The objective was to analyze the popular suggestions related to sports and sports democratization made to the last Brazilian National Constituent Assembly, registered in the Computer Support System to the Constituent, electronic platform created to subsidize the construction of the Constitution of 1988. These suggestions represented the only form of true direct democracy in the constituent process. This is a descriptive article, with data collected in the year 2017. The sum of 415 (32%) from a total of 1,289 popular suggestions related to the theme "sport" were analyzed. In general, the majority of the suggestions requested more state support for sports, while many suggestions were not appropriate for a national constitution, and approximately 24% of the suggestions more objectively called for sports democratization. Although these suggestions could inform constituents about popular demands regarding sports, there was prioritization of the demands raised by entities representing the organized sports sector.

The aim of this study was identify whether the municipal administrations participated in the maintenance of teams participating in NBB and in affirmative cases, verify if such support can be understood as an incrementalist public policy. The methodology of case study was employed, having as object the Brazilian National Basketball Championship [NBB], from 2011 to 2017. A documentary analysis was carried out, using as source the Official NBB Media Guides of the seasons related to the selected time period, to verify the presence or absence of support/sponsorship of the municipal government to the teams. We found that between 40 and 60% of the teams that participated in NBB in the studied period received public funding. Based on political science literature, we developed the hypothesis that the recurrent use of this type of funding to support high performance teams come from sport-focused policies of incrementalist character. The data pointed to the use of public resources in Brazilian basketball teams in all seasons, mainly in teams located in the countryside Thus, the hypothesis could be confirmed. The findings may serve to mark out the action of political agents in decisions referring to the funding (or not) of high performance teams, and it can also indicate to managers of professional teams that there is a tendency of decrease of this type of financing and, consequently, a need to think of other alternatives for the maintenance of these teams. ; El objetivo de este estudio fue identificar si las administraciones municipales participan en el sostenimiento de los equipos participantes en el Nuevo Baloncesto Brasil (NBB), competencia equivalente al campeonato nacional y, de ser así, verificar si dicho apoyo puede entenderse como una política pública incremental. Se utilizó la metodología de estudio de caso, teniendo como objeto el NBB, 2011-2017. Se realizó un análisis documental, utilizando como fuente las Guías Oficiales de Medios de NBB para las temporadas relacionadas con dicho período, para verificar la presencia o ausencia de sustento/patrocinio del gobierno municipal a equipos. Encontramos que entre el 40 y el 60% de los equipos que participaron en el NBB durante el período estudiado recibieron financiación pública. A partir de literatura de ciencia política, hemos desarrollado la hipótesis de que el uso recurrente de este tipo de financiación para apoyar a los equipos de alto rendimiento proviene de políticas incrementalistas orientadas al deporte. Los datos apuntaban al uso de recursos públicos en los equipos participantes en los campeonatos nacionales de baloncesto en todas las temporadas, principalmente en equipos ubicados en ciudades del interior. Por tanto, se pudo confirmar la hipótesis. Los hallazgos pueden servir para orientar el desempeño de los agentes políticos en las decisiones relativas al financiamiento (o no) de los equipos de alto rendimiento, y también pueden indicar a los gerentes de equipos profesionales que existe una tendencia a que este tipo de financiamiento disminuya y, en consecuencia, es necesario pensar en otras alternativas para mantener estos equipos. ; O objetivo deste estudo foi identificar se as administrações municipais participam da manutenção das equipes participantes do Novo Basquete Brasil (NBB), competição equivalente ao campeonato nacional e, nos casos afirmativos, verificar se tal apoio pode ser entendido como uma política pública incrementalista. Foi empregada a metodologia de estudo de caso, tendo como objeto o NBB, de 2011 a 2017. Foi realizada uma análise documental, utilizando como fonte os Guias Oficiais de Mídia do NBB das temporadas relacionadas ao período selecionado, para verificar a presença ou ausência de apoio/patrocínio do governo municipal às equipes. Verificamos que entre 40 e 60% das equipes que participaram do NBB no período estudado receberam financiamento público. Com base na literatura de ciência política, desenvolvemos a hipótese de que o uso recorrente desse tipo de financiamento para apoiar equipes de alto rendimento advém de políticas voltadas ao esporte de caráter incrementalista. Os dados apontaram para a utilização de recursos públicos nas equipes participantes dos campeonatos nacionais de basquete em todas as temporadas, principalmente em equipes localizadas em cidades do interior. Assim, a hipótese pôde ser confirmada. Os achados podem servir para balizar a atuação dos agentes políticos nas decisões referentes ao financiamento (ou não) de equipes de alto desempenho, podendo também indicar aos gestores das equipes profissionais que há uma tendência de diminuição deste tipo de financiamento e consequentemente, é preciso pensar em outras alternativas para a manutenção dessas equipes.

The participation of municipal governments in investment in sport and leisure is still a less investigated topic and little is known regarding it. As a consequence, there are no information whether having an exclusive sport office would increase investments. For that matter, the present descriptive study aimed to analyze if the political-administrative structure of municipal governments in the state of Piauí had any interference in the per capita investment capacity in the Sports and Leisure Function (SLF) in 2013. It was concluded that the political-administrative structure has not interfered in the expense per capita capacity in SLF. ; A participação dos governos municipais no investimento do esporte e do lazer é uma temática ainda pouco estudada e pouco se sabe sobre o assunto. Consequentemente, não temos informações se ter uma secretaria exclusiva de esporte aumentaria os investimentos. Nesse sentido, o presente estudo, de natureza descritiva buscou analisar se a estrutura político administrativa das prefeituras municipais do estado do Piauí interfere na capacidade de investimentos na Função Desporto e Lazer (FDL) per capita no ano de 2013. Concluiu-se que a estrutura político administrativa não interferiu na capacidade de gasto per capita na FDL.

