In this paper, the author points to the outdated textbook classification of states into three groups, according to whether they have carried out the codification of administrative procedure or not. The first group includes the states that have administrative procedures fully codified. The second group comprises the states with the so-called mixed systems, which have uncodified procedural regulations related to the administration, while the third group contains a few states that do not have administrative procedural regulations at all. The author analyzes recent changes in this highly dynamic field in order to specify general patterns, common characteristics and peculiarities of regulations of general administrative procedure in contemporary states. The paper especially points to the general acceptance of the concept of administrative act but also underscores the differences in its content in various legal systems. The author has identified and analyzed some smaller standalone trends, such as: the increasing complexity of administrative procedures along the lines of judicial procedures, and the most recent deviations from this trend; the increasing presence of administrative contracting and other forms of alternative dispute resolutions of administrative matters; and the growing insistence on the principle of citizens' participation in administrative proceedings. The goal of the analysis is to determine the degree of influence of the Global and European administrative law on the national regulations, to explore the activities of certain expert organizations bringing together a number of experts in the field of comparative administrative law, and to discuss the course of the latest regulations in this area.

The author looks into the methodological features of public choice theory. On the example of James Buchanan's contribution, he demonstrates the differences between that kind of approach (often dubbed political economy) versus welfare economics and mainstream economics. Unlike welfare economics, which tries to work out the optimal state of allocation and distribution of economic resources by using certain logical rules based on Pareto's principles, or mainstream economics, which tries to identify the improvements in observable economic categories (such as national income or investment consumption), political economy encompasses the process of collective decision-making i.e. politics. In this, the efficacy criterion is t extent of consent (consensus) in collective decisionmaking. On the example of Buchanan's and Tullock's joint contribution in the book "The Calculus of Consent", the author concludes that this paved the way for introducing a legitimate categorial mechanism for investigating the costs of political decision-making into political science. The author claims that all major efforts concerning European security have always been linked with the end of a war. Thus the end of the cold war has been marked with the expansion of NATO and an attempt to create a new security. By analysing the political scope of the expansion, the military and strategic framework, the Russian reactions, and the economic significance, the author comes to the conclusion that the expansion is not conducive to the establishment of an integral system of European security. The purpose of this development by Clinton's team was primarily to outline the new European borders (the key aspect of Clinton's foreign policy) and, in the future, to create the conditions for further expansion and admittance of new members. Only in the remote future, through constant expansion and links with other European organisations, NATO could turn into the central system of European security. (SOI : PM: S. 97)

Following the military defeat of the secular strategic orientation ("Drang nach Westen") in Croatia of Serbian political and intellectual elite, a question arises: which are the feasible strategic options of Serbian nationalist elites? Theoretically, three options are possible: (1) radical strategic reorientation: giving up entirely on the existing orientation and setting up new strategic priorities; (2) a respite and mustering strength for a new round (a reprise of the tactical variant of 1991); (3) hatching a novel, long-term tactical variation which would enable the achievement of strategic objectives step by step, by "peaceful means". The author finds the third option most viable, though there are no hints that such a choice has actually been made. However, supposing this option might eventually be acted upon, the author goes on to envisage the quandaries and dilemmas which political and intellectual elites in Serbia might be faced with. The collapse of the communist systems has brought about the crisis of identity and the political efficacy of the left not solely in Eastern Europe but in the West as well. Due to this situation, the author claims, all the elements of the traditional leftist identity have come under scrutiny. This applies both to the political ingredients common to all leftist parties (the primacy of economy, rejection of private ownership and market, egalitarianism, collectivism and the theory of progress) as well as the elements which instigated irreconcilable differentiations within the left (internationalism vs. nationalism, parliamentary democracy, the attitude towards violence, reform vs. revolution). The author concludes that due to the complex structure of the problems facing leftist parties and other political protagonists as well, there is little possibility for the emergence of an all-embracing leftist political programme; instead, partial programme variations should be expected. Each scientific explanation, as per the author's view, is strived and required to have the most possible systematic character, and to enable the explained problem to be comprehended in the widest theoric-systhematic frame. Having analysed the methodological problem of comparative studies in education from the point of view of the mentioned studies, the author determined that the approaches to comparative study of education and schooling were not to be uniformed ones from the simple reason they had been grown out from different philosophic and theoric fundament. From the wider point of view, comparisons enable the comprehension of the phenomenon of education and schooling, their dialectics of manifestation, and their importance for human and society development. Methodologically taken, comparativistics of education and schooling is enriched with new techniques and methods. The comparison overcomes the meaning of one method (comparative method). Different orientations and different methodological procedures in comparative study of education and schooling were being appeared. Bearing in mind the complexity of comparative pedagogy problems, the author indicated the relevant methodological problems from which the historic dimension of comparative pedagogy progress was being visible. The author made the analysis of methodological problem of comparative research in education through several phases having considered basic characteristic of research, understanding of method system of comparative pedagogy, problems of contradiction of comparative research, its presence etc. From the point of view of the indicated problem, it is essential to state the consciousness on the methodological foundation of comparative researches of education and schooling is being broadened, which leads to the research of phenomenon of education at more qualitative level.

