Hva er holdningene i de nordiske landene til utenlandske investeringer? Spiller det noen rolle for befolkningen hvor de utenlandske investeringene kommer fra? Er man mer skeptisk til utenlandske investeringer innenfor noen sektorer av økonomien, mens man er mindre skeptisk til utenlandske investeringer innenfor andre sektorer? Dette essayet presenterer resultatene fra en omfattende spørreundersøkelse blant befolkningene i alle de nordiske landene.
Abstract in English:Attitudes to Direct Investments from China in the Nordic CountriesHow does the Nordic public view foreign investments? Does the country of origin for such investments matter for the public? Would the public be more critical of investments into certain sectors of the economy, whilst being less critical to foreign investments in others? This essay presents the results from an extensive survey of public opinion conducted across all the Nordic countries.

Stadig mer av utviklingsdiskusjonen dreier seg om grenseoverskridende problemstillinger og globale fellesgoder som klima, hav, natur og pandemiberedskap. Essayet presenterer tall som viser at Norge er det OECD-landet som vier mest av sin utviklingsbistand til globale fellesgoder. Selv om det er sterke synergier mellom bistand og globale fellesgoder har de grunnleggende sett ulike formål og målgrupper. Det er likevel grunn til å tro at tendensen med å bruke utviklingsmidler på globale fellesgoder vil styrke seg i årene som kommer – gitt de utfordringer verden møter i form av klimaendringer og smittsomme sykdommer. Essayet drøfter således hvordan bistandsfeltet er i ferd med å gjennomgå en gradvis, men fundamental endring – en «stille revolusjon». Dette kan skje ettersom bistanden er et politikkfelt som kjennetegnes av liten offentlig interesse og debatt. Det er imidlertid presserende drøfte implikasjonene av de globale fellesgodenes utvidelse og komplementering av bistanden. Ett forslag kan være å tydeligere rydde i utviklingssamarbeidets ulike engasjement, der bistand til fattigdomsreduksjon (uten hensyn til globale problemstillinger), og investeringer i globale fellesgoder (uten særlig hensyn til fattigdomsreduksjon) danner ytterpunktene. Dette kan hjelpe på dagens situasjon der bistanden presses tematisk og geografisk, og på den annen side arbeidet med de globale fellesgodene vris dit behovene er størst, ikke nødvendigvis dit produksjonen av dem skjer mest effektivt.
Abstract in EnglishAid's Silent Revolution?After decades of progress on a number of development parameters such as poverty reduction, hunger, and child and maternal health, we now see an emerging pessimism related to the international society's ability to solve global challenges. Indeed, the world seems increasingly embroiled by crises of a global nature, whether it's the ongoing economic and health crisis caused by Covid-19 or the weather extremes caused by climate change. Although not explicitly recognized, these developments are fundamentally changing international development cooperation. Foreign aid is increasingly directed towards global public goods such as climate, pandemics, the oceans and biodiversity. Norway is leading the pack with more than 20 percent of its earmarked aid addressing global public goods. Resources for poverty alleviation among the world's poorest nations has come under increasing pressure from these global public goods and confronts us with fundamental questions about what foreign aid has become, and what it should be.

A current ambition in welfare states across Europe and in the US is for political decision-making to be based on rigorous research (Bason 2010; Cartwright et al 2009; Mulgan 2009; Nilsson et al. 2008). Promoted as 'evidence-based policy-making', 'good analysis, or 'better governance' (Nilsson et.al. 2008) the aspiration finds its roots in the governance paradigm generally referred to as 'new public management' (Hartley 2005) and the central concern for developing a cost-effective and agile public sector (Rod 2010). . Sound as this ambition may seem, it has nevertheless been problematized from within the civil services and from the research community (e.g. Boden & Epstein 2006; Cartwright et al. 2009; Elliott & Popay 2000; House of Commons 2006; Nilsson et al. 2008; Whitty 2006; Rod 2010, Vohnsen 2011). Some warn that the term 'evidence-based' is used too lightly, and often in cases where 'evidence' has not fed into the policy processes but rather has been invoked after the fact to support already agreed upon policy (House of Commons 2006; Nilsson et al. 2008); others warn that politics and science are – if not incompatible – then at odds with one another (e.g. Boden & Epstein 2006; Whitty 2006). The article pin-points the friction points between science and policy-making and discuss why it is that evidence rarely feeds into policy-making and how the evidence-based paradigm effectively challenges the traditional craftsmanship of the civil service.

