, nous portons notre attention sur l'application, dans les deux modèles, du programme international des Villes amies des aînés (VADA) initié par l'Organisation mondiale de la santé (OMS). L'intérêt de ce programme réside dans la possibilité d'établir une comparaison internationale à partir d'un même protocole participatif. Au fil de la démonstration, se dessinent progressivement deux formes d'agencement démocratique de la place des aînés dans les politiques d'adaptation des territoires au vieillissement. En France, les niveaux centraux et locaux se déconnectent et la démarche VADA s'organise selon les ressources et les intérêts de ses porteurs locaux. Au Québec, la démarche VADA reflète une approche intégrée qui connecte les niveaux centraux et locaux et qui s'enracine dans une culture du développement communautaire, laissant largement la place à la parole des aînés.
