This historical essay describes Emperor Franz Joseph's visits to the Czech lands. Both the Monarch's image and the people's attitude to his stays in Bohemia and Moravia during his long reign (1848–1916) were prone to change. Following his coronation the young ruler dissolved the Constituent Assembly and returned Austria to Absolute Rule. His popularity declined sharply even though the Czechs supported the Habsburgs during the 1848/49 revolutionary uprising. He was welcomed in Bohemia after his wedding in 1854 but this was fuelled by the hope that the current harsh rule would grow more lenient. Once constitutional rule was reinstated, Czech politicians attempted to entice Franz Joseph to hold his coronation ceremony in Bohemia. In this they did not succeed. During the final decades of his rule the emperor acquired the benign image of an "Old Monarch" and this despite the fact that Czech attachment to the monarchy had weakened considerably over time. Nevertheless the Czech people sincerely liked their Emperor and his visits were always occasions for national celebration. During these visits the aged Monarch would address old war veterans and young children and these meticulously recorded conversations formed an integral part of his official cult.
Challenges for the Land Corridors of the 'One Belt, One Road' Project Challen

The paper aims to analyse the status and challenges related to the land corridors of the visionary 'One Belt, One Road' concept promoted by China. Its importance is connected with the global reach creating enormous opportunities for involved nations, and the thesis is that it will continue although there are significant obstacles to specific land corridors. The paper utilises qualitative research based on official documents and data related to the project applying analysis, critical synthesis, desk research, and comparative studies methods. Quantitative data are used only for case studies. The paper will allow comprehending the respective corridors and the whole project concerning security and corresponding nations' interests.
Main Directions and Normative Areas of Agricultural Land Protection ; Główne kierunki i płaszczyzny normatywne ochrony gruntów rolnych
The subject of the considerations presented in the article is the shape of modern regulations on the protection of agricultural land. The analysis is conducted primarily in the field of protective provisions regarding the so-called quantitative and qualitative protection of agricultural land, as well as economic instruments correlated with these provisions for the protection of agricultural land. Other regulatory areas, including predominantly the existing and discussed solutions of European Union law regarding closer linking of agricultural producer support instruments with requirements in the field of environmental protection, within the scope of the so-called conditionality and greening. The subject of the study is not only the analysis of traditional directions of agricultural land protection as a means of production in agriculture, but also an attempt to determine the areas and directions for further development of this regulation. ; Przedmiotem rozważań prezentowanych w artykule jest kształt współczesnej regulacji dotyczącej ochrony gruntów rolnych. Analiza prowadzona jest głównie w zakresie przepisów ochronnych dotyczących tzw. ochrony ilościowej i jakościowej gruntów rolnych, a także skorelowanych z tymi przepisami instrumentów ekonomicznych ochrony gruntów rolnych. Przedmiotem rozważań są również inne płaszczyzny regulacyjne, w tym przede wszystkim istniejące i dyskutowane rozwiązania prawa Unii Europejskiej dotyczące ściślejszego powiązania instrumentów wsparcia producentów rolnych z wymaganiami w zakresie ochrony środowiska naturalnego, w zakresie tzw. warunkowości i zazieleniania. Przedmiotem opracowania jest zarówno analiza tradycyjnych kierunków ochrony gruntów rolnych jako środka produkcji w rolnictwie, jak i próba określenia płaszczyzn dalszego rozwoju tej regulacji.

Approximately 100 thousand men of Czech origin died during the wartime operations
in the years 1914 to 1918. The majority were aged between 23 and 35. The reproductive losses have
been estimated at another 610 thousand (550 thousand children that were never born due to the
absence of a man in the household and another 60 thousand civilian dead). In 1914 the population
in the Czech territories numbered 10 million 283 thousand, in 1919 this number decreased
to 9 million 921 thousand. The ratio of men to women decreased (in 1920 there were 92.5 men to
every 100 women). This imbalance in age frequency, a result of the low birth rate, had a long term
effect firstly on the number of marriages, then on the birth rate and eventually on the mortality
rate. These long term effects were evidently still present at the close of the 20th Century.
Criminal offences as an element of anti-state activities in the eastern lands of the Second Polish Republic from 1921-1925

The purpose of this research is to illustrate the phenomenon of common crime in the eastern areas of Poland from 1921-1925. In the text, the author gives examples of this and its cause and effect on the functioning of the young Polish state. The timeline of the study covers the period from the signing of the Riga Treaty ending the Polish-Soviet War in 1921, to 1925 when the Bolsheviks temporarily gave up their aggressive attempts to spread communism in Europe. The author of the study focused on the most important type of crimes characteristic of the borderland such as robbery and smuggling, using the literature on the subject, source publications, and archival resources, mainly from the Central Military Archives, the Border Guard Archives in Szczecin, and Ukrainian archives in Lviv and Tarnopol. The research aims to show the characteristic types of common crimes, their connection with anti-Polish activities on the part of the USSR and Lithuania, and the intertwining of political crime with criminal offences. In the work, the author uses the critical analysis of sources, literary analysis, and the comparative method.
Regulation of Protection of Agricultural Land and Limitation of Ownership Rights to Real Estate ; Regulacja prawna ochrony gruntów rolnych a ograniczenia prawa własności nieruchomości
Regulations of the Act on Protection of Agricultural and Forest Land are treated as a limitation of the right of ownership of the real estate. Unlike civil law regulations, in this Act the legislator defines agricultural land as the subject of obligations specified in the Act, treating them in separation from the issue of ownership relationships. Unlike in civil law regulations, apart from the owner, a number of obligations associated with the protection of agricultural land is also imposed on other entities, which make economic use of the real estate property. According to the Act, the owner of real estate property has a number of obligations, such as prohibition to use land for non-agricultural purposes without having obtained a decision to designate the land for non-agricultural purposes and consent for exclusion of land from production. The owner also has other positive duties, such as the duty to prevent land degradation and devastation. These obligations, however, do not shape the subjective right of ownership, but are external to it, although they should be treated as a limitation to this right. ; Uregulowania ustawy o ochronie gruntów rolnych i leśnych są traktowane jako ograniczenia prawa własności nieruchomości. Odmiennie niż w regulacji cywilnoprawnej prawodawca przedmiotem obowiązków określonych w tej ustawie czyni grunty rolne, których ujęcie abstrahuje od problematyki stosunków własnościowych. W przeciwieństwie do przepisów prawa cywilnego, oprócz właściciela, szereg obowiązków związanych z ochroną gruntów rolnych został nałożony także na inne podmioty, które wykorzystują nieruchomości w sposób ekonomiczny. Właściciel nieruchomości ma zgodnie z regulacją ustawy szereg obowiązków, takich jak zakaz jej nierolniczego wykorzystania bez uprzedniego przeznaczenia terenu na cele nierolnicze oraz bez uzyskania zgody na wyłączenie gruntów z produkcji. Obciążają go również czynne obowiązki, m.in. obowiązek przeciwdziałania degradacji gruntów. Powinności te nie kształtują podmiotowego prawa własności, ale pozostają wobec niego zewnętrzne, jakkolwiek powinny być traktowane jako jego ograniczenia.
