This paper seeks to introduce cultural techniques to an Anglophone readership. Specifically geared towards an Anglophone readership, the paper relates the re-emergence of cultural techniques (a concept first employed in the 19th century in an agricultural context) to the changing intellectual constellation of postwar Germany. More specifically, it traces how the concept evolved from – and reacted against – so-called German media theory, a decidedly anti-hermeneutic and anti-humanist current of thought frequently associated with the work of Friedrich Kittler. Post-hermeneutic rather than anti-hermeneutic in its outlook, the reconceptualization of cultural techniques aims at presenting them as chains of operations that link humans, things, media and even animals. To investigate cultural techniques is to shift the analytic gaze from ontological distinctions to the ontic operations that gave rise to the former in the first place. As Siegert points out, this shift recalls certain concurrent developments within the North American posthumanities; the paper therefore also includes a discussion of the similarities and differences between German and North American posthumanism.

Doors are mediums of architecture as an elementary cultural technique, as they process the key differences of architecture from within and without. The door is a machine, through which the symbolic was materialized in architecture. This contribution describes, by means of examples from cultural, literary and art history, the monologic, epistemic and social aspects and paradoxes of the door as an analog and binary medium. With the obsolescence of the door knob, engendered by the invention of the automated revolving door, the analog door has bid farewell to society and is now mutating to a bio-political instrument which no longer addresses mankind as 'persona', but as a major perturberence.

The main objective of this paper is to understand under what circumstances a government should focus on procedural or monetary policies to foster entrepreneurial entry. To do this, we measure entrepreneurship by the entry density of new companies, which counts formally registered entrepreneurs only. However, we also control the effect on opportunity and necessity-driven entrepreneurship rates, which include entrepreneurs of all stages and sectors. Procedural and monetary policies are represented by time and cost to start a business respectively. The variety of control variables used in literature is approached by aggregating explanatory variables from 16 studies, resulting in 44 variables of which 8 are used in the regression analysis. For the empirical analysis, we use country and year fixed effects with country-clustered standard errors. We find a stronger positive impact for lowering cost to start a business, especially in countries with high rates of necessity-driven entrepreneurs or countries which did not belong to the lowest third in cost or time to start a business. However, the findings also suggest, that these policies do not incentivize non-entrepreneurs to engage in entrepreneurship, but rather attract informally operating entrepreneurs to register their business. ; O principal objetivo deste trabalho é compreender sob quais circunstâncias a administração pública deve focar em políticas procedimentais ou monetárias para fomentar novos empreendimentos. Para isso, medimos o empreendedorismo através da entrada de novas companhias no mercado, considerando apenas empreendedores formalmente registrados. Contudo, também verificamos o efeito da oportunidade e necessidade no índice de empreendedorismo, o que inclui empreendedores em todas fases e setores. Políticas procedimentais e monetárias são representadas pelo tempo e pelo custo para começar um negócio, respectivamente. A pluralidade de variáveis de controle utilizada na literatura é abordada pela conjugação de variáveis explicativas de 16 estudos, resultando em 44 variáveis, das quais 8 são utilizadas na análise de regressão. Para a análise empírica, utilizamos efeitos fixos por país e por ano com desvios-padrão agrupados em países. Encontramos um forte impacto positivo para reduzir os custos para começar um negócio, especialmente em países com alto índice de empreendedores impulsionados pela necessidade ou países que não pertenciam ao terço mais baixo de preço ou tempo para iniciar um negócio. Todavia, as conclusões também sugerem que essas políticas não incentivam não-empreendedores a se envolverem no empreendedorismo, mas sim atraem empresários que atuam informalmente no mercado a registrarem seus negócios.

This issue, following an international conference held at the IKKM in September 2017, is devoted to what may very well be the broadest media-related topic possible, even if it is accessible only through exemplary and experimental approaches: Under the title of the »Mediocene«, it presents contributions which discuss the operations and functions that intertwine media and Planet Earth. The specific relation of media and Planet Earth likely found its most striking and iconic formula in the images of the earth from outer space in 1968/69, showing the earth—according to contemporaneous descriptions—in its brilliance and splendor as the »Blue Marble«, but also in its fragility and desperate loneliness against the black backdrop of the cosmic void. Not only the creation but also the incredible distribution of this image across the globe was already at the time clearly recognized as a media eff ect. In light of space fl ight and television technology, which had expanded the reach of observation, communication, and measurement beyond both the surface of the Earth and its atmosphere, it also became clearly evident that the Planet had been a product of the early telescope by the use of which Galileo found the visual proof for the Copernican world model. Nevertheless, the »Blue Marble« image of the planet conceives of Earth not only as a celestial body, but also as a global, ecological, and economic system. Satellite and spacecraft technology and imaging continue to move beyond Earth's orbit even as they enable precise, small-scale procedures of navigation and observation on the surface of the planet itself. These instruments of satellite navigation aff ect practices like agriculture, urban planning, and political decision-making. Most recently, three-dimensional images featuring the planet's surface (generated from space by Synthetic Aperture Radar) or pictures from space probes have been cir-culating on the Web, altering politico-geographical practices and popular and scientifi c knowledge of the cosmos. Today, media not only participate in the shaping of the planet, but also take place on a planetary scale. Communication systems have been installed that operate all over the globe.
