This 27 page booklet contains the text of Governor Richard M. Bishop's message to the regular session of the 64th General Assembly on Jan. 5, 1880. Bishop, a Democrat, served as Ohio's 34th governor from 1878 to 1880. Before serving as governor, Bishop was mayor of Cincinnati as well as a Democratic delegate to the Ohio Constitutional Convention. During his gubernatorial administration, the legislature jointly denounced the Redemption Act of 1875, which provided for the redemption of paper currency in gold, and approved the Bland-Allison Act, which allowed the coinage of silver. In addition, Bishop worked to address election bribery, blackmail, and state penal and welfare institutions.