The author primarily studies the works of Croatian and non-Croatian theologians and historians puplished since the 1980s which deal with the cultural and political activities of the Serbian Orthodox Church in Croatia and Bosnia-Hercegovina. In the article's introduction, the author stresses that in recent times there has been a growth of interest in this topic because of the increased political activity of the Serbian Orthodox Church in the former Yugoslavia and its attitude toward Serbian aggression in Croatia and Bosnia-Hercegovina. He also cites publications written by Croatians and non-Croatians that were published from 1918 to 1982. The main issues of his analysis are the jurisdiction of the Patriarchate of Pec outside of the Ottoman Empire's borders; the problem of the union of churches during the 17th and 18th centuries; the role of the Serbian Orthodox Church in the process of Serbian national integration in Croatia and Bosnia-Hercegovina during the 19th and early 20th century; and finally, the problem of theological debates and political developments during the 20th century. Special emphasis is also placed on the behaviour of the Church during the course of the Second World War, when it collaborated with German occupational forces. After the war, the Serbian Orthodox Church not only kept silent about this, but it also made unsubstantiated claims about the wartime collaboration of the Croatian Catholic Hierarchy and the Croatian people. The author concludes by saying that further research is needed into these and other related topics so that new light may be thrown on the more than three hundred year long history of the Serbian Orthodox Church in Croatia. In this paper, the author analyzes the key stages in the development of the Republic of Srpska, since its formation in 9 January 1992. In this context, it elaborates the process of genesis of the Republic of Srpska, its international verification by the Dayton Peace Agreement, post-conflict consolidation as a process of trial of the constitutional reform in Bosnia and Herzegovina that would redistribute responsibilities between the entity and state authorities. However, the paper points out that the Republic of Serbian unquestionable categories and that the current attempt by the U.S. and the EU for the amendment of the Constitution of Bosnia and Herzegovina did not imply denial of two-entity structure of the state. In the future, how would you rate the author will attempt leading actors in world politics to redesign the institutional framework at the level of Bosnia and Herzegovina, as well as to strengthening its negotiating capacity to assume the obligations related to membership of the European Union and the North Atlantic Treaty Organization.

In his article Dr Pribicevic analyze relation between two largest political parties in Serbia: Democratic Party and Serbian Progressive Party and possibility of the creation of the so-called large coalition after the next parliamentarian elections scheduled for the beginning of the next year. Author explains the meaning of the conception of large coalition and pointed out its results in Germany where this idea of coalition between main parties of right and left was firstly implemented. Starting from the German experience of the large coalition between CDU and SPD Dr Pribicevic analyze the benefit and the damage such coalition might bring to its participants in Serbia. In spite of the fact that both Serbian parties reject such coalition and in spit of the fact that German experience shows that SPD and CDU lost a substantial number of votes after mutual government author concludes that voters in Serbia similar to German case in 2005 could create such option as a realistic one after next elections.

The author argues that in the debates about "democratic transition" of post- socialist societies the importance of development of state of law for the formation of democracy has not been sufficiently accounted for. The absence of state of law results in the formation of authoritarian structures of politi power which in the long run obstruct the process of democratization. Those structures include the concentration of political power in the hands of charismatic leaders, the transformation of political into economic power, the formation of clientelist structures, the development of a system of privileges and corruption, and the break-down of the state monopoly of the means of violence, resulting in the "refeudalization" of political power. In conclusion the author describes two developmental options for the post-socialist societies: the formation of a "Latin American" type of authoritarian-populist regimes or the gradual transformation towards a Western type of state of law and liberal democracy, initiated by the pressures from the international environment and internal forces. In this study the author looks at the life of Istria's small Jewish community during the first half of the twentieth century. He sheds light on the process of socialization and acculturation that took place in urban environments during the period of industrialization. He examines the complex relations between the Jewish and Christian communities. He studies the role played by the Jewish community in the socioeconomic and cultural life of Istria. In particular, he examines the issue of Jewish self-identity before and during the period of fascist rule. He especially studies the effects of racial laws. He also writes about the differences between Italian fascist and nazi anti-semitic policies, especially apparent after the capitulation of Italy, when German forces undertook a policy of extermination of Jewish communities on the Italian territories they occupied. Parallel to this, the author tries t show the conditions in which Jews lived at that time, when they were reduced to the status of non-citizens. (SOI : CSP: S. 95)

The author suggests that Dayton peace accord is primarily an expression of the West's (particularly American) strategic interests, both regional and global. Numerous political constellations which have surrounded the conflict in the former Yugoslavia can be explained if this proposition is accepted. The lamentations that the recognition of Slovenia and Croatia was premature is an expression of the disgruntlement over the failure to incorporate the entire Yugoslav territory within the western interest sphere and the consequent relinquishment of Serbia to Russia. In Southeastern Europe, Russia has proved the sole American strategic ally. Americans, realizing that their strategic interests became vulnerable due to the European rivalries, decided to strike o its own. The Dayton constitution of Bosnia and Herzegovina as a multicultural state is built on current political principles in line with the requirements of the moment which include antifascism, anticommunism, antiterrorism, human rights and multiculturalism. author concludes that Croatian politics should fall in line with the strategic preferences of the West which would enable it to accomplish ist national interests. The paper discusses the role of the European Parliament in the inter-institutional quest for power on the ground of the effectiveness of its control over the supra- national institutions and bodies with the intelligence function as well as in the protection of the right to privacy. The starting assumption is that, despite the Lisbon reform, the powers and jurisdiction of the European Parliament are still quite limited with a view to oversight of the EU policy implementation and the performance of the EU institutions, respectively. The author examines the following cases: the recently revealed practice of massive electronic surveillance of the EU citizens' communication, the unselective processing of personal data, and the semi-secretive set up of a supranational intelligence function out of the MEPs' reach. The analyzed cases show that the European Parliament's control powers are weak when it comes to the issues that demand a narrow technical expertise, but still can endanger civil rights. The author concludes that the protection of the right to privacy can indicate the real power of the Parliament in future dynamics of the supranational institutional framework.
