The implementation of the Paris Climate Agreement, ratified by 184 countries, requires the formation of economic mechanisms related to the regulation of greenhouse gas emissions. The Russian Federation is also planning to ratify the Paris Agreement, which will require the creation of adequate economic and legal instruments. The article discusses the economic mechanism that allows domestic producers to offset greenhouse gas emissions from forest takeovers and transfer the absorbed tons from the Russian forest sector to other sectors of the economy, which will increase the competitiveness of domestic producers on the world market and leave funds domestically. This creates an opportunity to increase expenses for the rational use and preservation of the national ecosystem.
The Estonian government has responded to the global efforts for conservation and sustainable use of biological diversity ratifying international agreements and initiating the National Programme on Plant Genetic Resources for Food and Agriculture. Collection, identification and conservation of plant genetic material of Estonian origin as well establishing the network were the essential activities of the National Programme. Since plant genetic resources form the core of initial material for plant breeders and scientists systematic investigations to improve utilisation of plant genetic resources are conducted. An overview of activities on preservation of plant genetic resources for food and agriculture in Estonia is presented. ; Эстонское правительство отреагировало на глобальные усилия по сохранению и устойчивому использованию биологического разнообразия ратификацией международных соглашений и положило начало Национальной программе по генетическим ресурсам растений для производства продовольствия и сельского хозяйства. Так как генетические ресурсы растений составляют основу исходных материалов для селекционеров и ученых, проводятся систематические исследования для улучшения использования генетических ресурсов растений. Освещается деятельность по сохранению генетических ресурсов растений для продовольствия и сельского хозяйства в Эстонии.
Рассматриваются проблемы обеспечения сохранности и формирования фондов документов негосударственных организаций как части исторического наследия Алтайского края. Такие проблемы, как законодательная «разрозненность», угроза полноты фондов и репрезентативности документов негосударственных организаций могут стать препятствием для включения таких документов в состав Архивного фонда Российской Федерации. Документы негосударственных организаций отражают широкий спектр общественных отношений: экономические (коммерческие организации, потребительские кооперативы), социальные (негосударственные пенсионные фонды, благотворительные фонды), политические (партии, общественные движения), национальные (казачьи общества, общины коренных малочисленных народов) и др. Кроме обзора законодательства и анализа состава фондов негосударственных организаций, приводятся результаты опроса негосударственных организаций — потенциальных и реальных источников комплектования Государственного архива Алтайского края и архивного отела администрации города Барнаула. Делается вывод о необходимости формирования традиции успешного сотрудничества государственных и муниципальных архивов с негосударственными организациями для сохранения их документов как части исторического наследия.DOI 10.14258/izvasu(2016)4-33 ; The article deals with the problem of preservation and formation of funds of non-governmental organizations as a part of the historical heritage of the Altai Territory. Such problems as the legislative "fragmentation", the threat of the completeness of funds and representative non-governmental organizations' documents can be a barrier for the inclusion of such documents in The Archive Fund of the Russian Federation. Documents of non-governmental organizations reflect a wide range of social relations: economic (business organizations, consumer cooperatives), social (nonstate pension funds, endowment funds), political (parties, social movements), national (сossack communities, indigenous communities), and others. The authors review the legislation and analysis of the NGO funds and present the results of the survey of non-governmental organizations — potential and actual sources of acquisition of The State Archive of Altai Territory and The Archive Department of the Barnaul City Administration. The conclusion is made about the necessity of the tradition of successful cooperation between state and municipal archives with non-governmental organizations to save their documents as a part of the historical heritage. В статье рассматриваются исторически сложившиеся методы консервации российского моноцентризма. Отмечается, что Российское «государство» приобретает моноцентрический персонифицированный характер в период крещения Руси и татаро-монгольского ига, который сохраняется на протяжении веков. Выявлены основные механизмы консервации российского моноцентризма: а) сакрализация суверена (как персоны, так и его властного статуса), б) консервация доклассовой структуры общества, в) фрагментация элитных групп и создание альтернативных им в функциональном плане политических акторов и чрезвычайных органов, г) функциональная перегрузка и дублирование полномочий государевых «учреждений», клиентелизм, д) использования популизма, репрессий и цензуры, с формированием Государственной Думы – избирательные технологии. Во все времена существовали закрытые (гильдийные) механизмы формирования института персонифицированного лидера.Цель исследования заключается в выявлении основных механизмов консервации персоналистского моноцентрического характера российской политии.Гипотеза исследования: с течением веков у Российского «государства» сформировался комплекс механизмов, обеспечивающих «хороший» эквилибриум (равновесие) в рамках архаичной политической системы. Методы исследования: диалектический, исторический, логический. ; An analysis of the historical past is one of the ways of understanding of the present and the future. Evaluation of the past allows revealing that the Russian «statewas historically evolved as a personified one. Grand dukes, monarchs, general secretaries de facto were sole rulers, who subordinated the functioning of the political system to their interests.It has been found in the study that the basis for preserving the subjectivity of the autocrats and the non-institutionalization of other political actors in both tsarist and soviet Russia was a system of historically established mechanisms that ensured a «goodequilibrium (balance) within the framework of archaic politics.It has been noted in the article that the main mechanisms for monocentrism's maintaining are of a patrimonial nature, which is closely connected with primordial values.The main directions of the preservation of the state monocentrism have been singled out: a) the strengthening of the power potential of the autocrat (the sacralization of the status and personality of the autocrat, identifying him/her with the Divine Viceroy or the representative of the whole population; provision to the sovereign ample opportunities to select elites and non-institutionalisation of «state bodies», clientelism, etc.); b) the weakening of elites (the formation of a conflict inter-elite space, the reproduction of the conflict between the elites («boyarsand «party nomenclature»), represented in «institutionsand the population, c) Sustaining the society at the pre-class level, while preserving its primitive organization - the sovereign and «the others(employees and officials); d) the use of repressive practices, censorship, which are aimed at the creation of a sense of fear among the population with its orientation toward serving the sovereign state as a guarantor of the integrity and stability of the system. These mechanisms are intertwined and complement to each other, contributing to the preservation of politics in its initially formed form.The conducted research broadens the nature the «Russian powerconcept, deprives it of the mythological core, and allows developing (borrowing from the general civilization paradigm) alternative mechanisms of Russian political management that orient the «stateto serving individuals and peaceful coexistence with various actors of the world political system. ; У статті розглядаються історично сформовані методи консервації російського моноцентризму. Відзначається, що Російська «держава» набуває моноцентричний персоніфікований характер у період хрещення Русі і татаро-монгольського ярма, який зберігається протягом століть. Виявлено основні механізми консервації російського моноцентризму: а) сакралізація суверена (як персони, так і його владного статусу), б) консервація доклассової структури суспільства, в) фрагментація елітних груп і створення альтернативних їм у функціональному плані політичних акторів та надзвичайних органів, г) функціональне перевантаження і дублювання повноважень государевих «установ», клієнтелізм, д) використання популізму, репресій і цензури з формуванням Державної Думи – виборчі технологій. В усі часи існували закриті (гільдійські) механізми формування інституту персоніфікованого лідера.Мета дослідження полягає у виявленні основних механізмів консервації персоналістського моноцентричного характеру російської політії.Гіпотеза дослідження: з плином століть у Російського «держави» сформувався комплекс механізмів, що забезпечують «хороший» еквілібріум (рівновага) у рамках архаїчної політичної системи.Методи дослідження: діалектичний, історичний, логічний.
