The concept "level of SE development" plays an important role in the study of comparative politics, but little attention has been paid to its operationalization & measurement accuracy. The use of the concept in the cross-national literature is reviewed, & an attempt is made to provide a meaningful definition through the construction of an index via confirmative factor analysis of select indicators. A SECONDARY ANALYSIS OF SURVEY DATA COLLECTED BY THE NEDERLANDS INSTIT VOOR PUBLIEKE OPINIE EN HET MARKTONDERZOEK (NIPO) IN CONNECTION WITH THE NATIONAL COMMISSION FOR DEVELOPMENT STRATEGY 1970-1980, STUDIES THE ATTITUDES TOWARD & THE KNOWLEDGE ABOUT DEVELOPMENT COOPERATION IN THE NETHERLANDS. OPERATIONALIZATION OF THIS PROBLEM SHOULD INCLUDE AN EXAMINATION OF THE AIMS OF DEVELOPMENT COOPERATION STRATEGY (IN THIS CASE THE AIMS OF RESOLUTION 2626 (XXV), ACCEPTED AT THE 25TH GENERAL ASSEMBLY OF THE UN). IT SHOULD INCLUDE A STUDY OF CONCRETE POLICY OR SOME ALTERNATIVE FOR ACHIEVING THESE ENDS. IN SUCH A WAY WE MIGHT EXAMINE KNOWLEDGE ABOUT & ATTITUDES TOWARD CONCRETE ITEMS OF DEVELOPMENT POLICY. 2 CLUSTERS OF ATTITUDES TOWARD DEVELOPMENT COOPERATION WERE FOUND: A COSMOPOLITAN ORIENTATION & A CHARITABLE ONE; THE FORMER PROVED POSITIVELY RELATED WITH KNOWLEDGE. THIS POSITIVE RELATION IS ONLY A STOCHASTIC ONE & INDICATES A PROBABILITY, NOT A CAUSALITY. During the last 10 years, 2 different approaches to automatic content analysis have been developed. The 1st makes use of a theory about the meaning of words, as formulated in "dictionaries." The best example of such a program is the "General Inquirer." In the 2nd procedure, no assumptions are made about the meaning of the words, but an attempt is made to discover the content of a text by analyzing the co-occurrence of the words. Both procedures have been illustrated with RIQS, a retrieval program, which is available in the Netherlands. RIQS cannot be used for the dictionary procedure, because of the limits of the dictionaries; however RIQS can be used for the other procedures because the files produced by RIQS are written as SPSS-files, so that several types of analysis procedures can be used. Some important developments over the last years are mentioned: "disambiguation," validation of dictionaries, more flexible versions of the General Inquirer, dictionaries for non-English languages, & new computer programs for automatic content analysis. 7 Tables. It is hypothesized that a subordinate position in the international goods & capital markets retards economic development. A model of relationships among trade dependency, stock of foreign capital, flow of foreign capital, state strength, level of economic dependency, & economic growth is formulated, & estimated for a sample of 94 nations. Multiple regression analysis identifies: a strong curvilinear relationship between level of economic development & economic growth; a positive effect of flow of foreign capital on economic growth; a negative effect of stock of foreign capital on economic growth; weak interaction effects of intensity of trade & structure of trade on economic growth; & no effect of state strength on economic growth. 2 Tables, 3 Appendixes, 60 References. The framework of public administration in many developing countries was, to a large extent, set by the colonial powers: direct or indirect rule, centralization of administrative power benefiting only a small elite, & the abuse of power at the lower levels of government affect the administrative apparatus to this day. Other problems are the psychological insecurity of many administrators, the intertwining of politics & administration, the inability of the administrators to cope with problems of economic planning & performance, & the general shortage of skilled personnel, especially in the field of management. The science of public administration presents various approaches to the study of administration in developing countries, including: (1)'ideographic' analysis (largely descriptive, & directed at the solution of practical problems), & (2) typologies & classifications ('crude' models or sophisticated ideal types, like M. Weber's 'bureaucracy'). F. W. Riggs's bipolar ideal type of 'agraria' & 'industria' deserve particular attention; when used in the context of an ecological approach (eg, Riggs, F. W., Administration in Developing Countries--The Theory of Prismatic Society, Boston: Little, Brown, 1964) it forms a very useful approach to the study of public administration in developing countries. Ideographic analysis suffers from a lack of scientific rigor, but its attention to history & culture & its practical orientation constitute definite advantages. Yet, there are considerable problems in justifying 'comparative ideographic' development assistance in the field of public administration. Weber's ideal type offers another useful starting point for the study of development administration, but only if one uses the bureaucratic ideal type in a more inductive way than Weber did, & if one takes great care to avoid simplistic notions about a 'modern' bureaucracy. Riggs's ecological approach & Weber's ideal type of 'the bureaucracy' as reformulated by F. Heady (Public Administration: A Comparative Perspective, Englewood Cliffs: Prentice Hall, 1966), seem to be the most solid bases for a further development of the study of development administration.
