Rafforzata dall'impiego dei fondi della Politica di Coesione, la coesione territoriale rappresenta la principale sfida per l'Europa 2020 e per il dopo Brexit, ma soprattutto la base per costruire un post 2020 sulla evidence e sulle diversità geografiche. Le istituzioni europee sono fortemente impegnate sull'argomento e considerano il Territorial Impact Assessment an ex-ante mechanism per mitigare i risultati deludenti emersi in UE e in Italia, che sottolineano forti divari regionali. L'articolo delinea il quadro generale entro cui, avvalendosi di concetti e indicatori condivisi e metodi innovativi, si inserisce il Territorial Impact Assessment della coesione territoriale in Italia, offrendo i primi risultati di una ricerca nazionale in corso (PRIN), nella costruzione di tipologie sistemiche funzionali territoriali utili all'applicazione regionale. ; Reinforced by the spending of Cohesion Policy (CP) funds, the increase of the Territorial Cohesion (TC) is the main challenge in the Europe 2020 and the post-Brexit period. Above all, it is the basis for building a post-2020 programming on evidence and geographical diversity. The European institutions are strongly committed to this issue and consider the Territorial Impact Assessment as an ex-ante mechanism to mitigate the regional disappointing results obtained in the EU and in Italy and to exceed strong regional disparities. Applying shared concepts, indicators and innovative methods, the paper outlines the general framework in which the Territorial Impact Assessment of Italian Territorial Cohesion fits. It offers initial results of a national research on going (PRIN) in the construction of systemic functional territorial typologies useful to the regional application.

La riforma "a sistema" della portualità italiana, nata per adeguare una risorsa importante del Paese al contesto europeo nella prospettiva integrata Core-TEN 2030-2050, necessita di planning integrati sostenibili terra-mare, a diverse scale, quale strumenti territorialmente coesivi di innovazione processuale della capacity building. Il contributo, assumendo gli obiettivi europei 2020 e post e i cambiamenti strutturali in corso, costruisce un quadro delle coerenze necessarie ad operare nel contesto della nuova politica terra-mare che, dal 2014, coinvolge, nella Blue Growth, 1200 porti europei di varie dimensioni, allo scopo di rilanciare la competitività fuori e dentro i contesti nazionali e regionali in un quadro di sostenibilità, innovando metodologie, processi, tecniche, strumenti, metodi anche dal punto di vista lessicale. Il paper, tenendo conto della vasta letteratura e delle sperimentazioni sul tema avviate con la pubblicazione delle "linee guida" porti, mette in luce come la tendenza verso un'"economia Green e Blue" rinvii, per l'Italia, ad una visione sempre più interattiva, sistemico-cooperativa, macro e trans regionale tra porto, città-porto e area vasta. La corrente sperimentazione di una nuova pianificazione terra-mare (geographical economic oriented) è richiamata in questa fase per sostenerne l'applicazione alle città portuali di varia dimensione e tipologia, includendo i vantaggi derivanti da scelte di policy e planning che adottano la place based evidence per lo sviluppo di una portualità di lungo periodo, accogliendo le sfide di un contesto (politico e geografico) fortemente identitario e diversificato nel promuovere scenari blue-green a sostegno di investimenti pubblici e privati. ; The "systemic" reform of the Italian port facilities has been created to adapt an important resource of the country to the European integrated perspective of Core-TEN 2030-2050. It requires integrated sustainable land-sea planning, at different scales, as instruments of territorially cohesive process able to innovate capacity building. Assuming the European 2020 and post-2020 objectives and the structural changes underway, the paper builds a framework of needed coherence in order to act in the context of the new land-sea policy. From 2014, it involves, within the Blue Growth framework, 1200 European ports sizes, in order to boost competitiveness outside and within national and regional contexts. Sustainability, innovating methodologies, processes, techniques, tools, methods also from the lexical point of view are inspiring the planning design. Taking into account a large literature and experimental cases emerging after the publication of the "Italian ports guidelines", the paper highlights how the trend towards a "Green and Blue economy" refers to an increasingly interactive, systemic-cooperative, macro- and transregional vision between port, city-port and large area. The current test of a new land-sea planning (geographical economic oriented) is recalled to supporting the application to different sizes and types of port cities. Benefits arising from policy choices and planning that adopt place-based evidence for a long-term port development and strategy, accepting the challenges are from a context (political and geographical) strongly identified and diversified in promoting blue-green scenarios in support of public and private investment.