Aim. The aim is to conduct an analysis of biodiversity of valuable breeds of animals, as well as to assess its condition, find ways of preserving domestic genetic resources and identify their economically valuable qualities. Discussion. The material is presented, which proves the need to preserve valuable, rare and endangered breeds of agricultural animals characterized by high quality indices of production, longevity, fertility, resistance to diseases, adaptive abilities to extreme environmental conditions. Importance of carrying out these measures is associated with the absorption of domestic flocks by foreign breeds, which led to a decrease in genetic diversity and the continuing trend in the displacement of rare and endangered breeds of animals. One of the ways of preserving animals that cause breeders' concern is the use of seed cryopreservation, which is actively pursued by a number of scientists and specialized institutions. Lack of effective legislative framework, as well as the lack of state support for conservation programs for these breeds, causes significant damage to the problem of preserving local breeds. Together with the listed benefits from breeding local livestock, their role in the biological diversity should be taken into account. Conclusion. Despite the invaluable contribution to the preservation of local breeds and animal populations made by the profile research institutes (the Federal Research Center for Animal Husbandry - L. K. Ernst Institute of Animal Husbandry, All Russian Research Institute Of Animal Breeding) and individual scientists, the given problem requires its inclusion in the legislative framework and effective state support. ; Цель. Провести анализ биоразнообразия ценных породных ресурсов животных, а также дать оценку его состояния, путям сохранения отечественных генетических ресурсов, их хозяйственно ценных качеств. Обсуждение. Представлен материал, свидетельствующий о необходимости сохранения ценных, редких и исчезающих пород сельскохозяйственных животных, характеризующихся высокими качественными показателями продукции, долголетием, плодовитостью, устойчивостью к заболеваниям, адаптивными способностями к экстремальным условиям внешней среды. Важность проведений указанных мероприятий связана с поглощением зарубежных пород отечественных стад, что привело к снижению генетического разнообразия и продолжающейся тенденции вытеснения редких и исчезающих пород и видов животных. Одним из путей сохранения животных, вызывающих у селекционеров озабоченность, является использование криоконсервации семени, которым активно занимается ряд ученых и профильных институтов. Значительный урон проблеме сохранения локальных пород наносит недостаточная эффективная законодательная база, а также отсутствие государственной поддержки программ сохранения этих пород. Вместе с перечисленными выгодами от разведения локальных пород, следует учитывать их роль в биологическом разнообразии пород скота. Заключение. Несмотря на неоценимый вклад в дело сохранения местных пород и популяций животных как профильных научно-исследовательских институтов (Федеральный научный центр животноводства – ВИЖ имени академика Л.К. Эрнста, ВНИИплем), так и отдельных ученых, рассмотренная проблема требует включения ее в законодательную базу и эффективной государственной поддержки.
The program for the virgin and fallow lands' development adopted in the USSR in 1954 is the largest megaproject of the 20th century, with unprecedented ecological and socio-economic consequences. Large areas of steppe landscapes of Russia and Kazakhstan (more than 43 mln ha) have been ploughed. "Power" methods of influencing natural steppe landscapes with the aim of agricultural production intensifying led to their degradation and destruction. The consequences of these policy are well known: processes of erosion, dust storms, soil depletion, degraded land abandonment, and subsequently steppes' autoreduction in the vast expanses of the steppe zone have developed. The anthropogenic impacts generated by the irresponsible and insufficiently scientifically grounded land resources use led to the loss of valuable land areas that are of major, not only economic, but also biospheric and environmental importance. Ecological and socio-economic changes and consequences still affect the steppe landscapes' structure and functioning and the entire economic activity of regions that have undergone a "total" plowing. The study of these problems is of great relevance, despite many years have passed. Establishing the effectiveness of the project raises many questions. It is necessary to rethink the system of interaction "steppe–society". It demands of the formation of new approaches to the use and protection of steppe landscapes. The main scientific directions of the strategy for the steppe landscapes' conservation, restoration, and management were determined: land reform improvement including formation of efficient landowners and the state fund of low-productive lands; cultural rehabilitation of degraded landscapes (creation of cultural landscapes); identifying steppe land use types according to various natural, ecological and socio-economic characteristics, taking into account environmental restrictions and prohibitions; legislative establishment of the type of steppe natural resource use; transition to nature-like technologies in the agricultural sector; declaration at the state and international levels