China's bilateral and minilateral relationship with Latin America and the Caribbean: the case of China–CELAC Forum

The central questions for a critical analysis of the economic relations between China and Latin America and the Caribbean countries since the beginning of the twenty-first century are how to interpret the changes in them since the end of the commodities boom and whether they have resulted in the emulation in these countries of the Chinese model of development. Analysis suggests that, although the Chinese presence was welcome during the turbulence of the 2001 economic crisis, relations with China are becoming increasingly complex and reflect the political and economic principles of South-South cooperation.Las preguntas centrales para un análisis crítico de las relaciones económicas entre China y los países de América Latina y el Caribe desde principios del siglo XXI son cómo interpretar los cambios en ellos desde el final del auge de los productos básicos y si han resultado en la emulación en estos países del modelo de desarrollo chino. El análisis sugiere que, aunque la presencia china fue bienvenida durante la turbulencia de la crisis económica de 2001, las relaciones con China son cada vez más complejas y reflejan los principios políticos y económicos de la cooperación Sur-Sur.
This paper analyzes the People's Republic of China economic and political ascendance in the 21st century, focusing on the evolution of its sui géneris economic development model and its significance for the relationship between China and the developing countries of the peripheral 'Global South.' The objective of this article is to analyze the relationship between China and Latin America in the 21st century, characterizing it as a new Center-periphery global power network based on trade and investment, which is often referred to as the 'Asian Consensus'. The article will give special attention to the Brazilian case. ; Este artículo pretende analizar la ascensión económica y política de la República Popular de China (RPC) en el siglo XXI enfocando, específicamente, la evolución de su modelo de desarrollo sui géneris y sus implicaciones en los países periféricos del sistema capitalista, o del "Sur Global". El objetivo de este artículo es analizar la relación China-América Latina en el siglo XXI como conformación de una nueva red de poder global basada en la interdependencia comercial y de inversiones, cuyo resultado es la 'relocalización' de América Latina en la división internacional del trabajo y la producción, constituyendo una reformulación de una relación centro-periferia que denominamos: 'Consenso Asiático'. El artículo realizará un especial enfoque en el caso de Brasil.

This article analyzes the geopolitical implications of the growing economic interdependence between the People's Republic of China and South America, especially Brazil. Presenting data on China's trade and investment and highlighting the advances in diplomatic bilateral cooperation during the 21st century, it focuses on two main questions: Would the China–South America relationship constitute a new pattern of south–south cooperation or a new type of north–south relationship? What role does Brazil play in this scenario? Although China stimulates South American economic growth, what are the geopolitical implications for Brazil, as a regional power, in two specific strategic points: as an industrialized country affected by the competition of Chinese products and as a leader of the South American integration process with The Southern Market (Mercosur) and the Union of South American Nations (UNASUR)? Our hypothesis is that the evolution and dynamics of this relationship are more akin to a center–periphery standard, with special characteristics, which we call Pacific Consensus. A second hypothesis is that, although the growing economic penetration of China in the Southern Hemisphere benefits macroeconomic indicators and economic growth, it challenges the Brazilian strategic geopolitical position, creating a complex dilemma.