Recent trends towards openness and technical connectivity have offered the ability to drive massive social and economic change; however they demand a redefinition of relationships. We have observed a move from a polarized world where companies operate in economic markets while governments drive social progress, to an interconnected, networked world of shared resources and co-creation. One of the trends driving this change is open government data. This paper presents a framework of four value generating mechanisms from use of OGD. The framework makes it easier to compare and communicate different pathways to value generation, while highlighting the current tensions between the private/public and economic/social domains. Our proposition is that these tensions bring about possibilites for synergies and value enhancement.

Under 2017 och 2018 ökade Kinas direktinvesteringar i Sverige avsevärt till följd av ett antal stora förvärv, mestadels i fordonsindustrin. Samtidigt har den svenska offentliga debatten kring kinesiska investeringar blivit mer kritisk sedan 2017, då investeringarna överlag talades om i positiva ordalag. Under 2018 och 2019 har en rad aktörer inom statliga myndigheter, politiska partier, media och civilsamhället beskrivit Kinas investeringar som ett potentiellt säkerhetshot. Näringslivsrepresentanter är mindre synliga i debatten men även här finns det en tydlig trend av ökad uppmärksamhet på potentiella säkerhetsrisker kopplade till kinesiska investeringar. Den svenska synen på Kina tycks konvergera allt mer med vad EU har kallat för sin nya "mer realistiska" hållning gentemot Peking. Ett antal policyprocesser har inletts, vilket sannolikt kommer leda till att svensk lagstiftning stärks på flera områden för att öka kontrollen av Kinas investeringar och engagemang i Sverige, särskilt i kritisk infrastruktur såsom telekommunikationsnät men även vad gäller företag vars verksamhet anses som säkerhetskänslig i mer generell bemärkelse.
Abstract in EnglishChinese Investments in Sweden: From Fame to Fear?China's direct investment in Sweden surged in 2017 and 2018 due to a number of large acquisitions, mostly in the automotive industry. At the same time, the public debate on Chinese investments has become more critical since 2017, when they were typically seen in a positive light. Throughout 2018 and 2019, a number of actors in government authorities, political parties, the media and civil society have described China's investments as a potential security threat. Although less prominent in the public debate, business representatives have also become increasingly vocal about potential security risks associated with Chinese investment. The Swedish view of China seems to be aligning with what the EU has called its new "more realistic" approach to Beijing. Meanwhile, a number of policy processes have been launched which are likely to lead to the strengthening of existing legal frameworks to scrutinise Chinese investment and activity in Sweden, especially concerning critical infrastructure such as telecommunications networks, but also more generally concerning companies whose activities are regarded as sensitive from a security perspective.

AbstractI estimate whether the ability to anonymously surrender an infant to a safe haven site such as a hospital, police station, or fire station in the United States affects child well‐being. By analyzing variation in state safe haven policies, I find safe haven laws significantly increase infant foster care entrance. I further find suggestive evidence of safe havens reducing infant deaths. The mortality effects are immediate but subside over time, implying infants have been relinquished when their alternative was not death from abuse or abandonment. Robustness checks and falsification tests support these findings.
eGovernment and autoritative public data in Denmark are still mainly focused on the landside of Danmark. But the need of eloborating the coordinating effort of administration at sea is recognised and the development of maritime eGovernment is happening within the next years. This paper discusses the data involved in this administration and focuses on the need for understanding the function and hence value of data. Some maritime data are dealing with accurate placements of objects, and as a tricky part some are dealing with floating placement. Other data are handling non-visible areas in terms of zoning, e.g. planning and interest areas and finally some data are representation of legislation, whether it is rights or restrictions. These different data are not always usable in the same manner. This paper investigates the correlation between spatial data and legislation. Experience from many years of land administration can be used as part of this discussion as well as the conclusions from this paper can be discussion as input to the ongoing development on land.