steppes' special role on carbon sequestration; wider plant resources use in medicine and industrial production. ; Принятая в СССР в 1954 г. программа освоения целинных и залежных земель – крупнейший мегапроект ХХ в., имевший беспрецедентные по своему значению экологические и социально-экономические последствия. Распашке подверглись значительные площади степных ландшафтов России и Казахстана (более 43 млн га). "Силовые" методы воздействия на степные ландшафты с целью интенсификации сельскохозяйственного производства привели к их деградации и разрушению. Последствия этих директивных действий общеизвестны: на обширных пространствах степной зоны получили развитие процессы эрозии, пыльные бури, истощение почв, забрасывание деградированных земель, а впоследствии – самовосстановление степей. Антропогенные воздействия, порожденные безответственным и в недостаточной степени научно обоснованным использованием земельных ресурсов, привели к потере ценных земельных угодий, имеющих важное, не только хозяйственное, но и биосферное и природоохранное значение. Экологические и социально-экономические изменения и последствия до сих пор сказываются на структуре и функционировании степных ландшафтов и всей хозяйственной деятельности регионов, подвергшихся "тотальной" распашке. Изучение этих проблем, несмотря на то, что прошло много лет, представляет большую актуальность. Установление эффективности данного проекта вызывает много вопросов. Необходимо переосмысление оценки истории взаимодействия "степь−общество", что требует новых подходов к использованию и охране степных ландшафтов. В статье определены научные направления стратегии сохранения и восстановления степных ландшафтов и управления ими, включающие: совершенствование земельной реформы в части формирования эффективных собственников и государственного фонда малопродуктивных земель; культурную реабилитацию деградированных ландшафтов; выделение видов степного землепользования по различным природно-экологическим и социально-экономическим признакам с учетом экологических ограничений и запретов; законодательное закрепление типа степного природопользования; переход в аграрном секторе на природоподобные технологии; признание на государственном и международном уровнях особой роли степей в депонировании углерода; более широкое использование растительных ресурсов в медицине и промышленном производстве.
Four stages of development of methodology of territorial nature protection in Russia are revealed: (1) the beginning of the operation of the Permanent Environmental Commission under the Russian Geographical Society and implementation of its plans in 1920-1930; (2) Stalin's (1951) and Khrushchev's (1961) "destructions" of reserves and the establishment of the Commission for Nature Protection of the Academy of Science of the USSR with its "long-term plan of the geographical network of nature reserves of the USSR" (1958); (3) restoration the network of reserves in 1970-1980; (4) the formation of the legislation, integration into the international system and the development of the geographical network of specially protected natural territories of new Russia. The problems of formation of the Russian network of reserves in relation to the formation of approaches to spatial development and spatial planning are considered. ; Выявлены 4 этапа развития методологии территориальной охраны природы в России: (1) начало деятельности Постоянной природоохранительной комиссии при Русском географическом обществе и реализация ее планов в 1920-1930 -х годах; (2) "сталинский" (1951) и "хрущевский" (1961) "разгромы" заповедников и создание Комиссии по охране природы АН СССР с ее "Перспективным планом географической сети заповедников СССР" (1958); (3) восстановление заповедной сети в 1970-1980-х годах; (4) формирование законодательства, интеграция в международную систему и развитие географической сети особо охраняемых природных территорий новой России. Рассмотрены проблемы становления заповедной сети страны применительно к формированию подходов к ее пространственному развитию и территориальному планированию.
Образование в интересах устойчивого развития ; Н. Н. Моисеев (1917–2000 гг.) – выдающийся российский ученый и общественный деятель внес заметный вклад в науку в области космических систем, систем управления, а также гуманитарных исследований. По его инициативе проведено математическое моделирование последствий возможной ядерной войны под названием «ядерная зима» и «ядерная ночь». Его вклад в создание и развитие философии экологии и экополитологии, в обоснование концепции устойчивого развития и места России в глобализирующемся мире выдвинули Н. Моисеева в один ряд русских мыслителей ХХ века – В. И. Вернадского, Н. И. Вавилова, Д. С. Лихачева. Теория универсального эволюционизма с главными компонентами экологического и нравственного императивов и «Системой УИТЕЛЬ» стали методологической основой экологического образования для устойчивого развития, а также для формирования современной научной картины мира = N. This article is the state-of-the-art review of acts and directives within the system of protected natural areas of the European region and the conservation of biodiversity of flora and fauna. Bern Convention is the basis for the creation of areas of special conservation interest in Europe. Emphasis is placed on the development in the countries of the European Union of an interstate ecological network of specially protected natural territories.