Research on sport migration spans many disciplines and strands of inquiry, with some studies seeking to analyse the academic outputs. However, these studies sometimes are focused on certain specific contexts or offer only qualitative analysis. This present study aimed to analyse the literature on sport migration. Through a systematic review, we combined data from the articles to propose a classification of the sport migration research field. The results show that research in sport migration have focused on athletes who are mostly men, working in elite sports, and with attention to more globally practiced sports, such as football. Regarding migratory flows, they are often carried out from peripheral countries to central countries. Considering all advances in academic output on sport migration, this line of research needs to broaden, observing other dynamics involved, such as other migratory routes, groups of migrants, and social agents.

Rugby is considered by many to be the antithesis of femininity because, since its creation, it has been a way for men to prove their masculinity. For this reason, the trajectory of women who practice it can be permeated with prejudices. The aim of this article is to advance the conceptual understanding of gender prejudice, stereotypes and discrimination, through an evaluation of the sports trajectory of cis women rugby players in Brazil. Ten female athletes, who are current or former athletes of the Brazil women's rugby 7's national team, were interviewed. They identified gender prejudice in relation to: (1) playing a sport considered masculine in which women should not take part; (2) being considered not to be able to practice it; (3) having bodies which do not fit the requirements of the ideal female body; (4) playing a violent sport; (5) trying to highlight attributes of femininity in publicity and press coverage. We conclude that, in the sport of rugby in Brazil, women are treated unfairly, with unequal salaries and limited opportunities. Moreover, they suffer prejudice and social pressure where they need to constantly reaffirm their sexuality, their femininity and their technical competence to play rugby.

The Physical Education (PE) policies in Brazil have been poorly explored and discussed. Health, education, and sports are areas of knowledge sustained by PE. However, it has not been addressed together, as the PE field purpose. The aim was to present an overview of the main historical aspects of PE policies, by systematizing their technical and operational aspects and unveil the challenges in Brazil. The research did a data extraction, which characterized as a policy analysis in the process of organizational and operational information. Additionally, a bibliography review was applied to support the discussion. The actual public programs in Brazil are established since 1995 to 2017, and most of them prioritize a specific stratum of the population to develop actions and usually cover the national territory. Actions linked to moments and not temporal construction. Finally, Brazil has a large in the evaluation and monitoring of policies around PE. For future application an alternative is the unification of political sectors to favor environments and practices to meet the current demands of society, promoting a continuing and multidisciplinary professional training and link actions beyond the public sector. ; Las políticas de Educación Física (EF) en Brasil han sido poco exploradas y discutidas. La salud, la educación y el deporte son áreas de conocimiento sustentadas por la EF. Sin embargo, no se ha abordado conjuntamente, como el propósito de campo de la educación física. El objetivo fue presentar un panorama de los principales aspectos históricos de las políticas de EF, sistematizando sus aspectos técnicos y operativos y develar los desafíos en Brasil. La investigación hizo una extracción de datos, que caracterizó como un análisis de políticas en el proceso de información organizacional y operativa. Además, se aplicó una revisión bibliográfica para apoyar la discusión. Los programas públicos actuales en Brasil se establecen desde 1995 hasta 2017, y la mayoría de ellos priorizan un estrato específico de la población para desarrollar acciones y generalmente cubren el territorio nacional. Acciones ligadas a momentos y no construcción temporal. Finalmente, Brasil tiene una gran participación en la evaluación y seguimiento de políticas en torno a la EF. Para su futura aplicación una alternativa es la unificación de sectores políticos para favorecer entornos y prácticas para atender las demandas actuales de la sociedad, promoviendo una formación profesional continua y multidisciplinar y vincular acciones más allá del sector público. ; As políticas de Educação Física (EF) no Brasil têm sido pouco exploradas e discutidas. Saúde, educação e esporte são áreas do conhecimento sustentadas pela EF. No entanto, não foi abordado em conjunto, como é a proposta da área EF. O objetivo foi apresentar um panorama dos principais aspectos históricos das políticas de EF, sistematizando seus aspectos técnicos e operacionais e desvelando os desafios do Brasil. A pesquisa fez uma extração de dados, que se caracterizou como uma análise de política no processo de informação organizacional e operacional. Além disso, uma revisão bibliográfica foi aplicada para subsidiar a discussão. Os próprios programas públicos no Brasil estão estabelecidos de 1995 a 2017, e a maioria deles prioriza um estrato específico da população para desenvolver ações e, geralmente, abrange o território nacional. As ações em sua maioria são estabelecidas em períodos determinados, e não se caracterizam com uma construção temporal. Por fim, o Brasil tem grande atuação na avaliação e monitoramento das políticas em torno da EF. Para futura aplicação uma alternativa é a unificação de setores políticos para favorecer ambientes e práticas que atendam às demandas atuais da sociedade, promovendo uma formação profissional continuada e multidisciplinar e articulando ações para além do setor público.