I principi europei che orientano le politiche pubbliche e di sviluppo territoriale si ispirano all'etica laica e alla visione olistica della sostenibilità. Sono condivisi dalle città Capitali metropolitane, che per raggiungerli nel breve periodo (2020), sottoscrivono un'Agenda Urbana unitaria e innovativa in cui coesione, sostenibilità, sussidiarietà, inclusione sociale, sicurezza, partecipazione dal basso, equità sono alla base della European Smart Community Strategy. Co-pianificazione, consultazione continua e trasparenza dell'informazione, tecnologie flessibili e utili alla nuova domanda territorializzata di conoscenza, planning, governance e gestione integrati sono gli strumenti con cui città e policy maker europei si misurano, assumendo la complessità della conoscenza e dell'informazione geografica e la sua transcalarità come il mezzo utile per rendere attendibili e congruenti i tempi di attuazione della crescita attraverso strumenti finanziari quali gli Integrated Territorial Investment (ITI). A questo scopo, Londra, Parigi, Vienna, Berlino, Bruxelles, Lussemburgo hanno fatto dell'economia digitale un attrattore per lo sviluppo sostenibile di attività che spaziano dal turismo alla R&S, finanza, e sono ormai considerate open-city laboratory a rete territoriale, cioè città connesse e aperte all'ingegno, capaci di sfidare, senza confini, l'innovazione per combattere allo stesso tempo il cambiamento climatico e l'esclusione sociale, il non accesso ai servizi e all'housing. Questa esperienza è tuttavia ancora estranea al contesto nazionale, a cui questo contributo fa riferimento con particolare attenzione al caso di Roma Capitale Città metropolitana e alla possibile rivoluzione che essa è chiamata ad intraprendere per ritrovare la propria posizione geografica di open capital region, e gestire un capitale potenziale territoriale, che migliori la capacity building nella prospettiva di medio-lungo periodo offerta da programmi e piani strategici integrati supportati da GIS analiticogestionali, valutazioni ex ante e ex post, cartografia place based. ; Secular ethics and holistic view of sustainability inspire European behaviour principles in driving public policies and territorial development. Metropolitan capital city regions share them and, in order to achieving them in short time, in 2016 they subscribed an unified and innovative Urban Agenda. By cohesion, sustainability, subsidiarity, social inclusion, safety, bottom-up partecipation, equity, this Agenda inspires the European Smart Community Strategy. Starting from this framework, the paper argues new geographical knowledge tools and instrument inspiring European policy makers to make the growth' timing as reliable and consistent by Integrated Territorial Investment (ITI). Co-planning, close quary and transparency of information, flexible technology useful to a territorialised demand, new governace, integrated management are instrument needed to this scope. Best practices in digital economy made London, Paris, Vienna, Berlin, Bruxelles, Luxembourg as an attractor for sustainable investments in finance and tourim. Appreciated as open-city laboratories and competitive territorial networks, they are connect and open mind beyoind boundaries, in order to contemporary challanging both climate change and social exclusion, both not access to services and housing, and so on. A paragraph compares these experiences with the Rome Capital metropolitan city status in order to introduce: how a Capital city should offer a revolutionary and groundbreaking actions for recovering its geographical and political position as open capital region; how it could mange the territorial potential capital, improving its capacity building in a medium-long time by the supply of strategic and integrated programming and plans using analityc-management GIS, ex ante and ex post assessment tools, place-based carthography.

