La thèse de la manipulation des revenus et des dépenses par les gouvernements à des fins électorales a rencontré récemment de nombreux contradicteurs. La présente étude propose une réévaluation des conclusions d'une recherche représentative de ce courant, celle de David Lowery portant sur les soldes budgétaires aux États-Unis. Elle prend le contrepied de la conclusion principale de cet auteur en démontrant l'existence de ces manipulations au Canada et aux États-Unis au cours des dernières décennies.
La présente étude cherche à éclairer certains aspects sociologiques et politiques de l'augmentation de l'appui à la souveraineté du Québec au début de 1990. Exploitant des données anciennes et inédites, l'analyse vise à cerner le profil des néo-souverainistes et cherche à voir si leur conversion massive à l'option fondamentale du Parti québécois a entraîné l'élimination des clivages qui avaient départagé les partisans du OUI et du NON. Les résultats montrent que la progression de la thèse souverainiste est antérieure à l'échec formel de l'Accord du lac Meech et fait apparaître l'affaissement presque complet des différences socio-économiques entre souverainistes et fédéralistes au début de 1990. La grande mobilité de l'opinion des Québécois en matière de préférences constitutionnelles de même que l'orientation partisane (massivement libérale) et le profil socio-économique des néosouverainistes ressortent également de l'étude. Ces traits apparaissent comme autant de balises permettant d'apporter quelque lumière sur les fluctuations récentes de l'appui à la souveraineté au Québec.
AbstractAmerican presidents have enjoyed a significant boost of their popular support early after their election. This article examines the existence of this same honeymoon phenomenon in the context of Canadian federal elections since 1945. The study shows that the above-mentioned phenomenon exists in Canada, identifies the circumstances more conducive to producing it and tries to demonstrate that it mostly results from a majority effect. In conclusion, it is suggested that the gain in political resources due to the honeymoon effect could be beneficial to the government's legislative performance.
In der internationalen Politikwissenschaft ist Österreich vor allem für sein stabiles Parteiensystem und den Wahlerfolgen der FPÖ bekannt. Im Bereich der vergleichenden Wahlforschung wurde Österreich bisher aufgrund unzureichender Daten oft vernachlässigt. Das Buch ?The Austrian Voter? versucht diese Lücke zu schließen und zugleich ein besseres Verständnis für das Wahlverhalten der ÖsterreichInnen zu schaffen. Basierend auf Daten der Österreichischen Wahlstudie (AUTNES), bietet das Buch eine umfassende Analyse von Lang- und Kurzzeitfaktoren, welche das Wahlverhalten beeinflussen . Das Buch liefert dadurch einen wertvollen Beitrag zur derzeit existierenden Literatur: Erstens umfasst der Zeitrahmen der Analyse die Jahre 1986 bis 2008. Während dieser Zeit kam es im österreichischen Parteiensystem zu mehreren bedeutsamen Veränderungen, u.a. dem Bedeutungsverlust der beiden Großparteien SPÖ und ÖVP, dem Aufstieg der Grünen, dem Auf und Ab der rechtspopulitische Parteien, insbesondere der FPÖ, und damit verbunden der Bildung neuer Koalititonen. Dennoch konnten die AutorInnen eine gewisse Stabilität ausfindig machen: Zumindest die Wahlentscheidung für die beiden Großparteien basiert nach wie vor auf den tradtionellen gesellschaftlichen Konflikten, welche sich in der Lager-Mentalität widerspiegeln. Des Weiteren konnte die Nationalratswahl von 2008 aufgrund der AUTNES-Daten umfassender analysiert werden als dies in der Vergangenheit möglich war. Neben den sozio-demographischen und sozio-ökonomischen Faktoren untersuchen die AutorInnen auch den Einfluss sozio-psychologischer Variablen sowie Issue-Poistionen der Wähler, welche sich vor allem für die Wahl der Grünen und der rechtspopulitischen Parteien als ausschlaggebend entpuppt haben. Das Buch geht also auf mehrere aktuelle Entwicklungen österreichischer Politik ein und ermöglicht dadurch einerseits die Einbindung Österreichs in die vergleichende Wahlforschung und liefert andererseits eine grundlegende Vorbereitung auf die anstehende Nationalratswahl 2013.

We look at economic voting during times of financial crisis using individual-level survey data from the 2008 and 2011 Canadian Election Studies. We posit that in times of crisis, the economy's impact on incumbent voting can be twofold. There is first an impact that is more traditional in nature and based on retrospective assessments of national economic conditions (which are necessarily bad given the crisis context). There is also an impact that is based on perceptions of the parties' competence at managing the economy. Depending on these perceptions, the competence effect can compensate for incumbent vote losses that might be incurred from bad economic times (traditional effect). In more general terms, looking at competence-based issue ownership allows us to add a neglected valence component to the economic voting model. Adapted from the source document.

AbstractWho will win the next French presidential election? Forecasting electoral results from political-economy models is a recent tradition in France. In this article, we pursue this effort by estimating a vote function based on both local and national data for the elections held between 1981 and 2007. This approach allows us to circumvent the small N problem and to produce more robust and reliable results. Based on a model including economic (unemployment) and political (approval and previous results) variables, we predict the defeat, although by a relatively small margin, of the right-wing incumbent Nicolas Sarkozy in the second round of the French presidential election to be held in May 2012.