In Europa, la cartografia tecnica e tematica accompagna i decision maker nella scelta di appropriate policy di organizzazione e governo del territorio, dell'economia, della società, dell'ambiente (pianificazione integrata strategica), allo scopo di ridurre l'incertezza dei risultati attesi. Attraverso la Direttiva Inspire (dal 2009 ad oggi), molte regioni hanno contribuito ad utilizzare lo strumento della place evidence per aumentare il livello di coesione intra e trans nazionale adottando metodologie condivise, oggi utili alla costruzione di scenari e visioni predittivi di medio-lungo periodo entro cui inserire progetti di breve, valutando ex ante gli impatti territorializzati degli stessi in relazione agli Investimenti Integrati Strategici. La cartografia assolve dunque ad un obiettivo politico e supporta le politiche pubbliche economico-territoriali. In questa sede il suo rinnovato ruolo è discusso in relazione al policymaking Europe 2020 e al Cultural Heritage, portando ad esempio i risultati ottenuti attraverso l'applicazione del tool GIS STeMA (Sustainable Territorial environmental/economic Management Approach for Territorial Impact Assessment). ; In Europe, the technical and thematic cartography supports decision makers in order to choice appropriate policies for territorial management and governance. Economic, social and environmental issues are also included in the mapping that accompanies the strategic and integrated planning, as well as the assessment processes reducing the uncertainty of the expected results. From 2009 today, by the Inspire Directive, several regions contribute to use the place evidence instrument, increasing the intra and transnational cohesion level. They adopted common methodological approach that are now useful for building predictive medium-long term scenarios and visions starting from short-term projects and assessing their ex ante territorialised impacts related to Integrated Strategic Investments (ITI). As place evidence, cartography and mapping absolve this political objective supporting the public economic-territorial choices. In the following, their renewed position in European arena is discussed with regard to the Europe 2020 and the Cultural Heritage policymaking. Some experiences and case studies are mentioned as results of the STeMA (Sustainable Territorial environmental/economic Management Approach for Territorial Impact Assessment) tool GIS application.

ESPONTrain -"Establishment of a transnational ESPON training programme to stimulate interest to ESPON2013 knowledge"- has been a Priority 4 ESPON project aiming at making ESPON2013 knowledge operational in a coordinated and transnational way for practical use, through a specifically designed ESPON Virtual Learning Environment (VLE). The Project Consortium was comprised of ten ESPON European Contact Points (ECPs) – Greece as Lead Partner and nine Project partners (Italy, Czech Republic, Romania, Bulgaria, Slovenia, Estonia, Lithuania, Cyprus, and Malta). The main aim of the ESPONTrain Project was to develop the first ESPON educational platform -a distance learning tool- making ESPON knowledge accessible and familiar to a targeted public, including postgraduate students and practitioners/stakeholders through a Virtual Learning Environment (VLE). For this purpose the ESPONTrain partners prepared and delivered a specific ESPON course design where a set of teaching material based on a number of applied research and targeted analysis ESPON Projects was developed. This ESPON VLE activity was offered to higher education institutions at postgraduate (Masters) level as well as to public and private professionals and policy makers in 10 ESPON countries. ESPONTrain developed six thematic teaching packages (TTPs) based on eight Final Reports of ESPON Priority 1 and Priority 2 projects (see list below). In each ESPONTrain country at least three thematic packages were adapted to the VLE and taught by training experts selected at national level by each participating ECP, through an open nationwide call, following a set of common selection criteria. The trainers came from relevant academic fields and being familiar with ESPON knowledge as well as adequate experience with teaching and e-learning. The Virtual Learning Environment (VLE) was built around an open source Moodle platform. Using this tool, the trainees were able to study and consult the available educational material guided by the training experts, either through asynchronous or synchronous learning (teleconference meetings). Apart from studying the teaching material, students could interact, share opinions, ask questions related to the study text as well as to the topic in general practice, test their knowledge in quizzes and confront it with the latest outcomes produced within the ESPON 2013 programme. They were also asked to carry out final assignments as part of their final evaluation. The ESPONTrain Project was highly transnational, including countries from different geographical areas (namely Northern Europe, Central Europe, Mediterranean Region and the Balkans) using the experience of different ECPs, either universities or governmental bodies, on the concerned themes and issues. Exchanges between the trainers and the coordinating ECPs were facilitated by the Lead Partner ́s central Technical VLE Team, based in Athens. ; N/A

The ESPONontheRoad project was a Transnational Networking Activity (TNA) of nineteen ESPON Contact Points (ECPs) with the aim to bring ESPON results closer for decision-making and thus increase the capitalisation of the ESPON Programme. During a year, participating ECPs brought ESPON closer to the local and regional level, and to citizens in physical and virtual forms. The project built a bridge between the issues on a local level and scientific evidence on EU territorial development policy themes. After taking stock of the most recent policy issues in each national context, ECPs formed transnational working groups to have a common understanding of the messages coming from ESPON results. These working groups designed the most appropriate and efficient form of communication for their target groups. In this way ESPON results were put into the macroregional context of West, South, North and Central-Eastern areas, and both the content-related and the organisational tasks were organised in a balanced way. The activity report summaries the goals of the project, presents how they were implemented and what are the lessons learnt. It concludes with recommendations for the future.
